Throughout the US air campaign in Iran China pursued the policy it had set at Busan of not letting it affect US- China relations and the DJT visit to Beijing believing it sets the basis for the future course of US- China that affects the whole world beyond regions such as the Middle East where little headway has been made in bringing about peace. China US, EU, India, Brazil, Latin America, Africa, Indonesia, make up most of the world's population and China remains focused on ensuring the US and China can through their cooperation maintain peace in the world overall. This is reflected in this statement of China's Foreign Ministry on Busan meeting as the beginning of something new and big for the world- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the space for cooperation between China and the United States." This relates to China's worst fear, worst nightmare - that before it can become a fully developed economy for 1.4 billion people it would find itself in the situation that faces Japan of an aging society and weak growth something Japan faces as a fully developed economy much smaller of 120 million people. Japan per capita GDP is at $36,000 2.5 times China's at $14,000 and about a fifth of Germany's at $64,000, about a seventh of the USA at $92,000. So that if China does not continue along the path of development it has followed since 1990 working with the US and EU it faces the prospect of losing forever the prospect of joining Japan and fall into lower than middle income status when large parts of the interior of China a third of its economy that is rural are still living in poor economy status with per capita GDP of $3500, which is 8% of the GDP per capita of the poorest state heavily rural state of Mississippi in the US. Even Shanghai and Beijing with about $32,000 per capita GDP are only about 58% of the per capita GDP of Louisiana in the bottom one third of US states. Xi Wang Yi, Lifeng are doing what China must do to compete with advanced US and European economies and Japan- continue to work with the US on the development model that has worked the best for China since 1990. It is not about supplanting anyone China is serious when it says here- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world." ...

A unanimous vote of the Chinese Communist Party Congress now puts "Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era" into the Chinese Constitution. As the 19th Party Congress ends Xi Jinping joins two other leaders of the Communist Party Mao  Zedong and Deng Xiaoping, who were so honored. It also appears that unlike previous leaders Jiang Zemin and Hu Jintao, Xi Jinping is concentrating authority and direction for China. This Congress marks the end of Xi's second five year term as party general secretary.  Under Hu Jintao there were efforts by some Communist leaders to create new power bases. This period ended with Xi Jinping bringing a clear direction and authority under the Communist Party. This has led to China taking on a leadership role in the world economy and global political affairs after the election of Trump in the U.S. in 2017. The management of the economy also has provided a soft landing after threats of disruptions in trade relations with the U.S. ...

The first of many coastal wind turbine energy projects on America's coastline produces energy. The Vineyards Wind project in New Bedford harbour in Massachusetts sends 5MW of energy to the New England grid this week. The Operator says 5 850 feet tall turbines will be operational early this year. In all 62 turbines will generate wind energy, enough to power 400,000 homes. The White House's and president Biden's target is for 30 gigawatts of wind energy to power 10 million homes by 2030. Understand how Danish companies are leading the effort which is also why Danish companies were invited to India for its nascent wind energy industry. Copenhagen Infrastructure Partners is the developer with Avangrid of Spain. South Forks Wind is a smaller 12 turbine project off the New York coastline which s being developed by Orsted of Denmark. This Guardian report says some of the opposition to these projects in other parts of the country are coming from fossil fuel companies that seek to prolong the use of fossil fuels in the face of warnings of climate change by scientists and other leaders in government and industry. ...

Agassi suggests living in the present and avoiding future tripping thinking and solving problems for the future which may not exist. Agassi describes his daily routine. He says know yourself and you can't come into a relationship needing the other to be complete.  For breakfast he has oatmeal with protein or some granola and fruit. Less well known is that Andre Agassi is from Las Vegas, and has a thoughtful autobiography "Open" that is remarkably honest about his survival in the competitive world of tennis after many struggles with parental pressure to win. Yet he comes through having made his own choices. Wuhan has announced  only 3 new confirmed cases since March 18. Restrictions on travel were lifted after a 77 day lockdown on the city, allowing inbound and outbound travel. Some restrictions on housing complexes have been tightened after reports of dozens of asymptomatic cases. The number of asymptomatic cases remains unknown. There is a fear of a second outbreak and authorites are staying vigilant, as it is feared that the first outbreak was worse than previously thought. Epidemiologists, intelligence agencies, and health experts believe the number of cases reported in Wuhan and China are undercounted. This could be they say a result of local officials wanting to present a better picture, of not enough testing in the early stages, not counting people who died at home, and including people who died of pneumonia under pneumonia instead of coronavirus. Dr Birx, head of the U.S. response effort,  says the U.S. lists people who died of pneumonia in New York as coronavirus deaths because of how widespread it is there, hitting seven people in a thousand. In addition there is a problem for all countries in counting people without symptoms. No one even knows how big that is, and Dr Birx in the U.S. says it is important to find out. ...

Questions are being raised about the lack of fairness in the cuts imposed in Greece - and the IMF acknowledges this- where the minimum wage was cut by 22%, but the most highly paid civil servants had their salaries cut by 10%. Germany's finance minister Wolfgang Schauble told the German daily newspaper Der Tagesspiegel: "I really feel for the people of Greece. The vast majority now hard-hit by reform and austerity measures... can do nothing about the backup in reforms, the loss of competitiveness and the unproductive use of funds in the past." In Greece there is a separate wage scale for the highly paid public sector employees such as doctors, diplomats, professors, and uniformed personnel in the military and police. This is different from what the ministry bureaucrats, hospital support staff and local government administrators get paid. This group took only a 10% cut, even though it makes up one third of the payroll according to IMF and EU estimates. The cuts to the minimum wage were made to improve Greece's competitiveness and because in Greece during the last decade wages went up much higher compared to Germany. Brian Carney pointed out in a Journal article Feb. 14, 2012, that nominal private sector labor costs went up by 62% in Greece from 2000-2008 compared to 15% in Germany. Showing the nature of the fight to make the cuts more equitable, is the resistance to the IMF-EU insistence on cuts to the highest pensions which amounted to $178 million. In the end prime minister Papademos said the monthly pension of $1975 was reduced by $32 or 1.6%. The lack of fairness creates more uncertainty about the cuts as elections are expected in April, only 7-8 weeks from now, and fears that this may not hold when a new government is elected. For this reason the IMF-EU officials are considering putting the $170 billion bailout money in an escrow account....

Prof. Cochrane of the University of Chicago goes over the Federal Reserve's new "Enhanced Prudential Standards and Early Remediation Requirements" for big banks. He finds serious shortcomings in the Fed's proposals to regulate the largest banks. He points to the proposal that puts less than one dollar at risk for every 10 borrowed dollars as ridiculously low, and says the Fed is admitting it really does not know how to correctly measure and regulate credit exposure in today's banking system. The Fed's remediation requirements are basically ways to get regulators to take action early with "triggers," because regulators were slow to act in the last crisis. This is down to regulating the Fed, not the banks. As stated in recent editorials in the Journal, and supported by Daniel Tarullo at the Fed, the best way to protect the financial system is in having capital reserve requirements that are high enough and reliable enough for a crisis.

German leadership in the eurozone and the EU- with the strong stand for eurozone countries to do their economic homework and restore fiscal balance, and the action taken to bring the EU countries together on Russian intervention in Ukraine- is leading to questions about the dominant role played by Germany. Chancellor Merkel has played a leadership role partly because of the absence of other leaders with strong support in their home base who could provide such leadership. Merkel's poll rating in Germany actually shot up during the eurozone crisis from 40% in 2010 to 70% in 2013, and steady at 67% in June 2015, as German taxpayers and voters see Merkel as preventing debt ridden countries in the eurozone passing on higher costs in the debt crisis to Germany. With German wages kept low for the last decade to ensure a economic recovery and lower unemployment, Germans see no reason to support other eurozone countries when a low wage sector exists inside Germany, except under conditions that ensure fiscal balance. In a Harris poll taken in France June 30-July 1, 2015, Chancellor Merkel is rated higher at 43% expressing approval compared to 36% saying they approve of French premier Hollande's handling of the Greece and eurozone crisis. Over 50% of people in Spain and in France disapprove of Merkel's handling of the eurozone crisis, yet two thirds of France's main centre right party support Merkel's handling of the eurozone crisis. In the Harris poll when asked how Merkel, IMF, Hollande and Tsipras handled the Greece crisis people polled in France gave 43% approval to the IMF and Merkel compared to 36% for Hollande and Tsipras of Greece, and 60% disapprove of Hollande and Tsipras handling of the crisis compared to 53% disapproval for the IMF and Merkel. The Christian Democrats party in Germany has dominant leaders in its tradition starting with Konrad Adenauer in the early postwar years, through the Kohl years during reunification and Merkel in the eurozone crisis. By contrast the Social Democrats from the period under Wily Brandt, through the Schmidt years and Schroeder have operated under more of a consensus leadership. Under Sigmar Gabriel or some other Social Democratic leader Germany is likely to have a different style of leadership in the future, especially because the German public does not favor Germany playing this kind of dominant role. At different points in the eurozone crisis Merkel's leadership was needed for decisionmaking- making banks take a 50% writedown on their loans in negotiation with Charles Dallara in Brussels, calling for Italy's president to bring in a new government (led by Mario Monti) when premier Berlusconi failed to make needed changes, and providing flexibility for spending rules for Spain, Italy and France. Merkel has actually moved to the centre to maintain popular support inside Germany, especially since the new coalition government was formed with Social Democrat leader Sigmar Gabriel. On the other major issue of immigration Merkel has provided decisive leadership to prevent the rise of anti-immigrant parties in Germany. China gives Sri Lanka a $1.1 billion loan for infrastructure projects, roads, airports and power stations. Interest for loans has ranged from 4 to 6.4%, higher than World Bank loans but lower than loans from western commercial banks. Sri Lanka has $54 billion in debt, with large debt payments for a nation of 20 million. Chinese loans have helped build a expressway from Colombo to Katunayake airport, Puttalam power station, and a port at Hambantota. New loans are for work expanding Colombo's port facilities. During the 2015 election campaign the UNP party was critical of China's loans given to the Rajapakse government. The current UNP coalition of prime minister Ranil Wickremasinghe is continuing work on Chinese projects on the island and at the same time seeking  loans from India and Britain to maintain balanced relations. Merkel's leadership as Germany goes through the economic crisis. There is not much enthusiasm for further reforms among the Social Democrats or the Christian Democrats. Other than raising the retirement age to 67, the mood is not for any changes in that direction. The economy will contract by 6.1% but Merkel's decision is not to go in for a big stimulus under pressure from the US, and instead stay with the status quo combined with help to workers for unemployment benefits and for retention of workers by companies. As elections approach Merkel is considered favorably, and according to a recent poll by Forschungsgruppe Wahlen nearly 60% are satisfied with the grand coalition of the CDU and the SPD, 78% think Ms Merkel has done well as chancellor, and 58% want her to remain on the job. Actually Merkel's popularity is behind the CDU's prospects, the CDU itself is popular among only 35% of voters. Her analytical habits from her training as a physicist show in the way she is governing, which is thoughtful, and connects well with voters. Merkel benefits from the reduction in unemployment. Unemployment fell from around nearly 5 million in 2005 to around 3 million in 2008. The risk is that Merkel's popularity may be affected by an increase in unemployment to 5.1 million from the averaage of 3.3 million in 2008, according to an OECD estimate. Merkel stands behind a German response to the crisis which is to support the priciples of a social-market economy, make unemployment as least painful as possible to the jobless, to keep every job that can be saved in the nonfinancial sector with a 115 billion euro "Germany fund" providing guarantees and credits to companies that are in trouble because of the credit crisis. Stimulus packages of 64 billion euros supported the auto industry with subsidies to car buyers, and subsidies to keep workers intheir jobs. The idea was to come up with a German version of the response to the crisis by balancing the need to respond based on German conditions, and the concerns for inflation and the budget deficit, that is shared by most Germans. THe vision offered by Merkel is that of a physicist daughter of a protestant minister in East Germany, who is low on the rhetoric and good on substance, and willing to make decisions based on careful study and discernment rather than ideology, without sharp swings in any direction. Her vision comes from her days as environment minister, which is quietly pushing Germany into the forefront of countries developing renewable energy, moving ahead in energy efficiency, with anational goal of cutting emissions by 40% by 2020. The other areas are immigration and education, both key to the future of Germany because of the huge demographic change happening there. She has afamily minister Ursula von der Leyden, who introduced "parents pay", a14 month stipend for parents of newborn children linked to salaries, and to to improve daycare by providing places for 35% of children aged three or less by 2013. And Merkel has approved 18 billion euros of additional funding for research and universities. Says Leyden Merkel has made "daycare" an acceptable term in the CDU, and made Germans accept that they are an immigration country. Which tells you that you have to look closely to find the reasons for Merkel's popularity, which does not carry the rhetoric of an Obama, but is just as effective in German conditions. There are deepseated demographic changes going on in German society, which require a cultural change, and change in mindset, such as that for daycare, immigration, and blending the best of the old in the social market economy with the new like the changes in the educational system. The Economist says that in big cities today nearly half of the children under 15 are immigrants or their children and grandchildren, who are more likely to be poorer, unemployed and with less education. ...

Paul Krugman in NYT outlines the options president Biden faces if Republicans decide not to increase the debt ceiling in the House of Representatives. All the alternatives are better than defaulting on the national debt. All options also create some short term volatility in financial markets before things stabilize. Biden and Democrats refuse to allow a repeat of negotiations of the kind Mr. Obama made with Republicans on the debt ceiling. The cuts a small faction in the Republican party is asking for come from spending that has already been approved by the House. It is also spending that meets the needs of the American people during a cost of living crisis, and for national priorities in fighting climate change, health and defense. Krugman also points out that cuts to welfare spending won't put more people to work as the unemployment rate is at a new low, and the theory behind it in this situation only deprives the neediest from getting help during a cost of living crisis. ...

Safety checks at Norfolk Southern are the subject of this report in the WSJ. The derailment of a freight train leading to spill of toxic chemicals in Ohio on Feb 3, 2023, led to concern about the safety practices at American railroads in the efforts to cut costs. The National Transportation Safety Board has opened a probe into the safety culture and practices of Norfolk Southern. One practice called PSR or precison scheduled railroading has been used by railroads in America to cut costs. This means fewer employees, longer freight trains as long as 3 miles, and fewer locomotives. The result is that employees count went down from 159,000 in 2011 to 115,000 in 2021 a drop of 28% even when freight dropped by 11%. This increased profits resulting in higher dividends and stock buybacks, with a heavier workload and less time off  even for sick days until a threatened strike. President Biden intervened to set a new pay and work deal and an element of fairness for workers. ...

About one third of cars in China will be electric cars by the end of 2023 from one fourth today. Compare this with 6% of cars being electric in the US. EU, US and Japan are far behind. Toyota has only now ramped up EV's with a new CEO. In the domestic Chinese market 80% of EV's are made by Chinese auto manufacturers, And this could go up to 90%.  This means the share of the Chinese market for German and US manufacturers is actually shrinking. Chinese buyers now prefer Chinese brands over foreign brands. Over 4 decades says Keith Bradsher in NYT the US and European auto manufacturers trained a whole generation of Chinese auto engineers who now work for Chinese electric auto makers. This is one market in which China has built a formidable capacity. This is also a big contribution to cutting emissions from fossil fuel powered cars after China's massive use of fossil fuels over two decades worsening climate change.

Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

A heat wave over northern India with New Delhi recording temperatures never seen of over 50 degrees centigrade happens just as voters go to the polling places in May 2024. Results will be announced June 5 for parliament's 543 seats. Turnout is considered to be resilient in the face of the heat wave with only 20% of the voting seats having lower numbers of voters than 2019. The drop in voting was slight of 1.5 percentage points overall from 67.2% to 65.6%. The last phase starts June 1, and 485 seats have voting completed.This vote is all about development and delivery of infrastructure, jobs, and modernization, improving governance and rapidly developing the country held back for about six decades after independence during which Japan recovered from the war, and China rapidly modernized its economy, and India only setting the beginnings of recovery in the administration since 2014, with prime minister Modi setting the goal of a modernized country by 2047 or Vikshit Bharat. ...

Jake Sullivan addressed the Brookings Foundation on Biden's economic policy saying Biden wanted different backgrounds to understand the needs of people in the US, that domestic needs for jobs and manufacturing, for infrastructure, would now drive foreign relations. That this was a key aspect of the Biden economic policy. Harris and Sullivan have worked together. ...
