Under new proposed changes carbon emissions permits would be sold to industry and heavier polluters would have to pay more. And to make it fair to European companies exporters in other countries like China would have to buy these carbon permits to be able to export to Europe. There is similiar discussion about this in the USA which expects caps on greenhouse gas emissions in a few years. These changes wouldn't go into effect till 2013 at the earliest and industry will be trying to create a level playing field by then. Countries like China and India because they are developing have been exempt from the greenhouse caps under the Kyoto Protocol which expire 2012. Under the Kyoto Protocol which Europe signed and the USA did not sign, European companies are giving carbon permits free to emit a certain amount of greenhouse gas every year, the heavier polluters have to buy the permits from the ones that pollute less creating an incentive for companies to reduce emisssions.

China's fiscal 2014 budget plans laid out at the March 2014 NPC meeting show an increase in the budget deficit by 12.5% to 1.35 trillion yuan ($221 billion). The deficit will be about 2.1% of inflation adjusted GDP, according to the Finance Ministry.

Zillow's acquisition of Trulia is supported by the need to reduce costs and spending on marketing. The combined firms will spend $100 million on marketing in 2014, according to CFO Aggarwal. Aggarwal says antitrust issues are not a concern as Zillow and Trulia only get about 4-5% of the $12 billion real estate agents spend on advertising each year. As the deal wil close by 2015 this gives the two firms time to absorb recent acquisitions by Trulia of Market Leader and Zillow's acquisition of New York city centred StreetEasy and apartment HotPads. Both sites will continue as different brands servicing different parts of the market and reducing spending on technology and marketing.

Lahart reminds readers that the Model 3 from Tesla at $35,000, half the price of $70,000 for a basic Model S in 2014, will not be out till 2017. Models for share price targets of over $200 for Tesla assume the car company will sell these models in large numbers, a Barclays model assuming 350,000 of these cars sold by 2020. It is hard to predict the future for gas prices. In the current environment sales of electric vehicles and popular hybrids such as the Toyota Prius are declining. Tesla faces real challenges considering that gas prices though unpredictable face continuing increases in the development of lower cost shale supplies with new technologies in the future.

The poor decisions made by former CEO, Mark Hurd, leading to underinvestment in research and development and lack of funding for H-P Labs, leave H-P in a weaker position. The cuts were lauded at the time by the financial media but left the company with weaker technological capabilities. The distractions since 2005, with changing CEO's and lack of proper direction in the company, a weak board of directors, a large bureaucracy and inefficient sales force, and the emergence of low cost competitors from Taiwan, are hurting H-P's performance and capabilities. Meg Whitman, the current CEO, plans another round of layoffs, following the layoffs under Hurd. About 30,000 of 324,000 existing employees will be retired or laid off. H-P generated only $1.7 billion in net earnign on sales of $127 billion in fiscal 2011. In smartphones, cloud computing services and tablet computers, H-P has either stumbled or still struggles to develop clear winners.

Ahmadinejad says at a news conference in New York that he opposed the decision by Iran's central bank to allow the currency, the rial, to drop by about 60% against the dollar in the first 9 months of 2012. India's economy is at 2.597 trillion dollars at the end of 2017according to World Bank figures, surpassing 2.582 trillion for France. India's economy has doubled in a decade and is expected to pass Germany and Japan in GDP by 2032, to become the third largest after the U.S. and China.

As China's growth has slowed India's is growing. It recovered by July 2017 from one time events designed to actually spur growth such as the effort to implement a nationwide tax for GST. Demonetization also contributes to growth by accelerating the shift away from cash to recorded and taxable transactions. The tax revenue is increasing as less of the economy is in the black market sector. Higher tax revenues enable larger investments in health, education and infrastructure.

New bankruptcy law and speedy resolution of bad debt of banks is also laying the ground for future growth with new investment.

A Feb. 2011 NBC/Wall Street Journal shows only a small number of Americans think cuts to Medicare are necessary to "significantly reduce" the deficit. Only 18% favored cuts, 54% opposed cuts to Medicare to reduce the deficit. Only 22% said cuts to Social Security were needed, 49% said they were not needed. Tea party supporters by a 2 to 1 margin said significant cuts to Medicare were "unacceptable." What measures should be taken to put the entitlement programs on a sound financial basis? On this point over half of the people polled said they favor increasing the retirement age to 69 years by 2075, up from 66 now. A larger number said they support reducing Social Security and Medicare payments to wealthier Americans. Experts say these two measures could eliminate 60% of the underfunding of Social Security. On the issue of collective bargaining rights of public workers, this poll shows 62% of the people polled oppose effforts to weaken collective bargaining. This is similiar to the CBS/New York Times poll results of Feb 24, 2011 on this issue. See the group for this. Both polls show lack of public support for reducing the collective bargaining rights of public workers....

He has a good grasp of security issues. He will be the No. 2 person in the cabinet after prime minister Shinzo Abe. Ishiba was the first LDP official to give a specific trading range for the yen by publicly calling for a range of 85 to 90 yen to the dollar. The yen closed at about 85 yen to the dollar on Dec. 25, 2012. Two women join Ishiba and Abe in the leadership positions. Seiko Noda is now chairwoman of the party general council. The issues China faces as it plans the next phase of massive urbanization. Urbanization is a major priority of prime minister Li Keqiang, which was also the focus of his postgraduate work in his student days. In the early 1980's about 20% of China was urbanized, this has changed over three decades to where the figure is 47%, plus 17% for workers working in the cities but classified as rural, a total of 64%. China's plan is to fully integrate 70% of the population or 900 millon into cities by 2025. In 2013 only 35% of the population has a urban residency permit, or hukou. The permit is needed for residents to register their children in local schools or qualify for medical programs in urban locations. One of the problems is the huge cost of doing this which it is feared could lead to inflation and higher debt levels. Currently local governments bear these costs using land sales, and central government transfer payments, but without added financing and unable to issue their own bonds, the local governments strictly limit the use of local school and health services to their own residents keeping out rural newcomers. Local government taking over farmer plots, often without enough compensation is highly unpopular in China. Other problems are- providing a steady stream of earnings for new urban residents from farms, if no employment can be found. So they can sustain themselves- especially as they get past 40 years of age when factory employment is harder to find. The government planners see the larger urban population as a way to shift from a largely export based economy and slowing growth, to a consumption based economy. But critics say the risk is that for this to happen new residents from the farming villages have to find jobs, something the government will have difficulty accomplishing. A permanent underclass of unemployed and other financially strapped citydwellers living around major cities, as has happened with the progress of urbanization in Brazil and Mexico, is something the government would want to avoid. ...

The G-20 statement for the meeting in Washington D.C. in April 2013, says: "Japan's recent policy actions are intended to stop deflation and support domestic demand." Bank of Japan Governor Haruhiko Kuroda's response was that this will help the BOJ implement its monetary expansion program in an orderly way. Kuroda said: "Now that we have obtained the support of the international community, we will be able to implement our program with confidence." These moves come with a call for Europe to proceed with banking union and giving more time for austerity programs to reduce the slowdown in Europe. This happens as fears emerged of a global slowdown in April 2013.

Ingram says Obama's 2015 budget is more of a wish list for Democrats, because 2015 spending levels are already set and House Republicans will put together their own budget putting forward the Republican views. Obama's budget includes new taxes on busiess and the wealthy to reduce the deficit. Other ideas- raise tobacco taxes to pay for universal pre-K education, a "Fianncial Crisis Responsibility Fee" on big banks, overhaul immigraion laws to increase tax revenues, limit itemized deductions for the rich, force drug companies to give large rebates on Medicare prescriptions. Another proposal is a $56 billion "Opportunity, Growth and Security" Initiative, for spending on early childhood education, job training, and medical research. To pay for this he would cut the amount wealthy people can save tax free for retirement, cut crop insurance and raise airline security fees.
