When George Osborne took over at the British Treasury the deficit was 10.2% of GDP. Osborne's hope in 2010 was that the budget could be balanced by 2015, now it looks like this will happen in 2019 or later.The forecast for the end of the 2015 fiscal year is a deficit of 5% of GDP. Lower than expected tax receipts are a big reason for the difficulty in lowering the deficit. The Office for Budget Responsibility, the budget agency, has reduced the forecast for tax receipts for 2015-2019 by 87 billion pounds. This means further spending cuts will be needed, according to OBR. Budget surplus is not expected before 2019. This is happening even though lower inflation and lower market interest rates have helped reduce outlays to service the debt. OBR assumes productivity will increase to 2% for the budget to be balanced in 2019. At the average productivity growth rate of 0.5% seen since 2008, the budget deficit will still be 2.2% in 2019, in another scenario of numbers run by OBR.

Greece spends 2.2% of GDP on the defense budget compared to 1.2% for Germany for 2014, according to the World Bank. Greece's Syriza government almost took Greece out of the eurozone over spending cuts for the poorest pensioners, submitted the proposed creditor terms for the cuts to a referendum in a manner reminiscent of the rejection of an ultimatum rejected by Greece from Mussolini for occupation of the country, using the term "Oxi" in Greek for "No." Greeks remember this with a postage stamp showing "Oxi," so embedded it is in the Greek memory. And about 85% of young people in Greece vote for "Oxi" in the July 5, 2015 referendum. Why is a NATO member spending so much on defense during a severe crisis, and is the EU right to insist on cuts in defense spending and some of the other reforms. Between 2000 and 2008 Greece's spending on military was about twice the euro area average- close to 3% for Greece compared to about 1.4% for Germany, and much lower in other countries in the euro area. The total Greece debt is not an issue the way it was earlier in 2010-2012, according to experts including Krugman and the former Greece finance minister in separate opeds in the NYT, as its now financed at very low rates, and the next step inevitably under any administration in Berlin and Athens would have been longer maturities and even lower rates- under any administration in Greece, including under Samaras- as the Germans, the Dutch and the French, know deep down it can never be fully repaid. The main issue of money transfer to creditors was tackled by changing the dateline for the surplus the largest issue according to experts, a similiar flexibility shown to Italy, Spain and France for their deficits as their economies suffered from spending cuts, high unemployment. This returns the focus for how Greece can manage its budget prudently including military, welfare, and other areas. The referendum did not change the way Greece will tackle spending under EU guidelines after the Syriza left government accepts the new 3 year package negotiated with the EU in Brussels July 12, 2015. The new plan will include $300 million in cuts for military spending by 2016, and shipowners will now pay taxes....

The Congressional Budget Conference committee meetings offer an alternative to the distrust and failure in negotiations between the White House and the House Republicans. Efforts are underway to make the process of negotiating an agreement work in this Budget Committee chaired by Paul Ryan and Pat Murray. Republicans push for spending cuts as the debt ceiling reaches $16.7 trillion in 2013 compared to $4.9 trillion in 1993, an increase that is triple the increase in the prior 5 decades. Democrats say the cuts would hurt economic growth and the unemployed.

David Stockman, Director of the Office of Management and Budget under President Reagan tells Tom Keene that the first step to deficit reduction is to means test the 2 milllion to 5 million or 10 million people who are very affluent, and have the benefits of some part of this population eliminated entirely. The next step he suggests is for spending much less on defense. A defense budget at $800 billion he says does not make sense today, because it is 35% larger in real terms than the budget when Reagan was President and the U.S. faced the Soviet Union. The U.S. does not need to be the world's policeman.

US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. Much of the Republican plan is being shaped by Mr. Trump's former Budget Director, Russell Vought, says this report in the NYT. Mr. Vought calls it an attack on the bureaucracy and woke spending. The Obama administration's proposed budget for fiscal 2013- for the year beginning Oct. 1, 2012- shows the budget deficit for the year at over $1 trillion. It shows new revenue of $1.7 trillion over 10 years mostly from ending the Bush period tax cuts on families earning more than $250,000 a year, restoring the estate tax to the 2009 level and limiting subsidies for oil and gas companies. It proposes raising the tax rate on dividends from 15% to as much as 39.6%, for households earning more than $250,000 a year. This measure is expected to generate $206 billion over 10 years. The budget also offers "principles" for future tax reform by proposing the Buffett rule replace the Alternative Minimum Tax (AMT). The AMT was not indexed for inflation so it has the weakness of putting more middle class taxpayers into AMT, leading to temporary solutions by Congress. The Buffett rule would have people earning more than $1 million pay a tax rate of at least 30%. Many wealthy Americans like Mitt Romney paid lower taxes using deductions to lower tax rates- Romney's tax disclosures show he paid effective tax rate of 14%. The White House says the budget will reduce the deficit by $3 trillion over 10 years through the new taxes, and small changes to Medicare and Medicaid and other spending cuts. This is in addition to the $1 trillion in spending cuts agreed to in a deficit reduction agreement in 2011 between Democrats and Republicans in Congress. The budget proposal proposes investment in education and transportation projects of $137 billion, and continuing through Dec. 2012, a tax break for businesses to increase investment. It includes mandatory spending of $2.7 billion for new community college programs, $6 billion to modernize schools, and $1.8 billion to make homes more energy efficient. It also increases the resources of the Securities and Exchange Commission and the CFTC (two agencies overseeing the banks), $26 million for a new Interagency Trade Enforcement Center to counter unfair trade practices, and cuts U.S. postal delivery to 5 days a week. The result is a program designed to be balanced in terms of economic fairness, making modest investments in the future for education and energy, continuing policies to stimulate growth, and extending the date for bringing the deficit under control to 2018 instead of 2014 as planned earlier....

The Indian Finance Minister Mukherjee presented his new budget and talked about the new administration's plans for investment and its priorities. The Rural Employment program which guarantees 100 days of work to each indigent family will get an increase in funding to $8.1 billion or 391 billion rupees for this fiscal year. THe goal was set for cutting in half the percentage of the people in India that are poor in five years, which the government measures by calories consumed. The Indian government estimates that 27.5% of Indians were poor in 2005 using this measure. To finance investment government spending will increase 36% and the deficit for the 2009-10 fiscal year will reach an estimated 6.8% of GDP, up from an estimated 6.2% in 2008. Abig part of this spending will be increases in infrastructure spending which will go up from 6% to 9% of GDP by 2014.

Governor Jerry Brown of California's call for fiscal restraint. In his annual State of the State address Brown said the emphasis must be on fiscal restraint and prudent spending so that the budget does not swing back to deficits. Brown was able to achieve a budget surplus of $28.9 million after spending cuts and temporary tax increases. In doing this Brown is seting a new tone for the U.S. of fiscal prudence after the budget surplus of the Clinton years was followed by swelling deficits. This also comes from the U.S.'s most seasoned governor, from the largest state in the Union, who has seen all sides of the picture. Brown said: "It's cruel to lead people on by expanding good programs only to cut them back when the funding disappears... We're not going back there." This may be the lasting legacy of Brown in his second effort as governor after two decades.

Italy's governing coalition of the Five Star Movement and the Northern League retreats from its plans to raise welfare and pension spending after spending plans leads to loss of investor confidence. Disputes on fiscal discipline with the European Union hurts Italy as ten year bond yields rise from 1.7% to 3.7% after the coalition took office. Italy's GDP declined by 0.5% in the third quarter of 2018 with lower business investment and consumer spending, creating risks of falling into recession. The result is that the coalition government led by Matteo Salvini and De Maio is looking for ways to meet the EU fiscal discipline rules after statements that it would follow its spending plans. Italy's national debt of 2.3 trillion euros is equal to 131% of GDP and perceived as riskier than most other euro countries. Promises made by the coalition government include: allowing retirement at age 62 instead of 67, and intoroducing "citizenship income" or basic welfare of around 780 euros a month for poor and unemployed. These plans are in the budget. Political leaders want to avoid losing face with voters by removing this from the budget. The alternative of the EU opening fiscal disciplinary proceedings against Italy would lead to further loss of investor confidence worsening the economic situation, is also a step Italy wishes to avoid. The EU Commission's view is that the budget plan would increase the structural deficit by $22 billion or 1.2% of GDP. ...

Fed's Bernanke sees cuts and higher taxes by state and local governments combining with higher oil prices slowing the U.S. economy. He told the Citizen's Budget commisson in New York, that in the long run the most important issue in fiscal matters will be whether the composition of the federal budget serves the public interest. And in saying this he emphasized the benefits of early childhood education, preschool programs and lifelong acquisition of skills. He advised states to take anticyclical steps to avoid the impact of boom and bust spending. One way to do this is to build rainy day funds that are then used for capital investment when times are bad.

The government of president Hollande in France added about 7 billion euros of new taxes after May 2012, and an additional 20 billion euros in the 2013 budget. Spending cuts totaled about half the tax increases. France's taxes are the highest of the major EU countries and there is concern that this may hinder the economic recovery. French businesses are cutting back on capital spending. Insee survey for April 2013 showed French manufacturing businesses planning cuts in investment of 4% for 2013. The government says spending cuts go up in 2014 to about two thirds of the deficit reduction and tax increases about 6 billion euros. France's statistics agency Insee says economic growth was 0.5% in the second quarter of 2013 compared to the prior quarter. The recovery was supported by consumer spending, with private capital investment lagging behind. This is about 1.9% growth in GDP on an annualized basis, according to J.P. Morgan.

Growth will be generated through capital spending on infrastructure improvements that is 33% higher in 2023 than in 2022. By keeping the fiscal deficit under 5.9% the government is encouraging private industry to invest for growth. In a positive step for the US economy new Speaker Mike Johnson works with Democrats to get a two thirds majority in the House to pass the budget bill 336-95, extending government agency funding to February 2024. A bill for full year spending will come later avoiding shutdown talk and disruptions. Mike Johnson says- "I believe we can fight for principles and still do things simultaneously. Connection between inflation and spending (fiscal stuff) by the government is misunderstood or misstated, say Wharton Prof. Smetters. Doug Holtz-Eakin former CBO budget director agrees.  Does higher growth mean higher inflation? It depends. The climate change action renewable energy subsidies are expected to increase growth by 0.2%, yet this should reduce fossil fuel costs, mitigating effect on inflation of government spending. Will higher deficits increase inflation? Again it depends. In 2021 direct financial help for households during the pandemic led to a third of the higher inflation in 2021, 2022 and first half of 2023. Inflation peaked at 9.1%. In 2023 the deficit is up significantly but it is mostly of the accounting kind with lower tax revenues by $278 billion from capital gains taxes due to a stock market slump in 2022, and higher interest costs of $136 billion.

The most recent U.S Congressional Budget Office projections make assumptions of an higher U.S. unemployment rate for the next 10 years. This worsens the outlook for the U.S. deficit. The CBO projections assume unemployment of 8.5% by the end of 2012, remaining over 8% till 2014. The deficit for fiscal 2012 is projected to be $973 billion, or 6.2% of GDP. This is down from $1.3 trillion, or 8.5% of GDP in the fiscal year ending Sept 30, 2011, after spending cuts. Over the coming ten years CBO projects cumulative deficits of $8.5 trillion and U.S. debt at 82% of GDP in 2021, under a scenario where Congress renews the Bush tax cuts and payroll tax cuts, and is unable to reduce fees paid to doctors under Medicare. The gap between revenue and spending is widening- revenues are at 15.3% of GDP in 2011 and spending is 23.8% of GDP.

The Saudi government announced sharp cuts in spending and subsidies to cut the deficit in 2016. The deficit in 2015 was about $98 billion or 367 billion riyals , according to Al Arabiya Saudi news channel. In 2016 the budget is designed to cut the deficit to $87 billion or 326 billion riyals. The 2016 budget is for 840 billion riyals, compared to 975 billion riyals in 2015. Saudi Arabia's foreign exchange reserves of $640 billion could be exhausted at this rate by 2020, experts say. Actions being taken by the government include increasing the price of some grades of gasoline sold domestically by 50%, as subsidies are being cut. The drop in oil prices to about $35-$40 is hurting Russia, Saudis and Venezuela. The Saudis have increased defense spending for conflicts in Yemen, and in other areas, as they oppose Iran and Russia in the Iraq- Syria conflict.

The debt ceiling agreement between Biden and McCarthy has made it out of the committee stage and now heads to the House floor. Both Biden and McCarty are confident it will pass quickly before June 5. There are some surprises as the the impact of the debt ceiling agreement is better understood. 78,000 additional people will get food aid costing an additional $2 billion as a result of the tighter work requirements for the food aid program. The program will make it easier for veterans and homeless people to get benefits.  The cuts to the IRS funding by about $21 billion will be used by the Biden adminstration to reduce the effects of other cuts in programs that help people struggling with the cost of living.  On defense spending Biden says "obviously if there is an existential need for additional spending I have no doubt we will be able to get it." Both sides say this agreement is the best that could be done for either side. "With divided government they get to have an opinion, and we get to have an opinion, and all things equal, I think a compromise agreement is reasonable for both sides," says Shalanda Young, Mr. Biden's negotiator and Budget Office Director. Congressional Budget Office estimate is for $1.5 trillion in debt reduction over a decade.   ...

Of the Budget of $6.75 trillion in 2024 Social Security $1.46 trillion   22% Medicare            $874 billion   13% Interest on Debt  $880 billion    13% Trump plans to remove tax on Social Security which would take this from 48% to over 50% meaning half of the Budget is off limits. If defense spending goes up not down then $874 and $325 for Veterans benefits are $1.2 trillion also off limits.  This means cuts of $2 trillion on $2.17 trillion or 92%. Do the simple math and this would shut down the government. ...
