Similiarities with Japan are in the exploding monetary base growth by the Fed, just as bank lending is dropping. And as in post bubble Japan of the 1990's, all of the behaviour says Wood invites legitimate comparisons with Japan. The government has lent, spent or guaranteed about $11 trillion to the financial sector broadly defined, because of letting financial institutions remain "too big to fail," whether Fannie Mae, AIG or Citigroup. None of them have been broken up. And this is similiar to the lack of bank cleanup in Japan with regulatory forbearance for years after the bubble. He thinks there is evidence that America is already in a Japanese style "liquidity trap."

The current economic expansion in the U.S. in April 2014 is at 58 months from the beginning of recovery in 2009. In this exceptional account Josh Zombrun of WSJ compares the current expansion to previous expansions since 1950, with the views of experts such as Stan Hall of the NBER committee, which studies turning points. This expansion is forecast to go for 90 months into 2016 by the U.S. Federal Reserve, and 102 months into 2017 by the CBO. Sooner or later, says Stan Hall, some adverse unpredictable event takes place that ends the expansion. So far the expansion has been slow and protracted, as predicted by economists Reinhart and Rogoff from previous financial crises in the last century, giving it room to grow as corporate earnings continue to improve. Fed chairwoman's sense of slack in the economy also provides room for employment and incomes to grow in the later stages of the expansion. This is good news for the emerging market economies such as India and China, and for the European Union, faced with slowing growth. So how does this expansion compare with earlier ones. The expansion of the 1991-2001 of the tech boom was 120 months, 1961-1969 of the Sixties 106 months, 1982-1990 of the Reagan era 92 months. The controversial one on shaky foundations is the recent housing boom 2001-2007 of 73 months ending in a huge bust with the 2008 financial crisis. The shorter expansions are the 1975-1980 Post-Vietnam one for 58 months, and the 1970-1973 spurt before the OPEC price surge. Galston says the Hillary Clinton campaign strategy may be flawed. Following a president from the same party who has served two terms is difficult for a presidential candidate because of an anti-incumbency mood that sets in after 8 years. Galston cites an expert from Emory University about this costing the incumbent party about 4 percentage points in votes. This would eliminate President Obama's 3.9 percentage point win in 2012, says Galston. Hillary Clinton's cautious campaign sticking to the themes set by the Obama campaign and appealing to the core base of young people, women, minorities, and upscale professionals, runs the risk of not appealing to other voters needed such as the working class white voters. Stanley Greenberg, a pollster with much experience is cited by Galston as showing that the women's vote also is not the same for Democrats. Among unmarried white women for instance it has dropped from a 20 point margin in 2008 for Mr. Obama to a 4 point margin in 2012. By 2014 this was down to 2 points, and in 2015 this is now down to zero margin, with both Republicans and Democrats even among unmarried white women. Unmarried and working class white women are described by Greenberg as looking for a candidate who can help the middle class, with Democrats perceived as the party of government and special interests, making the 2016 election different from the ones before it....

Putin believes NATO and European leaders had promised no expansion to Gorbachev before the Soviet Union collapsed. Archives from 1950 show that NATO was formed as Soviets expanded after World War II. At the time Truman took up defense of Turkey and Greece from Soviet expansion. As Eastern Europe became part of the Soviet sphere the situation went on from 1950 to 1990 of 40 years with regional wars in Korea, Vietnam. The Russian leaders including Putin who set Russia on the path to economic recovery had a deep sense of loss of respect as Russia was treated as another European country by Netherlands, Britain and France, Germany former colonial powers that had difficult relations with Russia. It is this deep sense of loss of respect that these leaders felt after the Soviet Union collapsed and Russia suffered economic and political decline from 1990 to 2000 which was reversed by decades of economic growth. This was a period of economic growth in China. As China asserted itself in Hong Kong, Russia pushed back in Crimea and Ukraine regions that had long ties with Russia of language and culture. Had western leaders disbanded NATO and formed a new alliance with new goals with a vision for peaceful coexistence with Russia in the east the situation could have turned to be different. In 2025 the European powers Germany, France and Britain are not willing to see Russia gain points from the outright invasion of Ukraine presenting new obstacles to a peaceful settlement. Ukrainian sentiment is also a factor as giving parts of Donetsk would be unpopular.  ...

The plan for a 4.5% mortgage rate the Treasury Department is considering is a good thing for stabilizing house prices and keeping up the demand for housing according to Hubbard and Mayer. Hubbard and Mayer are Dean and vice Dean of the Columbia Business School and Mayer is Professor of Finance and Economics. Their research estimates suggest that real house prices increase by about 75% of the decline in after-tax mortgage payments, so a decline in mortgage payments of 16% would result in approximately a 12% floor on the decline in house prices. In their view with the futures market suggesting a decline in house prices by 12-18% in the next 18 months a 4.5% interest rate might well lead to flat or even slightly higher house prices in 2009. How do they view other proposals to reduce foreclosures by reducing payments onmortgages with the government picking up some portion of the payments or reforming the bankruptcy code to keep people in their homes? In their view stopping foreclosures may not prevent house price declines as much as proponents claim. They now see the market as properly priced. In apaper to be published in the Berkeley Electronic journal of Economic Analysis and Policy they argue that in most markets house values are today lower than what is consistent with the average level of affordability in the last 20 years. The meltdown in mortgage markets and the poor employment outlook can cause prices to deteriorate and overshoot in the other direction. This is where government policy can help stabilize house prices....

New Harvard Medical School studies showing importance of lithium in the brain to prevent Alzheimer amyloid plaques and tau tangles, shown in this report of Washington Post by Mark Johnson. The studies at Harvrd Medical School will appear in Journal Nature. A 2017 study in Denmark showed presence of lithium in drinking water lowering dementia. The studies done on mice have to be now tested on humans. The brain uses only very small amounts of lithium to maintain the good functioning and prevent plaques and help neurons to communicate and talk with one another. Lithium helps form the myelin that coats and insulates the communication lines and helps microligial cells clear cellular debris.

A test supply of 170 megawatts from the Kudankulam nuclear project in Tamilnadu state is added to India's southern grid. Full supply of 1000 megawatts is to be added by the Nuclear Power Corp. of India Ltd. by end of 2013. India's Supreme COurt dismissed petitions questioning the project's safety in May 2013. India signed a preliminary contract for nuclear project in Gujarat with Westinghouse. The state owned Nuclear Power Corp. of India is in negotiations for a project planned in Maharashtra state. Over the next 20 years India plans to increase nuclear production capacity from 4700 megawatts to 63,000, a 12 fold increase. The first Kudankulam reactor going into operation in 2013 comes into operation after a delay of 7 years because of antinuclear and land protests as well as court cases. The slowing of growth in India, depreciation of the currency, and the acutely felt energy shortages as industrialization moves forward, are leading to a new perception of the importance of nuclear energy to supplement energy generated from coal and other sources. China is also moving forward aggressively with development of nuclear energy and working with Areva and other companies for safe nuclear energy development. The new planned reactor by Areva in the south of England is also likely to offset the perception of nuclear energy after the Fukushima nuclear disaster. For these reasons nuclear energy development in India is likely to accelerate without the long delays seen earlier....

Here he points to the dire need to open up trade between India and Pakistan. Trade today between the two countries is $2.7 billion. A steady decline in the price of Brent crude from $115 to $92 in the period from June to October 2014. Slow or no economic growth in Europe, and declining growth in China was the main reason. A cut in oil price by Saudi Arabia in September with lack of coordination in OPEC to control supplies when prices are declining, and increasing supplies from the U.S., provided additional basis for price declines. This price decline comes as large energy companies invested heavily in mega-projects to bring more oil supplies when prices were up to $128 by mid-2012. Consulting company EY estimate is that there are 163 such mega projects worth $1.1 trillion underway, most behind schedule and over budget. The projects were based on oil prices being over $100. Oil field development costs are increasing rapidly. Douglas Westwood, a consulting firm, estimate is that productivity of upstream capital spending has fallen by a factor of 5 since 2000, declining by 5% a year, as oilfield equipment and services demand exceeds supply. Greater technological sophistication also adds to cost such as Shell's Nobel Bully platform for deep sea drilling. See link- Noble Bully. Oil majors are now cutting spending, and some planned big projects are on hold. About $300 billion in assets may be up for sale. Shell plans to cut spending by 20% in 2014, Exxon and Chevron 5-6%. Shale oil projects in America need about $57 to be profitable with an internal rate of return of 10%, by one estimate. Yet this is an average and does not reflect differing producer costs. This estimate does not reflect the high cost producers, some of whom need closer to $110....

The debt ceiling agreement between Biden and McCarthy has made it out of the committee stage and now heads to the House floor. Both Biden and McCarty are confident it will pass quickly before June 5. There are some surprises as the the impact of the debt ceiling agreement is better understood. 78,000 additional people will get food aid costing an additional $2 billion as a result of the tighter work requirements for the food aid program. The program will make it easier for veterans and homeless people to get benefits.  The cuts to the IRS funding by about $21 billion will be used by the Biden adminstration to reduce the effects of other cuts in programs that help people struggling with the cost of living.  On defense spending Biden says "obviously if there is an existential need for additional spending I have no doubt we will be able to get it." Both sides say this agreement is the best that could be done for either side. "With divided government they get to have an opinion, and we get to have an opinion, and all things equal, I think a compromise agreement is reasonable for both sides," says Shalanda Young, Mr. Biden's negotiator and Budget Office Director. Congressional Budget Office estimate is for $1.5 trillion in debt reduction over a decade.   ...

After social justice movements misread what promotes and what doesnt the removal of standardized testing ACT/SAT tests by Governor Newsom is leading to a major disaster- as the number of unprepared students who need remedial help has increased 30 fold. The consequences are dire for the future of science and technology in America says the protest letter by hundreds of UC faculty-  “longer pathways through prerequisite material, reduced readiness for advanced coursework, and growing pressure to dilute quantitative rigor," for University of California system with 200,000 students — educating a huge section of the engineers in America’s universities.  "We now observe preparation gaps so severe that instructors must reteach middle-school mathematics.” “The SAT/ACT mathematics requirement is not an obstacle to equity; rather, it is a prerequisite for it. Failing to measure preparation gaps does not remove barriers; it moves them into the classroom, where they become harder to overcome.” Other points are that stanrdized tests are even more important in the severe grade inflation in 2026, and add AI-assisted application essays. The Washington Post says these are crusades for equity done the wrong way hurting the very students they are designed to help because the time to fix the problem is in the middle and high schools, after that it is impossible and leaves students no path forward. Sports organizers are failing the public and the Nation, many nations, when they let prices keep out the vast majority of the young people from sports games. This is true of the New York Knicks games in 2026 with the San Antonio Spurs, with tickets transport, everything going up. Here DW.com asks important questions about the FIFA World Cup. Most of America's younger generation, the vast majority of children will be excluded from these games. DW.com writes about the cheapest ticket listed on the FIFA website at $8625 and one ticket listed for $690,000. When told the cheapest ticket for the first Paraguay US game was $1000 US president DJT said it was "ridiculous," that he woudn't pay that either, and expressed real disappointment. DW.com raises other questions about the sudden 50% increase in teams and 60% increase in games for the World Cup in 2026. Teams suddenly up from 32 to 48, and games from 64 to 104. If more smaller football associations or countries were to be added, would it have been better to try this out in smaller steps? Has this diluted the sporting quality of individual games. If more games why would prices jump this much? Last World Cup the average price of a ticket was the same as the list price and no resale markets to create artificially high prices in the stratosphere driving out most buyers. Gikas Hardouvelis was finance minister during a crucial period of impementation of the 2012 bailout program for Greece from June 2013 to Jan. 2015. Here he outlines the mistakes he sees made by the IMF in not agreeing to the 7.2 billion payment to Greece in 2014, 4% of Greece GDP, with one third of that not a loan. At the fifth review of the 2012 bailout the EU commissioner for economic affiars, Pierre Muscovici , said Greece had completed its requirements and the 7.2 billion euro funding should be released. Yet he says the IMF to preserve leverage over a future Syriza administration in the 2015 elections decided to hold back. This made it harder for the Samaras administration to tell voters that it had completed the program a year earlier, and the lack of the funds hurt the Samaras administration as it erased signs of growth that had appeared in early 2014. Following this error he points to 4 mistakes made by the Syriza Tsipras government. The first was that it was bitterly opposed to the lenders (IMF, EU and ECB) and failed to focus on the economy. Hardouvelis points out that the maturity of the debt of 16.5 years and low interest rates meant that it was not the immediate issue facing Greece, and he calls it very manageable. This was not to say that it was important but with creditors worried about moral hazard, other issues could be taken up first. Another mistake was to allow a loss of liquidity to the private sector so that prospects of growth were erased. The new finance minister acted as if the $7.2 billion infusion was not important and let payments be delayed. Tsipras and Varoufakis let the uncertainty increase in the private sector, and let the economy decline all the way to the closing of the banks. How costly was this is evident from the IMF's own paper in Juy 2015 and the 3 page update of July 14, 2015, on the Greek debt, showing it cost Greece a total of 60 billion euros in additional financing needed and an additional 25 billion euros for the shock from the closing of the banking system. That 3 page IMF paper shows that within the space of one year a shocking amount of damage was done by Syriza left government- it says Greece went from being on track for reaching Debt to GDP of 105% by 2022 under the Samaras-Hardouvelis administration in July 2014, to 142% by June 2015, and with the closing of the banking system to 170% by July 2015. Some of this would have come from the IMF's own withholding of the 7.2 billion euro payment to the Samaras government. ...

On the way Donald Trump's campaign has lowered the level of public debate Obama had this to say- referring indirectly to the NYT report of over $1.9 billion of free television coverage given to Donald Trump by the media- the country, "would be better servedif billions of dollars in free media came with serious accountability, especially when the politicians issue unworkable plans or make promises they can't keep.. and there are reporters here who know they can't keep them." The wall between the U.S. and Mexico to be built with Mexico's financing, the deportation of millions of illegal immigrants, the 45% tariff on imports from China, reducing support for NATO, are some of the campaign themes used to appeal to disaffected voters by Mr. Trump in the election, which are some of the puzzling ways in which the election campaign for 2016 has evolved- without proper media scrutiny, and what some critics say panders to ratings at a time of shrinking television staffs and budgets. ...

As growth slows in Germany, with contraction in the second quarter followed by expected growth of annualized 1% in the remainder of the year, debate is growting for tax cuts and ways to promote business investment. DIW, a think tank in Berlin, says the government's goal of a balanced budget may be unsustainable in the current economic climate. Deep spending cuts in Spain and Italy have not been supported by increased spending in Germany, say critics, leading to a too tight fiscal policy for the weak state Europe is in. ECB president Draghi is also pointing out the the need for changes, by saying- "It may be useful to have a discussion on the overall fiscal stance of the euro area with the view to raising public investment where there is fiscal space to do so."

German authorites are looking into the possibility that higher up management knew about the emissions cheating and whether management had permitted it to take place. A search warrant was issued by a judge in Munich in March 2017 that makes it possible for investigators to take documents and other evidence on mobile phones of senior management, including Mr. Muller and Mr. Stadler, two very senior executives who head VW and Audi. Almost 2 years after the story first came to light the investigation continues and the probe deepens into who knew what at the highest levels of management.
