Robots are also seen as useful for housecleaning services, simple yet complex tasks as washing dishes, cleaning rooms, vacuuming, are tackled by robots as the number of workers available for such tasks is small. Robots are also used at the entry of buildings. With low immigration and resistance to immigration, Japan prefers to use robots. The robots will be in display for the Olympics with Toyota having a special set of welcoming robots. 

Japan leads the way in making robots human, cuddly and friendly, and are presented in this way in popular culture. A big difference from the way robots are used in manufacturing by U.S., Taiwan, South Korea and China, and how robots are seen in other countries.

Two senior American military officers will now lead operations in Europe. Army Gen. Christopher Cavoli takes over US European Command, and becomes the Head of all Allied Forces in Europe as Supreme Commander Europe, including NATO Command. Lt. Gen. Bryan Fenton will lead the Special Forces Command. Cavoli speaks 3 languages Russian, Italian and French, and has served as a foreign area officer. He also served as Director of Russia in the Joint Staff, and has a masters degree in Russian and Eastern European Studies from Yale University. General Eishenhower had this kind of broad experience in the years after World War I that helped him hold the position of Supreme Allied Commander Europe during the war with Nazi Germany. Lt. Gen Byran Fenton is from Seymour, Tennessee. He is currently based at Fort Bragg as head of Joint Operations Command. Both officers will have to be confirmed by Congress and will operate in a new situation with the insurgencies in Afghanistan and Iraq now being replaced by conventional war in Europe and threats to Taiwan, the Indian border with China, and at the Korean peninsula. ...

A senior Indian diplomat, and former ambassador to China, Gautam Bambawale, says China's action in the June 15 clash at Galwan Valley was the worst violence since 1967. He sees it as a premeditated and well thought out action. His view is that India's relations with China will deteriorate further. That this was an action by the PLA to take territory to what it sees as the LAC or border. For small tactical gains he says "China has strategically lost India." This will impact trade and other relations going forward in his view.  Nothing of this sort was expected says Bambawale. All the agreements put in place since 1993, everything for tranquillity at the border, all the mechanisms, have now collapsed. Bambawale has provided a very lucid and clear account of the relations and the border issues. He goes on to say that Chinese observers have given reasons for the Galwan clash with PLA- that India should stay away from the US and other democracies such as the European Union. Some reflection shows that the opposite has happened. And further reflection would show that the same situation was repeated in the period of transfer from British Empire to Republican India, and from Nationalist China to Communist China from the period 1947 onwards. Different perceptions and different leaderships that gave the perception of gaps between the two countries. In the 1950's after the Korean War Chinese perceptions about India could have led to the incursions that brought China to the borders of India in 1950, similar perceptions of gaps in development and capabilities could have led to the conflict in 1962. From 1993 peace prevailed with India after China entered the World Trade Organization under president Clinton in 2001 following a 10 year effort. Because the focus in China was on development after a series of crises, internal sense of a widening technological gap with the US and Europe, disagreements with the Soviet Union, and the experiments with market economy, internal struggles for democracy. With that period coming to a close as the new trading relationship has led to working class losses in factory jobs in the US, China is faced with protecting its economy as it and the US look at changing supply channels and how it affects both countries. It is a critical time for China as it faces governments in US, France, UK and Canada determined to protect their own interests in manufacturing jobs, renewing supply channels, and in technological advancement. The response is similar to that in 1962 when seen from the Communist party perspective as a gap has opened up with India following China's progress in the 30 year trading relationship with the US and Europe. That gap and the difficult situation China faces today with the US and EU in trade and technology has brought forward the Galwan clash and future clashes in Ladakh and at the border.  As Mr. Jaishnkar, India's Minister of External Affairs as well as former ambassador to China,  has pointed out this is a very different aspirational India that China faces. The same kind of grassroots development that happened in China and rapid pooling of capital, human resources and technology inputs for development is taking place in India, and will continue for the next two decades, quickly bridging any gaps in modernization between the two countries. The difference between a youthful population in India and aging population in China and Japan, is likely to add another dimension. China's Buddhist culture that came from India is not likely to go away, more likely is that China will see a revival of Buddhist ideas of wellness and living more as culture than religion. The experience with British colonialism that prevailed both in India and China, and which from its base in India caused so much grief to China during the Opium wars will recede from memory. Extending borders from historical memory of Japanese incursions into border areas in Manchuria could have led leaders after 1950 in China to extend borders to remote areas in the Arunachal region of India and communist theory books may have created the perception of defensive moves. In the context of an aspirational India similar to China, and no real intention on the part of India to extend itself in any way to China's provinces in Sichuan, this extending of borders as a defensive move will be seen as stemming from memories of Japanese incursions in the 1930's, but simply costly and not relevant in any way to China's own aspirational development and progress. ...

Leakage of state funds is serious. Just think how many hospitals and schools, how many solar panel farms or wind farms can be built with $4.5 billion that is reported as the money laundered in the 1MDB leakage of state infrastructure funds? Here it is reported that Goldman Sachs settles for its involvement in the 1MDB with $2.5 billion in cash and guarantee recovery of $1.4 billion in proceeds from assets lost by the Malaysia state infrastructure fund. This is what the WSJ says on July 24, 2020, Ben Otto and Chester Tay- "Goldman Sachs was the main banker for the Malaysian fund 1 Malaysia Development Bhd. or 1MDB. The bank raised billions of dolars for the fund which was allegedly stolen by people working for the fund, government officials and two senior Goldman bankers." It also says Goldman raised $6.5 billion for the 1MDB through bond sales in 2012 and 2013, much of which was stolen by a Malaysian government advisor. And that Goldman received $600 million in fees which would be about 10%. Many of the countries in Asia and Africa have a colonial past in which little or no investment was made for centuries in heath, education and infrastructure. This makes it all the more appalling and heartbreaking. Goldman bankers were also involved in advising China during the hyper growth years which are leading today to little or no growth and concentration in property sector, with appalling devastation of the climate in China over a compressed period of 10-15 years 1995-2010,  leading to fires, floods, drought in China and worldwide, including in Africa and Asia. Was this good advice or self-serving for investment banks as this was accompanied by shift of manufacturing to China leading to decay of communities throughout America and and now a reversal after the pandemic all compressed so as to wreak havoc first one way and then the other way leading to a world more prone to conflict and war. Was this good advice or a cautionary tale for both America, for African and Asian countries and for China most of all a country that has a colonial past and treated with respect by Americans. Two Americans come to mind  Theodore Roosevelt who helped establish the now famous Tsinghua University in Beijing in 1911, and Joe Stilwell who led the Allied operations in China against the Japanese. Were Roosevelt, Stilwell sincere friends of China and Asian countries or the Goldman bankers is a question that just comes up. ...

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

This response by experts on transatlantic relations rejects the other view expressed in Zeit Online that the U.S. under Trump remains estranged from Germany and the EU. These experts from the American Institute for German Contemporary Studies, American German Council, and Centers at John Hopkins and Georgetown for German Studies, reject the view that the Trump administration and Germany are that far apart on many issues as it appears from media coverage.  Foremost it points out that civil society relations are sound and growing. About 50 million Americans trace their descent to Germany, including president Trump, much larger to over half the U.S. population considering European descent. Much larger is the sense of a culturally shared future with the European Union, with the nations of Europe including Germany, France, Italy, Spain, the nations of Eastern Europe, and Britain. The civil society relationships run deep in a way that is hardly affected by the Trump administration. Within the Trump administration the policies to Europe these experts remind the reader, are determined by the "adults" in the administration, who are senior members of the administration. This is a crucial point as Trump administration policy is not determined by the president's liking for tweets as much as by senior cabinet members Tillerson at the State Department, Gen. Mattis at Defense, Kelly at the White House, and senior members of Congress including Senators Corker and other senior committee members. This is why Republican Senator Kay Hutchinson was chosen as Ambassador to NATO. It should be noted in this context of German-EU relations in president Trump's first year that there was a period of German disillusionment with president Obama, exacerbated by the NSA spying on German chancellor Merkel and on the EU delegation to the UN, with president Obama's failure to offer any apology. Relations recovered from that low point. No one suggested that there be a German led decoupling of the EU with America at that low point, or at another low point in German-U.S. relations with the setup of American Pershing II nuclear missiles on German soil under the Reagan administration when there were large scale protests.  The American view that the U.S. should not have to shoulder major responsibilities for defense and foreign relations by itself is not new say these experts, and goes back to earlier administrations before Trump.  The experts argue for an active role by Germany with its partners in Europe for defense and foreign relations, which should not be seen as a result of U.S. pressure, only responding to the situation as it has evolved upto this time. Views on immigration are also changing with effort by the EU and Germany, France, to reduce immigration from the source countries in Africa, and the changing perceptions about uncontrolled immigration in Germany and France, say the authors. A coordinated policy towards Russia  is seen as not having changed. And much as a reset in relations was advocated by Obama in the first year of his first term, the current policy of the Trump administration to work with Russia to lower tensions can be seen in the same way say these experts, and not as a fundamental shift in American policy. The deep relationship of Germany and the EU with China is another positive aspect that will also help the U.S. in framing its own policies towards China. The German-American relationship, and the European Union relationship with the U.S.  is seen as basic to the values and interests of the U.S. and Europe. This relationship is too deep and supported by civil society and Congress, the Republican Party, and the Democratic Party, by large trade relationships, to be affected by temporary differences under any one administration. Even these differences are part of a larger debate that is part of dialogue on issues in a democratic society, sometimes raucous and loud, and could be welcomed and carefully channelled in constructive ways.     ...

A former president of the Bank of China International's U.S. office describes the rampant shadow bank lending that is happening in China. The People's Bank of China (PBOC) and the China Bank Regulatory Authority (CBRC) is aware of this activity and regulations are in place to prevent such lending. Yet much of this lending continues as property developers and local governments devise new ways to get around these rules. The PBOC and the CBRC have no precise handle on nonbank sources of lending such as money from state owned enterprises and are not able to control the huge increase in credit and speculative uses of capital. And they have to struggle with local governments and the National Development and Reform Commission which support higher spending and credit levels. As a result there is a sense of a financial system that is out of control and building up risks whose precise nature and size are hard to calculate, even for China's senior leadership.

Jared Kushner, 37 years,  is senior White House adviser. The report says the rise in prominence of the Kushner family in politics has adversely affected the family business because of increased scrutiny and investigations, and deals with China for financing have stalled as a result. A major project of the Kushner family, a 41 story dilapidated Fifth Avenue Tower in New York that was to be replaced with a new structure now lacks financing from Chinese investors as a result of public scrutiny. Only 10 months are left before a $1.2 billion mortgage on this aging property lacking enough tenants comes due for the elder Kushner.

The 3000 delegates at the annual China party Congress and premier Li Keqiang showed support for President Jinping as the Congress makes changes to the constitution. The constitution was amended to include a reference to Mr. Xi's political theory, that the Communist Party would lead the country as it implements socialism with Chinese characteristics, creating a new anti-corruption commission that has party oversight of all public servants. As Mr. Jinping, 64 years,  begins his second five year term, to ensure continuity and stability the clause in the constitution that limits a president to 2 five year terms was removed. Wang Chen is the Congress vice chairman and he led the anti-corruption campaign in China that firmed up popular support for Jinping in China. Wang Chen explained that the term limit changes were designed to bring presidential tenures more in line with Mr. Xi's other positions as Party chief and military commission chairman, positions with more power and no formal term limits.  The process is part of government restructuring that puts the Communist Party more in charge of decision-making.   There was some instability under the administration before Jinping and growing corruption had undermined confidence in the Party, just as China's economy was slowing, with a bubble in real estate, high debt to GDP and need to pursue a soft landing for the economy. The present effort say some delegates including the president of Haier Appliance, is an effort that stable economic policies can be pursued to ensure China's future as its society ages, and the need to complete modernization in parts of the country that have not seen the gains seen in the coastal regions. And that corruption does not undermine the party's credibility to lead this change. The huge economic problems China faces, bigger now from a public interest perspective of pensions, social security in the Chinese context for an aging society, bringing the rapid development of the coastal regions to the interior of the country, housing, the high debt to GDP ratio, and need to ensure good economic growth to provide a stable economic foundation, may have led to a sense that a stable political foundation was needed to ensure this takes place. Political stability was affected during the previous Hu Jintao administration with the Bo Xilai episode when the party unity was affected as "some  party cadres and leaders were giddy and feverish on the waves of the market economy" as Jinping put it at Central Party School in 2013. Mr. Jinping grew up amid such tensions as his father a senior party leader went out of favor first with Mao and then with Deng after the Tiananmen protests. This instability in the country that affected economic progress is part of the experience of older Chinese leaders and affected their perception of events from memories of this period. Some of the media coverage on this topic can be misleading, as it is important not to forget that China suffered for 2 centuries in the nineteenth and the twentieth century -with British invasion in the nineteenth century and Japanese invasion in the twenty first century followed by the chaos of the Cultural Revolution before finally finding a way out of poverty and backwardness in the final decade of the twentieth century and the first two decades of the twenty first century.  ...

Geely's plans for Volvo are to build a presence for Volvo in China. This includes plans for additional local manufacturing facilities. One near Shanghai, another in Chengdu, and another being considered for Daqing. Each plant would produce 100,000 cars, with the Chengdu plant nearly complete and the others still to be built. Geely has received $444 million and $148 million respectively from the municipal governments of Daqing and Shanghai. Geely executives pointed to the need to upgrade Volvo's S80 sedan to compete with the likes of Mercedes Benz S-Class and BMW 7 series. Volvo hopes to sell additional cars to the Chinese government and state run companies. Risks associated with expanding car manufacturing were cited by Chen Bin, senior official of the China National Developmet and Reform Commission, at an auto industry conference recently. He said the combined capacity to build cars in China for all companies willl reach 31.24 million vehicles by 2015, up from the 13.95 million vehicles at end of 2009. ...

Where changes are being made that make America stronger business leaders wholeheartedly support and value the president's work and the people on his team working on it. Brad Smith of Microsoft says of Biden on cybersecurity "he has done more in his presidency than any president ever." CEO's of auto companies (Stellantis, GM, Ford) and Intel CEO Geisinger value the investment the government is making for climate change transition and investments in rebuilding semiconductor manufacturing to level the playing field with China, something the US Chamber of Commerce never advocated. It is the policy officer of the US Chamber of Commerce who uses the word "complicated" because the positions taken by the US Chamber of Commerce are at odds with what the American people need, or are demanding of the president. If one is talking about large oil companies, so called Tech companies such as Google and Apple that are not paying their fair share of taxes, and Pharma companies that are charging exorbitant prices, the president is only doing what is best for the American people. One could see this in the recent Senate hearings with Big Pharma companies ,when out of sheer frustration the senior Republican senator Mike Braun of Indiana warned the Pharma companies, that they were following a path that he other Republicans could no longer support. Banks faced tighter regulation because of banking crises including the 2009 crisis caused by the banks that hurt workers and middle class. Business relations with the Biden administration are being shaped then by a new vision for America and the American people, to point to a brighter future, not to pull back to the past. ...

Stephen Miller, as both intellectual and organizer, is shaping policy on immigration at the White House as adviser to Kristi Noem, head of Homeland Security. He is a dedicated follower of DJT and White House deputy chief of staff. He also brought Prof. Navarro to the attention of DJT on trade policies.  He was a key figure in the first DJT administration at the age of 31 having served as communications secretary for Senator Jeff Sessions and developed his ideas during the period with Sessions. As director of speech writing and senior adviser to DJT,  he wrote some of president DJT's policy speeches in the first term, the speech to the Republican National Convention 2016 , and the Inaugural Address of 2017,  including the speech on Jan. 6th 2020 following the storming of the Capitol building.  Who is Stephen Miller? He comes from a Jewish family that immigrated in his grandfather's generation in 1903 to Ellis Island from Belarus, during a period of discrimination in Russian regions. During the period on campus at Duke University where he graduated in Political Science, Miller was a follower of a prolific author, David Horowitz. Horowitz was part of the Jewish leftist intellectual movement in New York in the post war period, but after the 1980's joined the Reagan movement and questioned the ideas he had believed in, questioned what he saw as the antisemitism on US campuses. At Santa Monica public school in California in 2000-2003 Stephen Miller questioned the multiculturalism that replaced the America of the founding fathers, that he saw at the school. It is this perspective that also underlies Stephen Miller's ideas about universities, about immigration, about the economy and China under Bush, Obama and Biden. Miller is also an organizer as he set up the America First Legal in 2020 with funding from donors on the right which has filed many lawsuits during Biden's term in office.  ...

ICBC's strong performance is largely because of the leadership of Jiang Jiangqing. Jinagqing was reluctant to engage in the large scale lending encouraged by the government during the 2008-2009 financial crisis. For this reason he is not popular with the leadership in the government and the Communist party. This could change considering the large number of loans from that period which are expected to go sour in coming years. The U.S., Spain, U.K. and other countries suffered from the effects of bad loans in the banking system and experts say China is not likely to be an exception. Especially considering the excessive lending during that period and slowing growth in China. When this happens Jianqing's banking skills and conservative approach is likely to gain increasing respect within China. Jiangqing has expressed the view that the last thing China needed was to go back to the situation in 2000 when China's banking system was weighed down with bad debt. One has only to look at the change in Spain where once respected senior IMF officials like Rodrigo Rato are now looked at very differently. Jianging's push for expansion overseas- so that ICBC does not end up being a regional bank- is not viewed favorably by the government, which looks for a domestic focus. ...

China's new foreign policy team under the Jinping-Keqiang administration. Foreign minister Yang Jiechi, becomes state councilor, and senior official on the team. The new foreign minister Wang Yi, was China's ambassador to Japan 2004-2007. The new ambassador to the U.S. is Cui Tiankai, a diplomat who graduated from the Johns Hopkins School of Advanced International Studies in the U.S. Cui was ambassador to Japan 2007-2009. Managing the China-Japan and China-U.S. relationships is critical for China because China depends on U.S. and Japanese companies for investment and new technology, for continued economic progress. The relationship has been affected by the territorial disputes with Japan in the East China Sea. Germany as an advanced technology manufacturer and commodity exporters Australia, Canada, Argentina and Brazil depend on the Chinese market for exports, creating an interwoven economic dynamic that is likely to be the dominant factor in relations. This is also the perception of Li Keqiang who told a press conference in Beijing that the competition with the U.S. has been overemphasized, that he "does not believe conflicts between great powers are inevitable." Foreign affairs remains subordinate to domestic policy and priorities in China, as China tackles the problem of reorienting its economy to give an important place to the private sector and consumers. Itself not an easy task, as prime minister Keqiang pointed out at his first press conference: "Talking the talk is not as good as walking the walk." One of Keqiang's main allies in this effort is Robert Zoellick, former president of the World Bank, who helped put together with China's DRC, the report "China: 2030," outlining these priorities....

Biden administration slightly changes wording using  "statehood" as it relates to Taiwan, a well functioning Democracy nation of 23 million people just south of the Korean peninsula. China protests and weeks later it is reversed. The DJT administration is restoring this wording on grounds that US does not want ambiguity, it wants to see a democratic nation be able to follow peaceful coexistence in Asia. Early hints how the world situation is changing with DJT administration's return to "common sense" in policies is that it seeks to bring Russia back into the community of western nations. Restoring relations  reminiscent of when China breaks away from the Soviet bloc in the 1970's, Russia moving away from its subordinate position to China.  American Lt. Gen. Keith Kellogg seeks to avoid losing a whole generation of young people in Russia and Ukraine with continued war. America's idea is consistent with Wilson support of China during Sun Yat Sen's 1911 Revolution, FDR and Gen. Tabuchi provides an exceptional account of the difficulties overcome by Rieko Fukushima as she returned from maternity leave to setup the 3-D TV team at Toshiba to commercialize the technology. Her inventive skills, networking and collaboration with other parts of Toshiba, hard work and perseverance paid off when her team solved the problem of being able to view the 3-D television without glasses. The solution was a new algorithm based on Toshiba processer Cell that sent different images to the left and right eyes. Here she describes the astonishment with which her team received the news that a woman was in charge of the team, just returning from maternity leave, and only 39! Was it tough as a woman? Yes, she says! Rieko was exceptional in many ways. Japan's challenge is to get more women with even a fraction of Rieko's talent to make a huge difference in a country where women play a minor role in positions of responsibility and initiative at all levels. It would make a large difference in Japan's prospects in the global economy- about 8.2 million more workers, and an estimated 15% increase in GNP....

Public perceptions in the USA of China are changing. Today 42% have unfavorable views of China vs. 39% tha have favorable views of China from survey results released in August by the Pew Research Center. This is a change from 2007 when 42% polled had a positive view of China and 39% a negative view. Things that have changed since then are the Tibet riots and China's strong reaction, the issues of contaminated Chinese products entering the USA market and the nationalism in China on the eve of the Olympics. The last touches McCain and his senior advisor on China, Michael Green of Georgetown University, who finds the Chinese reaction on issues like trade to be cocky but cocky to the point of being arrogant. His comment "the combination of arrogance and insecurity can be dangerous." Green was on the National Security Council under President George W. Bush. McCain and Green want to bolster trade relations with other Asian countries like India to help the USA strengthen its bargaining power with China. McCain wants to strictly enforce trade agreements with China including blocking unsafe products from China. The shift in opinion in the USA at a time when there is a shift in opinion in China to a nationalistic tone sensitive to criticism of China even when it concerns issues like Tibet which do not affect any vital interests of China should be seen as significant. This is happening at the same time as a candidate like McCain who has less tolerance for Russia and a similar position for China is running strongly for President and has the experience and support of most Americans on foreign policy issues. Its useful also to see that the figures given here show 60% of Russians seeing China in a favorable light and only 30% in an unfavorable light. And when you look at France and Germany, 72% in France and 68% in Germany see China in an unfavorable light, only 28 and 26% respectively having a favorable opinion. Britain is an exception because 47% of the British public has a favorable opinion of China, only 36% having an unfavorable view. The US needs good manufacturing jobs for the jobs and income that it brings into communities, and also because of the tax revenues from the companies making products in America that provide the basis for local governments to provide good public services in healthcare, education, and transportation. To say comparitive advantage that helped first Japanese and now Chinese manufacturers is real and how society gains is to deny some basic facts that are self evident from observation that contradict textbook ideas in economics. Comparitive Advantage is a textbook economics concept that says countries are proficient in what they make best and should specialize in that product. But it is a static concept that exists only in textbooks. If Japan in 1960, China in 1980 and India in 2000 were each presented with this idea they would have turned down the idea of making steel and remained makers of lower end products such as footwear and textiles. If Japan in 1980, China in 2000, and India in 2020 were each presented with this idea they would have turned down the idea of making semiconductors and remained makers of lower end products such as steel. A senior vice president of US Steel in the late 1960's even told this writer a graduate student at Northwestern in Chicago- as the US can make steel better than India or China let us keep making it for you. He and much of the business faculty at Northwestern also could not understand in 1970 why Airbus was being setup to compete with Boeing who by the concept of comparitive advantage should have had the whole market to itself for commercial aircraft . By this kind of thinking Airbus would not exist today because it did not have the lowest cost or the manufacturing technologies Boeing had through its vast manufacturing operation. America would be still the only one making aircraft in 2023 if textbook concepts ruled the day. By indirect methods such as hidden preferential arrangements, provision of inputs such as land, capital and labor, tax relief, the costs can be represented in a way that shows it is cheaper to manufacture overseas. The lack of a level playing field is what president Biden is correcting by doing what first Japan, then South Korea, then China and now India are doing since the 1960's. By 1974 in four years after its founding in 1970 Airbus came up with its first model the A-300 using advanced technologies. America will regain its leadership in the cost and manufacturing of many products through Biden policy and the efforts of American companies by 2030, and do this in a transformative way that will benefit the world as a whole.  It is an enormous error to say the US does not need good manufacturing jobs, that local governments do not need the tax revenues from manufacturing plants to build services for communities where manufacturing workers live, and the US does not need the manufacturing experience curve that leads to reduced costs. It is this loss of the manufacturing experience curve that is the most vital aspect for understanding the need for the US government to compete effectively with the governments of Asian countries to keep manufacturing healthy and strong at home. Economics experts ignorant of how important this science and engineering principle is fail to grasp this. Related to this is the idea of a virtuous cycle in manufacturing- whoever braves the hard years of moving up the learning and experience curve gets rewarded because once that country has mastered that skill it gets better an better as the technology advances- making it harder and harder to prevent a new monopoly in manufacturing by the country (Japan, China or Taiwan) that had the highest costs and the least advantage ten or 20 years earlier but just persevered through it all with the government's help to gain cost competitiveness. This part does not make it into the economics textbooks which are mostly theory and much of it outdated by the time they are written. Observation is the best teacher and guide as it is in science, to guide policy and action. Obsessive attachment to theory that ignores observation becomes the enemy of progress. Comparitive advantage is one concept that needs to be retired even from the textbooks. Overseas manufacturing then is a piece of the overall picture that fits into what is good for the US. Macroeconomic principles determine microeconomic outcomes as opposed to microeconomic principles with companies out on their own being forced to compete without a level playing field, or handing out technology for special status in a recipient country as some do putting the US at a macroeconomic disadvantage. This is also healthy for the recipient country overseas, as recrimination with loss of manufacturing jobs in the US inevitably leads to the kind of recrimination that does not serve either country well as in the case of China today, and worse still can lead to conflict, even war. After the egregious situation of loss of manufacturing communities across the US leading to destabilizing the social fabric, it is hard to see such thinking prevail about the US not needing manufacturing as a vital part of its social fabric and industrial strength. China, it can be said, would have developed, and developed well over the past two decades without overconcentration of US and EU manufacturing in China. Without aggravating the problems of climate change and contamination of air, land and water, and destabilizing the social fabric in the US hurting workers and communities across the US, if macroeconomic policy was made to manage this process in the US government without it being left entirely to individual companies to decide. Instead China faces today a difficult situation through events such as destabilizing the social fabric in the US (the Trump tariffs), advanced economies in G-7 resistance to sharing of technologies, the damage to its environment from microeconomic locally determined policy at individual companies, and the global effects of climate change from climate unsustainable levels of growth since 2000.  ...

One foreign policy expert says president Trump tried to reverse everything in Obama's foreign policy almost to the point of an obsession. He visits Saudi Arabia before visiting Mexico and Canada, close neighbors, as other presidents have done. The relationships with Mexico and Canada deteriorated. Trump also softens some of the rhetoric on China as he seeks Chinese help to restrain North Korea. An international coalition of states supported by the U.S. reverses gains by Islamic State, with Iraq and Iran gaining over Islamic State. President Obama's policy of not taking decisive action, reversed towards the end of the second term, had led to the rise of Islamic State and the refugee crisis in Europe as refugees left Syria and Iraq. NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. As a result it could be said that the year 2018 began with a bang about the risks internationally with president Trump's unconventional approach, and ended without some of the worst fears being realized. Relations between North and South Korea improved as Koreans decided to work together for peace in the peninsula- with North Korea agreeing to participate in the Winter Olympics in South Korea.   ...

Malaysia's debt to GDP ratio increased to 242% in mid-2012 from 192% in 2008 according to McKinsey. As export growth has slowed the Malaysian government is relying on credit expansion to consumers and large capital projects such as the planned subway project in Kuala Lumpur to sustain growth. Similiar credit expansion is seen in other Asian countries- Thailand, Vietnam, Singapore, Hong Kong. The period 2008 to 2013 has seen a rapid acceleration in credit expansion in these countries and especially in China. China's debt to GDP ratio increased to 183% in mid 2012 from 153% in 2008, according to McKinsey. Nomura Holding's economist Zhiwei Zhang, and other economists say it is above 200% when government data on "shadow banking" lending institutions such as trust companies is included. IMF economist Giovanni Dell'Ariccia has studied of debt expansion and credit booms since the 1970's. He and other economists at the IMF have found that credit booms- the rapid increase in credit to GDP ratios- end up in crises one third of the time, result in below par growth in another third of the time, and only in one third of the time does growth continue at the high pace. Alex Frangos talks to government officials in Kuala Lumpur who do not take seriously the high vacancy rate for office buildings in the capital of about 20% even as new office towers are being built. Bob Davis gives the example of government owned Hunan Expressway company in China which has a huge road building program and doubled its 2009 debt levels. Another state owned company in shipping China Cosco Holdings increased total debt from 85 billion yuan in 2009 to 123 billion yuan in 2012. As export growth slowed in China in 2009 credit expansion is driving growth. The normal restraints of the market are absent in China's state owned companies. Charlene Chu, senior director of Fitch Ratings Inc in Beijing, says 2012 demonstrated that the Chinese government cannot slow credit growth without risking a decline in growth. China's GDP growth in the 1st quarter of 2013 slowed to 7.7% from 7.9% in the 4th quarter of 2012. This poses a serious problem for China. China has never experienced the kinds of problems seen in Asia after the 1997 banking crisis, in the eurozone today, and in the U.S. following the financial crisis of 2008, making government officials prone to complacency about the risks....

A major shift in foreign investment may be taking place as the 2014 St. Petersburg International Economic Forum takes place in May 2014. Russian policy in Ukraine and tensions with the U.S. and Germany could lead to a shift in investment to other emerging market countries. China's tensions with Japan could lead to a similiar shift of Japanese foreign investment. At the same time India has elected a new government with an absolute majority and an overwhelming mandate from young people to accelerate development. The new government under the BJP party's Modi has a decade of experience attracting foreign investment in western India. Indonesia, Vietnam, Africa and other emerging market countries, could benefit from the shift in investment. Investment could also return to the home countries with lower labor costs in Southern Europe, lower labor/energy/transport costs in North America. For Russia the debate at the St Petersburg Economic Forum was about pursuing one of three policy paths with some riskier than others, or some combination also risky and uncertain- depending on state banks and oil windfall funds, increasing ties with Asian countries, continuing on the current path with lower foreign investment and continued capital outflows. The failure to use the time wisely to diversify the oil based economy which could have been better accomplished in an economy not overly dependent on crony capitalism and centralized economy, both current characteristics, will affect future progress. A key weakness for Russia compared to China is the centralization under one person Putin, more so in the third term. In China the two man team Keqiang and Jinping is part of a larger team chosen by consensus and negotiation and part of a rotational scheme. It has senior leaders who initiated the changes to a market driven economy in the nineties determined to see China on track....
