Gen. Mattis, completed a strategy review that showed the mistake of creating a vacuum would repeat the situation of Iraq where president Obama withdrew forces in 2011, leading to a sequence of negative events- with Russia, Iran and Islamic State moving into the vacuum, making American intervention in the war necessary, increase in terrorist incidents worldwide, and a flood of refugees into Europe. Ironically clearing the path for an outsider's bid for the White House, with Brexit in which refugee fears and uncontrolled immigration played a part, and the news of terrorism and the war in Syria-Iraq creating a sense of insecurity. A key difference in the Trump approach with Obama's approach is that "conditions on the ground, not arbitrary timetables will guide our actions from now on," in line with Trump's criticism of Obama's approach. The military in the U.S. has long maintained that the best approach would have been to insist on U.S. presence in negotiations with the Iraqi government under the sectarian prime minister Nouri Maliki. Gen. Mattis was head of Central Command under the Obama administration and must have pushed the view of the military to president Obama to no avail. Failure to do so led to the growth of Shiite militias and the alienation of Sunnis in Mosul, leading to the fall of Mosul to Islamic State thus creating the current crisis. Gen. Mattis and Lt. Gen McMaster are intimately aware of the problem and must have convinced Trump that this is what really happened, that a repeat would waste the sacrifices of American soldiers in the twin wars. Trump gave this as his reason when he said in his televised speech to the nation- essentially a criticism of Bush that he expanded the conflict too quickly, and Obama exiting too quickly to create a void. Trump call his policy "principled realism."  The roots of the crisis are in the India-Pakistan conflict. Like the conflict in South East Asia the conflict in South Asia extending from Iran to India and Pakistan, may take a generation to overcome. A rapprochement between India and Pakistan, beginning with trade and economic relations, is not only in America's interest, it also provides the basis for a realistic American withdrawal. ...

The period after the 1970's led to governments with caste based politics with lower castes from a Self-Respect movement pitted against Brahmins and upper castes sort of like the Irish as a deprived caste pushing out the Boston Brahmins yet binging with it Tammany Hall style politics of New York in the turn of the century America. By the 1900's you had Theodore Roosevelt challenging this kind of Tammany Hall politics, for clean governance. In 2024 Modi is sort of like Theodore Roosevelt challenging the existing system in the Tamilnadu Madras state on the basis of seeking the Nation's development and modernization comparable to China and Japan by 2047 what is called Vikshit Bharat. This is the only way to understand it for Americans as Indian themselves don't fully understand many castes interwoven in India as different groups and nationalities are in Europe plus more stratification. ...

The Bureau of Labor Statiistics puts out a statistic each month, called the JOLTS for Job Openings and Labor Turnover Survey, which shows how many job openings there are in the US. This statistic stood at 2.2% for February 2009, down from 3% in Feb 2008, and this is 2.2% of all the jobs in the USA, which comes to about 3 million. The Conference Board's report shows 3.2 million online advertised vacancies as of March 2009. The odd thing is that there are so many advertised vacancies when the unemployment rate has shot up in the same year from 4.8% to 8.1%. The implications are serious. First there is a mismatch in qualifications. As jobs are lost in construction and the financial industry and in retail, new jobs are appearing in health care, education, government and accounting. This structural shift is happening quicker than the market can respond, or faster than labor retraining has time to respond. And compounding this the severe housing market leaves people unable to sell their homes and move. This makes for a less mobile labor market than the US has had in the past. With the government stepping in to ease the burden of unemployment there may be even less incentive to move. And those that move will have to accept the lower pay in new careers , and employers will have to settle for imperfect fits in filling vacancies. To reduce the mismatch in qualifications governments will have to ramp up their job retraining programs. ...

France's Baccalaureate exam goes back to the days of Napoleon. Students take 15 exams in their final year in high school. Since 1808 it has not changed much. French president Macron is changing the exam as part of reform of the education system. Changes include making 40% of the score coming from in class testing. The philosophical essay is retained. Students are tested on knowledge that helps them think quickly on their feet.

Teacher pay has not changed much in 15 years and teachers protested recently asking for resources not reforms. One of the problems is that more students pass the exam, 60% compared to 40% thirty years ago, and many flunk out in the first year of college. The value of passing the exam is not as before with fewer job opportunities. Changes are seen as needed because the Bac exam was treated as sacred and little was done to adapt it to the changing times.

A unanimous vote of the Chinese Communist Party Congress now puts "Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era" into the Chinese Constitution. As the 19th Party Congress ends Xi Jinping joins two other leaders of the Communist Party Mao  Zedong and Deng Xiaoping, who were so honored. It also appears that unlike previous leaders Jiang Zemin and Hu Jintao, Xi Jinping is concentrating authority and direction for China. This Congress marks the end of Xi's second five year term as party general secretary.  Under Hu Jintao there were efforts by some Communist leaders to create new power bases. This period ended with Xi Jinping bringing a clear direction and authority under the Communist Party. This has led to China taking on a leadership role in the world economy and global political affairs after the election of Trump in the U.S. in 2017. The management of the economy also has provided a soft landing after threats of disruptions in trade relations with the U.S. ...

How the promise of free or low cost transportation for the 584,000 students who have a free or a half-fare card has helped bring a diverse group of students to New York city schools as students can commte distances to reach their desired school without having to worry about the cost. Earlier expectation was that the U.S. would give waivers to countries that had made substantial progress to cut oil imports. Passed by Congress in 1964 the original bill for SNAP excluded sodas and luxury drinks, but had Sodas added back in by the Senate. By lobbyists even in 1964? SNAP schools program falls under the Agriculture Department. Democrats as well as Republicans appointed Agriculture Secretaries and not one took the action to get sodas excluded, to let states request sodas be excluded and approve it, not the Democrat a Carter, a Clinton, or an Obama, or a Republican a Reagan, a Bush, or a Trump (first term) took the necessary action. In 2025 Brooke Rollins is Agriculture Department Secretary. Arkansas Governor Sarah Huckabee has seen the damage sodas can cause in her family. Rollins on her first day in office has finally acted- after 61 years when the original intentions of the SNAP bill's creators were confounded in the Senate.  On her first full day in office, urging them to propose pilot programs testing changes to food aid. Rollins sent governors a letter to ask for the removal of sodas from schools food aid program.   ...

The Nissan NV 200 designed from scratch as the next taxicab for the 13,000 cabs in New York City. Nissan won the Taxi for Tomorrow contest, and a 1 year contract worth $1 billion. New York's Taxi and Limousine Commission will require all medallion owners to buy the Nissan NV 200 as they replace the old cabs. It costs $29,000 and will be phased in over a 3-5 year period. The Nissan NV 200 was designed from scratch for New York City. It has a French designer working out of a studio in California. The design team went through each detail in great detail. The designer Mr. Farion took a month hailing cabs throughout the day just to get a feel for what the cabs today are like and what needs to be improved. This includes horn sound to the inside of the vehicle and the wear and tear that the cabs are subject to on New York roads. New York roads are rough because of potholes and other problems.

This report by David Sanger of the NYT shows how the Russia sanctions that president Putin hoped to remove are likely to remain in place and somewhat expanded. Russia's economy has seen slow growth of 1% as a result of a fall in foreign investment. This is likely to continue, says Sanger. American investment in privatization will be restricted to not more than $10 million, and the investments in Nord Stream pipeline are affected. Russia needs foreign investment in its economy, and this is affected. Sanger points out that even if president Trump and Secretary of State Tillerson preferred the option of having presidential authority to lift sanctions to improve relations with Russia, this now runs into Congressional opposition. At the Aspen Security Forum in mid July, Dan Coats and Mike Pompeo, senior intelligence officials in the administration, said that there was an effort to influence the U.S. election. The problems started with the opposition movement in Ukraine, leading to the collapse of the government in 2014. Before this Russia- U.S. relations followed the trajectory set early in the Putin first  and second term of improving the economy by forging better relations with the EU and the U.S. This resulted in a stronger economy and more foreign investment. Things deteriorated after the Ukraine issue came into prominence. For the U.S., the EU and Russia, an inability to come to a better understanding and resolve differences on Ukraine has created a downward trajectory, that has not benefited any of the countries involved.   ...

Boris Johnson wins an 80 seat majority for the Conservatives in parliament in the 2019 election. He gets a mandate for a quick exit from the European Union by the end of January 2020, and billions of dollars in public spending on infrastructure, the NHS, and public services. He gets an unexpected 364 seats in parliament after winning the support of working class voters hurt by the financial crisis and by industrial decline. Working class voters in the north of England and the Midlands decided to trust Mr. Johnson. The Labour party won 203 seats, its lowest total since 1935.  The British pound surged to its highest level since May 2018, and domestic stocks surged with their best day since 2010. Part of the optimism stems from the size of the win that gives Johnson more flexibility at home and more leverage with the European Union to negotiate Brexit that works best for Britain. Working class areas that suffered for decades with loss of heavy industry, decaying infrastructure and poorer public services put their trust in Johnson's pledge to spend more to revive these areas. Johnson called his government "The People's Government" in his victory speech and promised to spend $131 billion on infrastructure, the National Health Service, schools, and public services. Johnson said in the speech that working class families may- "only have lent us your vote. I am humbled that you have put your trust in me, and that you have put your trust in us. And I and we will never take your support for granted." The other big event in this election is the election win in Scotland of the Scottish National party winning 80% of the seats and seeking a referendum on independence. Mr. Johnson has stated that he clearly opposes this. In Northern Ireland a majority of legislators were elected who favor unity with Ireland. This sets up a constitutional struggle that Mr. Johnson faces in his first elected term in office.   ...

The results from the EU elections show neither traditional centre right or centre left parties are able to form a majority. The euroskeptic parties in Italy led by Mr. Salvini and in France by Marie Le Pen have not won with the kind of support they expected. Also important is that these parties in Italy and France have changed their position on membership in the European Union. They now support remaining with the single currency the Euro, and staying in the EU, hoping to change it from the inside. In Spain the Vxx party on the right has from its inception supported the Euro and the European Union. Only Nigel Farage's Brexit party is for Britain leaving the EU. These parties such as the League in Italy and the National Party in France are in accord with globalism and global capitalism. The changes they call for are now on immigration, migration, and against a single market for labour with social services for new immigrants or migrants. They are for ending multiculturalism in favor of nativist national ideas, sweeping indictments of bureaucracy and elites, curbing migration and building national pride. In Spain their is also concern for separatist movements such as in Catalonia for the Vox party, and interest in stronger federal structures. There is no coherent strategy for these new parties to tackle problems such as lack of growth, widening regional divide within the countries. Yet now the discussions will be about what the  EU will do, not about whether there should be a single currency the Euro or whether to remain in the EU.  In this sense the European Union is set for the task of regenerating from within. The European Union was itself an experiment that started with the effort to set up the initial arrangements to bring together the economies and political structures of European countries after a disastrous war. It accepted nation states and individual country differences even as it sought an ideal of a united Europe. This means there is room for more ideas and for differences within Europe and the European Union than allowed for by existing structures, politics or ideas. ...

During question time in the US Congress US Senator Rand Paul stated that the US money was used to fund research at the Wuhan Institute of Virology. A ban on gain of function research on virus was lifted by the US in 2018. Following the lifting of this ban which was strongly opposed by scientists at Cambridge, Massachusetts, research was conducted that many of these scientists considered dangerous and risky. This report in the BBC shows Dr. Anthony Fauci. director of the NIAID, the Institute for Allergy and Infectious Diseases responding to Dr. Rand Paul, Senator from Kentucky. Much of the discussion goes into definition of "gain of function research" and misses the broader implications. Scientists in Cambridge had warned early of the danger of doing research because of earlier mishaps such as the one involving anthrax research from accidents that are always a risk. Epidemiologist Marc Lipsitch of the Harvard Chan School of Public Health warned of just such an "accidental pandemic" in Three Questions, Three Answers in the January 2018 issue of the Harvard Chan School of Public Health journal. He stated that an "accidental pandemic" could result from the lifting of a ban on a risky kind of research favored by some virologist professionals. Most of the medical and scientific community in Cambridge fiercely opposed the lifting of the ban on what they saw as risky research with little benefit in 2018.    ...

Yvette Cooper, UK Home Secretary, continues to pursue a policy of keeping open asylum hotels even as the UK public opinion on asylum seekers shifts, with large parts of the population not supporting it. Immigration is the top issue in Britain and keeping asylum seekers in hotels at government expense is highly unpopular. Giving Reform UK support that it did not have in 2024. A WSJ report shows the problems UK immigration policy is running into in 2025 under Labour.  Editorial opinion in The Times of London says Farage's ideas on stopping migrants should be heard, as both Conservatives and Labour have not got it right, with surging numbers of migrants as long as policies on benefits favor migrant flow. It is plain common sense. The irony is that for most of the British Empire since 1600 during colonization there were no such policies favoring immigrants much less illegal migrants, colonial peoples had no such rights in British colonies in China or India much less in Britain that are now being offered to migrants coming illegally under the European Convention of Human Rights. Asian people pulled themselves up by the bootstraps- Japan, Taiwan, China, and India, and never depended on such Conventions. Some ideas in The Times of London say the UK military should be given the task of protecting the waters around Britain and some troops stationed in France to prevent illegal boat crossings where they start, considering that such action was taken during the recent Olympics in France. ...

 South Korea has run about 300,000 coronavirus tests, double that in Italy and ten times that in the U.S., says this report in the WSJ. This report shows how the South Korean testing works and the workday of Lee Hyuk-min, a clinical microbiologist at a testing lab of Yonsei University Health System Severance Hospital in Seoul, who is working from 4.45 am to 11 pm. South Korea's effectiveness in controlling the spread is based on a strategy of efficient testing that enables isolating quickly people and areas. South Korea's testing network is a legacy of the MERS coronavirus outbreak in 2015, and the government failure at that time to control it.  It brings together doctors, medical staff, labs, and political leaders in roles following the protocols established since then. Dr Lee and others are the final checkpoint in the system which coordinates a diagnostic operation that combines together 633 test sites and 100 labs. The protocol includes a uniform setup- same testing equipment, same training, same decision making process. At 8 am each day all labs upload results to a shared database, which allows public and private hospitals to monitor patient results and report them to Korea Centers for Disease Prevention and Control. Hospitals upload testing details to an online directory. This surveillance allows South Korea to predict where to concentrate its efforts for controlling spread, says Dr Lee who advises the South Korean government on lab testing issues. Action plan took 2 years for the new rules to be implemented following MERS in 2015. The plan included accelerated bio testing company approval for tests. The first company got approval on Feb 4, followed by 4 other firms. Dr Lee says testing is only part of the equation as labs are needed to process and confirm results. Another key is innovation. South Korea setup testing in drive thru locations, that limit contact and speed up testing, which the U.S. is adopting. Dr Lee says early identification is key, and identifying the first coronavirus patient which was done in South Korea on January 20. Other countries including the U.S. took too long to identify the first patient, says Dr. Lee. ...

The Hulme Company mail order catalog business in Minnesota may not be representative of small business, considering the errors and the scale of the debt taken on. But even if a small fraction of this debt taking tendency is representative of small business, it means that small business will not generate jobs as it did in the past. Small business will actually layoff people. And small business will not be able to provide the bounce the economy will need in years to come. The following is an an anaysis of this venture. The owners of this small business Bidwell and Ms. Guarino bought a luxury goods maker that was losing money for $600,000. Their business was to sell $500 garment bags and $1200 duffel bags. The experience of Bidwell was with Target, Tonka Toys and a cigarette distributor. Ms Guarino had a $130,000 job with a magazine publisher, running regional magazines like Minnesota Parent, which she quit. She had some experience as a handbag designer in California before that. They had never seen hard times, no, they had only seen good times. And were willing to spend heavily on the business like the $600,000 for a business, Hulme Company, that lost $150,000 on sales of $450,000 making duck hunting gear, the business they bought in 2003. All this for a tiny factory employing 3 seamstresses, and with no brand name for luxury goods like leather duffels. Their lender's experience- Kassim who founded Maple Bank in Champlin, Minnesota, considered it pretty typical of small business in those days to do everything on debt and loaned $550,000 over 5 years. So the lender was in for the ride. Another bank Stephens bank loaned on SBA approved loans which were later cut off. Guarino had no experience in this business, and simply relied on Bidwell's experience. The borrowing went on and on from friends, taking in debt with total lack of understanding of what debt means, from their daughter, the entire $50,000 savings of Bidwell's wife, and finally with banks refusing to lend after having friends put up their CD's and collateral on loans. Debt to equity ratio gets to 5 to 1. Second mortgages on the house getting Bidwell and extra $130,000. Even in the best year 2006 sales at $1.4 million, and earnings before taxes and other items at $325,000, not enough to pay the interest and other payments on loans that later totaled $2 million by year end 2007. $500,000 from friends and family including $20,000 from his daughter or two thirds of their savings. 600,000 catalogs went out in 2007. With the Hulme Company behind on payments in 2008, the catalogs mailed in 2008 dropped to 175,000. It is a very capital intensive business from the standpoint of catalog cost. $1 million in inventory at year end 2007, or two thirds of sales of $1.5 million in 2007, was a sign of how expansion preceded even getting the financing in place, and going out into the dark thinking sales wil materialize. So even in the best year 2006 the business was not viable, and would have collapsed even without the financial and credit conditions of 2008, ruining the owners in the process. By 2008 it led to the usual things in this kind of business failure, Bidwell's divorce, loss of his home as he falls behind on mortgage payments, Guarino's loss of job and friends whom she borrowed from, and both deeply in debt. Evaluation of the failure is as follows. Seamstresses and the small factory space could be obtained for a fraction of the cost in an emerging market country, even in an eastern European country, and no cost needed to be incurred for the purchase of Hulme Company or for sending out catalogs. Only travel expenses to meet high end retailers who might carry this merchandise, and go to the country where the plant was setup. Sales would come first, and expansion to meet sales very carefully done so that the plant could be downscaled if sales dropped. Even then scores of small luxury goods makers in China or other emerging market countries could put the owners out of business. The lesson if you can't watch costs, if you don't understand what debt means, then you don't pass the most basic of tests. You cannot run business on savings, home equity or credit card loans, or business loans with personal guarantees. Costs tend to just run up to the money one has artificially created. It will ruin you. If you don't have experience with the business and the product area, or can't put together a group of people with the experience to guide you on the pitfalls and what to watch for, you don't pass the next basic test. Only then does one get to the other tests about whether there is a market, the price and value of the offering and so on. This is before the current economic crisis. Now all these tests become more important than ever, or it will kill you and quickly. One has to be paranoid and very careful after 2008. Stephens Bank loaned money on SBA loans ...

BP is by far the oil company most concentrated in deep water oil exploration. So it is coming up for criticism in the industry for not having prepared better for a subsea oil leak at this depth. Talking with journalists BP's President Tony Hayward acknowledged this failure to "prepare for an emergency of this kind. " BP appears to observers to be trying to create the technology to deal with the leak on the go, and Hayward accepted this criticism by saying BP should have done things differently and had the capability to act instantly. Hayward went through two days of hearings in Congress, and the exchange of blame between Transocean Ltd, the Swiss based company that owned and operated Deepwater Horizon, and Halliburton which provided services for the rig, and BP, only worsened its image. Testimony showed that company managers at BP decided to go ahead with finishing work on Deepwater Horizon well even though tests showed highly combustible gas had seeped into it. The failure of a massive effort at its Houston offices to have much to show for results, only demonstrates that poor quality systems and maintenance cannot be corrected easily no matter what the scale of the effort. The publicity surrounding BP's handing out contracts to potential claimants to seal off future claims has not helped....

The new interim board chairman of GM i Kent Kresa, 71 years old, who was CEO of Northrop Grumman Corporation between 199o and 2003, and previously served on the board of Chrysler. He is described as being very down to earth, pragmatic, who is expected to do well dealing with the government, by a senior partner at Korn Ferry International recruiters. Mr Kresa said in a statement that a new slate of directors will be submitted at the next annual meeting that will include a majority of new directors. That meeting is scheduled for August but might be pushed up. Kresa and Philip Laskawy, Ertnest & Young's retired CEO, had tried for 2 years to persuade fellow directors to replace Wagoner. They felt that Wagoner had fialed to change GM's corporate culture but were opposed by George Fisher, retired CEO of Eastman Kodak, and Eckard Pfeiffer retired CEO of Compaq. Of the 11 outside board members, seven are in place since 2003. Interestingly they are all retired CEO's except for Kathryn Marinello, CEO of Ceridian Corp. This has prompted one remark at ameeting of the administration task force that the board was "a collection of failed CEO's". Many experts advising the taskforce and the bondholders put some pressure on the task force to replace the board because of its complete failure....

For years Japan has had a national consensus on consuming less energy an industry has focused on developing energy efficent technologies and investing in it even when oil prices were low. Japan wants to now contribute to the world in this area at the G8 summit on the island of Hokkaido. According to the International Energy Agency in Paris, Japan consumes half as much energy per dollar worth of economic activity as the European Union or the United States, and one-eighth as much as India or China in 2005. According to the Japanese Economic Ministry data corporate Japan has kept its energy consumption annually at a billion barrels of oil since the early 1970's even as the country's economy doubled in size during the 1970's and 1980's. The Japanese steel industry invested $45 billion dollars between 1972 to 2006 in developing energy saving technologies, according to the Japan Iron and Steel Federation. By capturing heat and gases that go into waste JFE Steel at its Keihin mill on Tokyo Bay uses it to power generators that produce 90% of the plant's electricity. The Japanese government is now pushing an initiative that sets Japan's level of energy conservation as targets of global industries. For instance the group leader of JFE's climate change policy group says that by adopting Japanese conservation technologies the global steel industry could reduce carbon emissions by 300 million tons a year. The sector approach advocated by Japan means setting the same numerical goals for all companies in an industry, regardless of location. At next week's summit meeting Japan willl back an initiative that sets its conservation induced energy levels as the new standards for global industries. This will also promote the sale and use of Japanese energy saving technologies around the world....

Pensions for rural areas and farmers came only in 2009. The situation in China for pensions is much like that in the U.S. before FDR's New Deal, being run by a patchwork of local programs- about 2500 county and city governments running pension funds. The problems of pension programs being run for the benefit of well connected groups and making risky investments exists in such local programs. Local governments taking on large levels of debt is a serious problem. The pension program in Shanghai came under scrutiny because of risky investments. A report in Dec 2012 cited by Frazer cites empty accounts at 2.2 trillion yuan or $353 billion. The National Social Security Fund has only $140 billion. Overall pensions account for about 3% of GDP in China compared to 4.9% in the U.S....
