This WSJ Editorial Board opinion says president Biden needs to get European partners to make key decisions at the G-7 meeting to support Ukraine.  On the level of support it says the US has contributed 42.7 billion euros in military and humanitarian assistance compared to only 27.2 billion euros from European Union countries, according to the Kiel Institute for World Economy. Cpuld the EU do more? Russia continues to keep frontline nations such as Estonia and Lithuania on edge. The NATO support force has only 40,000 allied soldiers- more like a tripwire defense and clearly inadequate says WSJ. This needs to expand to a significant force. Separately from this NATO's Stoltenberg has announced that the NATO Response Force will now be expanded to 300,000. Mr. Erdogan needs to be persuaded to let Finland and Sweden join NATO to strengthen Baltic area defenses. WSJ says Erdogan is facing a tough election in 2023 and is objecting not because Turkish Kurds pose a threat at this time but to rouse nationalist sentiment for the election. WSJ Editorial does not mention what is critical for Ukraine's people, the refugees of women and children to return home and live normal lives - the stopping of missile attacks on civilian population and buildings. Separately Mr. Biden has announced that he will be sending Advanced Missile Defense Systems to Ukraine. Germany is sending an IRIS missile defense system that covers a space of 40 square miles enough to defend cities like Kviv and Lviv, Kharkiv. Here the question is how soon as this needs to be taken up immediately to protect the lives of the civilians caught up in this war, the women and children of Ukraine. Some are returning to their homes in Kviv, Kharkiv, other cities, that are already damaged, and are facing more missile attacks. This is the most difficult aspect of the war and hope can only return when this is prevented. It would also set the beginning conditions for the end of the war by removing this element of the war for the people of Ukraine and their homes and lives.   ...

China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

Horowitz provides a rare portrait of Donald Trump's father, Fred Trump. This is  useful in understanding Donald Trump because as Trump says frequently many of the traits- self-promotion, aggressive business promotion, taking advantage of political connections to advance the family business, penny pinching for construction sites- are all traits he inherited from his father. His father did not want to go to Manhattan as business was already nice and easy in Brooklyn and other places. The son went into Manhattan and put his name on Towers he built in the city. Fred Trump benefitted from the FHA and depression era programs setup under the New Deal by FDR, and the flow of immigrants and returning veterans, the zoning allowances given by politicians. Without this the business would be nowhere as successful as it was. Making it self-made only upto a point, in the intensity and the individualism displayed. Fred Trump was born in 1905 to German immigrants who spoke mostly German at home. His brother John was into books, and went on to teach at the Massachusetts Institute of Technology, so the family was certainly aspirational immigrant. Fred was the doer and started his business with his mother at the age of 21, and by 28 had won the mortgage services business of a failing German bank, by 1938 at 33 he had setup property developments in Brooklyn. Federal Housing programs were the key- homeownership was emphasized in the New Deal with F.H.A. 25 year mortgage loans- as affordability was an issue in the Depression era period. Fred Trump keenly used these loan subsidies with price tags so it would be a stretch to say the business simply went up on the intensity and the business skills.  ...

There is increasing migration to the south in the US because of young people moving to the south to be clsoe to their parents and for less costly housing, cheaper childcare because  grandparents do the child care. Texas has the largest domestic migration by age group 25-44 years of young people who want to be close to their parents who have moved to the southern states for weather and other reasons. The grandparents help raise he children at a time when cost of child care can be $1500 a month. Georgetown is a suburb of Austin, Texas, that has a  large community of older people, and is the fastest growing city in the country. When children in their thirties and forties move south to be close to their parents they have less costly housing, more space, than in northeastern states. It does not always work out because the joke is that grandparents need PTO for a vacation. Also moving from Detroit to a northeastern state makes no sense financially because of high housing costs. ...

Monica Langley provides an excellent account of how U.S. Education Secretary, Arne Duncan, is using the $100 billion from the Stimulus funds in the 2009 Recovery Act to implement the Common Core education program in U.S. states and districts. Common Core is about raising student math and reading scores and standards, and implementing teacher evaluations based on test scores to make teachers accountable. This is the one significant area in which the Obama administraton in the U.S. is likely to leave a valuable legacy. Republicans in Tennessee, including Lamar Alexander, have embraced the program, showing how Duncan is using his persuasion skills to speed up the implementation across political party lines in a period of strong partisan feelings about programs. When governors have hesitated, Duncan has gone straight to the school districts using the funding. Teachers union say the program is moving too fast as evaluations would affect teacher careers, and Duncan agreed to a one year reprieve on the consequences of new teacher evaluations for states applying for an extension. This makes Duncan uncomfortable. He says he has only three and a half years left and he is going tooo slow. Business leaders such as P&G CEO, Robert McDonald, say the only political party they have is their educated workforce. Duncan has persuaded 40 states in the U.S. to sign up for higher standards in reading and math. Democrats see the Duncan initiative as helping poorer schools, which is also important to reduce the increasing inequality in the U.S. Since 2008 high school graduation rates increased by 3 percentage points, with a 5 point gain for black students and a 7 point gain for Hispanic students. After $4 billon in new funding to low performing schools, so called "dropout factories," the number of such schools has declined to 1424 from 1746. Teachers unions are only gradually adjusting to the need for accountability in math and reading scores. Duncan's father was a psychology professor at the University of Chicago, and Duncan grew up in Chicago neighborhoods before attending Harvard and playing for the basketball team. Duncan tutored younger school students in the afternoon at his mother's after school program in a black neighborhood on the South Side of Chicago. In 2001 he was made the head of the Chicago public school system by Mayor Daley, where he took action to shut down poorly performing schools and reopening them with new staff. All the time he pushed for greater parental choice, charter schools, new teacher talent and using data to track school and student performance. ...

The editorial says the Chinese currency has come down 30% since 2005, and inflation in China is reducing the advantage China gains by keeping its currency valuation low. Over time the editorial suggests China will see a decline in trade surpluses similiar to the experience with Japan, and emphasizes the importance of the two leading trading nations U.S. and Britain not repeating the experience of the 1930's with the Smoot-Hawley retaliatory tariffs legislation. The Journal quotes American economic historian Charles Kindleberger: "When every country turned to protect its national private interest, the world public interest went down the drain, and with it the private interests of all."

Could it be that Russia apart from its support for South Ossetia and Putin's dislike of Sashkavili also had other goals in mind. If alternative supplies were available of natural gas to be shipped from the Caspian area countries to western Europe would this give Europe some independent sources of natural gas, when at this time Gazprom is the major source of natural gas to Western Europe. By acting decisively against Georgia Russia pretty much kills off the idea of additional pipelines that compete with Russian supply and Russia could build its own pipelines and ship the region's natural gas by buying it from these countries. There may be much more to the Russian action than mere cold war type moves because Russia is keen on building itself up economically seeing the growth in the Asian countries.

GMAC under Cerberus 51% ownership is actually restricting credit for purchases of GM cars by insisting on credit scores over 700. To the point that GM is encouraging dealers to look for financing outside GMAC. Not a good state of affairs. Cerberus motivation may be that it wants the rest of GMAC instead of Chrysler and wants GM to give its 49% of GMAC in exchange for Chrysler's merging operations with GM. But anywhere upt half of Chrysler employees could lose their jobs in such a merger because there is no time for long term integration and the costcutting would be immediate. Again a bad state of affairs. And merging a money losing company with another money losing company at the beginning of a deep recession is not the kind of merger that has the chances of some success.

Most questions about the vaccines from Oxford, Pfizer and Moderna are answered in this Q&A in The Times.  The Oxford vaccine is the only vaccine that is being provided at cost to the public at a cost of 4 pounds, Pfizer using German technology at 15 pounds and Moderna from Cambridge, Massachusetts, at 28 pounds. The Oxford vaccine can be stored in a fridge, the others use mRNA technology of messenger RNA which requires ultra low temperature storage. Astra Zeneca could have handled the trials and methodology for results in a better way. As the two trials one that produced results of 62% and the other results of 90% cannot be combined to give results of 70% but are two distinct and separate trials. However too much emphasis has been placed on the vaccine, as other prevention measures remain important for 2021. Other vaccines are being developed in Britain with new technology and in India by ICMR which are in trials stage and about which not enough is known. The Russian and Chinese vaccines have not released detailed data limiting their use around the world. ...

Ultimately it is about what choices a society makes, and about the importance it gives to education compared to other occupations, and to good governance across the board without exceptions. The message- that in today's world of global cooperation for economic progress nationalist feeling has to be balanced with healthy cooperation and integration into the regional community, the European Union. Senior officials from Russia and OPEC producers meet in Jeddah in April 2018 to work out plans to continue cuts in production to reduce inventories and lift oil prices. The deal was first made in 2016 to reduce the glut then prevailing that led to a slump in oil prices to the $50 per barrel level. The agreement has worked to remove about 2% of world oil production. Healthy demand in 2018 from economies of Europe and America has helped lift oil prices with the cuts in production in place to $70 per barrel. A reinstatement of sanctions on Iran could limit supplies from Iran. Venezuelan production is down in its current economic crisis. Russia says it is 100 percent committed to compliance with the agreement with Saudi Arabia and OPEC countries. It was the lack of agreement between Russia and Saudi Arabia with each going its own way following the Russian intervention in Syria favoring Iran that increased the glut in oil supplies in 2015 leading to a fall in oil prices. For some time this hurt the Russian economy and Russia responded by actively devaluing its currency to maintain economic stability and internal growth. The Saudis were hit too by the fall in oil prices limiting new investments in the economy. The new agreement between Russia and the Saudis/OPEC comes after mutual interest has prevailed in the relations of OPEC  and Russia over the geopolitics in the region between Iran supported by Russia and the Saudis. It also comes as relations between the U.S. and Russia are worsening, with increasing investments in the military. ...

Some workers of renewable energy company Scatec SA returning from South Africa where the company has a solar panel project attended an annual holiday party. More than half have tested positive for covid 19, with at least 13 having the new variant Omicron. Oslo municipal health department says it expects more Omicron cases among the 64 coronavirus cases as remaining workers get tested. The results so far are anecdotal and thin to be sure, yet they show none of the infected employees were seriously ill, says this report in WSJ, citing a company spokesman. The spokesman says people had different sysmptoms but none were severe. Tine Ravlo, assistant superintendent of the Oslo municipal government says- all of them are under isolation at home. And  for now they have what they describe as mild symptoms such as headache, cough, sore throat, and flulike symptoms.  Norway has 80% of population of 5.4 million people fully vaccinated. Mask mandates are in place again in Norway, private indoor gatherings limited to fewer than 100 people. ...

He is careful not waste resources and his shoes go through remending. He starts the day with a breakfast of seasonal fruit salad and tea, skips lunch and takes tea with fruit cake at 5 pm. The fruit cake is kept for use the next day and the next, so that nothing is wasted, such is his passion for no waste and using all resources carefully. Payne says he has a hatred for waste and gives much though to efficient use of resources. Dinner is at 8.30 pm and he works right into the midnight hour. His work day is relentless. And he loves the outdoors, his windows remain open. If you found yourself outdoors with the prince in winter, you may not be able to keep up says Payne.  Many say he has been highly underestimated. And his habits and his ways, his hard work, dedication, sincerity, and his sense of purpose may still surprise his country. ...
