Economists expect the Japanese economy to grow by 1% for the full year 2008. The 2nd quarter has actually seen a contraction in the GDP with most economists forecasting a drop at an annualized rate of 2-3%. The causes are largely external so no poicy changes are expected. The rise in food and fuel prices and the increase in raw materials prices has led to higher inflation and consumers spending less, companies investing less in new plant and equipment. Next general elections are in September 2009. Prime Minister Fukuda, 72, has seen his approval ratings drop to 20-30%, and he is seen as lacking a clear vision for Japan. This is the worst downturn since 2002 when it was clearing up bad debt in its banking system.

Federal Reserve chairman Bernanke's move in January 2012 to announce detailed projections for interest rates for each of the 17 Fed Governors participating in policy meetings, is an effort to show that he operates by consensus. Names of the Fed Governors are not stated.This is a change from the Greenspan years at the Fed. Hilsenrath points to the research done by Alan Blinder of Princeton University, former Fed vice chairman, which shows group consensus based action works bettter. Another reason for this is the Fed's damaged credibility after the Greenspan years and the financial crisis of 2008, when the Fed operated under one dominant figure. An additional step taken by Bernanke is to move from the ad hoc type of policy decisions of the past decade to a longer term plan for unemployment and inflation goals. The Fed has set a 2% goal for inflation with some flexibility to reduce unemployment if it is too high. This gives businesses more information to plan ahead and improves Fed credibility....

Among some of the big moves Pandit is making at Citigroup. Bringing in a new risk management team and also bringing in Brian Leach, one of the advisors for liquidating Long Term Capital Management which collapsed in 1998. The Board of Directors will change as all of the directors are up for reelection April 22. Bringing in high level talent Pandit has hired a former human resources manager from Dell to head talent management. As part of the cleanup he plans to trim the home loans portfolio of $45 billion and offload some $12 billion in leveraged loans. Critical to his vision is Citi's international reach. He wants to bring a worldwide perspective and hopes to do this with chiefs for each region. To understand the vision and views of previous persons in his role, he has had discussions with Prince, Weill and John Reed.

Michael Birnbaum, the Post, Moscow bureau chief talks to experts and politicians in Moscow about the economic situation as the ruble declines by 36% since July, with the fall in oil prices accelerating its fall and reducing the impact of central bank intervention in slowing the decline. He cites a Putin interview with Tass news agency in Nov. which he says a tieup is possible between the U.S. and Saudi Arabia to bring down oil prices as a way to strengthen the effect of sanctions in changing Russian policy. Russian Finance minister Anton Siluanov says lost oil revenue impact is about $90 to $100 billion a year, added to the cost of sanctions at $40 billion. Significant capital flight also adds to the overall cost. Russian companies borrowing in dollars have large debt payments due that will need to be supported by the Russian government, an added cost. This will put the Russian economy in recession in 2015. The central bank expects inflaion at 10% in 2015. Large losses of this magnitude will be harder to sustain and deplete international reserves of $429 billion as of Oct. 2014. The thinking of ordinary Russians is reflected in an independent Levada Center opinion poll showing 61% of Russians expecting a decline in living standards and economic crisis in the near future. The man most responsible for stabilizing Russia's finances, former finance minister Alexei Kudrin, who had profound public disagreements with president Medvedev over increases in the military budget, warned of an economic crisis following the parliamentary and presidential elections. A major weakness of the Putin-Medvedev second and third terms is the failure to use higher oil revenues to expand the tech sector and other industries to diversify Russian exports away from oil. ...

The question relates to what the World Bank's mission should be in a world where develping countries such as China and India have made signficant progress. The campaign rhetoric for renegotiating NAFTA and building a wall at the border has had a sharply negative effect on growth in Mexico. Growth slowed in 2016 and is expected to be close to zero in 2017 with declining foreign investment in the economy. The uncertainty is leading to sharp decline in foreign direct investment of 24% in the first 9 months of 2016, according to the Bank of Mexico. Further declines can be expected in 2017. The decline in the value of the peso of 16% since May 2016 has led to 6 interest rate increases in the past year. Inflation on annual basis was at 4.72% in Jan. 2017 and is rising. As Mexico depends on exports for one third of its output growth, and 80% is sent to the U.S., there is a need to diversify with trade agreements made with the European Union and other countries. Mexicans now question the value of NAFTA trade agreement as average growth of 2.6 since NAFTA was signed is below the 4.6% in the 2 decades prior to that. And poverty level is the same with about 60% of people in the underground economy. In addition crime, drug trade, a weak education system, weak rule of law, political corruption, show that Mexico has not made the progress since NAFTA that it should have made. ...

Census data show that 41% of all Mexican Americans in New York city schools have dropped out of school. Of Mexican American immigrants ages 19-23 only 6% are enrolled in college. This becomes significant considering that Mexican Americans are the fastest growing large immigrant group in the city, numbering 183,200, up from 33,600 in 1990, according to Census figures. These figures are worse than that of the Mexican American population as a whole, because of higher rates of illegal immigration, lack of stability in households, parents holding multiple jobs and lacking knowledge of English or contact with the school. Many are not aware that illegal immigrants who graduate from high school in New York State or earn a G.E.D. are allowed to attend the state public university system and pay in-state tution.

The 2018 election in Mexico brings to power a party called The Movement for National Regeneration or Morena created in 2014 by Manuel Lopez Obrador, after he left the PRD. Obrador ran on the PRD ticket for president in the last two elections. Obrador won with 53% of the vote, about 30% above the vote gained by the next leading rival.  Elections for the lower house of parliament showed a steep drop from 204 seats to 45 seats for the PRI party which was in power under president Nieto. The next leading party PAN which ran the government before the Nieto term in office, and the centre left PRD, were badly weakened. PRD now has 21 members in lower house of parliament compared to 53 before. So deep were losses for the opposition parties such as PRI and PAN which alternately ran the government, and particularly the PRI which dominated Mexican politics since 1950, that experts see Mr. Obrador as replacing the PRI's dominance of politics with the centre left Morena. Morena's rise is a result of work at the grass roots level in Mexico just when the PRI was discredited for corruption and failure to maintain the rule of law. PRI candidate for president Antonio Meade was a U.S. trained former finance, foreign and social development minister who lacks grass roots activism support base. ...

One reason is the varied climate which is very conducive to different kinds of farming, dairy, cheese, grapes and wine, olives, wheat depending on the climate. Historically also France has protected its farmers and farm products, both during the monarchy when farmers were seen as a conservative element and late nineteenth century with high tariff walls, and after the Second War when a common program to support farming was written into the founding treaty. Useful information: France has 26,000 local farmers markets vs 500 in the UK. The regional focus for farm products has a term: terroir. Farm unions are amazingly well organized and command widespread support, upto the point that a former trade minister says "the politicians are frightened." Ted Cruz is seen as the most pro-Israel of the Republican candidates for president. Pro-Israel groups are joining to fund his campaign for president after his win in the Wisconsin primary. Sheldon Adelson is one of the donors sought by the Cruz campaign. Paul Singer and the Ricketts family have funded super PACs that have financed the anti-Trump movement's advertising efforts, but not directly supported Cruz. Cruz is trying to change this following the win in the Wisconsin primary seen as the turning point in the election campaign. Cruz added to the bit of humor about the Cruz campaign on the late night show "Jimmy Kimmel Live," with this exchange: Kimmel saying that Cruz simply held out till these donors found someone they liked less than Cruz. "There you go. its a powerful strategy," said Cruz. Even backers trying to recruit new donors are aware of Cruz's ideologue reputation, saying he is still the "good designated driver" after the party. Cruz has put forward the economic message of Jobs, Growth and Opportunity, as he broadens his appeal outside the conservative values base following the Wisconsin primary....

Following the Wisconsin primary Ted Cruz plans his campaign to prepare for a contested convention. The strategy is to focus on California, and states such as Nebraska and Indiana, and on delegate selection, so that Trump has little chance of winning the required 1237 delegates on the first ballot at the Republican Convention. To do this Cruz plans to hire additional staff, and work at the local city and county level winning endorsements from local and state officials. China Tallies Local Debt

Local government debt is estimated to be 27% of GDP using estimates by Dragonomics and the China's National Audit Office. Prof. Shih of Northwestern University, an expert on this subject, estimates this to be $2.6 trillion or 42% of GDP. The total government debt is at 82% of GDP using the 27% estimate for local government debt. Using the higher 42% figure for local government debt of Chinese banks gives total government debt of 97% of GDP. Considering the nature of China's financial system in which state run banks and state run enterprises are a dominant feature, local government debt is likely to become the responsbility of China's central government. This also affects China's efforts to tackle inflation because higher interest rates would increase the cost of servicing this debt. As a result the government is unlikely to meet its inflation target of 4% in 2011. Large foreign exchange reserves of $3 trillion, the low interest rates, and high growth rates are expected to help China cope with this looming debt problem. Another round of capital injection to recapitalize banks is expected in 2012-2013 with the transition to a new leadership in China....

The election of Sebastian Pinera only confirms a new emphasis in Latin America towards a social cohesion agenda. In Mexico with Calderon, in Columbia with Uribe, in Brazil with Luiz Inacio Da Silva, in Chile with Pinera promising to work closely with the Concertacion and carry on social programs introduced by that coalition which reduced poverty, the trend is the same. It is to put behind Latin America the struggles between the military, the universities, business, unions and other parts of society and forge a common consensus for coupling social programs for the less well off with business friendly policies to improve the economy. Its even a process that is taking place in Spain which has a great deal of influence on Latin America, as Spain combines social support programs with business friendly policies. And the Concertacion President in Chile, Michelle Bachelet, leaves with personal popularity ratings of about 75% showing that these policies are popular with Chileans, as they are in places like Brazil and Mexico. The fatigue with 20 year old Concertacion rule shows with a change in administration but overall policy direction will in large measure continue....

Susan Carey interviews the new CEO of United Continental Holdings Inc, Jeff Smisek. Mr Smisek is a lawyer for the law firm Vinson & Elkins LLP. He brings to this job, which involves negotiating labor contracts and bringing together reservation systems of the two merged airlines, prior experience in the 1995 turnaround of Continental. Smisek was part of the management team that helped turn the airline around. The important things for Smisek is getting the people in the merged airline embrace a positive culture, and this he says begins with honest communications. He is heavily focussed on this part, as he says this is a service business, and employees won't give the best service unless they really want to. Next he is focussed on execution of the integration aspects. And third, what he calls the day to day tackling and blocking of operating the airline. His management style is to get a lot done by walking around and using an informal style, by being direct. He would like to see the airline make money in the tough times and do even better in good times, and invest in people, product and technology....

British budget cuts announced in Parliament by Britain's Finance Minister, George Osborne. About 83 billion pounds in cuts by 2015 were announced. But Joseph Stiglitz, writing in The Guardian, argued that the plan was a big gamble, as declining tax revenues with lower growth, would lead to smaller deficit reductions. The gamble is that the private sector will pick up, and make up for the reduction in public outlays. If this does not happen, this risks sending the economy into a tailspin. Osborne said that 490,000 jobs will be lost over the next 4 years, some from attrition. Payments to the long term unemployed will also be cut for those who fail to seek jobs, saving $11 billion a year. A new 12 month limit will be imposed on long term jobless benefits. Increase in the retirement age will start in 2020, from 65 to 66 years. At the same time free eye tests, prescription drugs and bus passes remain. Premier Cameron promised not to make cutbacks in health care in the period before the election. This was his way of helping the Conservatives make a comeback to power....
