China, the U.S. and Japan- the task of reestablishing peaceful cooperation in the Pacific region after the missteps of 2011-2013

Meetings for the sixth round of the Strategic and Economic Dialogue in Bieijing between the U.S. and China, and Japanese prime minister's address to the Australian parliament in Canberra, at about the same time in July 2014, showing how the path of peaceful cooperation will have to be actively pursued to remain a reality. Underpinning the hopes of China, Japan and neighboring countries in Asia is the U.S. will and purpose for maininting the post war peace and stability for the benefit of all, that at times has been missing in the words and actions of the Obama administration. Lack of peace in the region would seriously affect China's effort to bring better incomes to the large majority of people still in the countryside and leave China stuck in middle income status of countries like Mexico, damage the prospects of improving incomes of billions of people in India, other parts of Asia and Latin America. In this sense the Japanese people have shown the wisdom of keeping the conditions of peace that have prevailed for the post war period, and the U.S. with undiminished will and purpose in its post war role can affirm the hopes of the people of the region, including the hope of people in China, India, Japan, S. Korea, and Latin America.

The Ford Foundation was founded in Detroit in 1936, the Knight Foundation also has roots in the city. Both foundations donated the money needed to revive Detroit in 2014. The state of Michigan under Governor Snyder also acted with exceptional courage and wisdom to save the floundering city after a decade of collapsing infrastructure and services. The state acted responsibly by obtaining a supervisory role over the city's troubled finances. With all the surrounding atmosphere and talk of Republican deadlock with Democrats in the White House and Congress, Snyder, Walker, Judge Rosen, and others showed rare wisdom and courage to come together for innovative solutions.

The report calls the disaster "a profoundly man-made event," and "a disaster 'Made in Japan,' " citing cultural factors that contributed to the accident. It is sharply critical of TEPCO and the Japanese government's response. Both the report and the testimony of the prime minister at the time of the accident, Naoto Kan, refer to the 'nuclear bloc' or 'nuclear village' in Japan that promotes nuclear energy. Some of its actions are dangerous to safety, such as locating the nuclear safety agency NISA inside the same ministry that promotes nuclear power, a critical flaw. Ironically Germany made the decision to make a gradual shift out of nuclear power after looking at the Fukushima nuclear plant disaster and near collapse in Japan, while Japan is reactivating its nuclear plants to meet energy needs without having obtained public confidence in the system of nuclear energy including the essential safety actions. The result is a profound credibility gap about the nuclear plant industry, and public opposition in Japan.

Without a new approach to increasing health care costs, especially considering the demographic changes in the U.S. with more people on Medicare in future years, the problems of defunding other areas such as education, R&D, and infrastructure, to fund these increases is likely to continue. Estimates show that the 50 million Americans enrolled in Medicare in 2012 will grow to 80 million by 2030, according to the Medicare program actuaries. Demographic changes as the baby boom generation ages mean more Americans relying on Medicare and Medicaid. With continually increasing health care costs from costly technologies, increasing of diabetes, asthma and other diseases, pricing in the medical industry, and some fraud costs, this is a toxic mix that will lead to to a situation where one of three dollars in spending get swallowed up here.

One estimate of tax evasion in Italy cited by Faiola in the Post is $340 billon a year. Greece has a similiar problem. This is one area in which the culture and practices of individual countries have to converge to acceptable norms to make a common currrency viable, something the founders of the euro currency did not take as seriously as needed and account for in a disciplined framework. The political enthusiasm for a union of European countries of EU founders led to ignoring the dangers of not having controls and convergence in place.

The children of migrant workers were mostly brought up away from parents in rural areas by grandparents. The children born under a single child policy in urban areas had the opposite happen, with too much attention from doting parents. Both groups were raised in a manner not seen anywhere else in the world and face growing pains and lives with different burdens and needs than the rest of us. China's social and economic experiment may have come too fast, as policy planners may only now begin to realize. A lot may need to be done to address their needs and burdens, not so easily seen as the burdens of pollution and contamination whicha are easily observed.

Yingluck and Thaksin Shinawatra are from the northeast of Thailand and get most of their support from this region. The Bangkok region, military, courts and business remain opposed to a transfer of power to the provinces and the policies of Shinawatra. SHinawatra's policies favor the rural areas and the newly emerging middle class in the north. The struggle is as much a social phenomenon from the economic progress of the last 2 decades in Thailand as it is a struggle for a sharing of power, say experts.

Bolivia's socialist government of Evo Morales has taken a different approach by reducing subsidies and increasing gasoline prices to about $2.00 a gallon in 2013. Salaries of governent workers was also increased by 20% in 2013, and additional 10% added to price of locally produced grain and corn, in policy actions. Morales cited as a reason the $150 million in smuggling to neighboring countries of the $660 million in gasoline imports, wasting a significant part of the $380 million annual state gasoline subsidy which could be used for infrastructure. In Venezuela both opposing candidates for president Maduro and Capriles supported the state subsidy for gasoline that is exceptional among developing countries, and at a time when Venezuela is short of foreign currency for other imports.

This makes college education more elusive than ever, and much worse so with the over $1 trillion in college debt in the U.S with spiralling cost of higher education. Vocational training in higher paid fields for families that cannot afford college and children who are not likely to go to college, is the only way not to leave behind a generation of growing children behind in these cities. It is an issue of the utmost importance for renewing America's smaller cities that do not have the advantages of San Francisco, Washington D.C. and Raleigh, S. Carolina, with their advanced university and technology hubs and access to finance.
