The Biden administration is proposing strict rules for the $7500 tax credit on new EV vehicles. Rules going into effect April 18 will restrict the credit only to certain models yet to be announced that fulfill strict criteria on sourcing of minerals in the US or friendly countries. Why for some countries base load coal based energy capacity becomes essential with lack of energy storage options. India has realized that without storage simply adding more renewable capacity will pose problems for grid managers. A study published by UNICEF shows that of 55 countries only three showed increase in popular perception of the importance of children's vaccines- India, China and Mexico. The Vaccine Confidence Project is conducted by the London School of Hygiene and Tropical Medicine. The study says a total of 67 million children missed out on vaccinations between 2019 and 2021 the years of the pandemic, vaccination coverage decreased in 112 countries, and much backsliding in vaccination happened that needs to be corrected.

Flamanville 3 in Normandy is a new generation nuclear reactor in France. The last one was Civaux 2 in southwestern France. This is reactor with new safety standards and more productive. It produces 1600 megawatts MW enough for 2 million homes. The complexity- 12 years after original schedule and cost 13.6 billion euros instead of 3.3 billion euros. 

France gets 60% of its energy from nuclear unlike Germany which closed 3 of its last nuclear reactors under policy of Merkel.

Norihiro Kato, a professor at Waseda University, describes the change of heart of former prime minister and LDP leader, Junichiro Koizumi, after visitng a nuclear waste facility in Finland. Koizumi who supported nuclear power for Japan has now come out in opposition to dependence on nuclear power. Kato presents the idea of a post-growth phase for Japan in which nuclear power is phased out, as is being done in Germany. The idea being that Japan does not strive for a return of an earlier period of growth but looks to creating a new future that is different from the past.

Elections to France's 13 regional councils is showing weak support for president Macron's En Marche party that was newly created by Macron. Macron's party won less than 10% of the vote in the regional elections. The Republicans, former president Sarkozy's party were written off after Macron's win. Instead the Republicans who are conservatives and represent the Gaullist tradition have revived under Sarkozy's health minister Xavier Bertrand. Mr. Bertrand now remains the main candidate with Macron for the French presidential election in 2022. Terrorist attacks, the sense of a lack of law and order, and the pandemic, have revived the conservatives in France. Brexit nationalism, the failure of the socialist Labor party and a shift of laborites in the north of England to the conservatives under Boris Johnson led to a Johnson win in British elections. A similar situation is unfolding in France. Xavier has served under presidents Chirac and Sarkozy, both in the Gaullist tradition. He was Sarkozy's spokesperson in 2007 and helped run Sarkozy's election campaign. He was Health Minister from 2010 to 2012. ...

Claire Ansberry looks at the 65 plus population today and compares it to 35 years ago and finds it is more oriented to exercise, health, and has more accumulated wealth. About 20% of people over 65 years work today compared to 15% 35 years ago, says Pew Research, and of these working 65 year olds two thirds are working full time compared to half in 1987. They are wealthier having median net worth of $410,000 today compared to $282,000 in 2010 much of the 45% gain made in the last 2 years from rising house prices and stock investments. Those over 75 years have a 13% gain. Overall the wealth is significantly higher today. ...

Vernon Smith asks the question why when $10 trillion in losses were experienced in equities in 1999-2002 the financial system did not collapse, and in 2008 losses of $3 trillion in mortgages held by homeowners resulted in a collapse of the financial system. In the 2002 period the losses, he says, were borne largely by institutional and individual investors who largely owned the assets outright. In the 2008 crisis homeowners purchased about 90 to 100% of the housing assets on margin, and declines in value of 50% or more in the low price tier were seen for homes bought at the peak of the bubble. These losses were transmitted to banks and lending institutions. The consumption binge added to the debt of households. The result is that lending went down sharply for durable goods consumption, and this is seen in the decline of auto sales of 41% from Feb. 2008 to Feb. 2009. The collateral damage then occurs in retail and labor markets. This is similiar to how Ben Bernanke viewed the Great Depression crisis in an important paper- the inability of the financial system to perform its economic role of lending to households for durable goods consumption and to companies for production and trade. This understanding is different from the Friedman view of a contraction of the money supply, and the view that excessive speculation caused it. Bernanke's experience studying the causes of the Great Depression uniquely qualified him to address the causes of the global financial crisis of 2008....

At a time of online retailing one retailer, Irish retailer Primark in Europe, has stuck to analog and retailing with bargain clothing in stores. It has avoided the online trend since its founding in 1969. It has about $10 billion in sales in Europe and plans to open 26 stores in the US.  Clothing for men and women and children that costs $10-$20 can be found in these stores. It is useful at a time when Europe and the US are facing a cost of living crisis. And when Bangladesh clothing factories are suffering from a one third drop in sales bringing the country's foreign exchange dollar reserves crisis levels of $26 billion.

It is Dublin based and owned by ABF Foods a British company, that is in turn owned by a Weston Canada family. Like Inditex based in Galicia it is based in a smaller European location. It has one third the sales of Inditex's Zara and half of Sweden's H&M.

Mr. Newsom's win by a large margin in California's Governor recall election suggests a new approach might work for Democrats in pushing back on Republican challenges. This is to focus on the Covid 19 efforts of government and make Mr. Trump the issue to generate enthusiasm among Democrats. US president Biden says the Newsom victory is a result of voters supporting the approach taken by Democrats for response to the pandemic: "strong vaccine requirements, strong steps to reopen schools safely, and strong plans to distribute real medicines." The California governor recall election results are that 64% voted for Mr. Newsom, more than the 62% who first elected him governor, and close to the 63% who voted for Mr. Biden in 2020 US presidential election. Democrats outnumber Republicans two to one in California yet the results showed this new approach might work for Democrats- working at the grassroots level to build support and energize its voter base, and to follow its own action based approach to Covid 19. ...

Scenarios in which Boris Johnson could come out ahead. Politico offers one such scenario in which Johnson makes gains in the general election because of the lack of popularity of Jeremy Corbyn of the Labour Party.  Yet this cannot be assumed. The reason could be that in three years after Theresa May and Boris Johnson leading Britain as leaders of the Conser vative Party, the party has lost much of its support, and whittled away a lot of public goodwill. The Conservative Party is now in power for 10 years since the last Labour party administration of Gordon Brown, 10 years of austerity since the financial crisis of 2009 from banking mishaps. The mood of the country is shifting away from austerity. The credibility and trustworthiness of Boris Johnson and Mr. Cummings could become an issue in the general election, with the Conservative Party lacking its moderate supporters. The Congressional Budget Office analysis of the Republican House health Care bill shows 24 million Americans would lose health insurance over 10 years. In terms of budget savings the bill saves $337 billion over 10 years. The increase in uninsured comes from the roll back of expansion of Medicaid under the House plan, the reduction of tax credits, plus the removing of income based credits replacing it with tax credits based on age. President Trump is promoting the bill saying it will reduce the premiums that have gone up since Affordable Care Act was passed and increase competition. House Speaker Ryan in promoting his plan says he is not in "some coverage beauty contest." The House Plan says Ryan, does not mandate that all be covered, but simply says coverage is in a free market giving people the option to buy insurance that they want, so that the numbers of insured would not be as many as under a mandate.
