The underfunded and corrupt state irrigation departments and their lack of maintenance of existing irrigation systems leads to loss of water to siltation. And dam building is not keeping up with the need to store water and vchannel it to plaes where its needed.

India depends for about 20% of its energy on hydroelectric power. The delayed monsoon in 2012 may have aggravated the load on the power grid in India with farmers needing to pump water and lower hydroelectric generating capacity.
