This behind the scenes account  shows how the NATO communique with policy declaration was prepared by July 6 before European leaders and Mr. Trump set foot in Brussels on July 11. It shows to what lengths key members in the Trump administration will go to achieve American objectives in preserving the NATO alliance. Particularly now that Russia is taking an aggressive stance to NATO near its borders.  General Mattis at Defense Department pushed for the 4 30's initiative which is about preparing a rapid deployment force to be ready by 2020. This is in the communique. Also in the communique is the setup of a command post in Norfolk, Virginia, ready to act to deploy forces in Europe. U.S. ambassador to NATO, Kailey Hutchinson, received the demand from National Security Adviser Bolton to have ambassadors from all countries work overtime to get the declaration done by July 6. Jens Stoltenberg, Secretary General supported this effort. All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...

Efforts by King Abdullah of Saudi Arabia to mediate differences between Qatar, which supports the Muslim Brotherhood, and Egypt's military government under Sissi, as the security threats in the region intensify. At the Gulf Cooperation Council meetings an effort to reduce differences between the Saudis and U.A.E. with Qatar, as the Middle East fragments bringing conflict to Libya and Iraq, in addition to Syria. After the failed Unocal Corp. bid in 2005, China's policy has shifted to taking minority stakes, not taking an active role, and keeping Chinese managers at a distance from U.S. advanced technology. The result is a surge in investment in the U.S. and Canadian energy industry with $17 billion invested since 2010, according to Dealogic. By buying a small stake in a company Chinese government advisors see the opportunity to to get an entry into new markets and gain the exerience and knowledge needed to keep up with new drilling techniques. This comes at a time when China expects to become the world's largest oil consuming country because of the surging use of automobiles in the country, according to the International Energy Agency. Natural gas consumption doubled in China between 2006 and 2010 according to the BP Statistical Review.

As David Ignatius points out in his trip to China, the China of post 2010 is a lot of things depending on who you talk to in China- cocky, scared, anxious. He comes away perplexed by the range of questions that come up in his mind. The wealth of the coastal cities is stunning, and at the same time as the leaders insist China is still a poor country with deep regional imbalances, and what is less mentioned, the rising inequality in society. How to pull it all together to make possible a transition to development that is evened out across all regions and sections of society and to allow freedom of expression, is a challenge for the new leadership of Xi Jinping in 2011.

King Salman appoints Mohamed bin Nayef, 55 years-old, as the deputy crown prince in Jan. 2015. The crown prince is Muqrin Abdulaziz, 69 years-old. Mohamed Bin Nayef is the son of the Interior Minister, who worked under his father from 1999 till he became the new Interior minister in 2012. Nayef has pursued an aggressive program to remove Al Qaeda in Saudi Arabia. By taking action against all dissent inside Saudi Arabia Nayef has also jailed human rights activists, including the flogging of a blogger critical of the government. The defense minister Prince Mohamed bin Salman, is a son of King Salman. King Salman was defense minister till he succeeded his half-brother Abdullah. Ali al-Naimi continues as Oil minister, a position he has held for decades. Saudi Arabia established a panel in 2006 to work with future kings after King Salman to appoint an heir to the throne. Even with the appointment of Nayef, a grandson of Saudi Arabia's founder, Abdulaziz ibn Saud, as deputy crown prince, the leadership of the country remains within a small number of princes of the royal family. Under the Obama administration the relations between U.S. and Saudi Arabia have become strained with president Obama's failure to intervene in Syria. The Saudi have pursued their own policies since then, in first Bahrain and then Egypt the Saudis supported the monarchy and the military respectively to maintain power in the face of the Arab Spring. The danger is that Saudi policies may be contrary to the U.S. position supporting freely elected governments and basic rights, particularly when it comes to suppression of all dissent including peaceful dissent and normal criticism of government, and yet with the rise of Islamic State the U.S. puts itself inadvertently behind these very policies. The Saudis would say this has happened because U.S. president Obama failed to support the effort for freedom in Syria and a transition in Libya and Iraq (with the added complication of Maliki's sectarian policies), creating a war torn neighborhood in which the Saudis had to act on their own. These are the hidden costs of the policy of the U.S. president for the U.S. and for the Middle East- more sectarianism with Shiites and Sunnis openly in conflict, reversal of hard won gains in Iraq, reversal of the Arab Spring except in Tunisia, war torn Libya and Iraq- with a withdrawal that never truly happened because it required a firmly guided transition period of support in the region with lower cost and involvement of an extended period leaving no room for reversal of gains. It leaves both the Saudis and the U.S. in a more precarious position than a decade ago....

Khedery describes the complete collapse in Sunni- Shiite relations under the Maliki regime and the Iranian influence in Iraqi politics in stark terms. It will take a near miracle, tolerance for religious faiths and opinion, and an exceptional leader, to turn things around and put the decades of misrule of Hussein and Maliki behind. Without that there can be no Iraq. Khedery goes into the misrule in a manner that American political and military leaders only talk about in a sparing manner so as not to make the entire Middle East policy look disastrous.

The Russian economy gets an exceptional boost with the behaviour of ruble currency separating from the oil prices. Russia benefits from higher oil prices at the same time as it benefits from a weaker ruble. The ruble has declined 15% since April after more sanctions on Russia. The revenue earned in dollars converts into more rubles for imports and other financing for the Russian economy. At the end of 2017 a barrel of oil brought in 3,835 rubles for Russian sellers, when converted into rubles from U.S. dollars. In October 2018 each barrel brings in 5,262 rubles, an increase of 40%.  Russia deftly managed its emerging market crisis with lower ruble following the crisis in Ukraine by adapting its economy to a lower ruble, lowering imports and using import substitution. Initially Russia split with OPEC and Saudis to produce oil all out, but by 2018 with the Saudi economy hurting and Russia feeling the impact of lower oil prices, an OPEC agreement with Russia has pushed prices higher with production limits. Earlier adaptation by 2016 to the lower ruble, further decline of the ruble in 2018 with sanctions by U.S. for Russian interventions in other countries including the U.S. election meddling, have combined with higher oil prices to strengthen the Russian economy. Russian private and government debt held by foreign investors has fallen since 2016 to 32% in the first quarter, according to Societe Generale. This means Russia is less sensitive to foreign investor exit from the country with political and economic winds changing. Russia's current account surplus increased to $18.3 billion in the first quarter of 2018, up from $14.6 billion in the prior quarter. A weaker ruble has translated into more inflation which reached 5.5% at the end of 2017, above 4% target. Russia's central bank made quarter point increase to 7.5% for the interest rate in September 2017. Overall the management of the emerging market crisis since 2016 as Russia responded to NATO expansion and adopted its own policy is remarkable considering the damage from earlier emerging market crises. Countries such as Argentina, Brazil, and even India are feeling the impact of the current emerging market crisis, each with its own version of the crisis- Argentina with dollar denominated debt, Brazil lacking money in the budget after high pensions, and India with higher energy costs and weaker rupee.   ...

Karen Eliott House was a former publisher of the WSJ. Now with WSJ in Murdoch's News Corporation's hands, she is a fellow at Harvard's Belfer Center. Here she points to the diverging situation between the USA and Saudi Arabia. She thinks the US cannot protect the Saudi monarchy (which dates back to Abdul Aziz and his support from President Roosevelt first by recognition of the new state of Saudi Arabia in 1932 and support during the war), from its domestic challenges. One of these domestic challenges is changing demographics as the young or people below 15 years age make up 40% of the population, rising unemployment, and pressures for modernization which the monarchy has done little to respond to, and the lack of democratic forms which would give people a chance to vent their feelings. For the U.S. the frustration is that the Saudis have done little or can do little for the USA in the way of moderating oil prices as they move still higher, because of speculative trends, decline of production in its own maturing oil fields, and needs to finance huge new plants and cities to provide employment to a growing population. In fact Libyan oil officials has been more of a moderating influence recently than the Saudi oil officials. So it appears that what Karen is saying is that the Saudis are pursuing their own interests in their region and the wider region that includes South Asia and Northern Africa, and the US is pursuing its own interests, which at this time are not as clearly defined, except securing oil supplies and protecting Israel. The 2 countries USA and Saudi Arabia are going their diverging and different ways in a way that is irreversible....

This report by Peter Baker shows President Trump only reluctantly agreed to certify the Iran Nuclear Agreement. He opposed it in discussions with the Secretary of State Tillerson. It took the combined effort of Tillerson Dunford of the combined chiefs of staff, Defense Secretary Mattis, and of National Security Adviser McMaster, to get Trump to agree to go ahead with the deal. President Trump wanted a new strategy to counter Iran in the Middle East. The Iranian foreign minister Zarif has not yet met with Tillerson of the U.S. Zarif says Iran may withdraw from the deal if there is significant nonperformance by the U.S. Trump advisers are wary about the influence on Europe as the EU is not interested in taking a new look at the Iran nuclear deal. The EU sees things differently- that the issues of Iranian influence in the war torn Middle East is a separate issue from the nuclear deal, and that in any case a nuclear constrained Iran is better than one with nuclear weapons. Another factor is that the Middle East is now a complicated place with relations crisscrossing in different and even conflicting directions. The U.S. played a part on the Iranian side in the retaking of Mosul in Iraq with U.S. bombing strikes against Islamic State. In Iraq the U.S. is supporting the Abadi government which is mainly Shiite in its structure and is supported by Iran. The Trump position is that president Obama gave away too much in negotiating the deal and was not against the negotiating process.   ...
