Geely's plans for Volvo are to build a presence for Volvo in China. This includes plans for additional local manufacturing facilities. One near Shanghai, another in Chengdu, and another being considered for Daqing. Each plant would produce 100,000 cars, with the Chengdu plant nearly complete and the others still to be built. Geely has received $444 million and $148 million respectively from the municipal governments of Daqing and Shanghai. Geely executives pointed to the need to upgrade Volvo's S80 sedan to compete with the likes of Mercedes Benz S-Class and BMW 7 series. Volvo hopes to sell additional cars to the Chinese government and state run companies. Risks associated with expanding car manufacturing were cited by Chen Bin, senior official of the China National Developmet and Reform Commission, at an auto industry conference recently. He said the combined capacity to build cars in China for all companies willl reach 31.24 million vehicles by 2015, up from the 13.95 million vehicles at end of 2009. ...

This Washington Post editorial says Obama and the politicians, both Democrats and Republicans, want something for nothing. The Ryan budget, Obama's health care plan, all require paying for it with higher taxes, but the mention of the word "tax" is the last word any of the politicians will say. These comments come as the U.S. Supreme Court considers the mandate that young Americans and others be forced to pay for health care along with the rest, as required by the health care mandate, with the idea of keeping costs down. The idea of getting something for nothing was also emphasized in an op-ed in the WSJ, March 29, 2012, by Mayor Bloomberg of New York City, where he called for letting the Bush tax cuts expire for all income groups, and an up or down vote in Congress on the Simpson-Bowles deficit reduction plan, as part of a two step plan.

As many as 2 million votes in the 2014 Afghanistan elections are called into question. This is 2 million out of a total of 8 million. In the last election it is estimated 1.3 million fradulent votes were made for Hamid Karzai. This time it is said security officials, government officials and others worked together to get as many as 2 million votes for Asraf Ghani, who Karzai supports. This is happening even as the Taliban are increasing attacks in the country and the Americans are withdrawing. It shows that instead of a withdrawal that the Obama administration promised their appears to be a situation that is no different from that of the Bush administration, where American lives were lost and sacrifices made without even the most basic results- no assurance that if the government collapses from strains within and outside, Taliban and terrorism could not happen again as is hapening in Iraq.

Readers of the NYT reflect on the Syria-Iraq conflict and the experience in Vietnam. Stuart Gottlieb, who teaches American foreign policy and international security at Columbia University, describes Logevall and Goldstein's Vietnam analogy for Syria as a situation on how one can go wrong by relying on historical reference when new thinking is required based on existing challenges. Others point to the situation in Vietnam as Kennedy's war with 16,000 advisors already on the ground. Kennedy's words "let every country know whether it wishes us well or ill, that we will support any friend, oppose any foe...," were part of the Cold War in the early sixties that Kennedy inherited from Eisenhower and Truman starting with a Communist Iron Curtain falling over Eastern Europe and threatening Western Europe. The situation today is quite different in a Middle East with little to do with Russia and China, at the same time sectarian with Sunni and Shia, and aspirations of Arab people for freedom from dictatorships....

Hagel did exactly what the White House expected him to do, say experts, including not coming up with any large ideas on the defense forces, tackling the budget cuts, working with the rank and file in the military, and implementing the administration's policy of reducing involvement in foreign military conflicts. Hagel's role was limited by micromanagement by NSC officials and Hagel was seen as deferential to the military chiefs and generals who had different views of the conflicts in Syria and Afghanistan- some generals seeing the administration's response as hamstrung by keeping resource committment to the minimum in Syria and others saying not enough resources were there to extend involvement to places such as Aleppo in Syria. Hagel resigned after pressure from White House officials who realized the inadequate nature of the very things that the White House expected of Hagel- following what the public sees as failures in the Middle East.

Women executives at a panel discussion sponsored by Columbia Universiy in New York, in Dec. 2014, provide ideas for getting more women in Tech fields. Ideas include, mentoring, with early education exposure to technology careers- as early as middle school. One executive says she takes in 150 female high school students to Washington D.C. for leadership training. Other ideas are to turn maternity leave into a positive feature of women's lives by letting women who do well keep their duties by delegating them to others while they are away, and making a smooth pathway back to work full time. The suggestion is to allow a gradual transition to ramp back up to full time work, and allow flexible hours, working from home. In daily work women are encouraged to look for partnerships with other areas of the organization for getting results, and being sensitive to which areas of the organization they need to build support in.

The failure of the Maliki government to bring together Sunnis, Shiites and Kurds, as a new election apporaches and Maliki is likely to be elected for a third term. A divided parliament and the lack of U.S. presence after the withdrawal in 2011 at Malik's insistence. The U.S. has refrained from supplying the Iraqi military for fear of aggravating ethnic tensions, with the Sunnis saying Maliki is practicing ethnic cleansing under the guise of fighting terrorism. Under Maliki Iraqi airspace has been used to supply the Assad regime from Iran, according to some reports, making the U.S. wary of supplying the Iraqi military as it has little influence left.

Microsoft's acquisition of Nokia Corp.'s cellphone business for $7 billion in August 2013. This is less than the $8.5 billion Microsoft paid to acquire Skype. A major European corporation goes for less than a company that did not even exist a few years earlier. It shows how quickly a strategic misstep or failure to anticipate a new competitor or technology can upend the marketplace. Nokia failed to anticipate or move quickly to develop products in mobile smartphones. Strategic missteps included relying on its own technology for smartphone development as the market moves first to the iPhone and then the Android based smartphones from Samsung, and other manufacturers. Microsoft also failed to anticipate or prepare for smartphone development. There is a one-two punch because after losing to Apple and Samsung in the highend smartphone market, Nokia is hit by lowpriced Android based smartphones from Chinese competitors such as Lenovo, HTC and others. The entire marketplace Nokia had known for a generation has shifted before its eyes....

As car sales drop and Chrysler drops some models from its production line, it is running many plants on one shift, leaving the factories idle the rest of the time. This means higher costs per car, as the fixed costs do't change by that much with lower production. Chrysler may also have steeper sales decline than the other carmakers, because it has fewer small cars in its lineup. All this means losses that won't be disclosed as it is privately owned, through 2009, as the economy goes through what looks like a prolonged recession of at least a couple of years. As losses are not disclosed management does not have to worry about the effect on stock price, but the longer this situation lasts, the harder its going to get for Chrysler, for a long time the weakest player in the American car market compared to the others from the US, Germany and Japan.

The situation in 2015 when Merkel allowed migrants to enter Germany from Austria and Hungary is remembered as a controversial decision. Merkel reversed this decision during the last years of her government. Of the 7 million only 3 million are asylum seekers applications of which some were rejected. The rest were legally allowed into the country. Takata struggled with a faulty airbag recall crisis and failures in quality control that go back to 2004, with a crisis in 2015-2017 as a result of about 14 deaths. Takata's liabilities now run to over $15 billion according to Tokyo Shoko Research because of claims against it from banks, automakers and others. Takata declared bankruptcy on June 25, 2017. Takata was sold to a Chinese owned manufacturer based in Michigan, Key Safety Systems, for $1.6 billion. Takata had hoped for a white knight investor or some of the automakers such as Honda to save it. But the liabilities were too great and automakers in Japan resisted the idea because it might upset shareholders and it made no sense to assume growing liabilities. As a result the Takata company name will go out of business- for a company that started in 1933. The Chinese company taking on the business, a quarter of the market share for the airbag market, is Ningbo Joyson Electronic Corporation. A related article in the NYT in 2014 by Tabuchi shows how management at Takata failed to act responsibly when the early beginnings of the crisis happened in 2004. See the link. [article-54918]  At that time testing of an exploding airbag in Alabama was kept secret and later closed down without informing safety regulators, according to former employees. Amy Chozick of the NYT describes the puzzling idea of a Methodist do-gooder, with serious concern for injustices in the South, making an effort to accumulate money. Especially considering that Hillary Clinton must have known that speechmaking fees would come up in a presidential election campaign. Chozick describes in some detail the two years Hillary tried to shore up the family's finances after Bill Clinton's defeat in the 1980 election for Governor. Following the defeat Bill Clinton went back all over the state to voters to hear their complaints, sometimes for hours at a time. It was upto Hillary to shore up the family's finances. Hillary had to stretch to buy a $112,000 home in a better residential neighborhood. Family friends say Bill was never that interested in money, and never worried about the family's finances. Things were so bleak according to this account that Hillary worried about how they would pay for daughter Chelsea's college tution, as her own mother's experience has always remained with her of being denied a college education because of lack of money. During the Democratic Convention this comes up in the video introduction, something that most people are unaware of, which must have been difficult for an intensely private person like Hillary. Her mother is described in that video as having to go to the corner grocery store as a child with coupons for food. The income of the Clintons as professors in the years around 1975 was $18,000 each. As governor Mr. Clinton earned $33,519 in 1978 with combined income at $51,173 adding Hillary's work at the Rose law firm. A one time deal in the commodities market made 100,000, and an investment in land in the Ozarks led to losses- all at a time when other highly educated people in Arkansas were doing extremely well, including the Walton family. It wasn't until 1992 when Bill Clinton was running for president did the couple make higher income of $297,177 reported in 1992 tax returns. At this time entering the White House, of recent presidents only Harry Truman had lower net worth. Hillary donated her book proceeds for "It Takes a Village," to charity, and turned down an advance. By the time they left office the couple were faced with legal debts, owing $5 million in legal fees- Hillary Clinton saying they were "Dead broke." The former president now sought help to buy a Dutch Colonial in Chappaqua, New York, for $1.7 million. President Jimmy Carter was also facing large losses in his peanut business in Georgia when he left office, only to turn to writing books to salvage his finances. Hoover, FDR, Kennedy, George Bush, George W. Bush, were from families with great wealth or built their fortunes, including candidate Trump, sometimes using influence or connections or in the case of Kennedy's family gaining from the end of Prohibition. Eisenhower, Reagan, Carter were of more modest wealth. Only Harry Truman remains the awesome exception of dignity with extremely modest wealth, a small house in Independence, Missouri, no presidential pension, only an army pension of $112.56 a month in 1953. Truman's story also offers another aspect of public service of an exceptional kind and its value to the country for people to reflect on. A presidential pension of $25,000 was set up one year after Truman left office.  Experts say Truman's Senate Committee over 8 years 1941-1948, helped save billions of dollars in waste, fraud, and in faulty airplane as well as munitions development during the war effort, including saving thousands of lives.  In his farewell address in January 1953, Truman said he had spent 17 hours a day for eight years with no payment for overtime. In the address he correctly predicts that the Cold War would be won and he set the course. It also happened as predicted in that address with changes in the Kremlin and failure in the satellite states. Hillary Clinton put in these 17 hours and gained unmatched experience as Secretary of State, and is in a positon to set the course ahead in a manner that Truman once did in a complex world where careful policy, good judgement and in some situations strong action is needed. Such invaluable public service has never really been rewarded in the way business leaders are, not by a small fraction - too long simply taken for granted.  Considering her life story Hillary Clinton appears to have struggled with this all her life, to create a safety net that too often cracked, sometimes suddenly and unexpectedly. Has this concern sometimes gone too far, could better judgement be exercized. Perhaps or probably. Should it be seen in the context that Truman's situation reminds us. Probably.         ...

China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. One can say DJT's warning to US retailers not to increase prices have worked overall. Overall retailers have increased prices only slightly, about 2% since March when DJT announced tariffs. So called old fashioned jawboning did work, as it has with Walmart shown below when DJT admonished Walmart on price increasing strategies. Harvard Pricing Lab experts say retailers have acted cautiously and incrementally because of a lack of clarity on what the tariffs would eventually be, and what impact it would have if it was a negotiating strategy. Here are price increases shown in WSJ Analysis on less expensive items from March 2025 when the DJT tariffs were put in place to July 2025, some of them on basic canned foods made in the US by Campbell Foods and others. Amazon  5% Target      3% Walmart   -2% On less expensive items the prices were reduced slightly- Amazon  cut prices 2% Walmart cut prices   4% Target cut prices       6% Amazon and Target, Walmart operate in slightly different environments. One third of Amazon revenue comes from inexpensive products and it costs more as a percentage of price to ship these products. Walmart and Target operate as brick stores so that some of the lower priced items can get compensated by sales of higher priced items when a shopper makes a trip to the store. Amazon has higher margins on more expensive items so that it is easier to cut prices on these items.    ...

Ryan Tracy and Anthony DeBarros try to address the question of patchy internet service for America's heartland, rural areas from the prairies of Iowa to the west, and in the south and southeast. Public funds were allocated through the Rural Digital Opportunity Fund for broadband service with the latest optic fiber technologies in 750,000 census blocks in all states except Alaska in the US. This was supposed to bring digital internet with fast speeds enjoyed by urban users to every American home. Instead after this and another program the Connect America program why is internet service serving some customers and not others in rural areas, with patches of areas in each rural part of a state without internet service at the speeds one should expect for streaming and other uses? This WSJ research looks at data and conducted interviews on this important issue and found that internet service providers were given public funds by the FCC yet allowed to pick customers leaving some customers out. FCC rules till 2021 did not require service for all customers equally as long as they provided service to a minimum number of locations statewide say former senior FCC officials. One senior former FFC official says it is not surprising that companies made the decision to do the bare minimum required.  In Heavener, Oklahoma this meant that during the pandemic and lockdown when schools were closed the lack of good internet service affected learning from home. Many students could not get online from home. In 2021 another effort was made. This time funds will not go through the FCC but through the states. The Biden $1 trillion infrastructure spending for workers and families includes $42.5 billion for a rural broadband program in America. This WSJ report does useful service to America by putting the spotlight on one of the issues that divides America today the gap between the quality of life in rural vs. more affluent areas of urban America. It also shows that it is the federal bureaucracy that is at fault in this case for poor internet service in rural areas. Careful attention to this is needed so that rural America gets the attention it deserves from the prairies of Iowa to the mountains, the breadbasket of the country, and the heartland.   ...

Bill Gates resigned his seat on Microsoft Board on March 13, 2020. This report in the WSJ looks at the situation at Microsoft in late 2019 when members of the Microsoft Board hired a law firm to conduct an investigation in late 2019 after a Microsoft female engineer's letter. This was a company that Gates founded and which expanded through acquisitions of other smaller companies.  The same day he resigned his seat on Berkshire's Board led by Warren Buffett. Mr. Gates started Microsoft in 1975, was CEO till 2000, and chairman till 2014. He then turned to work with his Bill and Melinda Gates Foundation.   Microsoft has market value of $1.8 trillion, Apple a value of $2.1 trillion.  The Bill and Melinda Gates Foundation has assets of $37 billion income of $53 billion, and the personal assets of Bill and Melinda Gates have an estimated value of $130 billion. One of the mistaken assumptions is that any one foundation such as the Bill Gates foundation has the resources, knowledge, technologies, expertise and leadership to tackle problems that confront large countries such as the US, India, or a bloc such as European Union. Imagine some billionaire taking on the role of a Franklin Delano Roosevelt in tackling the Depression or a billionaire tackling the problem India faces today in public health. It is only governments of the US, India and large nations such as the UK that can pull together the resources needed and the cooperation needed between its industrial base companies to achieve goals for public health. This type of effort can pull together resources of trillions of dollars that no one company or billionaire or group of billionaires can put together, and pull together massive resources of engineers, scientists, and other people across hundreds of companies that cannot even be measured. This is one of the lessons of this pandemic because the WHO was left with the job of handling the pandemic and governments of US, France, UK, Germany, India, Russia and leading nations had retreated from their essential role as guardians of the public interest in people's health and left much of the task to others. As they reassume this role this needs to be given a firm and solid footing and lessons learned. ...

US president Biden signs a broad executive order on July 9, that is directed at promoting competitive behaviour in the American economy, and taking action against companies that have anti competitive behaviours. It also aims to limit corporate dominance that then can lead to anti competitive behaviours. These types of behaviours puts consumers, workers and small compoanies at a disadvantage. The Biden plan stretches from the smaller items such as hearing aids and baggage fees, to the task of putting in place the first antitrust regulation on tech companies Apple, Google, Amazon and others. Industries Biden sees as needing help are agriculture, healthcare, shipping, transportation, technology, and labor practices that limit wages and mobility. In making the executive order the White House says it "will lower prices for families, increase wages for workers and promote innovation and even faster economic growth." As each step is taken by the Biden administration to help workers, families, women and children, the situation is a reminder of the actions taken by Franklin Delano Roosevelt at another period of crisis in the nation's history. The July 9 executive order will create a Competition Council as proposed by Tim Wu, special assistant to the president for technology and competition policy in the White House National Economic Council. The Compeititon Council task will be to get federal agencies to take action to promote competitive behaviours for the first time since the 1980's when Republican presidents Reagan, Bush, and Democratic presidents Clinton, Obama, allowed such behaviours in some industries to get entrenched. In Biden's own words "the rise of monopolies weaken labor." In each industry agencies will now have the task of pushing back against anti-competitive behaviours already put in place by companies. In agriculture it will help small farmers, in pharmaceutical sector it will help the American people deal with a problem that has no end in sight of high drug prices and practices that support this. In all areas of the economy the Biden plan is for a new coordinated effort across all the agencies of the government and under the leadership of the president, to restore the vibrant economy to what it was before the long deterioration through anti-competitive behaviours. ...

Isaacson's new book on Musk says Musk's story is a cautionary tale. The compulsion to be drama magnet or mean are not prized traits, say others.  More sinister (the hell) is celebrating a culture that does not respect the need for worklife balance, of respect for nutrition and exercize for good health. Musk's methods which he calls "algorithm", a word known more for obscurity than meaning, are nothing new. For years as the US, Japan and China, now India have innovated there is a focus on simplifying things, and to do this questioning the existing way of doing things by breaking down the existing method into pieces and reorganizing the pieces of the puzzle leaving out unneeded pieces. What is the key to his success as it was for Jobs at Apple is creating a culture in which people would invest in and take risks for innovation at the high end of the price spectrum. Jobs used design and new stuff like the iPod and iPad, iPhone to do this. Musk does this through playing the role of a social media icon but a dangerous one that does not respect worklife balance and good health habits of nutrition, exercize and mindfulness. In processes this can give you a process that takes less time and money- how India's moon mission and rover Chandrayan 3 was done for $78 million showing these work practices of Musk are nothing new, and universally adopted by successful companies and nations. Newer ask your employees to do what you would not do, is also adopted by the best managers. By turning it into a mantra it obscures the fact that America today is a country of massive inequalities where two thirds of 4th graders cannot pass ACT reading test and half of retirees have zero savings, working people and families face a cost of living and health crisis and are badly neglected. How does it help to role model as an icon and popularize a culture that tolerates and accepts such conditions that would leave men deeply troubled, including America's leaders Washington, Lincoln and FDR if they were alive today. ...

 South Korea has run about 300,000 coronavirus tests, double that in Italy and ten times that in the U.S., says this report in the WSJ. This report shows how the South Korean testing works and the workday of Lee Hyuk-min, a clinical microbiologist at a testing lab of Yonsei University Health System Severance Hospital in Seoul, who is working from 4.45 am to 11 pm. South Korea's effectiveness in controlling the spread is based on a strategy of efficient testing that enables isolating quickly people and areas. South Korea's testing network is a legacy of the MERS coronavirus outbreak in 2015, and the government failure at that time to control it.  It brings together doctors, medical staff, labs, and political leaders in roles following the protocols established since then. Dr Lee and others are the final checkpoint in the system which coordinates a diagnostic operation that combines together 633 test sites and 100 labs. The protocol includes a uniform setup- same testing equipment, same training, same decision making process. At 8 am each day all labs upload results to a shared database, which allows public and private hospitals to monitor patient results and report them to Korea Centers for Disease Prevention and Control. Hospitals upload testing details to an online directory. This surveillance allows South Korea to predict where to concentrate its efforts for controlling spread, says Dr Lee who advises the South Korean government on lab testing issues. Action plan took 2 years for the new rules to be implemented following MERS in 2015. The plan included accelerated bio testing company approval for tests. The first company got approval on Feb 4, followed by 4 other firms. Dr Lee says testing is only part of the equation as labs are needed to process and confirm results. Another key is innovation. South Korea setup testing in drive thru locations, that limit contact and speed up testing, which the U.S. is adopting. Dr Lee says early identification is key, and identifying the first coronavirus patient which was done in South Korea on January 20. Other countries including the U.S. took too long to identify the first patient, says Dr. Lee. ...

The resilience of Indian democracy shows in the fourth phase of the election with 70% election voter turnout for parliament. The Election Commission says 67% over all four phases with the current heat wave 45-50 degrees centigrade. 150 million more voters over 18 years will vote this time in 2024 compared to 2019. 978 million people or 70% of the population eligible to vote. And 5.5 electronic voting machines, 1 million polling stations, 15 million election workers and security personnel. Compare this to the elections for European parliament with voter turnout in 2014 of 42%, in 2019 of 51%, and expected increase in June 6-9  election to 61%.
