The U.S. financial sector is facing a future in which there will be lower revenues and a smaller number of jobs. A low interest rate environment does not help the banks. According to analysts surveyed by Bloomberg, net revenue for the six largest U.S. banks will decline by 3.7% in the second quarter of 2011. As a result financial stocks in the U.S. have trailed the broader market in the last 9 of 11 months. The ratio of the price of the S&P 500 financials index to the S&P 500 stock index is less than 0.16. The only time it was less than 0.16 in the last two decades is during the January-April 2009 period when banks were facing a major financial crisis. Bank of America's stock was at a two year low on June 6. Tighter regulation, state and federal investigations, and higher capital requirements from the Fed, will affect revenues and jobs.

Paul Volcker sets up the Volcker Alliance foundation to support improvement in how government works at the federal, state and local levels. Volcker sees it as a catalyst for improving government and for renewing the spirit of public administration that pervaded America as it recovered from the Great Depression and World War II. Volcker's concerns for the situation in America in 2013 are: the lack of effectiveness of federal regulatory agencies, and the lack of the spirit of public service, the missing enthusiasm for work in public administration. There is he say too much emphasis on the theory in public administration and not on the way it works and getting good governance. The Volcker Alliance will be independent of academic institutions, and act as a catalyst, with senior people working alongside junior people and nonresident fellows. The initial budget is $5 million, some of it from Volcker's own account, and based at his offices in New York.

To get the agreement of the 27 countries engaged in the talks to set new banking rules, the new Basel III banking rules are being phased in over a protracted period. Some changes go into effect in 2013, but others will be put into effect by 2019. The focus on the new rules is how much capital, or "common equity" banks will be required to hold as a cushion to absorb losses in a crisis like that of 2008. Large banks will be required to hold 7% of their assets in common equity. By 2015, banks will have to begin building a 2.5% buffer of capital, which must be in place fully by 2019. No action was taken on issues such as requirements for banks to have access to ample liquidity, what systemically important banks should hold in capital, and establishing a counter cyclical capital buffer.

Japan's Constitution only allows acting in self-defense. Experts say Japan has to consider what it would do for missiles flying over Japanese territory in the direction of the U.S. A Japanese government ruling in 1956 allows acting in self-defense in a broader way. Yet the public in Japan is not sure what is the best way to respond. Also to be considered is how this will be seen in South Korea and China- would Japan taking a greater defensive role and building its own anti-ballistic missile system defenses lead to greater tensions in the region.

Teachers are packing up classrooms for the last time says this report in WSJ. Worn out by the covid pandemic, under staffed schools and political battles teachers are leaving in large numbers. About 300,000 public school teachers and other staff left the field during the 27 months of the pandemic, according to Bureau of labor Statistics data. More teachers are thinking of doing the same, A National Education Association poll conducted in 2022 found 55% of teachers saying they would leave earlier than planned. Teachers are finding better pay and working environment in other professions and in business. Teachers of younger students in the early grades say teaching should be about kids learning but that isn't true anymore.

It shows about 100,000 school children are suffering in the UK from lack of proper lunches because low income parents cannot afford it and are coming short. It says school teachers are shocked at the pitiful packed lunches children are bringing to school. The Liberal Democrats education spokesperson says the Tory government is snatching school lunches from children by stealth, as it has neglected to increase the limit on household earnings from 7400 pounds to 8575 pounds where it would be if increased for inflation. That would have made 110,000 more children eligible. This appalling and callous situation is the front page story in The Guardian today.

A visit by president Biden to Canada to meet president Trudeau shows a unity of purpose of the two leaders who have a close Justin and Joe relationship, says this report in NYT. Before the trip an agreement had been reached by which the two countries can ease pressures of migration from the southern hemisphere. Migrants seeking asylum in Canada from the US will be turned back at Roxham Crossing. Canada will accept 15,000 refugees from persecution, violence or economic devastation, to ease pressures of illegal crossings into the US from Mexico. The trip comes after Trudeau's frosty relationship with former president Trump. It also comes as Canada and the US build a closer relationship to meet challenges of multipolar world from China.

Todd Schlanger, senior investment strategist at Vanguard, is cited in this WSJ report saying the 60-40 strategy makes sense now because of lower stock valuations and higher bond yields. His forecast for Vanguard for a 60% stocks and 40% bonds globally diversified strategy is for a annualized 10 year median return of 5.4%. Missing workers in direct contact service industries with the Great Resignation in the US and Europe. The US is missing 4.3 million workers. This also includes many women who have not returned to work as the pandemic drags on. The share of the population in the US 16 years or older either working or looking for work is at 63.3%. Workers are quitting at the highest rates in manufacturing, retail and trade, transportation and utilities, and in professional or business services. Quitting is high for women, workers without college degree and in low paying service industries such as hotels, restaurants, and child care. It appears now that these trends will stay and not be reversed easily.

The U.S. Mexico, Canada trade agreement USMCA is now seen as a model for future trade agreements with China, Japan, Germany, the EU, and Britain as it leaves the EU. It is based on a pro-growth, labor protections, higher wages in America model. The USMCA provisions to raise American wages for workers, improve labor protections in developing countries, pro-growth, and level playing field, are portable and can be transferred to other trade agreements. The USMCA now has support from all parties and is expected to become law when it passes Congress next week. China has taken a new approach to tackling this health crisis, isolating the area and speeding up action to find solutions to the virus. A shortage of hospital beds and resources in Wuhan led to the decision to build a new hospital rapidly. China's rapid response is the first high speed response and could be a model for future outbreaks. This would mean not replicating production processes existing in China but setting up new ones from scratch. About 95% of iPhones are made in China. The US midwestern states depend entirely on imports from Canada of as much as 3.5 million barrels a day. In 2018 the Canadian government bought an unfinished pipeline from Alberta to British Columbia, the Transmountain pipeline for $18 billion. This is now finishing completion in 2024. For years the pipelines bringing oil from the north to midwest states reduced the cost differential between Canadian crude and US crude to $18 for a price of $47 a barrel. The Transmountain pipeline will take some of that oil and move it to British Columbia ports where it can loaded onto tankers heading to Asia. This will increase the cost of Canadian crude into the midwest and be reflected in prices at the pump.

Rishi Sunak's approval rating drops by 5 percentage points in just one week, and this after the Conservative Conference in Manchester where he announced plans on relaxing net zero plans and other policy. Sunak's approval rating drops to 20%. A poll taken after Starmer's speech at the Labor conference in Liverpool shows the Conservatives dropping to 24% and Liberal Democrats dropping to 9%. Labor has the support of just under half of voters in Britain today at 47%. 32% now feel Starmer would be the best prime minister compared to 20% for Sunak.
