The last days of the pro-Russian Donetsk People's Republic in eastern Ukraine, as Ukrainian government forces under the government of prime minister Poroshenko defeat separatists by July 2014. Russia decides not to intervene further. Opinion polls show a majority of Ukrainians in Donetsk do not favor separatism, and opposition is based on alienation from the poor quality of governance in Kiev. U.S. companies have decided to wait out the conflict in Libya till a clear picture emerges. Mufson gives a good account of the history of Libya's tumultuous relationships with western oil companies over 3 decades. Nason Saleri, former head of reservoir management at Saudi Aramco, now head of Houston based Quantum Reservoir Impact, says oil companies have decided not to get involved until the situation stabilizes. Oil companies such as ConocoPhillips attended a meeting of the U.S.-Libya Business Council where representatives of the Benghazi based coalition presented. Ali Tarhouni, leading economic policymaker for the Benghazi coalition says oil contracts will be honored. Saleri says western oil companies are preparing for the time when a new government takes charge in Libya after the end of the Ghadafi regime. His view is that once things settle down and a new government is in charge he sees the potential of enhancing the percentage of oil from known reservoirs. The reserves are there in Libya to stabilize production to earlier levels and to increase it says Saleri....

As OPEC members met again in June 2015 for the first time since the meeting in November 2014, there is a sense that OPEC no longer exerts the same influence on oil prices. There are 4000 oil companies in the U.S., says one U.S. State Department official, even if OPEC were to cut production the cuts could be matched by shale oil producers in the U.S. quickly increasing output. This is the new reality, say experts. OPEC expects to keep production at the same level of the current production ceiling of 30 million barrels a day in place for the 7th meeting in over 3 years. Algeria and Nigeria, both hurt badly by the drop in oil price, have called for cuts but failed to persuade the Saudis. With Russia unwilling to join a coordinated production cut, there is not much talk about doing this. The Saudis and Iraq have continued to pump more oil, with April 2015 production of 30.84 million barrels a day the highest monthly average since 2012. Other factors also remain in the minds of the Saudis and other producers such as the United Arab Emirates, Kuwait, Qatar- policies on climate change, use of less energy and more from friendlier sources for the same amount of economic output demonstrated by countries such as Germany, advances in technology, energy saving transitions in emerging markets such as China and India....

Newly elected president Poroshenko's personal relations with Putin and his connections to Russia's business interests will help him improve relations with Putin. He wants to have substantive preparations for talks with Russia so that progress is made in relations and in other issues. Putin has said he will respect the results of the Ukraine election. Senators Portman and Cardin, and former Secretary of State Madeleine Albright were in Kiev to monitor the elections, and found them to be fair and properly conducted. Turnout was high and voters rejected the old world politics of the main rival candidate Tymoshenko, who received only 13% of the vote compared to Poroshenko's 54%. Poroshenko is a businessman who started out in chocolate, but has business interests in automobiles and owns television station 5. He was Speaker of parliament, and Trade minister in previous governments. The election result and voter rejection of the old politics gives a fresh start, and a chance for Russia, Germany and the EU to move forward. Russian president Putin had serious problems with the old politicians and may find it easier to work with Poroshenko. American led sanctions provide Russia an incentive to resolve the situation to give Russia's economy a chance to recover from serious capital outflows. Poroshenko is pro-EU, with enough Russian connections to maintain confidence in Russian-Ukrainian relations, for the fresh start Ukrainians are looking for. His focus is on economic development, with jobs as a priority for the young people facing extremely high unemployment....
