Wolfgang Ischinger, former German ambassador to the U.S. 2001-2006 and president of the Munich Security Conference, says that one thing that would make a difference in the current state of German and European relations with the U.S. after NSA spying on chancellor Merkel, is for president Obama to show contrition. The continuing dynamics are important, as is evident in the deterioration in relations in 2003 following the American intervention in Iraq when not enough was done, says Ischinger. His view is that the proposals to limit diplomatic personnel of the U.S. in European countries, or putting on hold the Trans-Atlantic trade talks, are not good ideas as they do not help restore trust. Building on a report by the European parliament in 2001 on protections against intelligence operations would be a good start.

Declan Walsh describes the role of the military in Egypt, Turkey and Pakistan which has marginalized political parties and democratic process. The shift in Pakistan towards a democratic state shows the limits of the military's role in politics. Throughout Asia and Latin America, beyond just the Arab world, S. Korea, Brazil, Chile, Argentina, Colombia, the movement is towards democratic processes of government. As political parties mature a more centrist position was adopted in Chile, Brazil, Argentina, and Islamist parties in Turkey, a similar trend is likely in the rest of the Muslim world as political parties are able to mature and deliver in economic terms and improving living conditions. The Saudis and UAE may be able to deliver in economic terms because of oil prices and supplies, each country and the people in the region has to determine how it will tackle its economic problems and move forward or fall behind in a rapidly developing global economy. All sides had to make concessions to reach a new agreement on a restructuring of Greece's debt, and new terms for loans to Ireland and Portugal. The agreement was reached after negotiations between France, Germany, the ECB, and eurozone countries with a declaration issued on July 21, 2011. The powers and financing of the European Financial Stability Facility (EFSF) were expanded to be the main mechanism for channeling EU funding to reduce the burden of Greece's debt. Germany will provide new funding and be open to additional commitments, something German chancellor Angela Merkel had resisted since the beginning of the crisis in 2010. Earlier funding had come with high interest rates and only when the situation had reached a crisis, with Germany insisting on the punitive rates and conditions as a way to discourage countries from taking advantage of cheap borrowing. In exchange for commitment of German funds Ms Merkel had insisted that banks and private creditors share in the losses. Private bondholders resisted but finally agreed to take a loss of 20% of principal on a small portion of the bonds. Their larger concession was to take lower interest rates and extend the maturities to 15 years and 30 years on new bonds which are guaranteed by the EU. The specific terms of the agreement are as follows: The EFSF and the IMF will lend Greece 109 billion euros over 3 years at 3.5%. Private creditors including German and French banks will "voluntarily" turn in their old bonds for new ones that mature over 15-30 year periods. These new bonds include 15 and 30 year Greek bonds with varying coupons. Some of the bonds would have a 20% discount on principal. EU leaders say the private sector contribution amounts to 37 billion euros through 2014 and 106 billion euros through 2019. Another part of the program is for the EFSF to buy back some of the Greek bonds on the secondary markets, which would mean Greece would now owe a smaller amount to the EFSF on these bonds. The EFSF will now have additional financial support from Germany and other EU countries and be authorized to provide aid to countries before a crisis situation arises. It would also have power to buy Greek bonds at prices on secondary markets to reduce the Greek debt burden. Ireland and Portugal are also assisted in the agreement. The interest rate for EU aid to Ireland and Portugal is taken down to 3.5%. Ireland is paying about 6% on the EU portion of its 67.5 billon euros bailout and efforts to reduce the rate were resisted earlier. The main theme behind these concessions and provisions is to give Greece, (and Ireland and Portugal) a chance to grow. High interest rates came under strong criticism because it only increased the size of the debt burden of these countries with a shrinking economy and high unemployment. The failure to come together behind a broad and sensible agreement with all parties making serious concessions, the EU, the ECB and the political leadership in these countries especially Greece, was undermining confidence in the euro and the eurozone itself. By mid-July Italy and Spain were feeling the effects of contagion in the financial markets, U.S. debt ceiling negotiations were unsettling global financial markets, the pressure was intense to come up with the workable agreement achieved on July 21, 2011. ...

The Trump administration's early proposal for NAFTA moves away from campaign pledges to completely renegotiate the treaty, instead taking the approach of working to improve the U.S. trade position in relation to Mexico and Canada. It includes seven objectives for tougher rules for labor and the environment favored by Democrats in Congress, and it also has support from Republicans with its effort to update NAFTA for changes in technology and in other areas since the accord was signed during the Clinton administration. The area in which U.S. and Mexican business are wary is one in which the Trump administration still seeks to keep the option of imposing protective tariffs, and a border-adjusted tax to level playing field for differences in taxes, as well as other measures to protect American jobs and interests. Because any renegotiated NAFTA also has to pass both houses of Congress this proposal took into account the different constituencies and interests for this issue. Robert Lighthizer, trade representative under president Reagan is likely to become the next U.S. Trade Representative and lead negotiator. Seib cites as a key reason why the presidential race in the U.S. could change- Romney leads by three percentage points over Obama among voters most intensely interested in voting. Another related reason is the plan to reach out to low intensity voters, with the Romney campaign having knocked on 2 million more doors already than they did in all of 2008. Some of the intensely interested voters are more against Obama than in favor of Romney, something Obama experienced in 2008 with the anti-Bush sentiment over the war in Iraq carrying over to support for the Democratic ticket. Another part of the undecided voter sentiment is that more of these voters compared to other voters are dissatisfied with the current condition of the economy and the direction the country is taking. Other reasons that could be cited are the volatile situation in the Middle East which could create questions in voter minds about American resolve in that region, dissatisfaction among some black voters with the deteriorating economic situation for black people, and the lack of intensity among Hispanic voters who feel the Obama administration did not keep its promises on immigration changes, the poor performance of the economy in industrial states of the midwest and east with decline in incomes....

11 Pacific Rim nations form the Trans-Pacific Partnership in 2018. The Obama administration supported the trade pact alienating supporters in its union base particularly in the midwestern states. Mr. Trump opposed the TPP in his election campaign and made it a significant issue for swing voters in midwestern states after job losses in the auto industry. With the opposition of president Trump the U.S. decided to withdraw from TPP.  The 11 nations agreeing to join a revised agreement are Japan, Canada, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. So far six countries have formally approved the deal, Australia, Canada, Mexico, Singapore, New Zealand and Japan, setting the stage for two rounds of tariff reductions starting December 30, 2018. Agricultural products duties will be duty free within 3 to 7 years including for Japan and Mexico. Australia, New Zealand, Canada are major agricultural exporters. Japan supported the deal as a way to counter China's influence in the region. In the U.S. the gains would be in intellectual property rights but losses for workers in the auto and manufacturing industries, a point Mr. Trump recognized in his election campaign as he campaigned in the midwestern states. Mr. Obama pursued TPP over objections of workers organizations and unions including auto workers union, with his advisors suggesting this as a way to counter China's influence in the region. By 2018 the Democratic party support base fractured on this as one of the major issues.   ...
