This Explainer by Lisa Thomas-Darbois shows how the National Assembly is elected and how it works with the president and their respective powers under the Fifth Republic set up in 1958 during the Algiers Crisis and decolonization by Charles De Gaulle. In 1962 a constitutional amendment led to direct popular election of the president. De Gaulle was elected in 1965. Though De Gaulle resigned in 1968 much of the work of modernizing French agriculture from a backward local regional basis to a national technological basis was done by De Gaulle, and French infrastructure postwar rebuilding started. This was continued through the 5 year presidency of DeGaulle's assistants Pompidou and seven year presidency of Giscard Destaing till 1981, modernizing France over 2 decades. To get elected to the National Assembly one has to get 50% of the vote in the first round and 25% of eligible voters. In the second round only the top two parties and parties with more than 12.5% of vote participate. A change was made to make the president's term 5 years and have the election of the National Assembly after the presidential election. Under this change Macron was able to get a majority in the Assembly after his election as president in 2017. In the event the opposition parties get a majority in the National Assembly cohabitation happens and the prime minister is from the opposition ranks as is likely in 2024. This transfer authority on domestic policy to the majority in the Assembly with foreign policy run by the president. It happened twice under presidetn Mitterand and once under president Chirac. ...

Milley is not alone in saying this- that the Joint Chiefs chairman takes an oath to the Constitution of America, which he calls "the idea of America," a Constitution that starts with the words "We the People." Closest to president Biden in 2024 is Ted Kaufman who sat next to Biden on these trips from the US Senate to his home in Delaware over three decades in Amtrak trains. Ted Kaufman 82, was Biden's Senate chief of staff from the early days when the youngest senator at 32 years started his 5 term Senate run in 1970. He is described by Biden's sister as Biden's alter ego. Kaufman was with the president during the 2020 run for president. In 2009 as Biden assumed the role of vice president Kaufman was made junior senator for Delaware in Biden's place. The other two who are in their late sixties are Ron Klain who was Biden's chief of staff at the White House till 2023. And Mike Donilon 69 years, who is the closest to the president today in his day to day work. He decamped from the White House in January 2024 to get a view from the outside so essential as the mood of the country changes and failures are not so clear from the inside, and  which must be addressed.  The younger group includes Jake Sullivan who the president has used with Tony Blinken to get his domestic policy reflected in foreign policy and economic policy. Of the older advisers Donilon must have addressed with Biden in turn migration and the border, the cost of living and the pandemic recovery residual effects that have affected the middle and lower class, the effects of world affairs in domestic politics. Dnilon says many presidents fail to answer the question "why are you running" with a direct answer. For Biden it is about the preservation of democracy and freedom. Donilon is a University of Virgina law graduate who worked in the Carter, Clinton and Obama White House. He even helped Carter phase into civilian life after his presidency. As chief of staff to Warren Christopher Clinton's Secretary of State. He was Obama's NSA adviser till 2013. He has a treasure trove of experience. Tony Blinken worked under him at the State Department showing the close connections Biden has with his extended group of advisers. This includes Anita Dunn communications, Steve Ricchetti Capitol Hill, Bruce Reed policy advice.   ...

Higher exports and lower imports boosted GDP growth by 1.59%, higher investment in equipment and AI related intellectual property investments, and consumer spending on healthcare services, pushed US GDP up to 4.5% for third quarter 2025. The annual rate of growth was pushed up to 2.5% matching the 2.4% growth in GDP for 2024 under the Biden administration. As the benefits of the rebuilding of American manufacturing, the benefits of the rapid depreciation of equipment and plant investments under the BIg Beautiful Bill are still in the future the GDP number is expected to be higher for 2025 and 2026. The formula for GDP estimates is to take total domestic spending and minus imports which are part of domestic spending in the US on imports, and to add the exports number, as these are goods produced in the US. An administration such as DJT administration today that promotes US exports, takes strong action such as tariffs against unfair trade goods pushed into the US, promotes US jobs and growth, ensures fair trade prevails, and invests in the US, is far more likely to get better GDP growth and jobs growth results. ...

Ghosn of Renault-Nissan used to be a skeptic about electric cars. Now he is on board. Nissan plans to sell an electric car in the US and Japn by 2010. It will be only hundreds of vehicles at first so it will take more time to take it to mass market, but the goal is to go for mass market. By 2012 Nissan will plan for a lineup of electric vehicles, so it will extend beyond small cars to small minivans and small commercial vehicles and small crossovers. 100% electric cars also are described as zero emission vehicles. But Nissan won't be the only company doing this. Mercedes is moving "very fast" in the direction of emission free vehicles, see the the interview with Daimler's Zetsche. Mitsubishi Motors and Fuji Heavy Industries are testing versions of electric cars. And GM plans to introduce the Chevy Volt in 2010. Toyota plans to have a plug in hybrid about this time. Mercedes will be the first to bring a lithium oin battery in its S400 coming out later this year which will be a hybrid. It is the cooling of lithium ion batteries that has been a major hurdle to development of electric cars and Daimler's Zetsche says they have solved this problem, have 24 patents, and developed a cooling system that works inside the car. Nissan has an electric car project that it is working on with California based Project better Place to produce electric cars for the Israeli and Danish markets. Ghosn has grasped the idea that the market is signalling a major and irreversible change towards smaller emissions and regulators are way behind on this curve. He says that if one is to sensibly participate in the growth of emerging markets which Nissan is doing in North Africa and India and Eastern Europe then one has to think in terms of sustainability and lower emissions, as putting tens of millions of more cars on the road around the world can damage the environment. And the only way this can be done to meet the aspirations of people in emerging markets is to lower emissions and to set this as the overriding goal. Carrie Lam, Chief Secretary for Administration of Hong Kong SAR government from 2012-2017, led the negotiations on Beijing's side with the Hong Kong movement for more autonomy. She did not back down in the negotiations and is favored by Beijing over the former Financial Secretary Mr. Tsang. Tsang spent some years in the U.S. compared to Lam who spent some time in the UK for education. Chinese official are skeptical of Mr Tsang because he said in the past that more legitimacy for Beijing could be gained with further autonomy for Hong Kong.  Tsang is supported by the autonomy movement in the election to be decided by the 1200 member election committee, and Ms. Lam by pro-Beijing members. Tsang also has good relations with the Chinese government and has higher popularity with the public, but his early years in the U.S. are paradoxically making Chinese officials skeptical, even though Ms. Lam's husband and two sons are British citizens.

WSJ looks at how the relationship between Joe Biden and Kamala Harris evolved. From the faltering start when Harris was contesting for the presidential nomination and made sharp debate comments on segregationist senators and Biden, to her entry into the White House as Vice President dissolving her political action committees and not bringing her election people to the White House. The first assignment was on immigration and the White House asking Harris to tell Central Americans not to come to the US border did not exactly work out. Guatemala was in the middle of a drought affecting its agriculture and sending more people from the affected regions to the US Border. That message did not work and Harris came under criticism. There was less contact with Biden during the years 2020 and 2021 because of the pandemic.   Gradually though the president came to listen to Harris and set up a weekly lunch meeting. When Supreme Court nominations were to be made Biden relied on Harris's advice. Ketanji Jackson nomination to the Supreme Court came out of these talks with Harris. Then came Roe and Wade and the president who was not outspoken on this issue realized that Harris was better at communicating a common vision of what America stood for and the importance of reproductive freedoms. When Hamas attacked Israel, the response of Netanyahu was leading to an humanitarian disaster. President Biden listened to Harris describe the need for a Palestinian state and it building peace with Israel as the only real solution to the crisis. Biden sent Harris three times to the Munich Security Conference, and each year she met Mr. Zelensky and discussed the Ukraine issues with European leaders. Then came the debate performance and Democrats questioning Biden's health. Harris remained steadfast in her support till the end and on July 23 after announcing his withdrawal the previous day Biden told Kamala as he addressed Wilmington headquarters staff- "I'm watching you kid. I love ya." And Harris said "I love you." ...

Alan Meltzer would like to see the Fed reverse its quantitative easing, and lower excess reserves gradually starting now. By this he hopes to see the Fed avoid the mistake of making a big shift from excessive ease to severe contraction further down the road. He also warns agains excessive deficit spending. He says a weak economy is not the time to cut spending or raise taxes, and he is not talking of draconian immediate steps. He would like to see a multiyear program to increase fiscal probity and reduce deficits size and frequency. As it stands now he takes both parties to task for lack of fiscal discipline and honest accounting. About $1 trillion in deficits each year on average for next 10 years is in the works, and is an underestimate because the savings of $200-$300 billion in medicare spending have still to be realized, and states do not have funds for increased Medicaid spending, and payments to doctors have still to go down by 25%. Chinese government purchases of half our debt will postpone the day of reckoning says Meltzer, but far better for us to strike at the problem now, before we blow a hole in the dollar and start a downturn. Added sugar is the big culprit in the way we age, and in our general health, the diseases we get. This is not just about obesity, its about metabolic health- getting only the amount of sugar that is good for us. Unknowingly if we are not careful, not checking labels and without any advantage we end up taking added sugar when we eat packaged foods. About 70% of packaged foods contain this added sugar. Most adults in the U.S. and other countries get 17 teaspoons of added sugar a day or twice the 9 teaspoons that is recommended for men and three times the 6 teaspoons a day recommended for women. For children the recommended limit is 3 teaspoons. Just by being a bit careful and removing this added sugar from our diet we can enjoy much better health. It is not giving us much because we can still have some sugar in healthy natural foods, in fruits and vegetables, and a smaller amount of plain sugar. After the first couple of days of a change one may not even notice this. By so much has our sugar intake grown particularly with packaged foods, that a small change can bring big results in health and healthy living style. ...
