The European Union's Advocate General says he wants to open a third way so that MP's who support Britain remaining in the EU in the face of unsatisfactory Brexit can do so. This is legal advice usually followed by the European Court of Justice so that litigants who are MP's favoring Remain to unilaterally revoke the notification of the intention to withdraw. This NYT editorial describes U.S. president Obama's West Point speech as lacking substance and overhyped. Issues of how to tackle relations with a more assertive China and Russia were left unaddressed, and the increase in tensions in Asia and in Europe were left out. A study done by the Hudson Institute shows an increase in sales of 5.5% on average in same store sales of restaurants which increased lower calorie items on the menu. The reverse is taking place for restaurants that have neglected to do this, with these restaurants experiencing a decline in sales. This was based on research firm NPD and restaurant data at 21 fast-food and sit-down restaurant chains between 2006 and 2011. Chains that include lower calorie counts on menus include Panera, McDonalds, Denny's and Au Bon Pain chain. Federal regulations will require restaurants with 20 or more outlets to post the calorie counts in early 2014. The process of moving Americans away from eating habits that lead to obesity is moving at a slow pace. Margo Wootan, director of nutrition policy at the Center of Science in the Public Interest, says large serving sizes at restaurants lead to overeating and obesity. Frequency of eating at restaurants is another problem, with studies showing women who eat out more than 5 times a week take in about 290 calories each day compared to women who do not eat out that often. The healthy options at restaurants are still restricted to a small portion of menus and healthy choices are limited....

Argentina president Mauricio Macri wins 40% of the vote, losing to the Peronist candidate Alberto Fernandez with 48% of the vote. The Peronists, a socialist party, also won in Buenos Aires province elections for governor.. The shift from centre right to the socialist party occurs as the country is in deep financial crisis with about 50% inflation. The Argentine currency, the peso falling in a few years since 2015 from 10 to the dollar to 60 to the dollar, leading to high inflation and hurting Argentines with rapidly falling purchasing power of income. Argentines rejected austerity policies of Macri and the free market policies pursued under Macri failed. This was aggravated with lack of prudent management of finances and overborrowing using dollar denominated bonds reaching $115 billion in bonds debt by 2019. Me. Macri inherited a budget deficit from Ms. Kirchner in 2015. The economy was overly dependent on a temporary boom in commodity prices for soyabeans as a result of demand from China. A weather related crisis led to a decline in agricultural exports in 2017-2018. Yet the budget deficit was allowed to grow and the foreign debt was financed with foreign currency denominated bonds to the point where Argentina could now default on $115 billion in foreign currency denominated  bonds. Overly dependent on uncertain foreign interest in Argentine bonds, Argentine agricultural commodities exports at high prices, uncertain foreign investment, hurt Argentina. Drought conditions in 2018 hurt export revenues. This required very prudent and careful management of finances which Mr. Macri failed to provide. Turning to the IMF for a $57 billion loan in May 2018, in just 3 years of his administration, and after Argentina took years following the crisis of 2003 to settle foreign debts, showed a failure and mismanagement of huge proportions. ...

Protesters in Bangkok, the central and southern part of Thailand, see the King and the old order challenged by the emergence of Thaksin Shinawatra with supporters in the rural northeast. This is another dimension of the political struggle in Thailand. Shinawatra has won elections since 2001 with his base in the northeast, till the coup in 2006 that ousted him and the recent election of his sister Yingluck Shinawatra. The political system has no way to accomodate the interests of the Bangkok region which has most of the business and commercial interests and major universities, leading to protests. The regional urban-rural divide further splits the country.

The WSJ's Laurence Norman talks to Yukiya Amano, head of the UN agency, the International Atomic Energy Agency (IAEA), which has the responsibility of verification and inspection of Iran's nuclear development and facilities. Amano describes the issues raised by a 2011 report which outlined 12 sets of concerns to which Iran has to explain, a condition included in the final nuclear agreement. Iran has to respond by mid-August, IAEA then responds, and does work in Sept and Oct, and submits its report by Dec. 2015. Yamano says he has to fill in all the missing pieces in this jigsaw puzzle to get a full picture of Iran's nuclear development. Iran has denied access to military sites and Mr. Amano couldn't say if he has access to the Parchin military site. A concession that was made in the agreement is the long interval of three weeks before access to a particular site that arouses suspicions-the agreement gives Iran the right to appeal an IAEA request to visit such a site to a special commission. The U.S. and its European allies have a majority on the commission yet three weeks are allowed in which Iran could move material to some other location. For critics the question will be why such a concession was needed if Iran truly has decided not to develop nuclear weapons technologies. The U.S. president's response at a news conference on July 15, 2015, was that with the laws of physics the U.S. monitoring tools would detect nuclear activity at that site. The agreement also gives Iran an earlier than planned lifting of a ban on sales of arms and missiles and missile parts if the IAEA says Iran's nuclear activities are peaceful. Iran could conceivably wait till the ban is lifted and its economy in a much stronger position to withstand any future limited sanctions to pursue nuclear weapons development. This would have delayed development for a few years during which time the hope is that Iran has changed into a more peaceful nation pursuing economic development in its region, yet even if this is the case as as happened with India and Pakistan it could still pursue nuclear weapons development. The alternative is a status quo till a better agreement is reached with the leverage of tight economic sanctions and continuing dialogue during which time Iran continues to get closer to a nuclear weapon, or the use of force to prevent this. Iran added the arms embargo issue during the last weeks of the negotiation in June, a controversial move on Iran's part, as this may have complicated the picture with ballistic missiles technology exports to Iran approved after 8 years in the final agreement, compared to the agreement reached in April 2015 which made no mention of the lifting of the arms embargo. Iran played on the notion that if Zarif returned to Iran without an agreement hardliners including Khamanei would veto any agreement, yet this could just be the Iranian negotiating strategy. U.S. president Obama stated at the July 15, 2015 news conference that it would be hard to hold sanctions for longer. Critics might argue that China was already benefitting from the small easing of sanctions by increasing Iranian oil imports by 30% in 2014, and would have less incentive to withdraw from sanctions, as it is dependent on the U.S. and the EU, major markets for its exports and access to technologies. A WSJ/NBC poll in July shows almost half of the people polled in the U.S. saying they do not know enough to express an opinion, a steady 36% support an agreement, showing that the public has not been educated and taken along during the different steps in the largely secret negotiations....

The U.S. House of Representatives votes to repeal and replace the Affordable care Act 217-213. Moderates were won over by an addition of $8 billion  to add coverage for a popular feature of the ACA that covered people for pre-existing conditions.  The bill that passed gives credits of $2000 to $4000 a year, depending mostly on age, upto $14,000 for a family. Credits are reduced for individuals making over $75,000 a year or families making over $150,000. There is no mandated insurance coverage. This trims the federal budget deficit, yet also is expected to keep 24 million more Americans without health coverage after 10 years. The bill now goes to the Senate where moderate Republicans are worried that this may increase premiums for older people, one of the drawbacks of the earlier version of the House Republican bill.

Signs that the SUV based model for running car companies is cracking. A study from the University of Michigan Transportation Research Institute estimates that profits from large and midsize SUV's for GM, Ford and Daimler Chrysler dropped 40% or $7 billion from 2001 to the end of 2004. These figures track a steady decline in profits from SUV's, as incentives are used to promote sales of SUV's, lowering the whole profit structure a big notch downwards. In 2001, this study found that the per vehicle profit was about $9500. In 2005 thanks to big discounts the margin on SUV's is about $6300. On midsize SUV's like the Ford Explorer or the Chevy TrailBlazer, margins are down even more to $4100 from $7200. Responding to this study GM looks at it differently, it sees declining sales as the main culprit not the margins. Its thinking goes like this- as long as we can keep sales up we can cover our fixed costs including costs to retirees which make up a big part of the picture And it looks at the variable profits which it finds to be much higher than the numbers put out by the Transportation Research Institute. ...

BYD shares have fallen sharply as sales of its gasoline powered cars have declined in the Chinese market, declining by 43% from the high by Feb. 8, 2012. Part of the problem is that sales have shifted to foreign brands. BYD pushed ahead with developing electric car technologies, but the market appears to be moving in the direction of gasoline-electric hybrid cars, in which the Japanese manufacturers have the lead. BYD sold very basic cars at the low end of the price range. In 2009 and 2010 the government provided incentives with reduced sales tax for cars with small engines and subsidized sales in rural areas, which helped BYD sales. These program were phased out. In 2011 restrictions on cars went into effect for Beijing, with license plates for the municipal region reduced by two thirds, to limit the automobile congestion in the city. The license plates were distributed using a lottery system., This further shifted purchases to the higher price end made by foreign brands. BYD now sees the future sales potential in hybrid gasoline-electric cars and has changed its strategy....

At a meeting of GM engineers and Continental- which manufactured the Cobalt's diagnostic modules on May 15, 2009- the faulty ignition switch defect was confirmed by repeated verification of data from many car crashes. No evidence shows this was shared with senior managers. GM filed for bankruptcy in June 2009, two weeks later, and this could be the reason as the situation could be chaotic in managerial ranks. It was tnot until Oct 29, 2013, when GM officials met with the supplier Delphi that the issue comes up again. Records for the meeting showed clearly the defective switches were made at a Delphi plant from 2004 to late 2006. A part change had led to the defective switch. It is the period between 2009 to 2013 that GM has no answer for, as public opinion increasingly looks to GM for answers on why it took so long to make the recall. At Toyota the footdragging in managerial ranks caused the problems for the recall. At GM the problem simply disappeared at the lower levels as the company went through a bankruptcy and emerged from bankruptcy under new management....

Italy's prime minister, Mario Monti, a senior EU official before becoming prime minister, has the credibility and credentials to bring the French and German sides together on a new plan forward for the European Union, says Steven Pearlstein of the Washington Post. In this report from Rome, where leaders of Italy, Spain, France and Germany are meeting to discuss solutions Pearlstein describes the solutions Monti is putting forward. The European Investment Fund would be built up so that it has funding of about $175 billion or 1% of Europe's GDP to finance truly productivity and growth enhancing projects of innovative small and medium sized business in transportation, energy, education and environmental sectors. These companies have suffered shortages of capital as banks pulled bank from lending. It is the inadequate private investment that is causing the greatest damage in this crisis and $175 billion is at the low end of the amount needed in this crisis. Other steps Monti is pushing forward- for immediate steps to tackle the crisis deposit insurance to prevent a run on banks is essential for European banks. This would come with a eurozone regulatory authority that would have the powers to regulate European banks. The European Financial Stability Facility would be the "sovereign buyer of last resort," under Monti's proposal. Eurobonds come up as a key part of the solution. This is not because German and French taxpayers would be required to finance economies of Spain and Italy. As was shown by the U.S. Troubled Asset Relief Program (TARP) a well designed program could pay for itself. This would include the EU financial authority taking up stakes in the banks getting help and closing banks that are insolvent. The key point is that if properly executed and executed in a timely and appropriate way this does not have to cost French and German taxpayers- the important thing being to support the eurozone economies before the situation deteriorates. Borrowing at 6% for Spain and Italy will only put the situation out of control as deficits rise rapidly. The concessions for tighter regulation of European banking systems, reducing risk in banking, setting up adequate reserves, closing poorly run banks, and ceding powers to a European Financial Authority that can make the final decisions, are the steps that would have to go with these arrangements. Sound financial management requires that the kind of banking risks taken in the speculative bubbles in Spain, the lack of transparency and credibility in banking estimates of bad loans in the system, and the glossing over the problems at Bankia, would have to be addressed in solutions through regulation by a credible European Financial Authority to convince skeptical German public opinion that financial accounts are conducted in a proper manner....

This is huge- for Germany, for France, and for the European Union. After initial hesitation and a decade of not looking ahead, Germany under Angela Merkel is finally not just looking ahead to its vision for Germany but doing this as a part of the larger European community. And the European Central Bank after its initial lack of community spirit, is paving the way with its own actions for the Europe wide recovery with a significant increase in lending to EU countries.  Germany's finance ministry has agreed to spend 130 billion euros on more than 50 initiatives to promote growth in Germany. No longer is the government looking at the car industry as it did in the past. It is looking beyond to what Merkel calls the "profound upheaval" coming from climate change and digitisation. For Merkel after the changes caused by the pandemic something more had to be done- "We just could'nt introduce a traditional stimulus package. It had to be done with an eye to the future, so that is what we especially emphasized."  This also brings together France's Macron and Germany's Merkel in a combined effort to bring Europe up to face the future with confidence. It is amazing how the pandemic has changed minds in Europe. From the long drawn out period since 2008 when traditional policy ideas and austerity thinking prevailed, to the idea today that this is no way to face the future with confidence for Europe to be back on its own feet, for hope to return. Instead of partnering in austerity with the Dutch and the Swedes, the finance ministry is now looking to France, Italy and Spain, considering the common pain of the core European countries during the pandemic and looking to the future.  Merkel moved to circumvent the traditional Bundestag's refusal to permit debt sharing  across the euro area by producing 500 billion euros of grants for hard hit businesses across the European Union. As Macron says it was a necessary  step- " What is sure is that this 500 billion euros will not be repaid by the beneficiaries.... We are proposing to do real transfers (of money) ... that's a major step." Forecasts from Capital Economics and other forecasters show the European Union's major economies of France, Italy and Germany rebounding quickly in 2021 after the blow in 2020, in a V shaped recovery with growth of close to 6% in France, and higher in Italy because of the bigger hit taken there than Germany. The strong U.S. jobs report with addition of 2.5 million jobs for May shows that the rebound can be sharp upward swing if the policy, will and community spirit is summoned up by leaders and people, no matter what happened in the past decade. It is also based on having the right spirit that knows about investing where it really counts for the people - in infrastructure, health, public services, and avoiding the misallocation of resources and spending that happened before. ...

A 15% minimum corporate tax on large, profitable corporations is part of the global minimum corporate tax proposed by US central bank chairwoman Janet Yellen, and the tax proposed by US president Biden. The tax would not apply to companies making $100 million as earlier proposed. The threshold has been raised to $2 billion and affects the companies that have avoided taxes the most. This report says there are 45 such companies in the US.  A US Treasury report on the tax says "the 15% minimum tax is a targeted approach to ensure that the most aggressive tax avoiders are forced to pay meaningful tax liabilities." The Biden agenda on corporate taxes would raise more than $2 trillion over 15 years to pay for essential infrastructure renovation to replace decaying infrastructure in the US. This means roads, bridges, airports, ports, transit systems, electricity grid, broadband systems, school systems, health systems, would all be targets for investment for the first time in 50 years in a concerted drive. The tax drive would partly reverse the Republican Congress's 2017 reduction in corporate tax rate to 21% from 35%, boosting it to 28%. European Union countries such as Britain are also following similar policies after decades in which a race to the bottom led to the lack of funds to finance essential infrastructure rebuilding. As a result China which was a nation of bicycles back in the 1980's now has some of the newest infrastructure, while the US and the EU countries have what might be considered crumbling infrastructure badly in need for renovation. As the shift in mood to a competitive world not only in technologies but in infrastructure and ease of living happens there is more and more awareness of what has been lost in the last 40 years.  ...

The Economist points to the declining popularity of prime minister Valls. President Hollande has the lowest popularity rating of any president of the French Republic. At 18% he surpasses the 22% low for Mitterand around 1992. Sarkozy's popularity dipped to 28% by 2011. Valls own popularity declined to 35% by October 2014 even after winning a confidence vote in the National Assembly. In this situation with negligible economic growth former president Sarkozy is trying to make a comeback as leader of the UMP centre right party.
