Japan's vice finance minister for international affairs, Mitsuhiro Furusawa, emphasizes that Japan's effort to revive the economy is exactly what the IMF and the international community have been looking for Japan to do. The effort is designed with the primary objective of fighting deflation. The yen has declined by 15% since the new administration of prime minister Abe assumed power Dec. 26, 2012. It now is at 99 yen to the dollar compared to 80 yen to the dollar in 2012. At 80 yen to the dollar the IMF considered the yen "moderately overvalued." Furusawa assumed the new position recently. His previous position was IMF executive director 2010-2012. In that position he assisted IMF managing director, Christine Lagarde, in efforts to manage the sovereign debt crisis in the eurozone.

China's trade surplus rose to $457 billion at an annual rate in the 4th quarter, 50% bigger than in the same period for 2007. Exports dropped by 13% in the 4th quarter but imports dropped faster by 21%, which explains the growing trade surplus. With the stimulus spending kicking in in 2010 imports should pick up just as exports decelerate fast, reversing the direction of the trade surplus.

To correct misgivings in many quarters about Syrian refugees not finding a haven in Gulf states, this letter from the Cato Institute points out that the population of Syrian refugees living in the Gulf states including Saudi Arabia has gone up by 1.1 million by 2013 from the beginning of the civil war. He cites World Bank data showing 241,000 Syrians living in the Gulf states before the civil war. By 2013 that number is 1.4 million. For Saudi Arabia the figures are up from 111,000 to 1 million.

This story in the WSJ shows how the Phase 1 deal between the U.S. and China was negotiated in November and December 2019. As a bargaining chip for negotiations on a Phase 2 deal the U.S. has preserved tariffs of 25% on $250 billion in imports from China, and the reduced tariff  of 7.5% on $120 billion of imports. In Phase 1 Mr. Trump convinced the Chinese leadership that he was serious about going ahead with further tariffs to cover all of China's exports to the U.S.by a December deadline. This was also Mr. Kushner's message to the Chinese ambassador. In talks China gave easy concessions on agricultural imports and offered to buy twice the amount of soyabeans and other food imports- which helps Mr. Trump with farmers in the U.S. At the same time difficult concessions on enforcement to change subsidies to Chinese state owned companies were put off. China formally says it is an issue of Chinese sovereignty. It is also seen as a part of the Chinese business model that is working and China is in no hurry to change this. It has offered to step back from asking foreign companies to transfer technology in exchange for market access. On technology issues and subsidies the tough negotiating issues on which the U.S. has insisted for changes, China has held back. Phase Two is not likely to happen at least not till after the election, as China wants to be able to develop its own technology rivaling the U.S. and Europe, without the kind of formal enforcement the U.S. is demanding. In the long run it plans a shift to an economy that is less dependent on the U.S. for imports which may be in the interest of both countries, as U.S. manufacturing has shriveled over two decades hurting American jobs as a result.   ...

Reliance Jio launches a high speed broadband service in India with annual plans for subscribers ranging from $10 to $118 a month for speeds from 100 Mbps to 1 Gbps. The prices are about one tenth of prices in Europe and the U.S. In 2016 mobile network prices dropped after Reliance introduced lower pricing. The new launch provides streaming services using high speed internet. Reliance Jio is taking on telecom companies, as well as streaming platforms. It is now the largest telecom company in India with revenue of $1.6 billion in the quarter ending June 30, 2019.  The free trial offer from Reliance Jio is 100 Mbps connection free, along with Jio apps. There is a 100 Gigabyte quota, with free 40 GB at a time 24 times- a total of 1000GB free. The only charge is a refundable deposit of 2,500 rupees ($35) for the router. Giveaways include high definition or LED television  and 4K setup box. 15 million people have registered for the service. Reliance Jio is aiming for 20 million residential users and 15 million businesses across 1600 towns in India. Reliance playbook is to launch aggressively with low prices and establish a dominance in the market. It did this in 2016 with free trial offer bringing in 100 million customers in the first 6 months. Today Reliance Jio service has 340 million customers who spend 30% more than other operator's such as Airtel and BSNL.   By cutting data prices in India sharply to one tenth of world prices Jio has created a completely different market and one in which there are only 3 or 4 smaller competitors in that space. Bringing down prices for users and enabling India to jump ahead in internet use in ways similar to that of South Korea, Finland, China.   ...

In a major western nation the Shadow Government is now being led by someone who did not spend childhood years growing up in that country, putting this out of reach for millions of children whose parents and grandparents have lived there for generations. The result is that the common people are losing faith in government. In that major western nation people are deserting the main parties looking for alternatives and common sense even though the laws on birthright citizenship were finally and belatedly changed in 1983. US vs Wong Kim Supreme Court case of 1898 is about Wong as a son of parents lawfully and permanently domiciled in the country, and was seen by the Supreme Court as a natural born child for good reason. That this does not apply to women coming to a western country to give birth specifically to gain citizenship for a child and then departing appears obvious. Just one year after a mother from West Africa arrived along with others who made the same journey from around the world to give birth for citizenship in the UK, the UK changed its laws to prevent this from happening again. In the US as it seeks to  follow other countries in Europe to prevent birthright citizenship used in opportunistic ways not inherent in genuine citizenship, this jurisdiction does not apply to people here illegally or temporarily.   The authors of this article in WSJ say temporarily as understood by ephemeral jurisdiction. Could high oil prices lead to real conservation in the US and lead to the US following Japan's lead in conservation. If this were to happen it would be a good thing. Union pacific is betting on more fuel efficient locomotives and operating trains in ways that conserve fuel. What if this happens everywhere in industry after industry. Would America's wasteful ways become a thing of the past? Some of this is likely to happen if not completely as oil prices have hit already and are likely to go up further. Still this shock may not as bad as previous ones as long asmoney going to Russia and the Middle East is reinvested in the US or Europe or Asia, in the global economy, as it liklely will be, and as long as the rise is gradual which it likely will be as its not a political shock like an embargo, aand as long as the rise is matched by conservation moves by American and European industry following the lead of Japan which also is likely to happen as industry after industry responds to the price increases with conservation and fuel efficiency moves of its own in terms of better technology and equipment and techniques of fuel usage something that extends to airplaners and cars. Also crucial to the reilient response to higher prices is a careful Fed policy that does not hike interest rates in response to the inflation in oil prices and this is also not likely to happen as Bernanke's own research has shown that he will be careful to respond to not adversely affect the global economy. ...

Russia is embarking on a huge wave of infrastructure spending and construction of roads, airports and railways. Russia is planning to raise about $1 trillion over the next 10 years to for infrastructure investment with 80% of it coming from private sources. Russia is planning to construct 39000 miles of new roads and 5300 miles of railways by 2015. The first major project is the Western high speed diameter near St Petersburg n eight lane 28 mile expressway that will link St Petersburg with expressways to Helsinki and Moscow by 2015. By early next year the local government will select one of 4 international groups, Bechtel, Bouygues of France, Deutsche Bank and a fourth group. The winning consortium would work under an arrangement that it will operate the expressway for 30 years charging tolls starting at about $1.60 per car. For foreign investors the expressways as toll highways can generate reliable returns that are better than the equity markets considering the risks in equity markets, and this is how the toll highways would be financed. There is some risk involved though for the investors because toll highways is a new concept for drivers in Russia, and construction costs may go up significantly if an investment boom takes shape (cement prices doubled in the past year and are the highest in Europe) which would cut into returns. But the investment community is looking at it as an opportunity considering the number of American and European investors showing interest. Also with Russia's high growth rates well into the future just as in China and India, a growing middle class and growing automobile numbers, this should be a decent bet for investors. ...

Steve Bannon is described in this indepth report by Scott Shane as a workaholic, born to working class family with his father a telephone line operator, who went to Virginia Tech and joined the Navy in the hope of advancing a career in politics. At Virginia Tech he won a leadership position of the student organization. He was described by another student who knew him well as passionate but not likely to get much done. The period at Virginia Tech and in the Navy were the Carter years followed by election of Ronald Reagan. The election of Reagan had a huge influence on Bannon- the same overtones of that campaign of Reagan are seen today in the forgotten men and women, white working class families that Conservatives then and Tea Party Conservatives in the Obama years felt ignored. The downward drift of the lower middle class families that saw incomes drop as manufacturing hollowed out in the U.S. with foreign competition, the failure of establishment politicians of both parties to protect American manufacturing and working class families, added to the sense of angst for Bannon. Bannon just like politicians in the Obama camp such as Emmanuel, found the way to politics through finance and gains made as the banking sector and financial institutions made huge financial gains by 2008. This was a stepping stone for their political ambitions. Emmanuel who is also a workaholic and passionate about his views worked to elect a black president, Bannon choosing to do the opposite and push for bringing back the Reagan era. Most on the liberal side see him as part of a racist movement. Reagan was none of those things. How does one reconcile the two? It is possible that seeing the fight against the established politics as an impossible task, Bannon in his passionate temperament did not object to the support of right wing extremists, in the same way that Trump did. As both Trump and Bannon have people of Jewish origin and black people in their circle of friends or family. What incensed Bannon as described here by Scott Shane of the NYT, was that after the financial crisis of 2008, hardly any bank executives who had committed wrongdoing went to jail, his father's line operator retirement savings were devastated by the financial crisis, and working class families struggled harder than ever, that his daughter at West Point was with mostly children of working class families who were the ones fighting America's wars. Many ironies abound in the story. Bannon got his business start in the same financial institutions that were involved in the financial crisis of 2008, Bannon & Co was acquired by Societe Generale. He is from an Irish Catholic working class family in Richmond and attended Benedictine High School, with a mother Doris that worked on the campaign to elect Douglas Wilder, a Democrat, as the first African American governor of Virgina.  The other ironies are in that Bannon sees Trump as "an imperfect vessel" but still good enough, and Trump sees himself as "making all the decisions" when asked about Bannon, as a range of interests struggle to form a coherent movement on the right in American politics- an unlikely combination of a telephone operator's son and real estate magnate's son who built his own real estate business in luxury real estate towers far removed from ordinary men and women they represent. ...

It would give CDU voters second thoughts about switching to the anti-immigrant AfD party. Also compared to SPD Merkel is still 8-10 points ahead in polls today says Nelles, so that there are still many Merkel supporters. He says much of the talk about the wall is bluster to appeal to this group of voters. On the Democratic side he points out the failure of Hillary Clinton to appeal to younger voters. This WSJ editorial in September 2014 says many of president Obama's statements and decisions on Obama healthcare legislation and implementation, Syria, NSA and privacy, the Middle East, Russia, showed poor judgement. It refers to a piece by Peter Baker in NYT where it is said that Obama mocked how people see him as too professorial, diffident, in a sarcastic statement. The problem says WSJ is that president Obama has poor judgement. Being academically credentialed and quick grasp of subject matter is not the same as having the ability to discern things, instinct and grasp of the essence of the matter. George Bush senior had a long resume and was academically credentialed. By comparison Truman had a short resume and was not academically credentialed or quick with data and analysis. He had something more essential and important- a discerning mind and grasp of the larger picture, as well as listening abilities for exceptional advisors such as General Marshall and Acheson he gathered around him....
