EU Competition Commissioner, Margarethe Vestager, on a trip to the U.S. to meet FTC and Justice Department officials, says the situation in Europe is different from that in the U.S. In Europe Google has a dominant position with over 90% market share, much more than in the U.S. where Yahoo and Microsoft are competitors in general Internet search. She said about Google following the filing of formal antitrust charges by the EU against the company- "is a successful company because they have good products. But the compliments, they stop when you get the suspicion that there may be an abuse of this very strong and dominant position." In earlier statements Vestager has said that the dominant position in all its ramifications poses "societal challenges." Complaints to the EU Commission originated with Microsoft and smaller companies affected by Google. News Corp, publisher of the WSJ, has joined a group of companies in filing new formal complaints in April 2015 with the EU Commission about Google practices. Google now has 10 weeks to respond to the charges. In the U.S. the FTC also had concerns, with FTC staffers favoring filing formal charges. In the end the FTC decided to rely on Google making voluntary changes to three practices taken up by the FTC- including complaints about "scraping" of content from rival websites, and its restrictions on the ability of advertisers to use competing platforms. Vestager sees the need to get the process moving, as it has dragged on for about 5 years, saying "it is important for us to be more speedy in getting the question out, to be able for Google, for competitors, but most of all for consumers to see our concern." The EU Commission charges about Google favoring its own comaprison shopping service are a way for Vestager to establish a broader precedent, as it looks into other ways Google's uses its dominant position to favor its own products and services....

Experts say Chief Justice Roberts somehow found a path through in bridging the ideological divide and avoiding a show of partisanship in an election year. He somehow navigated and found a path through in his vote on the U.S. healthcare law letting it stand. Early on Roberts advocated "judicial modesty and humility" in jurisprudence. He compared the judge's role to that of an umpire in baseball during the 2005 confirmation hearings. The umpire would not pitch or bat, his job would be to call balls and strikes. It was seen as a determmined show of independence at a time when Justice Kennedy was seen as the swing vote. He has also earned political capital to be able to vote independently on other issues before the court instead of becoming embroiled in controversy about the role of the Court in overturning the work of Congress during the early part of the Obama administration.

Bill Gates on how to improve education in American schools by focussing on excellence in teaching. Excellence in teaching is the single most important variable in education, says Gates. The task, he says, is to identify the excellent teachers and transfer those skills to other teachers. He makes no mention of enriching the teacher pool, by attracting brighter education oriented people from society into teaching. He make some generalizations about class size and teachers studying for advanced degrees, saying they have no impact on educational achievement. This may be relative to the situation, depending on the actual class size and the numbers involved. And higher educational attainment by teachers is hardly a drawback in what the teacher can impart to students. It shows teachers actively engaged in the educational process themselves. Gates talks about improving education without additional spending, but does not address the issue of cuts in education spending in states that are reducing deficits. ...

Chris Cillizza of the WP says there simply is no "new Trump," as mentioned in the meeting with president Nieto of Mexico. The speech on the same day in Pheonix, Arizona, following the meeting with Nieto, showed the Trump of the election primaries in which he talked about the criminal activities by undocumented immigrants and about building the wall on the Mexican border. Cillizza says Trump had left the impression that he was trying to expand his base with Hispanic voters through a meeting with Nieto, but it appears that it did just the opposite with Trump's reaffirming old positions on deportation and the wall in his speech.

The yuan is up 5.5% since the peg to the dollar ended in 2010, reaching 6.469 to the dollar. But this is not helping the U.S. trade deficit. The U.S. Bureau of Labor Statistics shows the price of imports from China are up 2.8% in May over the same month prior year. And the trade surplus for China in the first four months of 2011 is higher than the same period in 2010. What is happening? The improvements in productivity of Chinese manufacturers and the acceptance of lower margins is reducing the effects on trade balance of a small appreciation of the yuan, so that only a fraction of that appreciation is showing up in higher prices for Chinese goods. Also significant is that the yuan's small appreciation against the dollar is not enough to make up for the dollar's fall against other currencies. The yuan is down 8.3% against the euro and has actually declined 3.7% on a trade weighted basis in the last year.

Beyond the waste of natural gas when it is flared in areas lacking ways to store and transport small amounts of gas there is the issue of environmental degradation. Large quantities of natural gas in the Permian basin and North Dakota are simply burned to make way for oil production. It is simply uneconomical to transport it to users. Yet this is an issue not just of waste but of the environment too. Flaring of natural gas near oil wells is causing 1% of global greenhouse gas emissions, say experts. 

In places like Iraq this is a problem because of frequent power shortages in the country. Russia, Iran, Iraq and the U.S burn the natural gas near oil wells that is equivalent to the gas used in France, Germany, Belgium combined. In eastern Siberia or in the Sahara desert, North Dakota,  this is in the wilderness areas far from end markets.

The US faces a shortage of hydroelectric power in western states as the runoff of water from the mountains is only 25% of its normal level. The drought in California and the lack of hydroelectric power will lead to blackouts in the state. Normally Hoover dam provides electricity to power 1.3 million homes with 23% going to Nevada, 13% to Arizona, and the rest to Southern California. With the water levels low in Lake Mead, Hoover Dam will provide only a small fraction of the electricity it normally does to California. Colorado river's Lake Powell which feeds into Lake Mead has only 25% of its normal water levels.

The dry winter and spring led to less snowpack to feed rivers and streams in California, with loss of enough water to produce electricity for about 1 million homes for a year. This means more blackouts will hit California and western states.

This report in the Indian Express shows the situation in Indian states. Only Delhi has a 90% recovery rate which means the virus spread is slowing and recovery is happening. All Indian states combined have a recovery rate of 70%. This means there are many new cases as others are recovering. Deaths are at about 2% and should eventually reach 1%.

Maharashtra cases exceed 500,000 and Tamilnadu 300,000, followed by Andhra and Karnataka in the top 4 states. By comparison the large states of Uttar Pradesh and Bihar have together 220,000 cases and about 2600 deaths much less than Tamilnadu or Andhra Pradesh. Cases are now distributed in northern and southern India in the same proportion. Maharashtra and city of Bombay have not recovered in the way Delhi is recovering. In Maharashtra the inexperience of the administration compares with the experienced administration in Delhi of Mr. Kejriwal.

The decision to replace Gen. McKiernan with Gen. McChrystal and to have Lt. Gen David Rodriguez as his deputy, was made by Defense Secretary Gates and Jt Chiefs chairman Mullen, after thinking about this during the transition to the new Obama administration. The failing war effort in Afghanistan with the Karzai government controlling only pockets of Afghanistan and Kabul and leaving the countryside to the Taliban has alot to do with this. Gates feeling is "we can and must do better." That it took so long, with the Taliban only 50 miles from Islamabad, Pakistan, and the question of Paksitan's nuclear weapons falling into thier hands vexing the adminstration, shows that things slowed down with the transition and the economic crisis. The decision was not adifficult one considering that McKiernan had little to show for his efforts, and the rapidly deteriorating situation by all accounts. McKiernan was a senior officer who spent his entire military career commanding conventional forces, serving in the Balkans and the Iraq war in 2003, and has the wrong midset and background for counterinsurgency warfare. McChrystal has experiences suited to counterinsurgency warfare, having commanded commando teams that took out leading insurgents. He is also director of the Joint chiefs of staff, so known to Mullen for his abilities. Rodriguez commanded the 82nd Airborne Division in eastern Afghanistan, is seen as aleading expert in counterinsurgency warfare. He is also Gates's senior military advisor so known to Gates for his abilities. The new strategy is to go with counterinsurgency warfare to turn this thing around. This puts 2 commanders with this kind of experience in Kabul, and close communication with Gates and Mullen because they worked together before. With additional troops, and shift in resource acquisition at the Pentagon that Gates is trying to secure for this kind of warfare, this creates the kind of combination that could help the US in Afghanistan and Pakistan, and achieve more modest goals. Spanish banks agreed to reforms and job cuts as a condition for a 37 billion euro loan from the eurozone bailout fund, the European Stability Mechanism. The restructuring plan applies to Bankia, Novagalicia Banco, Catalunya Banc and Banco de Valencia, with the largest job cuts at Bankia bank. Bankia will have 6000 job cuts, 28% of the total employees, and cut branches by 39%. Banco de Valencia will be absorbed into Caixabank and receive 4.5 billion euros of the loan payment approved.

The effort to shift China's economc growth away from the rampant overbuilding in housing and industrial capacity of the past to domestic consumption, and focus on meeting the demand for better medical care, quality of food, education and other quality of life products. China's leaders met at the Central Economic Work Conference in Beijing in Dec. 2015 to work out ways to make this shift so that growth rate of 6.5% and other goals can be met. Plans include reducing industrial overcapacity, dealing with overinvestment and unused inventory in housing, reducing financial risks from high corporate debt to GDP ratio approaching 160% estimated by Standard and Poors Ratings Services. By comparison the U.S. debt to GDP ratio is 70%. A steep rise resulted from the huge China stimulus program of 2008-2009, when the ratio was 98% for China. Experts such as Derek Scissors of the American Enterprise Institute are pessimistic about the prospects of successfully implementing reforms, saying reducing industrial overcapacity was a goal of the new Jinping Li-Keqiang leadership in 2013, but not much progress has been made in 2 years....

New information from the recordings of the World Health Organization as reported by Associated Press, show that during the week of January 6 WHO's lead experts were having difficulty getting information about the coronavirus outbreak in Wuhan, China. Maria Van Kerkhove, an epidemiologist and the WHO technical lead for coronavirus says she was going on very minimal information. The WHO's top official in China, Gauden Galea, says in one of the recordings that they were in the situation where information was given to WHo officials in China only 15 minutes prior to it going on China's state television CCTV. In early January Michael Ryan, the WHO's chief of emergencies, says he feared a repeat of the SARS epidemic in 2002, which was initially covered up by Chinese officials, according to the AP report shown in the Guardian. Ryan says he found himself in the same situation as in 2002 SARS, endlessly trying to get updates from China about what was going on, and adds that WHO barely got out of the SARS with its reputation intact given the transparency issues, in the AP report shown in the Guardian. By June 1 about 6.3 million confirmed cases are reported of coronavirus in the world and 375,000 deaths, and huge losses to economies and people. China's authorites did not lockdown Wuhan till January 23, by which time this report in the Guardian says at least 5 million residents had left. China denied entry requested by the U.S.on January 6 for a team of experts into Wuhan, The team was not allowed into Wuhan for a crucial period of 6 weeks during which the virus had time to spread in the western world. This is taken up in Mr. Trump's letter to the WHO, and the work of Gro Harlem Brundtland is clearly stated in the conclusion of that letter. Brundtland was head of the WHO at the time of the SARS epidemic in 2003, and acted decisively with early warnings to prevent its spread.  Because of the extremely contagious nature of the coronavirus the failure of early warning systems resulted in enormous damage to lives and economic losses worldwide.  ...

For 2025 US stocks S&P 500 returns 19%, foreign stocks in Europe 36%. An extraordinary year for foreign stocks with Germany's big investments in the economy. Actually the average S&P stock was down 3.7%. It was the large investments in AI that propelled the US stock markets S&P 500 to the 19% gain.  AI investment may take a long time to be profitable and some companies may lose money yet the building of data centers creates demand for construction activity, and tariffs are bringing larger investments into the US economy. Media skeptical about tariffs led to many missing the surge in stocks. It was the same overseas after years of Merkel and limits placed in the constitution on needed spending, and the SPD coaltition struggling to get through FDP obstruction to investment spending. Chancellor Merz of CDU joined the SPD to make a big $1 trillion investment in German infrastructure and defense, and removed the constitutional brake on investment Merkel had unwisely put in, with so much of Germany's infrastructure and digital in bad shape. This pushed up European stocks that had languished under the austerity logic of Cameron/Johnson-Merkel. This also was missed by many as the old logic was suddenly and quickly taken out with Russia emboldened in Ukraine taking over much of the eastern Ukraine's Donetsk region. Defense is now a rapidly growing part of the German economy. 2025 was a year of sudden and rapid change in the world economy with tariffs, US investment deals, and Germany taking on defense and infrastructure, which few could predict. And in which the media created confusion by saying the opposite of what was required from investors. ...

ECB president Draghi tells a Brookings Institution audience on Oct. 9, 2014 "for governments that have fiscal space, then of course it makes sense to use it," referring to Germany. IMF's Christine Lagarde is also calling on Germany to increase spending. The German statistics office says exports declined 5.8% in August from prior month. Mr. Draghi also emphasized that the survival of European governments depended on getting economic changes right- "if they don't do the right things, they will disappear forever because they will not be re-elected." Germany's respected economic institutes said in a joint statement that GDP growth in 2014 will be down from earlier forecast of 1.9% to 1.3%. In 2015 growth is forecast at 1.2%. For the 3rd quarter 2014 growth is zero and for the 4th quarter 2014 it is estimated at 0.1%. Economic contraction is not ruled out.

Italian prime minister, Mario Monti, told the European Parliament in Strasbourg, that he wanted to see more power reside in the European Parliament, that democracy was consistent with integration. German chancellor Merkel says the European Commission should "act more like a government with all the powers," and the European Parliament should become more important than national parliaments. After S&P downgraded 17% of its Triple A-rated structured finance securities in 2010, the company has faced intense scrutiny about how it rates securities. Mark Adelson joined S&P in May 2008. He is the chief credit officer of S&P, and the man most responsible for S&P's efforts to reestablish its credibility as a ratings firm. He worked for Moody's in the late 1990's, before joining the research team at Nomura Securities in 2001. Adelson made changes to the S&P ratings system for mortgage securities in 2009, which resulted in cutting the ratings of 68% of its commercial-mortgage securities. Adelson also helped set the new S&P criteria on sovereign debt rating issued on June 30, 2011.

Interviewed by Maria Bartiromo he says the fourth quarter is going to be very hard and its going to take several quarters to get some stability and freeing up credit markets. Why did this happen. We had says Peter Fisher several years of negative interest rates the middle of this decade, and its this essentially free money that distorted the system. Capitalism he says is premised on the idea that capital is a scarce commodity rationed with a price mechanism. And everybody took advantage of this to leverage themselves too far from the clever guys on Wall Street to people in the housing and financial services industries. This in his view was the engine that led the economy so far astray. Fisher does not believe all financial institutions should be treated by fed and treasury the same way. The ones that overly leveraged with weak managements and are doing poorly ad not likely to survive should be closed. Once it is clear that the prospects for some financial institutions are dim and their survival is uncertain he thinks Fed and Treasury should not wait around for consolidation but close these as quickly as possible. He sees some banks being closed and not just commercial banks. ...

The U.S. Justice Department files a lawsuit against VW seeking $18 billion in sanctions on behalf of the Environmental Protection Agency. VW shares declined by 4 percent. Experts expect an out of court settlement of $12-$13 billion. The inconclusive discussions between the EPA and VW led to the filing of the lawsuit. The lawsuit is seen as sending a message to the auto industry that the kind of behaviour that led to the VW emissions cherating scandal will not be tolerated.
