Jeb Bush sees many who come to the U.S. looking for a better life as similiar to people who arrived here in earlier waves of immigrants all the way back to 1800. He described the actions of many who come to the U.S. illegally as an "act of love," and "act of committment to family," in a talk at College Station Texas, on the 25th anniversary celebration of the presidency of his father, George H.W. Bush. Its breaking the law, he says, but different, not a felony. Benjamin Franklin describes German immigrants to Pennsylvania in his writings at a time when immigrants were what made this country. They were different in some ways then but long since became part of the fabric of America, as have new immigrants in the different periods of the 19th and 20th century. Here is what Benjamin Franklin says about the German immigrants whom he praises for habitual "Industry and Frugality they bring with them," in a letter to Peter Collinson, May 19th 1753, addressing the fears as well as what they could bring to the new country, which throws light on todays immigration debates in a new light. "In short unless the stream of their importation could be turned from this to other colonies, as you very judiciously propose, they will soon so out number us, that all the advantages we have will not in My Opinion be able to preserve our language, and even our government will become precarious." And then saying in the same letter-"Yet I am not for refusing entirely to admit them into our Colonies: all that seems to be necessary, is, to distribute them more equally, mix them with the English, establish English Schools where they are now too thick settled, and take some care to prevent the practice lately fallen into by some of the Ship Owners, of sweeping the German Goals to make up the number of their passengers. I say I am not against the Admission of Germans in general, for they have their Virtues, their industry and frugality is exemplary; They are excellent husbandmen and contribute greatly to the improvement of a Country." ...

The story of Eiji Toyoda is largely the story of the modern Toyota company. He guided the company as president from 1967 to 1982 and following that as chairman and senior advisor, a service that spans the entire period from the formation of Toyota during the 1930's by Sakichi Toyoda and his son Kiichiro Toyoda till today. Eiji was Sakichi Toyoda's nephew, and 18 years younger than Kiichiro. He worked in the company's textile loom business in the early days before the formation of the company to manufacture automobiles as an entrepreneurial venture by Sakichi and Kiichiro. An auobiography by Eiji Toyoda pubished by Kodansha in 1985 tells the story- Toyota- Fifty Years In Motion. Most of the prewar period was spent manufacturing buses and motorized vehicles for the military. It was after visits to Ford's Rouge automobile plant in Detroit in the fifties that Eiji first picked up the ideas for a suggestion system and getting workers to provide ideas and make improvements that later became kaizen. Eiji was born in 1913 before the beginning of the first world war and passed away at the age of 100 in 2013. He lived a remarkable life that witnessed most of the events of the twentieth century, the transition from a militaristic to a peace loving nation, and technological progress in many fields. The technological evolution continues with the development of electric cars. In the early days of the automobile Sakichi had imported a German electric car which was limited by the short battery charge, a limitation Toyota and other companies are still tackling to this day, showing the technological challenges still ahead. The story of Toyota shows pioneering efforts and progress is continuous, as Toyota picked up the ideas from Ford and added new ones of its own for better products. Family companies with dedicated service spanning a century are rare and Toyota is one of these companies. When the recall crisis of 2011 brought the young CEO, Akio Toyoda, Kiichiro's grandson, to the verge of tears at a public event, the memories of a generation of leaders and the need to live up to their ideals and the work that preceded him must have gone through his mind....

The 4.7 billion euro loss at German steelmaker ThyssenKrupp for the fiscal year ending in Sept. 2012. The loss stems mainly from management's bet on a large project to make steel slabs in Brazil and ship it to a plant in the U.S. state of Alabama for finished product of high-grade sheets. The project suffered delays and by the time the Brazilian plant was running in 2010, the strength of the real Brazil's currency and higher wage costs had affected the economics of the plan. Steel demand also slowed in the U.S. The plants which required an investment of 12 billion euros now have a book value of 3.9 billion euros. Thyssen bet too much on one project and it failed. Three management board members who had oversight over the compliance, steel and building technology areas had their contracts terminated, and a new CEO was appointed in 2011. Heinrich Hiesinger, a manager from Siemens AG is the new CEO. ThyssenKrupp's image has been sullied by reports of price fixing of rail tracks and scandals involving the communications head for foreign railroad contracts. Hiesinger says "until recently there has been an understanding of leadership in which old-boy networks and blind loyalty were often more important than the success of the company." He faces a difficult challenge of changing the corporate culture and developing a new strategy. His plans are to turn ThyssenKrupp into a high-tech engineering business by selling the steel mills in Brazil and Alabama, and the stainless steel division to Finiish company Outokumpu Oyj. This will shrink steel from 41% of sales to 30%. To implement this strategy Hiesinger needs a capital increase. This runs into problems as the Krupps Foundation headed by Berthold Beitz, which controls 25% of the stock, does not want to see its influence diluted. Other problems include the role of Gerhard Cromme, head of the supervisory board, which failed in oversight over the failed project. Cromme is also the head of the supervisory board at Siemens AG. At Siemens he helped a company cleanup after a bribery scandal and brought in new management. He also headed the Cromme Commission on corporate governance code for German business, which makes the current corruption allegations embarrassing for Cromme....

Haruhiko Kuroda, 68 years old, a senior finance ministry expert who ran the ministry's currency policy as vice finance minister for 4 years in the early 2000's, is prime minister Abe's nominee for central bank chief. He lectured at Hitoshibashi University for two years before becoming the head of the Asian Development Bank. His book "Success and Failure in Fiscal and Monetary Policy," is critical of the Bank of Japan for mistakes in being first too accomodative in monetary policy to set up the 1987 crash, and then tightening too quickly leading to the deflation and recessions of the last two decades. By choosing an expert with a long experience in the field of monetary policy and a vigorous advocate of getting things right to shake off the deflationary trends, Abe is sending a strong signal to financial markets. Kuroda says he is looking at a shorter time frame to achieve a 2% target for inflation- about two years. In essence Kuroda is taking a page from the policy book of a small group of MIT trained economists, Bernanke at the U.S. Federal Reserve, Draghi at the European Central Bank, and Mervyn King at the Bank of England to boost domestic economies in the context of increasing global growth. The yen weakened to 94.77 to the dollar on Feb 25, 2013, after the announcement. Abe's nominee for one of two deputy governor appointments is Kikuo Iwata, a 70 year old economist who was also critical of Bank of Japan monetary policy since the 1990's. The Abe administration has also carefully communicated this message. Speaking at the Centre for Strategic and International Studies in Washington D.C. Abe said Japan's goal was to increase exports, but at the same time it will increase imports which should benefit the U.S., China, India and other countries. He described a recovery in Middle America from the Dakotas to the Carolinas and sees something like this happening also in Japan. Even the appeals to nationalist sentiment are also coupled with the message to China and S. Korea of not climbing up the escalation ladder and seeking good relations to promote mutually beneficial development. Abe's focus is on building the U.S.- Japan relationship....

Vauban is a "car- free" upscale communitynear Freiburg, Germany, close to the German-Swiss border. Except for the main street where atram to Freiburg runs, and two parking lots outside the community, there is no place to park cars. About 70% of the people there do not have cars and 57% sold their cars to come here. There are no car garages or parking places with each home. Bicycles are hte main means of transport. Vauban hasd 5500 residents in one square mile. The basic concept of having stores placed only awalk away is being followed more and more as America and Europe shifts away from intensive auto based use of space for living. The whole post war location of housing and stores and community activities was based on large use of the automobile. This is now going through big changes. David Goldberg, of Transportation of America says " how much you drive is as important as whether you have ahybrid." A fast growing coalition of hundreds of groups is advancing the cause of building communities with stores only a walk away and less need for the automobile to get around. Outside Hayward, California, Quarry Village is anew development that is trying to reduce autos to one per home. So car based is American culture that most zoning laws require 2 parking spaces per residential unit, and in the federal transportation bill 80% of appropriations in prior years used to go by law to highways and only 20% to other transport. This even though passenger cars are responsible for 12 percent of greenhouse emissions in Europe , and upto 50% in some car-intensive areas of the USA. One solution to the problem is to use smart planning to avoid the suburban sprawl, and shift to smaller more fuel efficient automobiles, and build better mass transit and rapid transit and fast rail linking most towns and cities, that will moderate all the excess that took place after the war. This may be the direction smart planning is taking us, and places like Vauban remaining niche communities for green advocates and a sort of reminder that its possible to go in this direction....

With $3.5 trillion dollars of commercial real estate debt outstanding, amid collapsing real estate prices, there is concern that this will hamper economic recovery. About $700 billion of commercial real estate mortgaes were packaged into securities and sold to pension funds, college endowments, foundations and other investors. This means the pain will be felt across the country, even in this small Ozark town of Springfield, Missouri, where the police and firefighters union has invested its entire 11% real estate allocation of $12 million in PRISA, a real estate fund of Prudential Insurance. Prudential in the boom years like 2005, was making as much as 25% return and large fees, and it marketed these products across the country. Even in a loss year of 2008 this generated $89 million in fees for PRISA. It decided to build 11 Times Square with a developer, 1.1 million square foot skyscraper in New York city, and the piece of that in the form of a security was marketed in this small Ozark town at a meeting between a Prudential representative and the towns pension fund board members, 1 policeman, 3 firemen and 2 city officials. The pension fund valued before the financial crisis at $131 million is now valued at $91 million, with 10% tied up in PRISA. A request for redemption of $5 million was rejected. The irony is that the pension fund was trying to boost returns to 7.5% from 5% on the advice of actuaries, to better fund the retiree obligations. The developer of the skyscraper Pozycki only comitted $15 million, or 4% of the equity, in exchange for developer's fees, having been burnt by earlier deals in the 1990's. As the building is nearing completion in 2009, not a single tenant has signed up. A loss of 50% is expected by 2009, because of so much vacant office space in New York city. Prudential will continue to collect its fees. And in Springfield the the losses will lead to budget cuts, reducing how often park lawns are mowed, and roads maintained, eliminating the summer concert series, multi-family housing inspections, and aservice to trap skunks and feral cats....

Peter Bernstein, colleague of Robert Heilbroner, economic historian, communicator and developer of efficient market theory and portfolio theory. He wrote several books on capital, risk and Wall Street and diversified investing. He like Heilbroner was a Keynesian, who believed government spending was critical to supporting the economy, and disagreed with Reagan. He believed that the deficit was not too large relative to the nations output, and government's role in the economy should not be curtailed. Government spending was necessary to a healthy market economy in Bernstein's view. His other point was that regulation of markets was needed to prevent a market collapse. His view was that the wealth and entrepreneurial energy generated by arising stock market were worth the risk. In a semimonthly newsletter he published for many years he said a week before he passed away at 90, that "with hindsight, most readers today would find our position in 2005 to have been a prescription for tragedy." He went on to say quoting Alfrd Tennyson, " tis better to have loved and lost than never to have loved at all. There was wisdom in Tennyson's words. Who can say he was wrong beyond debate? That would be asorry world indeed." Whats is interesting this that unlike many who get blinded to dangers such as selfinterested behaviour like that of the ratings agencies, the mortgage innovators who were more selfinterested than innovators, and banking executives interested in their bonuses, Bernstein, Heilbroner and others like him take positions on either side on the merits and on ethics, leaving out ideological bias. He is for financial innovation but is cautious at the same time, preferring to build theory he says. Its interesting that in 2005, he wrote the book "Wedding of the Waters: The Erie Canal and the Making of a Great Nation," a subject that another financial industry leader from that period, Felix Rohatyn, also talks about in his book "Bold Endeavours." There is a difference in the kind of selfinterested and reckless "innovation" of Mozilo, Prince and Moody's successors in the ratings agencies, and the innovation, watchfulness and entrepreneurial energy that Moody, Rohatyn and Bernstein have in mind....

Economists at the IMF estimate that the public debt of the leading 10 industrialized countries would reach 114% of GDP by 2014, from 78% today. The governments then owe about $50,000 for each person in the country. Unlike World War II this situation is not temporary, because of the pension and health care costs of a population that is getting older. So what is to be done? Without the stimulus, the deep and prolonged recession would lead to greater damage to the finances of these countries. But continued in this manner the government would crowd out private investment and lead to lower economic growth. In some countries, Greece, Ireland, Italy Portugal and Spain it might lead to default, in other countries the real cost of the debt may be reduced through inflation. In the USA yields on 10 year Treasuries reached about 4% on June 10th, in December it was about 2%, a consequence of the economic recovery. If interest rates are allowed to rise too fast, it might abort the economic recovery. A rise in taxes is also not the answer, because in Europe the taxes are already at 40%, in America they are around 30%. But raising consumption taxes at the time when the economy was fragile, aborted a recovery in Japan during Japan's earlier crisis decade. A caution signal that says fiscal tightening can backfire, especially some years after a banking crisis when things are still in a weak condition. Some steps that can be taken are raising the retirement age, which would cut pension costs as people work longer and would boost tax revenues, and eliminating the tax deduction for home mortgage payments in the US. Its important to build credibility that the government and the legislative bodies are serious about controlling the finances and acting with prudence. In America wasteful health care spending is a priority, as this would reduce the burden on public finances considerably , and should be as much of a priority for the new Obama administration, as providing universal health care. With today's finances its not something that can be put off....

A landmark ruling and a huge win for consumers and for the country, as the Supreme Court says states can enforce fair-lending laws and other consumer protection measures against the largest banks in the USA. The Suprem COurt said that the rules issued by the federal banking regulators like the Comptroller of the Currency under the NationalBank Act - a law passed in 1864- could not block sfforts by the states to enforce their laws. For the country its a win because the lack of enforcement of state laws only allowed abuses in the subprime area to continue and helped create the subprime mortgage crisis. The case began with letters by the New York Attorney General Eliot Spitzer in 2005 to several national banks including CItigroup, JP Morgan Chase and Wells Fargo inquiring about lending practices to minorites. The letters referred to "troubling" disparities that suggested black and Hispanic borrowers were being charged disproportionately higher interest rates on mortgages compared to whites. THe letters asked for information "in lieu of subpoena." Protection of minorities and the weak in American society is part of the moral fabric of America and that it had eroded in recent years is evident in the manner the banking sector responded. A banking trade group and the Office of the Comptroller of the Currency brought a lawsuit to block the New York Attorney General's request saying that the National Bank Act nd rules issued by the Bush administration in 2004 gave that type of authority to comptroller and prohibited such efforts by the states. And then afederal district court ruled against the states, aand the U.S. Court of Appeals for the Second Circuit Court affirmed that decision. These are instances where the system failed to protect the weak even with the laws that states had on their books. Justice Scalia voted in favor with a 5-4 vote to allow states to enforce consumer protection laws, even though his written opinion was based on an interpretation of what "visitorial powers" of a federal regulator were, and not about the importance of fair lending in the proper functioning of the American economy. Justices Roberts, Alito, Kennedy and Thomas voted against....

The Dean of Harvard Medical School says the Health Reform bill gets an "F" grade. He say its disingenuous to call this reform, and Congressmen and the White House are deceiving the public if they attempt to pass this off as reform. What it will do is accelerate health care spending in the US, and the bill has simply postponed most of the major health care problems, especially the ones that drive cost including the fee for service system and delivery of health care.There are no substantial efforts to control the growth in health care costs or improve the quality of care, which makes this effort unacceptable as reform. In his discussions with other health care leaders and economists, Dean Jeffrey Flier, says he has found the opinion unanimous on this point, that whatever the final legislation looks like in Congress, it will only serve to accelerate health care spending rather than contain it. On the present system's failings he is explicit- the current system he says promotes fragmented care making it difficult to assess outcomes, the true costs of care are disguised, and competition based on price and quality is made impossible. The new legislation while expanding access to coverage makes a terrible tradeoff of an accelerated crisis of health care costs and merely continues the current dysfunctional system. The experience of Massachusetts, where access to care was expanded but spending went up, is that this won't work. He points to the Special Commission on Health Care Payment System in Massachusetts recommendation, that the health care system there must be changed from a fee for service system to one with "capitated" payments. So what is really disingenuous about this whole affair? Congressmen making it look as if reform has happened and congratulating themselves on increasing access to health care, when many of the serious problems of funding health care, skyrocketing costs, and a dysfunctional system, have only been kicked further down the road for some future legislators to tackle. With the national debt about 12 trillon dollars when this plan is factored in, this is cause for serious concern. ...

Mark Landler of the NYT intervews Ben Bernanke at his office overlooking the Washington Mall, and Secretary Paulson in his Treasury office. Both men look back at events that led to Chinese savings financing excessive American consumption, and currency and other policies on both sides perpetuating the dependence of America on lowpriced Chinese products, and of China on the American export market. Now that this export market is collapsing it presents China with serious problems with unemployment in the export sector, and pesents America with the hangover from a consumption binge that now must be paid for with years of low or negative growth. Could this have been foreseen and if foreseen could things either have been mitigated or prevented. In March 2005, Prof. Bernanke at Princeton was not at the Fed (his Fed job started in 2006), and cautioned about the imbalances presented by Chinese savings finacing American consumption. But Bernanke saw this as a market phenomenon that would take years, even a decade to work itself out in a global economy. He said "for now, we have little choice except to be patient." The prevailing opinion among Greenspan, Bernanke and others was that the global economy worked in ways that were ultimately benign and regulation was not a good thing. After all the situation benefitted American consumers and kept inflation low while also providing China as an additional engine for global economic growth. The American economy it was believed was large and resilient, and it would not be adversely affected in the long run by such a large dependence on foreign savings. Only the positive effects were visible and the adverse effects were simply talked away as not serious for now. Zoellick, who was deputy secretary of state says that successful models are very hard to change, and Paulson says that without some kind of crisis its hard to get changes made once asituation gets entrenched. For China efforts to strengthen the currency that would slow exports and improve internal consumption were stymied by a reluctance to disturb the status quo, and Americans were lulled into complacency as years of low priced imports provided the best of both worlds, high growth and low inflation. ...

Cerberus will lose control of GMAC, and this may be a good thing, as decisions at Cerberus and GMAC while under its control were made not in the interests of GM and its customers but of Cerberus,s efforts to extricate itself from its troubled investments. One of these decisions was the decision in September 2008 to raise the credit scores for prospective GM customers to 700 before approving credit. Johnson of Barclays Capital says that in November 2008 only 1% of GM's customers used GMAC financing from a figure that was normally at 45%. During September, October, and when the credit crisis hit hardest in November 2008, GM continued to suffer hugely declining sales, and the decision to cut GM's customers off from GMAC credit must have only aggravated a bad situation from GM's concentration in SUV's and trucks and the tight credit conditions. With the November situation worsened by customers simply postponing car purchases due to concerns about job security (as about 586,000 jobs were lost in November), the credit scores decision could only hurt GM badly. Now Treasury is stepping in with $5 billion to GMAC with another $1 billion to GM to invest in GMAC. The result will be reducing Cerberus control of GMAC from 51% to 14.9% of voting shares and 33% of total equity. Cerberus will also stop providing consulting services to GMAC and the 2 companies will no longer share executives. And the GMAC Board will be reconstituted reducing the number of members affiliated to GM and Cerberus, and adding agovernment appointed board member. The government's $5 billion stake will pay an 8% dividend and it will put the government ahead of Cerberus's common equity holdings. Originally Cerberus and dozens of co-investors paid $7.4 billion for the 51% stake in GMAC in 2006. Now Cerberus plans to distribute piev=ces of it current GMAC stake directly to coinvestors. Cerberus has other troubled investments. With its flagship $4 billion fund down 15.8% as of November 30, 2008, and the firm has suspended withdrawal requests from investors after suffering big losses in October and November on a bet in fixed income markets....

Citing the drop in oil prices (with housing having to hit bottom at some point) and the stimulus package, Alan Blinder, says the recession should end by the 4th quarter of 2009. This is in sharp contrast to Ferguson's, Spence's, Roach's and Reinhart's view on the editorial pages of the NYT. The difference is whats striking. Ferguson, Roach and Reinhart say 3-4 years, Spence, is of a similiar view, if actions taken don't work the way they are expected to, and they don't put any dates down because too much is happening in the economy, with so much uncertainty. The titles of these three economist's pieces are also instructive, Beware of False Dawn by Roach, Rule of Four by Reinhart, and Spence's A Long Goodbye. Here is Blinder not only saying there won't be any surprises from now on (who knows for sure?) but also puts down an approximate time. He also ventures an exact impact of the stimulus, of 5% impact on real GDP in 2 years. With all that has gone wrong under Greenspan's leadership, one wonders about the credibility of being Vice Chairman of the Federal Reserve during Greenspan's time at the Fed. And as if to ridicule his own forecast he says without any hesitation: "But here's the rub. My forecast assumes that no other (big) shoes will drop. Sad to say, shoes have been dropping like rain." Whats the use of a forecast that has a remark like that tagged on to it, and how responsible is a statement that doesn't suggest caution, when businesses and jobs have been destroyed through overoptimistic forecasts and lack of decisive action. A case in point being General Motors, and the government and the American people are being asked to put $100 billion into General Motors. This is no time for reckless forecasts or for any but the most carefully thought through analysis. Lives and livelihood depend on it. Is this what the President means, when he talks about an era with a lack of responsibility in government and in companies, and those in leadership positions in the country, for their statements and their actions....

"What the hell kind of system is this?" That is what Jim Rogers, a co-founder with George Soros of the Quantum Fund, asks as he sees Chuck Prince taking out hundreds of millions of dollars out of Citigroup, and other Citigroup executives take many more hundreds of millions of dollars out of the company. As he sees Stan O'Neal get $150 million for leaving Merrill Lynch after he ruined the company. And Frank Raines he says did worse accounting than Enron with Fannie Mae, fradulent accounting year after year, and yet Raines is walking around with millions of dollars. One can add to Rogers list, Mozilo of Countrywide who was one of the principal figures behind pushing bad mortgage deals for homeowners that profited those in the business of real estate, and he is walking around with millions. So is Citigroup's Robert Rubin if one looks at those who had reputations to preserve, and he hopes to devote his time to charites as he says in his resignation letter to Citigroup CEO Pandit. See groups and links for Mozilo and Rubin. Jim Rogers thinks Long Term Capital Management should have been allowed to fail. Greenspan, Rubin, Summers, and Geithner were behind the rescue of LTCM. In the worst case scenario the economy would have recovered from a LTCM collapse, and the intervening period of dislocation would have sent a strong signal to financial institutions about excesses, risk taking, leverage, and put a necessary element of caution in all financial arrangements. Jim Rogers says Lehman would have lost a lot of money with an LTCM failure and it would have slowed Wall Street down for years. Some small degree of grief from time to time may be a normal part of any economic system, especially with excesses of one type or another, just as it is for the human condition, and may be away for the system to protect itself from bigger dangers by addressing and controlling the excesses. By eliminating this grief one may be subjecting the system to bigger and more life threatening stresses later on, as these excesses assume an exaggerated form. ...

The really small cars like the HOnda FIt and the Toyota Yaris and the GM Aveo are piling up on dealer lots as the price of gasoline drops to $2 a gallon from last summer's $4 a gallon. At February end 2009 Honda had 22191 Fits on dealer lots enough to last 125 days at the current sales rate, and Toyota had enough Yaris subcompacts to last 175 days at the current sales rate, according to Autodata Corp. Chrysler has a 205 day supply of the Dodge Caliber, and GM 427 days of Aveo cars. Honda Civics are also piling up. Price shifts and shifts in consumer attention and buying behaviour makes it difficult to plan ahead. The American carmakers have shifted plants to smaller and midsize cars after seeing the disastrous drop in the sales of larger vehicles in the third and fourth quarters of 2008. Now government policy is to mandate fuel efficiency standards, there is talk of agasoline tax, and even the current numbers shows ashift away from the SUV's and larger vehicles of the past. Ford's sales analyst Pipas says that over the 5 months ending February 2009 sales of small cars totaled 718,000. This was down 28% over the same period in 2008, but small cars grew to 18.4% of the total market, up 2.1 points from the year earlier period. Part of this is that overall the market has declined much more than 28%. This also shows that policy in an industry-government partnership will have to show the way that is best for the US, to ensure that oil prices don't go up the way they did, when consumption at the pump was excesssive and fuel standards lax. This should also be done in a partnership with other countries like China and India to ensure that technologies are available worldwide to reduce fuel consumption and promote fuel efficiency, as keeping consumption per passenger for each mile travelled as low as possible will take pressure off the oil price. It would make automobile transportation feasible for a rapidly urbanizing Asia, and by reducing the pressure on price that urbanization and motorization in Asia would bring, help moderate oil prices for western countries. ...

Pensions amount to over 10% of GDP in Hungary, and its becoming harder to run these deficits, as international investors are no longer buying the bonds sold by the government to finance some of these deficits. In Eastern Europe, only Poland and Slovenia have as large a portion of GDP going into pensions. And for a population of 10 million people, Hungary has 3 million pensioners, far too many for the system to be able to support them. It is easy to join the pension system at an early age. The average Hungarian retires at 58, and only 14% of the people 60-64 are working. Getting disability, even if the disability does not prevent working, and becoming a pensioner, is considered attractive in Hungary as the pension payout at about 70% of wages or higher is generous. The pension is about 80,000 forints on average or $350 amonth, and the untaxed pension is close to the average after tax income of $500 in Hungary. Four million working Hungarians support the 3 million pensioners. And employers pay ahefty amount, discouraging new investment in Hungary. For an employee to take home 400,000 forints amonth payroll and income taxes can mount to 1 million forints. Politicians under the Soviet sponsored regime and more recently in the post soviet period have used the pensioner socialist bloc to win elections and are reluctant to disturb the situation. And under the privatization schemes, newly privatized companies simply dumped people off the state payrolls into the pension system , as generous payouts made it an attractive alternative to working. Now at a time when jobs are being lost and the economy is in trouble Hungary is having to address these generous pensions and because of the already strained finances has no stimulus in place for the economic downturn. Hungary imports heavily from Germany and Hungarians have borrowed heavily from Austrian and Italian banks. The deteriorating economic situation has led to a steep decline in its currency. And there is a fierce debate going on in the EU about rescuing Hungary. Deterioration in Hungary could create crises in other Eastern European countries like Czech Republic, Romania and others....

Its clear from the task force's rejection of the plan GM submitted in March 2009, that the restructuring at GM was moving too slowly, too many brands, too many dealerships, no clear idea of what the new GM should look like. And a wistful look back to the past that clouded every decision. Wagoner and his team could not leave the old GM behind and clung onto too many brands, plants, dealerships, and sales numbers that were too optimistic at every turn of the economy, even as they were lowered. The task force said GM was "far too slow" to adapt and that "a substantially mmore aggressive restructuring plan" was required. That GM was just a year ago 2008 about this time still thinking in terms of sales numbers that would match Toyota's, as the largest carmaker in the world, shows how this wistful looking back at the past may have blinded GM to all the potentially dangerous bets that it was making, wihtout realizing it. Bets that the huge gap between the US carmakers and the Japanese and the Europeans in fuel efficiency and the technologies that went with it, would not someday come to hurt GM. Bets that the numbers game could be played without huge risks, that incentives related sales couild simply be inflating the market now with bigger risks ahead. That simply relying on sales revenue to support unsustainable retiree and union costs would be another dangerous bet on unsustainable sales numbers of a16 million market. The other large industrialized societies were seeing shrinking car sales, Japan, Germany, are prime examples, where sales are nowhere what they were at the peak in the postwar recovery of these industrialized countries. Obama is not going to shy away from developing a solution for the 12 million estimated illegal immigrants in the country, for some form of path to legal staus. The issue will be taken up this year. It does not have the same priorities as health care and energy and education, but as a human issue it will be addressed this year. The lives of people who are doing a lot of the work Americans normally do not want to do is entertwined with the economic crisis, as the lives of these immigrants are likely to be made even more difficult by this crisis. The idea is to give those who are here, and as it appears are likely to remain here, and their families, the opportunity to lead normal lives. Not see families broken or torn apart as a husband or wife has status and the other does not, or lives worsen for those who have done the menial and labor intensive jobs in factories, agriculture and in construction, that Americans born to parents from an earlier generation of immigrants do not wish to do because they have better opportunities. As it is an issue that has drawn opposition and aroused emotions, it will be tackled by framing it as "policy reform that controls immigration and makes it an orderly system." Rep. Gutierrez, who is from Chicago, is building support for the cause by speaking at churches around the country, and having church leaders speak at these meetings, in a movement that is reminiscent of the civil rights struggles for black people. Mr. Obama will speak publicly on the issue in May, in the summer he will convene working groups, including lawmakers from both sides and a range of immigration groups, to begin discussing possible legislation by early fall. The plan would not add new workers but normalize the living conditions of people already here, and who information shows are not returning home. Its also supported by a key and growing constituency in American politics, the Hispanic voters. It was a campaign promise that Obama intends to keep, and if successful only draws the Hispanic vote closer to Obama....

The failure of the economics profession to produce any red flags for this economic crisis, and the failure of economists to come to any consensus on what works to come out of this crisis, along with the huge confidence with which the economics profession displayed as the economy sailed along in most of the post war years, is one of the very noticeable things as one reflects on what has happened. Journalists like Peter Coy at BW who wrote this report followed the housing market for BW and raised red flags long before the crisis hit, just by looking at the facts. So its clear that looking at the facts through the lens of a particular theory of economics, or the lens of some ideological bias, or the lens of triumphalism, can handicap economists. There are economists who believe in the stimulus, and economists who don't believe in a stimulus, and others who think the economy reaches equilibrium of itself if left alone, and economists who believe in tax cuts. Were it not for the fact that the risks in a time like this are really great in depending on one or the other for advice if things don't work out the way they think, this would not be such a big issue. But a lot hangs inthe balance. Which is why decisions are based on what is actually happening on the ground, and by getting a good sense of that, and a grasp of real conditions, and getting agood sense of what will work in that particular situation, and not just hoping that things will work out according to some theory or conviction in the mind. And those who execute or manage the economy instead of teaching a class, have to be aware of the great responsibility for the lives of millions of people here and in poor countries around the globe, whose lives and the lives of their children, nutrition, health and education depend on their decisions, not just when they are in office but years after they have left. Axel Friedrich, a top German Environmental Agency regulator who advocates using modifications of existing vehicles as a more effective solution to the auto emissions problem. He recently reconfigured the VW Golf to show that by making changes- such as lighter seating and weight saving hood other steps to reduce the car's weight, low resistance tires, and engines that turn off when stopped and start when accelerator is pressed, more efficient gear ratios, removing the mirrors and substituting tiny cameras, and improving the aerodynamics- emissions can be cut 25% even with horsepower intact. Working with the Institute of Automotive Engineering at RWTH University in Aachen, Germany, Axel redesigned the Golf in this way to achieve a CO2 emissions reduction from 172 grams per kilometer to 131 grams and is working to bring it to 120 grams. 120 grams per kilometer is the EU's tentative target for emissions for cars sold in the region by 2012. Automakers have for years complained that this would be difficult to do in this manner because customers were concerned about safety and comfort. Its not clear that this would affect safety. However with global warming a big issue in Europe, most automakers are making changes now to prepare for a shift to 120 grams per kilometer in emissions. VW has announced a diesel version of the gasoline version that incorporates some of the redesign changes that Axel Friedrich made on his Golf, such as low resistance tires, and more efficient gear ratios, lower chassis for improved aerodynamics etc. This diesel version costs a base price of euros 20,615, and is only euros 315 mor than a standard diesel Golf. BMW has a new diesel version of its 1-Series with low resistance tiresand a gearshift indicator, which emits 16% less CO2 and costs nearly same as its predecessor. At Frankfurt Auto Show Mercedes Mercedes is expected to announce more cars with stop start systems. All this will help automakers in Germany achieve the EU 2008 target of 140 grams of CO2 emissions by 2008 on the way to the 2012 EU target of 120 grams. ...

The expansion plans of VW will add more competition into the US market which is declining. Martin Winterkorn ran VW's Audi business. He became VW's new CEO this year and brings a new leadership perspective to his job. He has several new strategies. In the area of pricing he wants to reduce unneeded features such as external mirrors that fold inward for narrow European streets, and bring down the price of VW Jetta and Passat models to be competitive with Toyota's Corolla and Camry models. Currently a Jetta is $17,000, a Corolla is $ 15,200 and a Passat is $23900 compared to a Camry at $20,000. VW's plans are to set a sales target of 1 million cars by 2018, tripling sales in ten years from the current 330,000 vehicles. In the next 3 years to 2010 sales world wide are expected to increase by 12 to 15%, VW wants to capture a bigger share by seeing its sales increase by 30% from the six million units today to 8 million units by 2010. Winterkorn sees this as possible given that VW has a more centralized management structure now which makes for quicker decisions. VW is also working on a new family of small fuel efficient cars on a common platform to be sold in China, India and other markets where a small car will be popular. Winterkorn referred to its new concept car as an example of the direction this would take. As importing cars from Europe is becoming costlier with the strong euro and the Japanese in contrast have the advantage of a weaker yen, the expansion plans will require lower pricing. VW looks to build a plant in the USA. Another strategy is to add 12 new models to its global product line and to launch more new vehicles in new product segments. This is what Winterkorn thinks has given Toyota its increased sales. A new compact SUV caled the Tiguan will be introduced. What all this means is that VW is seeking to move buyers of Japanese and American cars to try German cars, make German cars cost less and make a strong showing in the American and global markets. ...

Just the idea that Starbucks was planning to open 1600 stores this year tells you that something was going to give at this breakneck rate of expansion. There's just no way training of employees let alone finding enthusiastic employees interested in giving first time and repeat customers a real warm friendly and exciting experience of the Italian expresso cafes that Schultz visited in the eighties, the sense of community and place to gather setting and the atmosphere. This is an awfully difficult thing to replicate. Starbucks has over 10,000 locations in the USA and at that point existing stores could take sales from other Starbucks stores and the experience deteriorate in some Starbucks to the point that Dunkin Donuts became a competitor of Starbucks suggesting that Starbucks was quickly losing its upscale appeal and cache, the special effect of its logo and its brand name. Reading his autobiography one senses a passion that brought a Brooklyn kid counting himself fortunate to get a college education, a kid who quickly grasped the opportunity in the way Italians drank their cafesitas and coffee in community setting cafes, and at the same time the feeling that could this New Yorker somehow Americanize or massmarket this concept to the point of making it like fastfood, or so afficionados passionate about coffee appeared to fear in his early encounters with them. Well now its happened, and Starbucks is being talked about in relation to McDonalds and Dunkin Donuts. Schultz makes an honest assessment though in saying that he was part of the team that made the decisions and let this happen, and let the bureaucracy that he is now trying to cut grow around him, and made the decisions that cheapened the Starbucks experience over time like drive throughs and so on. The Howard Schultz story of a Brooklyn American kid making good is reminiscent of the story of Dhirubhai Ambani, of a Saurashtan Indian making good in the polyester manufacturing business but making errors in the breakneck expansion....

These management overseeing structures are the holding companies Tata Sons and Tata Industries staffs, and the Group Corporate Office headed by Ratan Tata and which has 9 senior executives who sit on the boards of the companies and act as mentors, nentoring managers and supporting corporate social responsibility values. ...

For years the WSJ opinion editorials pointed out weaknesses in Fannie Mae and Fredddie Mac, and the possibility that the Government may have to bail out these companies because of their aggressive expansion and lack of adequate supervision oversight by the government or supervisory financial authorites. This time may have arrived as the 2 companies are the only ones left actively dominating the mortgage market, handling 80% of all mortgages bought by investors in the 1st quarter this year just as Wall Street retreated. This 80% is more than double their share of the market in 2006. But their combined cushion is $83 billion, capital required by regulators. And this supports a huge $ 5 trillion in debt and other financial committments. They suffered $9 billion in losses in 2006, and they are sitting on $19 billion in additional losses which have not beeen acknowledged according to analysts. These companies operate under an imbalanced arrangement where the ownership is by investors but the guarantees are from the government and the supervisory oversight is incomplete, with Congress not having authority over them. The regulators not having the authority or the charter to conduct adequate surveillance and supervision, and controls. The companies raised $13 billion from investors last year and regulatory filings show that they have $7 billion above required minimums for a safety net. But like many things in the financial system today these minimums set in another time and place may be entirely unsuited to the risks they are taking, and their is no effective supervision or controls in place. This is exactly what lays the situation ripe for a financial crisis if foreclosures throughout the country create huge losses for Fannie Mae and Freddie Mac, that this safety net is just both unsuited and never designed to handle for the situation today. And it takes too long for a lame duck administration or Congress without effective leadership in an election year to correct the regulatory errors in the Fannie Mae Freddie Mae situation- the lack of effective controls, regulation, and the lack of clear powers and authority of a financial supervisory authority over them....

When experts say corporate earnings and balance sheets are healthy this is because they are speaking of the situation in aggregate. Companies that benefitted from the commodities boom like the oil companies and companies like Microsoft and Apple have hundreds of billions of dollars, but this is very deceptive and misleading. About two thirds of nonfinancial companies, 1600 companies, carry a junk rating according to S&P. How does this compare with earlier periods? Its up 50% from the beginning of the last bust in 2000 and 40% higher than in 1990. Also Wall Street hugely expanded the market for speculative floating rate loans with $1.2 trillion raised like this in the last 4 years to 2007, according to Thomson Reuters. And the junk bonds are much junkier. Between 2003 and 2007 lenders financed $194 billion worth of bonds in the bottom tier of non investment grades with B- or below. And that was twice the amount of the previous 4 years. Histoically it should be noted 23% of bonds in this group default within 3 yearsafter they are issued vs just 3% in the top 3% of junk. Which companies are likely to default? Amusement park operator Six Flags, construction products maker Georgia Gulf, trucking company Swift Transportation, and sports equipment maker Easton-Bell Sports. Private Equity owners who have loaded the companies they own with debt also could default. This includes real estate brokerage operator Realogy, newspaper company Tribune and pizza chain Uno Holdings. S&P's estimate that the default rate among US junk rated borrowers will jump from 1% last year to 4% this year but other experts estimate it at around 8%. And if history is any guide it will probably be in double digits. After the 2 lending booms the one in late 1980's for LBO's and commercial real estate and for telcom and tech in the late 1990's default rates reached double digits. And with a recession one expert Fridson of research service FridsonVision estimates default rates of upto 16% for two consecutive years considering the huge amount of debt that has built up....
