Under a deal made between Partido Popular of prime minister Mariano Rajoy and the Ciudadanos party in Spain, the ruling party agreed to back measures to tackle corruption and ensure an independent judiciary. Public officials being investigated for corruption will be suspended from office. Selection will be done by members of the judiciary for 12 of the 20 board members previously elected by parliament that appoints judges and prosecutors. Wage subsidies are introduced for low income families and cuts in public spending for health and education are restored under the agreement,  which includes a program of 150 measures. The combined vote of the two parties get it to 169- 137 for the Partido Popular and 32 for Ciudadanos- and with the aid of a Canary Islands party to 170. The Ciudadanos party will not participate in the Partido Popular government but will vote in its favor. This is still short of the 176 votes needed in the 350 seat parliament. Rajoy could have a second term only if the Socialist party allows some members to abstain. As this is uncertain Spain faces the prospect of an election in December 2016. ...

Michael Heise, chief economist of Allianz SE, says the ECB needs to assure financial markets that the deflation risks in the first half of 2015 are not all negative, as the declining price of oil adds to purchasing power in the eurozone economies. He points out that ECB needs to define price stability not as inflation of "nearly 2%" but as inflation of "below 2%," to take into account the impact of declining oil prices on inflation. His concern is about financial markets expecting strong quantitative easing program from the ECB in 2015.

The ECB's annual report for 2012 and the role the ECB under Mario Draghi played in the eurozone crisis in 2011-2012. The gains made in eurozone financial architecture, especially the agreement for the ECB as financial supervisor for European banks. The ECB sees itself as the supervisor for all European banks- the French position in the discussions in Brussels. The agreement of Dec. 12, 2012 only says banks with assets over 30 billion euros, or 20% of GDP of countries, or operations in two or more countries will come under supervision by the ECB.

Macron received 27% of the vote to 24% for Le Pen and 21.7% for Melenchon. Pecresse of the Republicans 4.7% and Zemmour on the far right at 7%.  If no candidate wins 50% of the vote there is a runoff on April 24  of the voters who voted for other smaller parties and how voters for former socialist candidate Melenchon respond in the runoff. French departments in the Caribbean, Atlantic and Pacific can vote. There are also 1.4 million overseas voters. Which all adds to an interesting mix that these Guardian color coded graphics provide an insight into to show voter sentiment in 2022. Le Pen continues to draw support from the northeast, southeast around Marseille, and rural regions in east and south with Zemmour drawing away some far right voters in the Marseille region. Some of these areas suffered as manufacturing shifted to China, as in the industrial midwest of the US. Some of this is also communities involved in the Yellow Vest protests about cost of living for working class voters. Macron draws support from the western and south west regions around the cities of Toulouse, Bordeaux, Lyon, and affluent areas of Paris that have gained during the Tech and advanced industrial revolution. This also includes rural areas. Melenchon as former socialist candidate draws support from less affluent suburbs of Paris and all parts of the country looking for a shift from power concentrated in the presidency. About 13.2% of the vote is for smaller parties,  showing the kind of fragmentation that happened also in Germany as the main parties the Socialists and the Republicans lost significant numbers of voters. Valerie Pecresse of Sarkozy's Republicans received only 4.7%, showing severe losses for the main parties. ...

Marie Le Pen and the National Front performed very poorly in French elections. Perceptions of voters are changing. The efforts in tackling the coronavirus, effective vaccination drives, public health protection, and building access to vaccine supplies, have shown the need for good leadership that believes in a science driven direction. Immigration is no longer the issue it once was and in some polls it is seventh on the list after climate change, economy,  education, pensions. The National Front in France and AfD are losing regional elections and popularity is dropping to about 10%. The Greens party in Germany and the Gaullist Republicans in France are being revitalized. Other factors are also present. The search for authenticity and effectiveness. After dismissing a popular prime minister who tackled the health crisis in 2020 France's president Macron fared badly in recent regional elections. His party En Marche was hastily put together in the last year of the administration of Mr. Hollande, the predecessor from the Socialist party. Its initial popularity has not turned into grassroots support. Mr. Hollande, Mr. Macron, are now seen as one term presidents. It is not so much that the centrist parties are gaining as a search for parties that can provide effective alternatives in the face of the challenges placed on the world by the pandemic- renewal of supply chains. climate change, public services, infrastructure, health, education, lives of the elderly. In the US, Europe, and India, countries in Latin America, there is a growing awareness of the need to rebuild with the people in mind, the people who have suffered badly in this health crisis and the financial crisis that preceded it in 2009. ...

International Atomic Energy Agency (IAEA) chief, Yukiya Amano, answers questions in a closed door 90 minute meeting with the U.S. Senate Foreign Relations Committee. The IAEA chief says he cannot disclose details of his investigation into Iran's earlier weapons activities, or the agency's agreement with Iran for the inspection of nuclear facilities. Senator Corker who heads the committee said most senators left the meeting with greater concerns about the inspection process. The IAEA chief cited as reasons for the secrecy, independence of the agency, and what he called "a legal obligation" to protect confidential information. Senator Barroso described the process as one in which an NFL player or athlete is asked to mail in his own urine sample. Of particular concern to senators is the Parchin site where testing ocurred in the early 2000's, which Amano has said Iran is trying to sanitize, and which is not part of this agreement. Iran has not agreed to IAEA requests to interview a Iranian scientist Mr. Fakhrizadeh or other top Iranian military officers and nuclear scientists as part of its probe into past Iranian nuclear activities, Yukiya Amano told the WSJ in an intervew. ...

Mohamed El-Erian, CEO of PIMCO, on the European crisis. Things he says to watch, whether the Greece problem is treated for what it is, which is a solvency not a liquidity problem. The current solution he says relies too much on fiscal cuts which can end up worsening the recession, and keeps Greece under a cloud that will further reduce new investment and lead to drops in GDP, and the increase in the debt-to-GDP ratio for Greece is likely. He calls defending Greece's high debt not something that can be defended with the actions taken to date. Other things to watch are whether ways can be found to limit the damage for European growth and the world economy, and whether serious steps can be taken to limit market swings that are a result of investors again overleveraging themselves. Several experts point to a dangerous change in the nature of unemployment in this downturn. Heidi Shierholz of the Economic Policy Institute, says people are more likely to get stuck with unemployment now than at any time in the post war period. Andrew Stettner, deputy Director of the National Employment Law Project, says a larger share of the unemployed are not going to be able to go to the same line of work. They will need new skills, just like an auto worker in a permanently downsized industry would have to find new skills to make a product in the renewable energy field or health care. And the law as it currently stands does not help either. Because if an unmeployed worker looks for training or goes back to school he loses his unemployment benefits, something the Obama administration proposes to change. What this means is that many of the unemployed will end up as permanent job losers. Rob Valetta, an economist at the San Francisco Federal Reserve Bank says that throughout the the last 3 decades including good times, the unemployment pool is shifting towards permanent job losers. Lawrence Katz, a Harvard University economist, points out that once workers exhaust their unemployment benefits and don't get new training, they become disconnected to the labor market, and bascially end up on disability or become permanently unemployed. The statistics bear this out. In April 2009, 47.1% of the people collecting state unemployment insurance exhausted the usual 26 weeks of benefits without finding work, according to the Bureau of Laor Statistics, that is the highest rate on record. In December 2007, there were about 2 unemployed workers for every job opening, according to Labor Department data. In March 2009 there were five unemployed workers for every opening. Mark Beaupre, 49, of Providence, R.I. lost his $8 an hour manufacturing job an year ago, one of many manufacturing jobs he has held since the 1980's. His wife Cathy lost her customer service job a year ago. This couple who together made $50,000 a year, are now behind on their mortgage payments and have applied for food assistance. At a recent job fair in Providence he says three thousand people turned up and he could not even get into the parking lot. ...

In this interview with Varoufakis, the Greece finance minister in the negotiations with the European Union and the IMF in 2015, Suzy Hansen provides a detailed account of Varoufakis's view on the Greece bailouts and a sense of looming failure in the negotiations. Varoufakis says he was willing to make concessions by holding off on action on the minimum wage, but cannot make concessions on paying out pensions to the elderly. Varoufakis concedes he is not a good negotiator or a politician, and negotiating skills were critical for Greece to tap into the goodwill in the eurozone's southern region to win a package that would give the Greek economy a chance to grow. Additional handicaps may be his outlook which was shaped in his younger years by the "junta years" when Greece was ruled by a military dictatorship, and a family history relating to Greece's civil war between royalists and communists. In this interview he compares himself to Margaret Thatcher, who he says should not be held responsible for the state corporatism following the war, remarks that may show a finance minister out of touch with the present situation. There is no lack of criticism of the way some of the bailout actions took place to protect French and German banks in 2011 and 2012- in fact some of the strongest criticism, well formulated, was on the editorial pages of the Wall Street Journal. Yet Varoufakis had a special responsibility to build on the goodwill generated after years of austerity, and the efforts of the Samaras administration to work with the EU. On both counts he appears to have failed as he realizes that the 4 months of uncertainty ending in a total lack of communication between both sides, has cost Greece by worsening the economy. Posturing and personality, compounded by inexperience, may have distracted from the real work of serious negotiations. The IMF chief Christine Lagarde had emphasized at the outset the need for Greece to fix its tax system with high degree of tax evasion, an issue on which Syriza could have acted quickly. Some of the period before the elections was used to prepare the EU for negotiations with Syriza, and Syriza needed to be prepared on this issue. Yet no action was taken on a plan to tackle this issue- on the grounds, says Varoufakis, of lack of time. He only rationalizes this when he says it is only a short term cost for the long term future of young people. ...

Concurs with Brian Wesbury op ed article in the Wall Street Journal, August 20, 2007, on the housing and subprime mortgage crisis, that the Bernanke Fed's move to prevent the system from seizing up but at the same time to let market discipline operate so that mispricing of risks does not continue, is the right calibrated action in the current situation. Whats at the heart of this crisis? Its that nobody knows where the risks lie hidden and how big these risks are, because the mortgage securities were so widely and efficiently distributed throught the global financial system. See the related article wsj, Aug 20, 2007, on the German stateowned smaller banks with large conduit operations, offbalance sheet affiliates, that invested in US mortgage securities. This has made fear so potent that banks simply do not trust each other or the financial system and do not want to lend to each other, and it all happened once a sequence of events documented in the wsj August 20, 2007 took place in the USA and Europe, that threatened the whole system with seizing up. ...
