Hagel did exactly what the White House expected him to do, say experts, including not coming up with any large ideas on the defense forces, tackling the budget cuts, working with the rank and file in the military, and implementing the administration's policy of reducing involvement in foreign military conflicts. Hagel's role was limited by micromanagement by NSC officials and Hagel was seen as deferential to the military chiefs and generals who had different views of the conflicts in Syria and Afghanistan- some generals seeing the administration's response as hamstrung by keeping resource committment to the minimum in Syria and others saying not enough resources were there to extend involvement to places such as Aleppo in Syria. Hagel resigned after pressure from White House officials who realized the inadequate nature of the very things that the White House expected of Hagel- following what the public sees as failures in the Middle East.

Chuck Hagel talks about how the US must partner with other countries, to solve common problems we face with other large countries around the world. He says President Johnson told Senator Russell that the Vietnam war was not winnable but he did not want to be the first President to lose a war. He says its not about winning or losing anymore, which is a 20th century response to the new 21st century. He points to the interconnectedness and shared interests of all nations that makes it not ours to win or lose. The situation in India, Pakistan and Afghanistan and the US involvement costing upwards of one trillion dollars by one estimate, and the severe budget deficts at home in the US.

Hagel compares it to the "New Look" prgram from the Eisenhower period when the U.S. upgraded its military technology capabilities to match Soviet conventional power in the Cold War. The initiative calls for cooperation between universities, academia, the private sector and the government to put the U.S. ahead of its adversaries in its technological capabiltiies. It was launched at a defense forum at the Ronald Reagan presidential library. Hagel cited Reagan's buildup of U.S. military capabilities and technology that led to the collapse of the Soviet Union with the fall of the Berlin Wall.
