The task of getting 20 million tons of foodgrains in Ukrainian silos out of Ukraine is being taken up by the European Union. Ms. Leyen of the EU has emphasized the importance of this mission for poor countries. About 50 countries depend on Ukraine and Russia for over 30% of imports of foodgrains says the WSJ. One way supported in this WSJ Editorial Board opinion is to use naval ships to escort ships carrying grain out of Black Sea ports. This requires Turkey's support and has to be done as a humanitarian move with ships from many countries. Rail would be an option yet Ukraine and the rest of Europe use different railway infrastructure. Steps need to be taken to do this quickly to overcome the rail issues and also use motor transport. The port of Odessa has been mined by Ukraine to prevent a Russian naval assault showing that there are obstacles along the way to be met by land or by sea. Starting now would be the best way to approach this. Both the Eu and the US should work together on this. The baby food crisis in the US was tackled by special flights from Germany. This shows that many options can be combined and problems tackled to get food grains out. What seems insurmountable can be tackled with action taken early, learning along the way. The Berlin Airlift did this in 1947 with another Soviet blockade. This would also lift spirits throughout the world. ...

Zelensky admits something that was evident for the last year that Ukraine could not take back Crimea and Donbas. Zelensky's own popularity is down to 20% in December 2024 and he is not seen as providing a solution to Ukraine's problems for securing a peaceful settlement. The Russian border regions in the east of Ukraine had voted for pro-Russian parties before the invasion by Russia. They share Russian language and culture. This makes this a situation that requires close understanding without generalizations that prolong the war. Crimea also has a different history till it was made part of Ukraine. Russia faced a military bloc such as NATO only during the Cold War with Eastern Europe under the influence of the Soviet Union 1950-1990. The shift of Eastern Europe to be part of the European Union and some parts in NATO put NATO forces close to the Russian borders. The invasion of Ukraine by Russia created a situation objected to by the EU and US, where a large power invades a neighbor. Yet the other facts above remain which presents the Russian view that NATO and the EU were too close to its borders given Russia's history of invasion from France in 1812, and from Germany in 1914 and 1940. A settlement can come only by both sides recognizing the overall facts in Europe so that all sides feel secure for peaceful coexistence under different forms of culture, government and economic structures. ...

Japan has coped with its long period of low growth by increasing the temp workforce. Loss of nontraditional workers jobs was 158,000 between October and mid February and accounted for much of the 220,000 jobs lost in the October to January period, according to the Japanese Labor Ministry. During the years that EU countries liberalized their labor markets allowing the hiring of temporary workers. During the 1990's Spain, Italy, Greece began allowing the hiring of temporary workers and workers on shortterm contracts. Germany allowed temporary workers and loosened labor laws earlier in this decade. By 2007 17% of the workers in the EU countries which share the euro were temporary workers. Many of these are young people or immigrants. But the labor laws in the EU for permanent employees remained the same and the worker protections were in place, including unemployment benefits and severance. This helped bring the EU unemployment rate down to 7.2% in 2007 during the upturn years. Now this whole process is going into reverse with the young and immigrants hit hardest. In Germany it costs 11,927 euros to layoff a permanent employee according to the Cologne Institure of Economic Research, and zero for laying off a shortterm employee. Now as the economy deteriorates the shortterm workers are being laid off first in large numbers. BMW has laid off 5000 shortterm workers. And short term contracts usually last only 4.7 months on average in Germany, about 12% of temp workers in Germany get hired as permanent workers. To get full unemployment benefits the workers have to have worked steadily for at least 1 year in Germany. ...

This Wall Street Journal editorial calls for more transparency in disclosing bad debt problems at Spanish and other European banks. It faults recent and upcoming stress tests of EU banks for not being stringent enough and taking into account adverse scenarios. While Spain's central bank says only 20 billion euros are needed to recapitalize the cajas savings banks, other estimates are much higher. Moody's country report says Spain could need upto 120 billion euros to recapitalize its banks. A big problem is European banks exposure in Spain which is over 700 billion euros as of September 2010- Spanish banks have high exposure in Portugal and German banks have high exposure to Spain.

Chancellor Merz says after the signing of the UK- Germany Friendship Treaty on July 16, 2025 at the Victoria and Albert Museum in London-

"This is a historic day for German-British relations. . . We want to work more closely — especially after the UK's departure from the European Union."  

UK and Germany will work closely in all areas and increase education exchanges, setup a direct rail link for close cooperation after Brexit. French president Macron visited London the week earlier and DJT is expected to visit King Charles soon.  The E3 countries UK, France and Germany are working closely in 2025.

Compare this with the Merkel period and one can see a significant improvement in Europe, a more dynamic forward looking Europe replaces the idea that only the European Union arrangement speaks for Europe.

Brinkmauer and Pfister of the German magazine Der Spiegel interview German Chancellor Angela Merkel in September 2017. The interview covers a range of topics from whether Merkel is addicted to power, why she chose to run for a fourth term, revolving door for CDU politicians as lobbyists for the automobile industry, the AfD right wing party, the refugee crisis and the CDU's historic policy of controlled immigration, and whether democracy is losing strength.  In characteristic Merkel fashion the chancellor takes up the idea of her addiction to power by saying she is careful not to let this happen to her by reading critical articles in the press and having her staff bring critical reports. Her discussion with her constituents in her electoral district are also frank and open, more so in 2017. About the idea that Helmut Kohl's fourth term as chancellor being not good for Germany and for the CDU, Merkel responds that she has given it considerable thought. She found that she still has the intellectual curiosity to learn new things, understands that she has much to learn about how the country and the world is changing. This has been decisive in her decision to run.  Merkel believes that someone who has worked in politics should be able to work in private industry following historic practice in Germany. On the government links with the automobile industry Merkel says her approach has been to look at what was best for an industry employing 800,000 people in Germany, yet deplores the diesel emissions cheating at VW. Has democracy lost momentum after the U.S. elections and the refugee crisis? Merkel says democracy is still strong, and that she will do everything to strengthen democracy in Germany and other parts of the world.  Merkel's view is that it is important that there be counterweights in democratic systems. In this way democracy is strong in America, and also in Poland and Hungary. The chancellor cites high voter turnout of 82% in 1998, 79% in 2002, 78% in 2009. Since then she says in 2009 it dropped to 71% and 2013  72%, yet  expects that with the issues in this election people will come out to vote in larger numbers.  For many years Merkel is seen as co-opting the issues of the left parties and the SPD, being careful to move to the centre. Der Spiegel puts this idea forward to the chancellor by asking her if she is the best SPD chancellor Germany ever had.  In her matter of fact style Merkel responds that voters do not think of it this way, simply expect her to her job as best as she can possibly do it.       ...

Baker and Erlanger describe Russian president Putin's effort to finance parties on the right and the left to oppose western sanctions on Russia. The effort by Russian television RT to spread disinformation in the European Union. The goal is to create fractures in European unity and weaken the European Union and NATO. Other experts such as former national intelligence officer, Fiona Hill, and former assistant secretary of state, David Kramer, are skeptical about the effectiveness of these methods. These methods may also come from an old book of methods from the Cold War period because of president Putin's experience in Dresden during the Soviet days, which current European Union leaders would see as having little relevance to the global economy and global scene of today. The rise of the smaller parties in Europe in opposition to the traditional parties has more to do with the difficult economic conditions in Europe, and has little in common with Russia and its problems with its oil dependent economy and its interests in Eastern Europe. As the 2015 Pew Research survey on Europe shows, opinion is shifting towards greater support for the European Union as economic conditions improve, and is likely to move further in this direction with a return to economic growth. Favorable views of the EU which dropped from 60% in 2012 to 53% in 2014, was up to 61% in 2015, according to the survey. The Euroskeptic parties are viewed "as a good thing," as a way to shake up the complacency of the major ruling parties in tackling the economy, according to the Pew Europe Survey. In the percentage of people who see the Euroskeptic parties as a good thing for the country- Podemos left party in Spain gets 70% favorable rating, UK Independence Party 66% favorable, Five Star Movement in Italy 58%, AfD in Germany 50%, and much less so in France with 36% saying this for the National Front, and 36% for the New Right in Poland....

Iran Ceasefire shaky May 11 2026 with no willingness on the part of IRGC Iran (Iran Revolutionary Guard Corps) to send all nuclear materials out of the country. Past experience has shaken American confidence in IRGC Iran's willingness to give up nuclear weapons development. Under president Obama some nuclear materials were sent to Russia, some left inside Iran which were after an agreement used by IRGC Iran to develop weapons grade enriched uranium, putting the situation back to where America started before the agreement. This is behind the DJT Republican administration's effort to get all nuclear materials out of Iran. This has wasted another decade for Iran, diverting resources needed for improving standards of living and cost of living to the weapons programs. The result is internal protests that were widespread in Iran including the middle class, not just students. So that today Iranian people are divided on the issue whether Iran should against all prevailing Middle Eastern and World opinion go for a nuclear weapon. The situation of clandestine development in North Korea and Pakistan of nuclear weapons is not existent today as the US is monitoring it constantly. Israel sees these weapons programs in Iran as a threat to its existence close to its borders in Lebanon and Iraq, which makes it unlikely that clandestine development is possible for nuclear weapons development anywhere in the Middle East. The UAE has also shifted its stance in favor of the US, Saudis want assurances, and India, Pakistan Egypt are in different ways seeking a denuclearized Middle East. This means the American DJT administration is NOT ALONE on this issue as the media in the US and Europe are presenting. Germany's Wadephul and Merz are closer to US thinking on this issue than the media says. Macron and Starmer are at popularity of less than 20% in France and the UK and do not reflect the opinion in France and Britain, and in Europe on this issue. In this sense the US is doing this for a safer world, for China, India, Brazil and EU, all the nations in the poorest parts of the world in Africa, Asia. These poorest nations which are bearing the brunt of this obsession with nuclear weapons development by IRGC Iran in a Middle East torn by 5 decades of wars from Kabul to Damascus, Baghdad to Tehran, by IRGC Iran (Revolutionary Guard Corps), as these poor nations confront lack of oil and fertilizer supplies. It does not come at a good time for even the largest nations about 3 billion people in China, India and Indonesia, Egypt which are suffering from the effects of oil shortages and fertilizer shortages when possibly at most about 40 of 90 million people in Iran support weapons programs, all others in Iran seeking a way out for better standards of living and living at peace with neighbors and the world. In that peacetime Middle East the Palestinian people could find solutions like the Irish people with the goodwill of all neighbors. ...

Current responses to China's different posture in international relations obscure the huge investments made by US and European Union business in China that lead to about $1 trillion in exports from China to US and EU in 2021. This could not happen without the hyper investment in China by business in the US and EU that not only neglected manufacturing technologies in the home country but did this on a immense scale that would end up shipping almost the whole of the manufacturing supply chains to China from the US and EU. Done as a carefully planned shift of some manufacturing operations it could have benefitted both China and the US and EU. In what way was this hyper move in pace and scale damaging? China's water, air and land was contaminated at a rapid pace never before seen in history, seen as early as 2005. And the hyper shift by 2015 and in 2020 is now showing the severe effects of climate change with droughts, floods and fires all over the world. The German Environment Ministry today counts the cost at 90 times in the use of coal and fossil fuels over time. On the scale that this massive and fast shift was done of manufacturing to China even more so- a hugely imprudent response of US and EU business management and executives. Instead of tackling and confronting head on the challenging problems of quality control and cost in the 1990's through 2000 and beyond at home, management at Apple and other companies simply shifted all manufacturing to China. The other ill effect of the imprudent response of American business was in the massive and wholesale shift of supply chain to China by offshoring practically the entire manufacturing base. It was to lead to the massive losses that workers, families  and communities in the US and EU that countries could not cope with as it moved on an accelerated hyper level and pace. The result was to lead to intense criticism of China and a level of rancor that has poisoned the relations with China. Some of this counsel to China was given to leaders of the Communist party who had little knowledge of American capitalism operating within constraints of social democracy in 1990. Some of that counsel was self interested given by investment banks to Chinese officials- investment bankers that have now disappeared from view- who themselves lacked an understanding of the social constraints of American and European democracies. It is that rancor that is now leading to China and the US disconnecting the supply chains leading to questions one is certain within China about how this will affect unemployment in China in the years to come. The pandemic simply accelerated this realization on both sides of this untenable situation. Still a trillion dollars in exports are taking place even as the political situation is now totally adrift -as the situation in Taiwan in August 2022 shows- the political and trading relationships at opposite ends and seemingly at war with each other. ...

The US and Japan are coordinating efforts to limit transfer of sensitive technology to China and increase trade and cooperation within the G-7 in high technology sectors. Efforts are being coordinated with South Korea. Janet Yellen says the IMF has overblown the effects on the world economy from the US decoupling from China. A Flash Eurobarometer poll before French elections in 2017 show 56% of Europeans in the EU saying the euro is a good thing, only 36% saying its not, those saying its good at 64% in Germany, and being 57% in Spain, and 53% in France. Walker of the WSJ says the euro has survived the crises of the last few years, with some but not all the steps taken to avoid a repeat of the problems, and public opinion still favoring the eurozone as it looks forward to economic growth in coming years. The middle class is not attracted to risking its savings in euro denominated assets, costs of the turmoil that might be caused by leaving the euro act as a signal for caution, and in Southern Europe countries remember the days before the euro with devaluations and high inflation. With gradual economic recovery it appears that the euro is still the best option there is. Surveys show three fourths of the French oppose leaving the euro, and experts say the euro is not to blame for France's slow economic recovery- more confidence and political stability with economic renewal are seen as the ways to get France going again. This may be why the national elections in France will likely bring a president who is pro-EU. ...

Spain's prime minister Mariano Rajoy repeats his request that the $125 billion from the European Financial Stability Facility (EFSF), the eurozone rescue fund, be sent directly to recapitalize Spanish banks, instead of being sent to the Spanish government. Capital markets did not respond positively to the aid announcement and Spain's 10 year bonds yields were close to 7%, one point higher than before the aid announcement. Rajoy told the other leaders at the G-20 summit in Los Cabos, Mexico, that it is necessary "to break the link between risk in the banking sector and the sovereign risk," according to a Spanish official. The European Commission and some EU governments support this, but Germany remains opposed to such a move. Spain paid higher rates on 3.04 billion euros in short term debt financed on June 19, 2012. Spain plans to sell 2 billion euros of two, three and five year bonds on June 21. Part of the problem for investors is the lack of clear accounting and transparency of the total debt of regional governments in Spain, and bad loans at banks, which it is feared could be much larger than the $125 billion in rescue funds from the EFSF. This is a result of the housing and asset bubble in Spain of the last two decades since joining the EU. The $125 billion would take Spanish debt to GDP ratios to 90%, which is lower than Italy's but comes at a time of unemployment at over 25% and a declining GDP, increasing investor uncertainty....

Italy's Renzi government did well in the elections with 41% of the vote. The CDU got 30% of the vote. The French UMP party getting 20% and the Socialists 14%, a poor showing in France compared to the Natonal Front 25%. UKIP Independence party took 27% of the vote in the UK, with Labor and Conservatives a close second and third. Overall the results in Italy and Germany salvaged the situation, says the editorial, by making the pro-EU European People's Party (EPP), the largest group. It includes the UMP in France and CDU in Germany, and has 213 seats for then next 5 years, the largest group in a 753 member EU parliament.

The EU agreement with Mercosur representing South American nations Argentina and Brazil is unlikely to go through with protests by French farmers who see exports threatening their livelihood at a time when costs of fertilizer, electricity, and other inputs are increasing. The French prime minister Attal says "France is clearly opposed to signing the Mercosur Treaty." French farmers are conducting a siege of Paris with tractors in long lines along the highways traveling from regions 300 miles away. A treaty with New Zealand allowing import of muttton is also opposed by farmers. EU treaties were used to increase export of cars and other industrial products from Germany, in exchange for allowing in agricultural or commodities such as lithium or metals, and soyabeans. Farmers in other European countries including Germany have also conducted protest in recent months about high costs of inputs and lack of enough government support. As German chancellor Merkel pointed out at the EU summit, all central European states and Eastern European staes are not doing the same. Czech Republic and Poland are doing relatively better, Hungary, Romania and the Baltic Countries are in serious crisis. And smaller Slovenia and Slovakia are part of the core countries in the EU which use the euro. The Baltic countries are looking to Sweden to help and the Swedish Finance Minister has said it is the political responsibility of Sweden to help the Baltic countries, which Sweden should consider as part of the home region. Romania is looking to a reluctant Germany for help. And voices in Europe are asking if it isn't the political responsiility of Western European countries like Germany to help, and if not what does it mean to be part of the European Union? The Eastern European countries caught up in this crisis with their currencies losing value and large loan repayments to western European banks, feel they embraced the liberal capitalist model without any knowledge or experience with its fluctuations and crisis prone nature, as part of the integration into a united Europe. Now they are left they feel, to drift on their own. The recent emergency European summit meeting in Brussels saw the Czech prime minister Topolanek, who holds the rotating presidency of the EU, say that no member would be left in the lurch, and the need to avoid a dividing line in Europe that North-South or East-West. The Hungarian prime minister insisted on a special European Union fund of upto $241 billion to protect the weakest members, and circulated a paper saying that Central Europe's refinancing needs for 2009 were $380 billion. So far the governments of the EU have already spent $380 billion in bank recapitalizations and put up $3.17 trillion to guarantee bank's loans and to get credit moving again. And the European Bank for Reconstruction and Development, the European Investment Bank and the World Bank have promised $31.1 billion to Eastern European countries....

The lessons from Italy, the epicenter now of the coronavirus pandemic, are clear- act early and decisively, impose quarantines and lockdown quickly to prevent intermingling. These steps need to be put early, with absolute clarity, and strictly enforced. This report in the NYT shows how decisive action early is the only way to prevent the crisis from becoming a large one that threatens the health system and millions. German states such as Bavaria and others now have a $25,000 euro and some have jail time. Singapore has jail time and fines for violating the stay home quarantine orders which it imposes after contact tracing. Taiwan has similar measures. Enforcement and strict control are part of the tools that have worked in these places and in China, South Korea.  Britain has still to close flights from Iran, Italy, which The Times reports on March 20 are still landing at Heathrow. The price of gas powered cars and EV's is closing, to about $5000 according to Cox Automotive. Tesla is cutting prices because of new competition from Japanese, Korean and German models in the US market. China's BYD is also in the global market with new battery technology that cuts cost. Stress test performed by the consulting firms of Oliver Wyman and Roland Berger used data as of Dec 31, 2011, and a scenario of a 6.5% decline in GDP and a 26.4% fall in housing prices by 2014. An international panel of experts from the Bank of Spain, the Spanish government, the ECB, the IMF, the European Banking Authority and the EC was formed to oversee the consultancies report. A separate more detailed audit of 14 individual banks will be made by Deloitte Touche, Pricewaterhouse Coopers, Ernst & Young, and KPMG International with results by the end of July. The four banks that need capital injections are Bankia, CatalunyaCaixa, NovaCaixaGalicia and Banco de Valencia. But its role is only advisory. This Council would "have the power to make recommendations but not to implement policies directly."
