Under Article 23 of the Basic Law, Hong Kong's constitution stated Hong Kong would pass legislation to stop national security crimes such as treason, secession and espionage. The Basic Law also had a provision to grant universal suffrage. It is important that the universal suffrage or democracy was never granted or made a priority by Hong Kong people during the boom years under the British, as a French commentator for La Croix aptly points out in FR24. He says he watched incredulous as Hong Kongers selfishly pursued money.  The Article 23 also provides for the National Peoples Congress to add laws for national security. The last time that Hong Kong people were faced with the National Peoples Congress passing such laws was in 2003 when half a million came out in protest. This was shelved at that time. It is now law today. Why now? More protests are expected and an election in July would bring more seats in the legislature for the pro-democracy parties, says the WSJ. Another factor is that Hong Kong at one time represented 16% of China's GDP in 1997, today it is down to about 3% in 2019. It is no longer that important to China, even while continual protests from Hong Kong detracted from other vital issues facing China as it shifts away from its trading relationship with the U.S. and as the U.S. imposes strict conditions on trade, investment and technology flows. Under the Hong Kong Human Rights and Democracy Act passed by U.S. Congress in 2019 an annual assessment has to be made by the State Department whether "one country, two systems" is operating. This is why Mike Pompeo, U.S. Secretary of State has made his comments that "no reasonable person can assert today that Hong Kong maintains a high degree of autonomy from China." The new assessment would diminish confidence among foreign businesses in the city, in addition to ending its special trading status with the U.S. ...

Efforts to impeach two previous presidents including Democrat Clinton failed in the Senate where the vote requires a two thirds majority. The first impeachment vote against Mr. Trump failed in the Senate. In the House of Representatives only a simple majority is required. Majority Leader McConnell says he will not reconvene the Senate before president Biden takes office. Vice President Pence has refused to invoke the 25th Amendment. House Democrats have moved ahead to vote for impeachment of president Trump for the storming of the Capitol offices in Washington D.C. Their impeachment statement says president Trump's remarks that his supporters had to fight like hell or they would not have a country, constituted incitement of supporters. President Trump won 74 million votes in the last election more than in the 2016 election and lost with Mr. Biden winning 81 million votes after polarization of the country. With such a large portion of the country voting for Mr. Trump Mr. Biden risks his agenda of fighting the pandemic, and other parts of his program, becoming immersed in partisan infighting. This would also result in continuing the division of the country, and continue polarization.  About 5 House Republicans are expected to support impeachment. In the Senate some Republicans say there are impeachable offenses yet only Mr. McConnell and the senator from Utah, Mr. Mitt Romney, favor impeachment.  Mr. Trump's style of governing was controversial from the beginning of his campaign in 2016, strident and taking on critics. He governed through relative moderation compared to his aggressive posture towards critics. For instance on Mexico his remarks offended critics, yet he negotiated a new trade agreement with Mexico replacing NAFTA to ensure worker protections in Mexico, and worker jobs and wages in the U.S. Negotiations with China on trade were conducted by a seasoned veteran, Mr Lighthizer,  who was deputy Trade Representative under Reagan, and negotiated the trade agreement with Japan that worked to reduce Japanese trade surplus in the eighties. On the economy before the pandemic hit in March president Trump made significant progress reducing unemployment.      ...

Christina Zander provides an exceptionally good report on what holds women back in work and managing positions in Sweden, Norway and Denmark. Even in Norway, Sweden and Denmark, with a more enlightened outlook in gender relations, the number of women who are CEO's for 145 Nordic companies is only 3%. For the U.S. Fortune 500 this is about 5%. Good child care benefits and parental leave laws that promote a fair distribution of child raising responsibilities between men and women are part of the enlightened outlook in Nordic countries. Yet the number of women being promoted to senior positions is limited. Interestingly rules requiring quota for women on Boards of Directors have led to a different situation on Boards- in 2013 41% of the boards at Norway's public companies were women compared to 18% at private limited companies. About 5.8% of general managers at publicly listed companies were women in 2013, 15.1% in private companies. Sandvik's Ms. Einarsson was promoted to a senior position recently. She says the opposite is true, one needs to start not at the top but at the entry level to ensure women are fairly represented. Culture is part of the problem as even in companies with equal male and female employees, the managers are mostly men. Men are seen as more eager to take responsibilities and risks, and are more integrated into networks. Even childcare and paid parental leave can be deceptive. One researcher shows that Swedish women still take the major part of responsibility for children, with 75% of the 480 available days. Women managers and researchers point to the difficulties women face with a full time career or working over 60 hours a week in a management position, and combining this with picking up children from daycare. Sofia Falk is the founder of Wiminvest, which helps companies invest in geting talented women. Her suggestions are that companies offer other incentives instead of more money- an assistant, private child care, grocery shopping, shared management positions, technical solutions to be able to work at home. The CEO of Sandvik, Olof Faxander, is persistent in changing company attitudes- he has raised the proportion of women in management positions to 21% from 9% in 3 years, eventually hoping to reach 33%....

SDP candidate Olaf Scholz is seen as the most convincing of the candidates, and ahead of the Green's Baerbock and CDU's Laschet in a poll following the 90 minute television debate on German television. Scholz maintained an unperturbed demeanor as he responded to an attack from Laschet on a money laundering investigation being conducted on the finance ministry. He said Scholz was presenting a misleading picture because it was centered on the possibly illegal activities of a single employee in Cologne. He added that he had increased the financial oversight at the ministry since he took over in 2018. Looking at the problems facing German industry, and the challenges from climate change facing Germany,  Scholz had this to say on the scale of the effort needed in renewable energy- "We have 250 years of economic and industrial history behind us, based on coal, gas, and oil. And if we are to change that now that means we have to do an awful lot, for it to really work." The SPD goes into the election at this point with a six point lead over CDU. SPD at 26% vs CDU at 20%, Greens at 15%, in the INSA poll. The election debate on television continues to give SPD and Scholz the confidence needed to stay ahead. GM is conducting a wholesale review of its product lineup and its brands as the severity and sharp decline in sales of SUV's and pickup trucks has caught many automakers including Toyota by surprise. Prices of used pickup trucks and SUV's have declined by 25% in a matter of a few months with the sharpest decline in May and early June according to CarMax a used car retailer. For GM this amounts to a redirection of critical resources that would be wasted under the earlier plan which involved a new generation of trucks and SUV's to hit the market in 2012. Now these resources need to be redirected to where the market is in smaller fuel efficient designs. The Tata Twist is pricd at $400,twice the price of the Nano, and has features such aspower steering. The small engine with power closer to that of a motorcycle is a serious handicap for the Nano concept, as buyers are looking for more power on Indian highways. Israel's ambassador to the U.S., Michael Oren, describes Iran's efforts to make weapons grade nuclear material, escalating the enrichment process from 3.5% to 20%. He says Iran now has 225 pounds of 20% uranium and 11,000 pounds of 3.5%, enough for 5 nuclear bombs, and points out that 20% uranium can be enhanced to weapons grade in weeks. During the initial negotiations the P5+1 nations demanded suspension of enrichment acitivites at a time when the enrichment process was at 3.5%, and transfer of stockpiles abroad. As negotiations dragged on Iran escalated to 20% enrichment. current demands of the P5+1 are for cessation of 20% enrichment and removal of the 20% stockpile, and closing the facility at Qom, as a first step. This has been rejected by Iran. In this op-ed Oren says Israel alerted the world about the Iranian nuclear program 20 years ago, and as this has continued to what it is today, Israel's view is that much of that time was wasted and the window for international efforts to cease and dismantle Iran's nuclear program is almost shut. ...

He saw the Cinquicento as his version of the Apple iPod, and benchmarked Fiat against Apple, so he was looking outside the auto industry for people to emulate and for new ideas. Jack Hough points out the problem with TIPS, Treasury Inflation Protected Securities. The CPI-U that is used to calculate the inflation for TIPS is not representative of inflation for the average household. It understates the cost of gasoline, tution increases for kids in school, and price increases for prescription medicines. Prescription drugs have a weighting of only 1.25%, college tution only 1.53%. The CPI-U index went up by about 3.9% in 2011, and at the same time the gasoline portion increased by 33%, for households spending a lot on commuting to work. Another problem is slowing inflation- with inflation slowing to 2%. Compared to TIPS the alternative of dividend payments by cash rich companies with secure market positions are a better hedge against inflation.

Risks to China's banking system from the bond market in China. China's bond market has grown rapidly to 25.5 trillion yuan or $4.1 trillion yuan, especialy in the period following the stimulus. But it is not similiar to bond markets in developed countries, the U.S., Japan and France. It has a patchwork of regulators, is closed to foreign investors, and does not offer protections to investors. It also lacks an effective ratings system. Most bonds are held and traded by the banks, which concentrates the risks in the banking system. In developed countries the risks are spread out among investors. Bond markets offer the advantage of reducing dependence on banks for lending but with banks holding most of the bonds in China, including that of local governments, the risks if bond issuers default are concentrated in the banking system.

The first presidential debate with Clinton and Trump is moderated by Lester Holt. The debate included an exchange on Trump's tax returns, policing in inner cities, and national security. The debate was broadcast by all television stations and was watched by over 100 million viewers. Trump made three times the interruptions made by Clinton. The birther issue raised by Trump also came up, and was cited as a "hurtful lie" by Clinton as it persisted long after the birth certificate information was seen by the public. In one exchange Clinton told Trump when he referred to all the infrastructure that had not been built, that one of the reasons was he had not payed taxes.

Former FBI chief Comey tells the U.S. Senate Intelligence Committee that he had turned over all his memos of conversations with president Trump to Special Counsel Mueller. Landers and Gale of the WSJ show how undersupplied conscript soldiers, high inflation and industrial breakdowns during wartime have led to major upheavals in Russia. Three conflicts led to such changes in Russia's domestic situation. The Russo-Japanese war in 1905 led to Russia seeing one fourth of 340,000 Russian troops killed in a battle near the Chinese city of Shenyang, and loss of most of its Baltic fleet in a Japanese attack on Port Arthur. The war ended with a peace treaty arranged by president Theodore Roosevelt of the United States. The Russian czar gave up most of his absolute powers in 1905.  In 1914 Ukraine was involved in regime change as the Germans fought to take Ukraine. The czar wanted to keep Russia's expansive sphere of influence. Without Ukraine's agriculture and industry and its population Russia would not be a great power, says an expert on Czarist Russia. At the time the Russian military was ill prepared in motorized vehicles and communications equipment, and industry lacked the ability to resupply the military. Inflation jumped leading to unrest and protests. Fighting in the First World War led to millions of refugees. In 2022 experts see the same old problem of seeking spheres of influence leading to wars, and the lack of sufficient ability to cope with prolonged wars when short wars were expected by the regimes in power in Russia. Dissent inside Russia and protests led to the abdication of Czar Nicholas in March 2017, and Bolsheviks led by Lenin seizing power in November of 2017. By 1979 Ukrainian leader Leonid Brezhnev was leader of the Soviet Union as Russia's economy could not keep up with modernization. Seeking spheres of influence Brezhnev pushed into a long war in Afghanistan in the mistaken idea that a quick strike on Kabul with a change in government would achieve Soviet goals in central Asia. By 1989 the Russian army withdrew from Afghanistan and in 1990 the protests led to the fall of the Berlin Wall and the collapse of the Soviet Union and emergence of Russia as a separate country. Landers and Gale of the WSJ see these events in Russian history showing how wars have led to domestic changes and upheavals in Russia when leaders projected power beyond Russia's capacity to handle the results of conflict. Both the Tories in Britain and the Democrats in the US were caught by surprise by the sudden surge after the pandemic of illegal migrations flows in 2023-2024 which dropped to all time lows in 2019-2021 with the covid lockdowns. Tories with factional infighting and Democrats falsely believing they were virtuous humane could not take effective decisive immediate action costing them the defeats in 2024. The size of the illegal migration problem to the UK was underestimated in 2023. Tory rhetoric alone failed to convince the British public. In the US Biden not confronting it head on also failed to reassure the American people as the US Border also meant destructive Mexico/China fentanyl flows. Even today the action proposed falls short and new US bipartisan legislation is needed to make it the law of the land, closing three decades of stealth in immigration policies. ONS now estimates that it missed 166,000 people. The real figure for the year ending June 2023 for net migration was 906,000 not 748,000 as previously estimated. In the year ending June 2024 this figure for net migration was 728,000. Labour party under Keir Starmer made setting up the new structures for tackling alarming rise in migration the top priority in 2024. That lesson was not learned in the US and the issue not confronted head on to win public confidence- the Biden support for Republican Senator Lankford's legislation on illegal migrants and the border came late in 2023 and the issue was left to fester for 2 years eroding public confidence. In the US the issue of illegal fentanyl flows at the US Border and from China makes the Border and China relations issues that required effective and immediate action overriding everything else. Loeb favors focussing on the 58,000 7-Eleven convenience stores in N. America, China and Japan. Suzuki had expanded by making acquisitions and kept a money losing Ito Yokado retail chain in Japan. Following a boardroom fight Loeb wins and Suzuki who ran the company since 1992 resigns. Ito Yokado ran the Japanese 7-Eleven chain till it acquired the U.S. 7-Eleven in 1991. A new corporate governance code setup by the administration of prime minister Shinzo Abe, calls for more outside directors to be appointed to Boards, and greater attention to interests of shareholders. This is seen as a test of the new corporate governance rules. Akira Kiyota, CEO of the company running the Tokyo Stock exchange sees it as a positive step.

To get a right grasp of the situation as a whole from the bigger picture than the headlines, is to know that even in the current chaotic immigration handling of both parties, the US comes out a winner in long term by 2034. That it gives for the younger generation a better future. Congress's Budget Office economic report shows GDP higher by 2% from the higher immigration of 5.2 million added to the US workforce by 2034. US productivity higher by 0.2% and residential investment including construction up by a whopping 10%. The younger profile of immigrants will help the US compete with India's younger population, and as China ages to have what it and Europe is aspiring to have- a younger population. The best way to look at the immigration issue is for the short term- manage it better by organized method of immigration without chaotic border crossings by allowing potential immigrants to apply from their home country, a step taken by the Biden administration. What it or any Republican administration could not control is the immigration that happens from countries the US is at war with or in conflict with. It is important to recognize that this is what happened with Venezuela the largest component of the immigration border crossings in 2023. It was made worse by actions of both parties Democrats and Republicans and made worse in 2017 by more severe sanctions on Venezuela under the Trump administration.  Also part of the problem is Venezuelan mismanagement- providing oil at pennies a gallon, hurting imports and spiralling inflation that only worsened under US sanctions after 2017. Long term- To reflect that US sanctions on top of mismanagement by Venezuela is a warning for all developing countries in Latin America, Africa, Asia and for the US. It meant 7 million refugees a staggering quarter of Venezuela's population fleeing the country, that burdened neighbors Columbia, Ecuador, Peru, Chile. By 2022-2023 many of these refugees were making their way up the Darien Gap to the US. Yet within this tragic situation for Venezuelan people how could the US best respond is to close the border as president Biden has proposed with McConnell and the Lankford effort in the Senate, which was blocked by the House under Mike Johnson. This gives time to assess the situation, correct US laws on asylum and parole that allowed this chaotic way to proceed under actions of both parties.And not let this destabilize the US by understanding that while Venezuela has suffered for its role in the crisis the US will ultimately have come out a winner, as pointed out by the Congressional Budget Office projections. CBO projections of this immigration impact by 2034 of increasing the workforce population by 5.2 million will provide higher GDP, more tax revenues, and higher productivity than without this group of Venezuelan and other immigrants in this special situation of 2022-2023. Laurent Berger is the likely candidate for bringing together all social democratic and socialist parties in France.  French Socialist parties and leaders Melenchon, Glucksmann, and others in Greens party join together to contest the Assembly elections June 30, July 7. This means the socialist parties have finally made the decision to come up with ways to tackle the cost of living crisis, loss of manufacturing, lack of investment in infrastructure that can make a difference in the daily lives of working people. This was missing in Macron's plan as En Marche was built by Macron based on his detecting an opportunity during the last year of Socialist Hollande's term in 2017, not with a well thought out plan for renewal in France. The years of the presidential first and second terms did not work from a plan to tackle the issues facing working class families and benefitted as much from the alienation that had driven working class votes in different directions from the failures of Socialist or Social Democratic leaders. This happened in Germany with Scroeder, in Britain with Gordon Brown, and in France with Hollande, in the US with Clinton and Obama. The path that president Biden has taken to invest in infrastructure with bipartisan support, to invest in manufacturing with bipartisan support is what the Social Democratic and Socialist parties in France with bipartisan help now need to take up. ...
