US economic growth was 2.4% in the second quarter of 2023. Even though the Fed increased rates at 10 consecutive meetings by 5% since March 2022 to tackle inflation the US economy appears strong. Large investments in the trillions of dollars in US manufacturing and infrastructure, tackling climate change is what is different this time compared to the past 2 decades when bad decisions were made with twin wars in the Arab and Muslim world, and the supply chain was transferred to China, investments were neglected in infrastructure, education and health in public goods, and capital markets allocated money with decreasing advantage to the economy. President Biden was in a unique position after the pandemic to take stock of all these mistakes and move the nation forward in positive directions in a decisive way in scale as well as in spirit and determination. The new Chancellor of the Exchequer in Britain, George Osborne, put forward a new budget that marks a big change from the past. In an effort to cut the budget deficit by $180 billon over 5 years, Osborne announced a cut in spending for the public sector and welfare spending. There will be cuts in the budgets of government departments of 25% by 2015 except for health and international aid. Reduced spending on public housing benefits, disability benefits and other costs in the $285 billion welfare budget is part of this budget. He announced a 2 year wage freeze for public employees, and new medical screeing for persons claiming disability benefits. On the tax side the value added tax on many goods and services goes up from 17.5% to 20%. Capital gains tax goes up to 28%. And overall the proportion of tax increases to spending cuts is 1 : 4. Osborne referred to rich people in Britain "paying less than the people who clean for them" in instituting higher taxes, and he removed entirely 900,000 of the poorest people in Britain from the income tax system. Corporate taxes will be reduced from 28% to 24% over a 5 year period....

What is the right retirement age for health is an important question. Dana Smith points out that the number 65 that started with the system of social security started in US  by Bismarck in Germany in 1889 and Social Security in the US in 1935 by president Franklin Roosevelt has no basis on the grounds of health of the population and longevity. Since that time people live much longer to about 74 years and for 45% of the people in the US who are in the knowledge based work the ability to work continues past 65 or 67 years.  For the remaining people who are in professions involving physical work such as construction or in the restaurant industry the situation is quite different, requiring a category based retirement age that takes this into account. For these people health outcomes would deteriorate if they continued to work in stressful work for longer. Another factor to be considered is to ask what this means as a national goal. Would a nation aspire to give its citizens an opportunity to travel, broaden their minds and engage in other activities they would like to do which they could not do while working full time. In this situation these years after retirement could give people a chance to live happier lives. It is not to be taken lightly as the current protests in France show. Age discrimination in France also plays a part as there may be fewer years of work opportunity if employers stay away from people over 50 years or discriminate against women. With childcare and care for elderly, part time jobs, women work longer for smaller pensions than men, leading to a sense of unfairness. French protests show that the outcomes need to be weighed carefully from a health and national goal standpoint and the retirement age set accordingly with flexibility for harder work.  Following the pandemic years and the cost of living crisis the protests in France show the need to develop a national consensus on the issue of retirement age, and rules plus culture change in industry that ban age discrimination for workers. Special provisions for women and people in construction so that the system is seen as fair to all parts of the workforce. ...

Work requirements is one area in which Biden and McCarthy have a point of agreement in the debt ceiling discussions. Biden says he has supported work requirements in the past. Biden also says he would do nothing that affects health benefits. Under Biden the jobs market is the best it has been for over two decades which makes it easier to have some sort of work requirement for people able to work before they can collect government aid benefits. This makes an agreement possible in which Biden and McCarthy continue discussions with Biden building some form of rapport with a Congressman he has known in the past from his days in the US Congress. An agreement he pulls together would then have the support of most Republicans and be passed with the help of all Democrats. This would meet with opposition from a small faction of the Republican party, opposition that McCarty has become accustomed to including the prolonged voting it took to get himself elected as Speaker. McCarthy and most Republicans are in favor of Ukraine and the EU support for Ukraine at a critical time. They including Mitch McConnell who is present in the negotiations would not want to do anything that spirals America into a financial crisis during a Ukraine counteroffensive with Biden and Scholz's support that could end the war in Ukraine. Biden probably shared the concerns of his G7 counterparts with the Republicans about this. McCarthy and Biden could then simply say they only worked to do the possible and move on to the bigger battle in 2024. ...

Indian Foreign Minister S. Jaishankar makes a 3 day visit to Saudi Arabia. He addressed diplomats at the Prince Saud Al Faisal Institute of Diplomatic Studies in Riyadh. The relationship in the past also appeared to be rooted in the colonial period that had transitioned only half way out of the colonial period into the relationship built by America's FDR and succeeding presidents with the royal family and monarchy of Saudi Arabia. Under Mohamad Bin Salman it now gives Saudis an opportunity to make its own choices with the help of neighbors such as India, Japan, and other countries. It also strengthens the relationship with the US and the EU in unseen ways through the Saudi relationship with India, Japan and other countries. Bilateral trade is at $30 billion for FY22 April to December. India imports 18% of crude oil imports from Saudi Arabia. Indian imports worth $23 billion, Indian exports worth $7 billion to Saudis. Health and Education are the best bets for investment to revive the economy. BW's Mandel says the health and education fiscal channel is still functioning, while other ways of stimulating the economy are in breakdown mode. Taxpayer money given to banks, businesses and households will be saved to pay down high levels of debt and because of uncertainty. But funds directed to schools and hospitals will be spent to buy new equipment, modernize and update, put up new buildings, and hire workers. Health care especially is keen on hiring new nurses, medical technicians, home aides, and so on. And over the past year health care and education workers have risen by 500,000. In these hard times the hardest hit areas like Michigan have seen health and education make up 23.7 % of jobs, while manufacturing has dropped to half that, only 12.5%. And in the past decade health and education has had a stabilizing influence already. Nationally these areas have hired steadily, adding 5.3 million jobs since 1999. Meanwhile the rest of the economy has seen booms and busts, and off shoring and outsourcing overseas, with only 400,000 new jobs created in 10 years. Education has suffered neglect for needed infrastructure including broadband and internet capabilities for classrooms, and health care suffers inefficiencies such as computerization of records, and cost inefficiencies. These areas can be modernized and improved, adding to benefits years from now. They are large sectors employing 30 million workers or 22% of the workforce, and now badly needed to stabilize the economy as these employees are well paid and could help keep consumption from falling badly. A Gallup poll taken in February, shows 56% of Americans showed that education investments were "one of the most important items " for stimulus spending, coming out on top, and beating tax cuts....

WHO estimates $1 trillion in costs from mental health issues, from depression and anxiety disorders each year in the lost productivity for the global economy. The cost of mental health productivity loss is huge. Here a knowledgeable researcher and expert tells us that psychological avoidance makes things worse. If we are trying to squash discomfort hastily we are avoiding. It becomes a crutch says Luanna Marques, author of several books and a physician at Massachusetts General Hospital, a crutch that rather than alleviate anxiety exacerbates it. Understanding the patterns of avoidance its process is the first step. Science induced ways can help us sort this out. Reacting only makes things worse, it fuels the fire leading to even more problems like operating a pressure cooker without a valve. Replying hastily to an email that upsets us or raise our voices without considering the consequences. Retreating is an act of moving away or pulling back from anxiety inducing situations. This only tends to increase anxiety as the underlying situation is still there. Then there is Remaining which is sticking to the status quo to avoid the discomfort of change, such as clinging to a job or a relationship even when we know it is not good for us. Marques suggests three science based methods to fight all this, and fight psychological avoidance the powerful enemy. First Shifting by checking in with our thoughts, particularly when anxiety comes knocking. In these moments we often have black and white distorted thoughts when we are telling ourselves something is such and such. Shifting is taking off the dark, monochrome glasses and seeing the world in color again, says Marques. She asks one to challenge your thoughts, clean out your lenses. One says- I have a lot to bring to relationships, I have had successful relationships in the past. One can now sleep better at night and set you on a journey to follow what matters most to us. The opposite of avoiding she says is Approaching, which is not charging at your fears head-on, but taking a step that feels manageable. One asks oneself what is one small step I can take towards my fears and anxiety to overcome avoidance. Even the smallest step can rewire our brain. Aligning is living a values driven life, says Marques. The daily actions now align with what matters most to us- our values in life. In intense anxiety emotions not values dictate our actions. To lead a values driven life we need to first identify with our values, for health, family, work, or anything else. Then we dedicate time and effort to our values. In conclusion it is not about being fearless , but about not letting fear dictate our lives, says Marques in this excellent approach she has given. ...

Paul Ryan asks President Obama to put forward his plan for deficit reduction the day after the passage of the August 2, 2011 Debt Ceiling and Deficit Reduction bill in Congress. Ryan points out that health care cost increases are on an unsustainable path with costs going up by 8% in 2011 and projected to go up by 8.5% in 2012. The Obama Health Care legislation tries in Ryan's view the same failed bureaucratic efforts of the past to cut health care costs. A plan to postpone a 21% cut in payments to doctors for treating Medicare patients, and instead give a slight payment increase under a House proposal, at a total cost of $245 billion over 10 years, is raising questions about the the impact on the USA budget deficit in coming years. The Congressional Budget Ofice says the House health bill will increase the deficit by $239 billion by 2019. In past years the lawmakers in Congress have postponed the implementation of these cuts, and the administration would like to see this as a separate item and not showing increasing the deficit. The American Medical Association lobbied to have this provision in exchange for its support to the health care plan.

Speaker Mike Johnson says democracy is "messy," as Rep. Democrat Steny Hoyer the House Minority leader who has worked in Congress for over 40 years called it on the House floor, and he said its a harsh word delaying and "dissemble." Addressing the UN General Assembly in a virtual setting Mr. Trump tells delegates that China should be held accountable for certain actions in letting the coronavirus pandemic spread. He included the denial by China of human to human transmission very early before Feb-March, and its allowing Chinese flights to go overseas when it had completely banned flights domestically. He said flights were allowed to leave China after the virus spread from Wuhan even after Mr. Trump banned flights from China to the U.S. This spread the virus from China to Europe and to America.  Mr. Trump says the WHO is controlled by China. And this happened after foundations such as the Bill and Melinda Gates foundation and other foundations partly replaced the strong role played by the U.S. government at the world health agency during the post war period maintaining strong U.S. and European oversight in the earlier period. The lack of cooperation by China to let American experts into Wuhan immediately in January played a role in delaying the U.S. getting a first hand look at the coronavirus at the epicentre. Instead a 2-3 week delay left the U.S. Europe and India unprepared for the speed and havoc caused.  The only way to tackle the coronavirus was with speed and that speedy response was doubly needed because Europe and the U.S. had no recent experience with epidemics. Even India and rest of Asia, Latin America, Africa have no experience with this type of transmission and spread making time absolutely critical.  This speed was affected because China and the WHO acted as stumbling blocks in this view of what happened. The result was that in past pandemics were fought together, this pandemic was fought on a country by country basis, a bad precedent. ...

Paul Krugman reviews a book by Robert Gordon, a distinguished American economist and historian, on the improving standard of living for Americans after the war in the period 1940 to 1970. This period brought some of the major changes in the standard of living which have since stalled. Gordon points to the developments in science and technology between 1870 and 1940 providing the largest boost to standards of living as the quality of life improved- especially the conditions in which people lived using modern sanitation, electricity, automobiles, and work saving appliances. The period 1940 to 1970 enabled the spread of this to the country as a whole. The IT revolution's developments occuring between 1990 and 2005 are also behind us. This process between 1870 and 1970, with the followup period to 2000, is seen by Gordon as a one time development in the scale of change and the improvement of quality of life. The future does not hold a similar level of progress in standards of living, says Gordon. Set against the current stagnation in incomes, widening inequality of opportunity, and the political discourse, this review raises important questions about the future. Quality of life potential now rests in improvements through personal involvement in health improvement, improved education, renewable sources of energy, and other ways, which are more soft knowledge improvements than the hard improvements of the past- which may require more personal involvement than in the developments of the last century of progress, with some improvement coming from renewal of the old physical infrastucture using the new technologies available. Just as the developments of the last century required dogged persisitence and effort, these developments will require dogged persistence and effort, with some of the easy stuff currently posing as technological development not qualifying....

During the coronavirus pandemic the WHO lacking adequate influence of U.S. or European Union countries was not able to act in a way that met the needs and concerns of these countries with advanced health systems. In the past pandemics were better addressed worldwide when the U.S. and EU played a major role from the beginning because of long experience and technological resources,  a role that was missing in the current pandemic. Ebola and other virus were tackled in Africa only when the U.S. or European countries played a leading and critical role. This role was sorely missed in the current crisis. This is why changes at the World Trade Organization matter. World trade is important for the world economy and can best operate when the concerns of U.S. and European Union about a level playing field and fair competition are met. This level playing field and fair competition also meet the interests of developing countries such as India which are industrializing rapidly and need to protect their own markets from unfair dumping, as well as Indonesia and other parts of Asia, Latin America and Africa that are part of the supply chain for the world economy. ...

The 25 largest food company sales declined to 45.1% of food industry sales of $418 billion in 2014, declining by 4.3% since 2009. Smaller brands increased share from 32.1% to 35.3%. As Japan, the U.S. and Europe and even China become aging societies this is becoming ever more important.  For worker on five day weeks this offers creative ideas to have a four and half day week giving workers a morning off or an afternoon off to recharge with sports or recreation activity or exercize, then coming back to work recharged in the afternoon. Other variations can also be used which promote productivity and employee satisfaction to get more of the most valuable work done more effectively and with enthusiasm, pushing less important work and time wasting out of the way. No longer is the government looking at the car industry as it did in the past. It is looking beyond to what Merkel calls the "profound upheaval" coming from climate change and digitisation. For Merkel after the changes caused by the pandemic something more had to be done- "We just could'nt introduce a traditional stimulus package. It had to be done with an eye to the future, so that is what we especially emphasized."  This also brings together France's Macron and Germany's Merkel in a combined effort to bring Europe up to face the future with confidence. It is amazing how the pandemic has changed minds in Europe. From the long drawn out period since 2008 when traditional policy ideas and austerity thinking prevailed, to the idea today that this is no way to face the future with confidence for Europe to be back on its own feet, for hope to return. Instead of partnering in austerity with the Dutch and the Swedes, the finance ministry is now looking to France, Italy and Spain, considering the common pain of the core European countries during the pandemic and looking to the future.  Merkel moved to circumvent the traditional Bundestag's refusal to permit debt sharing  across the euro area by producing 500 billion euros of grants for hard hit businesses across the European Union. As Macron says it was a necessary  step- " What is sure is that this 500 billion euros will not be repaid by the beneficiaries.... We are proposing to do real transfers (of money) ... that's a major step." Forecasts from Capital Economics and other forecasters show the European Union's major economies of France, Italy and Germany rebounding quickly in 2021 after the blow in 2020, in a V shaped recovery with growth of close to 6% in France, and higher in Italy because of the bigger hit taken there than Germany. The strong U.S. jobs report with addition of 2.5 million jobs for May shows that the rebound can be sharp upward swing if the policy, will and community spirit is summoned up by leaders and people, no matter what happened in the past decade. It is also based on having the right spirit that knows about investing where it really counts for the people - in infrastructure, health, public services, and avoiding the misallocation of resources and spending that happened before. ...
