It might come as a surprise to know as Roshan Kishore points out in this analysis in The Hindustan Times that the educational levels and incomes of Tory or Conservative voters in the UK are the opposite of what they used to be. The graphs shown here show that as education levels increases in different income segments there are significantly more Labour supporters than Conservative supporters. For Rishi Sunak this means he runs into the same problems that faced Johnson and Truss, of matching austerity cuts in spending that will be unpopular with the lower income support base with lower educational levels in the Tory party. His privileged background will only make the cuts in the middle of interest rate hikes and inflation appear as basically unfair to this support base. This is what Gerard Baker pointed out in the WSJ calling it an invitation for "abject chaos" that comes from Tories trying to represent working class families. Two senior American military officers will now lead operations in Europe. Army Gen. Christopher Cavoli takes over US European Command, and becomes the Head of all Allied Forces in Europe as Supreme Commander Europe, including NATO Command. Lt. Gen. Bryan Fenton will lead the Special Forces Command. Cavoli speaks 3 languages Russian, Italian and French, and has served as a foreign area officer. He also served as Director of Russia in the Joint Staff, and has a masters degree in Russian and Eastern European Studies from Yale University. General Eishenhower had this kind of broad experience in the years after World War I that helped him hold the position of Supreme Allied Commander Europe during the war with Nazi Germany. Lt. Gen Byran Fenton is from Seymour, Tennessee. He is currently based at Fort Bragg as head of Joint Operations Command. Both officers will have to be confirmed by Congress and will operate in a new situation with the insurgencies in Afghanistan and Iraq now being replaced by conventional war in Europe and threats to Taiwan, the Indian border with China, and at the Korean peninsula. ...

The Ukraine war with increases in prices of oil and natural gas, and food imports has hit Bangladesh hard.  The currency has declined by 20% which also adds to the cost of imports. The government of Sheikh Hasina is seeking $1 billion each from the Asian Development Bank and the World Bank.  It is also seeking $4.5 billion for budgetary and balance of payments support through the new Resilience and Sustainability Facility set up by the IMF. The government is doing this in advance to avoid a situation in which most of the tax revenues go to paying for imports at high prices with little left for spending on development needs. Bangladesh imports cooking oil, wheat and other food, as well as fossil energy. The current account deficit is $17 billion and the foreign exchange reserves are about $39 billion in July, down from $45.5 billion in 2021, enough for 5 months of imports for a nation of 160 million people.  Action is being taken to curtail use of air conditioning at mosques. Alvin Bragg was elected in 2021 as New York County District Attorney covering Manhattan. Before this he was an Assistant US Attorney in the Southern District of New York and appointed as chief deputy Attorney General for New York State. His early education was at Trinity School and at Harvard where he finished degrees in government and law. He is only the 4th person in 80 years serving in this position succeeding Cyrus Vance. Bragg inherited this case of claims of hush money payments by Mr. Trump to a porn actress. Bragg as Chief deputy Attorney General has experience in prosecutions against people connected with the Trump organization and administration. Bragg decided not to pursue the case a year ago because he was not convinced there was enough supporting information and the direction was not clear. He decided to bring in more resources additional prosecutors, and studied the case in different areas before deciding on the one area to focus on, a process that took one year according to a recent NYT report. Kemal Kilicdaroglu is the leader of the Republican PHP party of Kemal Ataturk, who built modern Turkey after the fall of the Ottoman Empire. He was a civil servant for 30 years and headed the social security administration. This Editorial Board view in the WSJ asks what does it say when Mr. Biden beats Mr. Trump 44% to 41% even with Mr. Biden's low ratings of 33% in the Siena/New York Times poll, and Republicans looking good in the upcoming midterms to win both the Senate and the House. NYT columnist David Brooks says Biden will be judged in the long run by what he has done to bring the two parts of America together that have drifted apart -one educated, affluent, city based and the other less educated, poorer, living in smaller towns and rural areas. One from the professional classes, and college educated that benefited from the tech boom, the other from working classes that felt the brunt of the shift of jobs to China. Biden is old enough to remember his emotional mentor Franklin Delano Roosevelt who faced a similar split America with farmers in small towns and workers who lost jobs in the Depression on one side and the smaller affluent classes of professional workers, small business owners in the earlier tech boom of the 1920's. Biden's father experienced unemployment and had experiences as a blue collar worker in Pennsylvania after business failures. It is an experience that has shaped Biden's views on America and the need to bring back hope after the pandemic that followed decades of neglect of working class Americans.   ...

The two waves of the coronavirus in India can be compared looking at the graphs and this report in the Times of India. The case volume and deaths in the worst hit state Maharashtra is shown here. The case volume increased by about 50% in the second wave but deaths were about half that in the first wave. Most of the deaths were in the people over 65 and most of the cases in the ages below 40 years. In the over 65 age only 5% have been vaccinated which means that medical management is still the best way of tackling the coronavirus. Vaccine supplies are the bottleneck and this is beginning to change- so that by August ample supplies of the vaccine should make the difference in bringing down cases and deaths.  Lockdowns are managed carefully so that the economy can recover in the second half of 2021 and in 2022.  Any assessment of the crisis management must take into account the speed of the response, its effectiveness, and keeping in mind the economic recovery needed following the pandemic. ...

Mr. Pascal Soriot of Astra Zeneca says his company has signed agreements for production of 2 billion doses of the coronavirus vaccine being developed by Oxford University. He says manufacturing is starting now because "we want it to be as fast as possible." One of the deals is with Serum Institute of India, the other is with Bill Gates of the Bill and Melinda Gates Foundation for $750 million for CEPI and GAVI organizations which he supports. Mr. Soriot says the licensing agreement with Serum Institute is to supply one billion doses for low and middle income countries, with 400 million doses ready by end of 2020. He says Astra Zeneca is building supply chains across the world and so far has secured manufacturing capacity for 2 billion doses of the vaccine. Mr Soriot tells BBC that manufacturing vaccines on this scale is not an easy thing to do. He says that Astra Zeneca will not make a profit in production of these Oxford University developed vaccines. The U.S. has secured 300 million doses of the Oxford vaccine, and the UK 100 million doses.   ...

What was it like to be an American in those days? Sense of duty and a fighting spirit. Col. Dave Severance was commander of the Marines that landed on Iwo Jima, the 7 mile long volcanic island 660 miles south of Japan, on Feb. 19, 1945. The picture of marines raising the flag on the top of Suribachi mountain was taken as Marines battled entrenched Japanese troops. James Forrestal, Secretary of the Navy, was on the beach below, says this report in NYT, as Severance passes away at age 102 in La Jolla, California.   This picture has become a classic of American resolve and spirit since then. It is also about humility with what Queen Elizabeth calls "self-discipline and quiet good humored resolve" of the British and by extension Americans.  When asked about the photo and his role in Iwo Jima immortalized in John Wayne's role in The Sands of Iwo Jima, Severance said- "I never thought about it. Just that I was a Marine for 30 years and I never ended up in jail." ...

The United Farmworkers union was formed by migrant farm workers Cesar Chavez and Dolores Huerta to bring decent wages and good working conditions for farm labour in the US, with most of the work done in California farm areas. His niece is shown in the adjoining article as an adviser in the White House and now campaign manager for 2024. She is a softspoken Latina who grew up around Chavez in the fields and farm pickup trucks of the sixties and seventies, as shown in the Washington Post on this page. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. France and Algeria see improving relations as a necessity and Macron visits Algeria on the 60th anniversary of its independence. About half a million civilians and soldiers died in the Algerian civil war that ended in 1962, 400,000 Algerians. Algerian estimates are higher. It was a trauma for France and for Algeria. Peggy Noonan says that Trump's group has broken from the Republican Party. She also describes the Republican party as broken, that it cannot look to the past or 1980. She says two unwon wars, with one a catastrophe, and a great recession are enough to break any party. Worse the top of the party believes in things such as immigration, trade, entitlements, that the bottom doesn't, says Noonan. You have a situation where the base has left the party leadership. She describes Hillary Clinton as having a web of relationships and arrangements from the past, and with the idea that is popular among Republicans that she is only interested in acquiring power. Sanders is respected by Conservatives for his sincerity. Noonan sees God's role as chastising in this election, reminding people about what can go wrong and what needs to be done as the damage is surveyed for democracy and the country. The only reason for hope Noonan sees is in the way the 2016 U.S. presidential election is turning the decision over to the young people of America, who can decide who shapes the future. ...

Pidcock, mountain biking gold, says the biggest thing is to inspire people that's what he loves to do. It is bigger than cycling. Cut off from the rest of the cyclists after a 40 second puncture and being slow to change wheels, Tom Pidcock of England, faced huge odds. At first he wasn't getting any closer, he wasn't making any inroads. He had made too many mistakes he realized. He was suffering and fighting to make a comeback. Only with 3 laps left did things change when he cut 15 seconds off the gap in one lap. At that point Pidcock knew he could come up front. He chose to go for it and found a gap which he took. He was competing with Frenchman Koretsky and the French cheered him on. Pidcock prevailed. After the National Rally party of Le Pen wins 30% of the vote to Macron's En Marche 15% in EU elections, showing the unpopularity of Macron, Macron responds by calling for snap elections. Macron is taking an aggressive approach to stop NR party as so far  parliamentary elections in France  have led to voters on the left and right veering to the centre to avoid giving the far right National Rally of Le Pen a win. National Assembly elections also require getting 50% of the vote under different rules than EU elections.  Politico points out that the situation is different today as the NR is more in the mainstream of politics. Macron's hope is that the NR would increase its seat numbers from 88 but not as much, and that other parties such as the Republicains and the Socialist parties, the parties that governed France since 1945 would also make gains. He could then appoint a prime minister not from En Marche his party but from the Republicains party of Nicholas Sarkozy, French president (2007-2012), which supports Macron.  ...

George Washington is cited for his emphasis on preparedness and preparation for conflict as critical to preserve peace, or to defend America's role in the world as the first Republic based on a simple idea in the Declaration of Independence. Japanese prime minister Kishida joins president Biden in deciding not to run again with low popularity ratings and cost of living concerns of the public. The LDP administration of prime minister Kishida put through a $100 billion investment package to revive the economy in November 2023. In the first quarter of 2024 the Japanese economy GDP growth suffered from a 0.7% decline. Japanese prime minister Fumio Kishida of the LDP party popularity has remained at around 25% and Kishida has decided not to run again for prime minister. His term expires in 2025. A new LDP leader will be elected. This report says growing voices in the LDP party persuaded Kishida not to run and have a new leader. Inflation which was tame for over a decade has increased with surging prices for oil and gas after the Ukraine war. The situation is similar to the US and EU where rising prices have hurt ordinary people struggling to make a living. Kishida committed Japan to investing 2% of GDP on defense. France's former president who preceded Macron was Francois Hollande of the Socialist party. Macron was a socialist party member from Amiens and a member of Hollande's cabinet, choosing to challenge Hollande with his own newly created party EN Marche just months before the election of  2016. Tampa Bay area is one of the ten most high risk areas in the world, according to the World Bank. Estimates of damage from a severe hurricane are as high as $175 billion in a 2015 study. The Washington Post's Anna Phillips looks at this region which has grown by about 200 percent in the last two decades. Pinellas County home to St Petersburg and Clearwater, Tampa Bay area, now has 3.2 million people. Developers are lulled into a sense of complacency, says this report with the lack of severe hurricanes in recent decades. The last time a severe hurricane hit was 1921.  This area has 700 miles of shoreline. The problem is that sea levels are rising from climate change, Tampa Bay area has 5 inches of sea level rising, plus the Bay area water is shallower. Water pushed into the narrow area of Tampa Bay would likely rise further. This causes the most damage from waves and floods. Sea levels are higher in 2023 compared to 2009 by 7 inches in Charleston SC, Wilmington NC, Galveston Texas, and in Tybee Island Georgia.   ...
