Are too many young people in the most populous countries of Africa and Asia seeing their hopes dashed and their dreams vanish with the mismanagement of the resources of the country and of the economy? Is the demographic dividend in these countries about to be wasted? Is the goodwill of foreign investors in Europe and the U.S. eager to bring the latest technologies to these countries, as they did in China, about to be wasted by sheer mismanagement and misallocation of resources? These questions are on the minds of young people in Nigeria and India as they rest their hopes on the Buhari and Modi administrations.

A brief history shows the Alawite community constitutes about 13% of the population in Syria and live mainly in the coastal region near the Mediterranean. Under the French Alawites generally supported the colonial regime and the community was used by the French colonial regime to act as a buffer as they ruled a predominantly Sunni population. The Alawites joined the military and Hafez Assad, an Alawite general, seized control in 1971. His son now rules Syria. The Obama administration has largely missed the struggle of the people for freedom from dictatorships in Syria and Egypt under Mubarak.. With Turkey and Egypt supporting the young people in Syria, the U.S. investment is minor in military and other support compared to the cost of letting the war continue with unintended consequences for the entire region.

Surprisingly the Syriza government in 6 months in office did not come up with a plan to implement for tax evasion. This was a major issue for the IMF and in Greece's interest, even though it was going contrary to long standing practice in Greece as it was in Italy. Estimates of lost revenue are about $11 billion each year for tax evasion. By comparison the IMF payment due was less than $2 billion on June 30, 2015. Sustainable long term finances make this a major issue in Greece's own interest. Greece has an aging population and the number of retirees are growing in relation to young working people making this an important issue for stable finances under any administration, and regardless of the euro.

In the Wickard-Filburn decision the U.S. Supreme Court unanimously ruled against an Ohio farmer, Mr. Filburn, who questioned a federal law that imposed a penalty for every extra bushel of wheat grown beyond a stipulated amount. The briefs presented by both parties present arguments about what are the limits of federal power under its powers to regulate interstate commerce and in what circumstances- with the Obama administration arguing that it imposes larger costs on people in all states if some people refuse to buy insurance.

Jiang Zemin, 86 years and former president, who set China on the three decade push for modernization, put his imprint on the seven member Politburo Standing Committee that runs China. Jinping and five other members of the Politburo are close allies of Jiang Zemin. Zemin was Mayor of Shanghai, China's business capital during the Koumintang pre war regime and now in the post war period. He made some of the reforms that led to China's entry into the World Trade Organization and its subsequent rise as a major trading nation. His support for Jinping gives the new president room for making political and economic changes that are needed in this period. The older members of the Politburo, most in the mid-60's, placed on the Politburo by Zemin are likely to be cautious and the outlook for change is uncertain.
