The discussion on whether it is feasible to achieve any significant cost savings as long as middle class consumers are not cost conscious about their employer provided health insurance. This would be so as long as their health insurance benefits are not taxed as income. America suffers from a particularly strong case of not minding the price increases imposed by the health care industry as long as its not out of pocket cost. But Obama seems stuck on his insistence that the middle class not take on any burden, that there be no middle class tax in the form of this tax on health care benefits. Critics say even FDR did this by having the middle class pay with payroll contributions for Medicare and Social Security. And even if the 5% of Americans who make more than $280,000 are taxed it will not generate by itself the money to pay for the $1 trillion cost of the plan, as the prospects of cost reduction are uncertain- especially when the basic nature of America's health care system are not changed, like the lack of cost consciousness of consumers of health care when its perceived to be free and employer provided....

The Large Institution Supervision Coordination Committee (LISCC) was setup by Fed chairman Bernanke and Fed governor Tarullo, in 2010. The Fed's 200 PhD's, bank examiners and other experts at headquarters are now tapped for the the task of looking at adverse scenarios, checking on assumptions made by the banks in their analysis, requesting data from large banks on their loan and securities portfolios, and asking banks to consider adverse scenarios. Such adverse scenarios include a decline in the U.S. economic growth of 1.5% in 2011, and decline in housing. The Fed checks the banks estimate of its financial position aginst the Fed's own standard and prods the banks to consider new risks. Before the 2008 crisis the Fed's 12 Reserve Banks did the day to day supervision and reported back to Board of Governors, a system that led to a diffusion of responsibility and did not work. Former Fed vice chairman, Alan Blinder, says the bank boards did not exercize responsibility, and "blew it, big time," during the financial crisis. This approach has the effect of acting as a early warning for the banks for things that could go wrong. J.P. Morgan Chase CFO Braunstein made a Feb 15 presentation to show that Chase's stress scenario was more stringent than the Fed's. The current review says Tarullo includes asking banks to do a check before issuing dividends to shareholders, and consider what would happen if the economy is in trouble in the next 9 quarters. According to Fed guidelines issued in November if the bank's plan does not show enough capital to handle economic, regulatory and lending risks, the Fed can challenge the bank's decision....

BYD shares have fallen sharply as sales of its gasoline powered cars have declined in the Chinese market, declining by 43% from the high by Feb. 8, 2012. Part of the problem is that sales have shifted to foreign brands. BYD pushed ahead with developing electric car technologies, but the market appears to be moving in the direction of gasoline-electric hybrid cars, in which the Japanese manufacturers have the lead. BYD sold very basic cars at the low end of the price range. In 2009 and 2010 the government provided incentives with reduced sales tax for cars with small engines and subsidized sales in rural areas, which helped BYD sales. These program were phased out. In 2011 restrictions on cars went into effect for Beijing, with license plates for the municipal region reduced by two thirds, to limit the automobile congestion in the city. The license plates were distributed using a lottery system., This further shifted purchases to the higher price end made by foreign brands. BYD now sees the future sales potential in hybrid gasoline-electric cars and has changed its strategy....

Speaking to journalists after a meeting with the Irish prime Minister Leo Varadkar, the European Council's president Donald Tusk warned of a "special place in hell" for politicians who promoted Brexit "without even a sketch of a plan." Tusk was also critical of Jeremy Corbyn saying there was a leadership void at the heart of the Remain movement. "Today there is no political force and no effective leadership for Remain."  Tusk said there are no alternative arrangements that could replace the backstop, saying "the backstop is needed as a guarantee, A safety net is not a safety net if it can be destroyed by one party." The backstop is a way to keep peace in Northern Ireland. The Irish prime minister and Mr. Tusk circulated a "thank you card" from a Dublin family thanking the EU for its solidarity. The card said Ireland was drawing strength from the words of EU leaders. It said "Britain does not care for peace in Northern Ireland.  To them it's a nuisance." ...

The election strategy of Obama campaign manager Jim Messina to spend heavily early on in the campaign- even before Romney would get to the convention- to portray Romney as a private equity executive out of touch with the needs of working class Americans. Romney's record at Bain Capital was under relentless attack in the late summer and Romney did little to defend his record till late in the campaign. The other area especially in the midwestern states was the auto industry bailout for which the Obama campaign put out a flurry of ads saying Romney was willing to let Detroit go bankrupt. Experts say this proved to be the decisive factor, as Romney could never overcome the disadvantage in this portrayal to voters of someone who did not care enough for people like them. To do this the Obama campaign had outdone the Romney campaign in fundraising, being way ahead of Romney in campaign funding by that time.

This title is misleading. 40% of Americans are unable to make their goal of decent living in retirement.

On the positive side a look at Fidelity's 24 million 401 K accounts at 25,000 companies shows people are saving closer to the suggested 15% with the average at 14.3%. Older baby boomers saving at 17%. Generation X at 15% and millenials at 13%. Companies are also moving people into higher and higher savings rates which is a good thing. 70% of the private workforce has access, companies automaticall enroll employees increasing participation.

Yet the average savings account is still very low at $127,000 and down 3% from 2024. If this is the saving of the well to do with Fidelity accounts then even the well to do are still far behind. And only about 5 million of 24 million are in 401 K savings accounts for 5 years or more.

IPO of Rail America closed at $13,75 cents a share on the NYSE, down 8% from its initial public offering price of $15. A total of 22 million shares were sold at a price below its $16-$18 range. Italy's new government of Matteo Renzi approved a loan of 575 million euros in cash to cover Rome's capital shortfall of 800 million euros for 2013. The decree removes the risk of default. It is an advance to Rome, with Rome expected to come up with a plan to control the deficit and reduce spending.
