France's union and business representatives reach agreement on improving competitiveness by providing new flexibility in labor rules. Unions agreed to cooperate with business in ways similiar to the German "kurzarbeit" program where workers work shorter hours but are guaranteed employment when demand is down. Workers on temporary contracts get health care benefits and incentives are given for businesses to take on more permanent employees.

Inflation in China and rising wages are pushing up costs for American manufacturers. The pressure on China, most recently in Congress, is helping to push up the value of the yuan. This combined trend is making it attractive for some manufacturers to bring factories home to the U.S. A trend in the U.S. towards non-unionized labor and the new trend to a two-tier wage level- with lower wages for entry level workers- and the shedding of legacy health care costs, is creating a more cost competitive labor force in the U.S. This extends from older industries such as furniture and auto components to newer industries and technology. The new factories setup in the U.S. use technologies that require a smaller number of workers, in most cases less than half the number of workers that were employed earlier. This adds another element in cost efficiency, though it means fewer jobs are created with new plants.

The transformation of Fiat Auto. Marchionne relying on "my kids", getting good people throughout the Fiat global operations and outside of a younger generation, who were open to doing things in a new way. He had the courage to unassumingly go about the business of remaking Fiat, by removing middle and upper managers who produced a kind of paralysis or sclerosis in Fiat, making change impossible after years of a failed culture embedding itself. And in their place he brought in an energetic courageous bunch of younger managers and designers. It would be fair to say that he tore up the old plans, tore up the old organization charts, tore up the car plans and designs in the pipeline, tore up the failed models and put in place new ones- the Bravo for the Stilo, and tore up the old management, put in new people and tasks and wedded them in an informal way, with their own culture developing along the way. The were teams and their tasks, all wedded together in an informal arrangement, in close proximity, with informal communication. Marchionne saw his role as helping people reach decisions, setting stretch goals, and encouraging levels below him to take responsibility and make courageous decisions. He saw the Cinquicento as his version of the Apple iPod, and benchmarked Fiat against Apple, so he was looking outside the auto industry for people to emulate and for new ideas. Martin Feldstein says China is gaining control of three problems it faces of shrinking export markets, the effects from a large stimulus in response to the 2008 financial crisis, and inflation especially high real estate prices. The economy is shifting to higher role for services and less dependence on exports under the new five year plan. The real estate prices are levelling off after steep increases. And inflation is under control. New investment will go into infrastucture needs such as power development and low income housing. As the economic problems are being tackled, the political problems remain. China faces an aging population under its one child policy, and it will have to support an increasing number of retired people in the future. Inequality and corruption are two problems that continue to grow and present challenges to the new leadership taking over in 2013.

Ford making plans to put 2 plants one in Nanjing, China, and one in Thailand with about $1 billion investment combined suggests Ford is looking at GM's strategy and planning for a new era in automobile production, one that makes more cars in high growth regions of Asia. The demand is expected to grow largest in India, China and the rest of Asia. And these cars will have to cost a lot less than they are today for the lower purchasing power of Asia's new middle clases and lower middle classes which are growing in numbers. Meantime the costs in the US are still high even after reducing the health care burden through the health care trust that GM negotiated with the UAW. The UAW agreement with GM reduces labor costs for new workers but existing workers costs continue to be at the levels from before. And non assembly new workers not all new workers get paid at lower rates than the existing rates. So the progress in labor costs is still short of where GM or Ford needs to see it to compete effectively worldwide. Meantime the automobile markets continue to change and grow worldwide. The American car companies cannnot wait, they have to make decisions based on the labor situation in the US and their response is to build new capacity in the Asian markets, even while maintaining labor peace at home so as not to have upheavals in the domestic markets in the USA. New product and designs can still be handled in the USA so GM could agree to make commitments for manufacturing new product at plants in the USA, while at a minimum getting the UAW to agree to take over health care responsibility and agree on the playing field in labor costs for the future, which would have to take into account global competition and not just a labor social contract from another era. Ford's 2 investments are in alliance with Mazda, of which it owns 33%, and which generated $168 million in profits in 2006. Of the product in Thailand 80% will be exported to the rest of Asia excluding China and India, and also to S. Africa and Australlia and New Zealand. It will make about 100,000 cars. Currently Thgailand exports about 650,000 vehicles out of production of 1.25 million vehicles. About 70% of exports are pickup trucks....
