After hurricane Helene only about 10% of FEMA workers are available for Hurricane Milton headed towards the Tampa Bay Area at 175 miles per hour.

Christopher Flavelle of NYT  points out FEMA desperately needs more funding and staff as it is responding simultaneously to many disasters. The full effects of climate change in more and more natural disasters all across the US have not been taken into account for the added funding and staffing needed. In this situation FEMA is spread thin causing other problems such as attrition and burnout and unfilled positions.

The Government Accountability Office report found in 2023 that 35% of FEMA's positions were unfilled, because of “rising disaster activity during the year, which increased burnout and employee attrition.”

There are also lot of people who are out of work in disaster areas who can be pulled in for disaster work.

Spirit Airlines strategy to charge for almost everything from snacks to bags, reservations on the phone and other items for a flight- making it a bare bones flight like that of European budget carrier Ryanair- has proven very successful. Spirit's net profit per plane is now the highest by far in the U.S. airline industry. Spirit leads with $2.06 million profit per plane, followed by Delta at $1.21, United $1.19, JetBlue $0.51, Southwest $0.32, US Airways $0.21, and American at a negative $2.32 million, according to Ascend and FactSet Research. Spirit has stayed away from business fliers, instead pursuing the frugal flyer, other than the seat everything has a price. Boarding passes cost $5, water $3. Spirit started the trend to charge for bags. Southwest has moved away from the no frills arrangement and Spirit is gutsily moving that way. Carryons in the overhead bin run $30-$45. Compared to other airlines which get only 6% of revenues from add on charges, Spirit gets about 50%. Since 1989 Spirit earned $289 million, compared to $1 billion for way larger Southwest. Bill Franke, a former CEO of America West Airlines in 1990's, bought Spirit with the idea of modeling it on Ryanair in Europe, after Spirit could not turn a profit flying Midwest passengers to Florida. He teamed up with CEO Baldanza to run the operation on a hands on basis with only 1% going for advertising, and Franke doing some of the ads in emails. Running flight on a tight schedule means late flights and with tight seating and strict refund policies, Spirit has many complaints. It has the worst on time performance in the industry. Yet it has planes running close to capacity in today's frugal customer environment. Prices are about 30% lower than competitors according to industry analysts. Franke and Baldanza seem to revel in this, sensing that they have struck the right tone for a frugal flier, and outdone cost pioneer Southwest. ...

The International Energy Agency estimates that a price of $100 a barrel would mean U.S. imports of oil at $385 billion, and European Union imports of $375 billion. This is $80 billion in addition spending on oil imports for the U.S. and $76 billion for the E.U., compared to 2010. The impact of a $20 increase in the price of a barrel of oil translates into a 50 cent increase in price per gallon at the gasoline pump. Economic estimates show a drop of 0.5% in GDP growth for the U.S. resulting from such a price increase of $20 per barrel.

Sears Holdings spent $1.46 per square foot in 2012 on its stores compared to an average of $9.45 per square foot for Target, Penneys, Walmart, Lowe's and Home Depot, according to this report. Lampert counters this by saying his fund made investments in technology and online retail. Yet Sears stock is up 41% for the year by Oct 2013 largely on the basis that Sears Holdings is worth much more for its parts. A new $490 billion aid package in Japan is designed to help families and small business. Families with small children will get $900 per child and small business will get $22,000 each if they can show they were affected by the pandemic. Wage increases for nurses and care workers. Economy minister Yamagiva in the new Fumio Kishida government says this aid will "bring security and hope to the people by rebuilding the economy." Japan is following the US by providing aid to the people and business to help rebuild after the lingering effects of the pandemic. In the US president Biden is expected to pass a $2 trillion package including help for child care, paid leave for caregivers and mothers, other aid, and a big investment to tackle climate change.

A traffic jam on Highway 110, leading from the border with Inner Mongolia to Beijing for 60 miles, is now passing 10 days, with traffic inching along at 3 miles per hour. With roadwork on a highway from Beijing to Tibet starting August 13, sections of a major road which circles Beijing have been closed. Chinese bought 13.6 million vehicles in 2009, compared to 9.4 million in 2008. China is building roads, but cannot keep up with this surge in automobile use, especially in Beijing. A study by IBM puts China at the top for "commuter pain," the pain suffered by drivers as they stay stuck on roads. In fact China's media reported that average driving speeds for Beijing could go as low as 9 miles per hour, if car sales in Beijing keep growing at the rate of 2000 new cars per day. According to the Beijing Transportation Research Center, Beijing will have 7 million vehicles by 2015. Beijing was once known for bicycles in the Mao era, and this could be the pace that traffic moves says the Center....

China adopts a two child policy nationwide in October 2015, abandoning a one child policy adopted in 1980. Experts had warned for years of a policy that would lead to fewer young people, and a rapidly aging society. UN forecasts show China will have about 400 million people over the age of 60 in 2030, 25% of the population in 2030, compared to 14% today if current trends continued. Growth of elderly people would burden the pension and health care systems. The birth rate of 1.4 children per woman is lower than in the U.S. today.

The automakers are still stuck with dependence on pickups like the Dodge Ram which provides 17% of domestic vehicle sales and the F-150 pickup truck for Ford which provides 26% of domestic vehicle sales. Even though they earn estimated $5000 to $10,000 per pickup this dependence has hurt the automakers, as they are losing money due to the neglect of the rest of their lineup. In 2008 the domestic pickup sales will decline 10% to 2 million units from 2.2 million according to Global Insight. Sales to customers now will almost entirley be to construction industry users in a bad construction market, as other customers who used pickups for general use are shifting to other vehicles.

WIth India's oil imports at four fifths of the country's oil needs, the depreciation of the Indian currency, the rupee, is especially painful. The rupee exchange rate has declined from 55 per dollar at the end of May 2013 to 64 per dollar in August 2013, a 14% decline. India provides full subsidies and this accounts for a large part of the current account deficit. Government cuts in fuel subsidies to reduce the current account deficit are diluted by the depreciation of the rupee, with a fall of one rupee in the exchange rate equal to 4 months of cuts in subsidies, according to Moody's analyst Vikas Halan.

Norway's oil and gas industry companies like Statoil buried carbon dioxide deep in the seabed for natural gas extracted offshore. Sttoil's carbon dioxide emissions per ton of oil and gas extracted is 39% of the industry average as a result of technology and tax saving measures after Norway enacted laws taxing at the rate of $65 per ton of carbon emitted by the oil and gas industry. But overall because of the growth in Norway, more offshore production of oil and gas, and use in the transportation sector, Norway's emissions have gone up by 15% compared to 1991, when Norway was the first to put a tax on carbon dioxide emissions.

The sharp drop in oil prices from the Saudi decision to increase output and cut prices is putting the U.S. oil shale drilling industry in a difficult position. About $200 billion in debt is coming due in the next couple of years for oil shale drillers who made large investments to get U.S. oil production up to 13.1 billion barrels per day by Feb. 2020. Most U.S. oil shale producers cannot make a profit at the oil price of $34 a barrel after oil price declines on March 9, 2020. At $34 these producers can no longer find it economical to extract oil.

Improvements in birth rate and more immigrants in Germany are making the demographic picture look better in Germany. About 13 million people are expected to reach retirement age in just a few years, according to Prof Enzo Weber, Institute of Employment Research. This means 13 million new pensioners. Birthrate today is about 1.4 children per woman. At this level of birthrate and even a low rate of immigration of 100,000 per year Germany's population of 83 million today would decline over time. Between 1990 and 2008 more people left Germany than came in with a net outflow. Some level of immigration would be the only way to keep the level of people in the workforce of 43 million today to become stable in the future. This would be needed to support the increasing number of pensioners. Yet the general aging of the population is expected to continue. And a high level of immigration in too short a time such as from the Syrian refugee crisis creates other tensions in the social fabric of society. Germany's very homogenous society faces a challenge that goes beyond the politics of the refugee crisis of today. Too many immigrants in too short a time is not the solution, immigration has become too politicized in today's context, good and early integration of immigrants through language and culture training needs to be established. Prof. Weber points out that the influx of immigrants from Southern and Eastern Europe has helped the labor market, and there is no reason that the labor market could not dry up with the number of people retiring soon. Tackling that will involve making family and career life choices easier and enabling flexible work-life choices, increasing retirement age, and some level of healthy immigration. Hyundai says it can meet the 35 miles per gallon target for its automobile fleet by 2015 instead of 2020, 5 years ahead of schedule. It can do this without relying too much on hybrids, concentrating efforts in the direction of lighter materials, new engine and powertrain technologies such as direct injection, dual continuously variable valve timing, and eight speed automatic transmissions. And Hyundai can do this, says its head of R&D division, Lee Hyun-Soon, by increasing the price of the automobile by only a small amount. Lee says by increasing the cost of an automobile by a mere $100 or $200 a gain of 10% in fuel efficiency can be achieved. Meanwhile US automakers are arguing that the current requirements in a law signed by President Bush in December 2007 for 35mpg by 2020 is too stringent. The G7 countries including the US, France and Germany  and the European Union now support setting a oil price cap of $60 per barrel for Russian oil. This price cap of $60 goes into effect December 5, 2022, and require western companies that do most of the shipping and distributing for Russian oil worldwide to comply. The US favored oil price cap of $65 set at what Russia earned historically on oil exports. Eastern European countries such as Poland wanted to set the price cap on Russian oil much lower at $30 what it costs Russia to produce oil so that it would crimp Russia's ability to wage war in Eastern Europe that has brought millions of refugees to Poland in 2022.  There were also other prices of between $65 and $70 that were proposed by the European Commission. The US wanted to give Russia some incentive to continue its oil exports which it had threatened to stop if the oil price cap was set -and avoid a situation in which oil prices that hit $120 a barrel early in 2022 would not jump to hit $140 a barrel.  Poland has called for a review every 2 months of the oil price cap so that it is close to the market cap. In November 2022 Russian oil is being sold at about $48 per barrel discounted from Brent crude at $86. The $12 difference between $48 and $60 is the US saying to Russia that it is working with moderation just as it had supported Ukraine with air defenses but acted with restraint to limit that to avoid provocative attacks on Russian soil. What does a cap on Russian oil price mean and how is it possible? Western shipping companies ship the oil out of Russia and distribute it around the world. This advantage of the G7 countries is what it intends to now use to bring an early end to the war in Ukraine by cutting into Russian oil generated funding for the war. Shipping an insurance companies that insure shipping based mostly in the west are now required to comply and not carry supplies bearing a price higher than $60.  ...

While the rest of the industry was busy building large vehicles and trucks and SUV's Honda invested 16 million dollars and its time in developing a hydrogen cell capable of powering a car to get 60 miles per hour acceleration in 9 seconds, and speeds upto 100 miles per hour, cut the size of the fuel cell to 150 punds and the size of a box shaped desktop PC, and giving the fuel cell 280 miles on one fillup, almost similar to a gasoline car. What is different is the cleanness, no polluting exhaust and 74 miles per gallon. Only 200 will be built initially, but a production line and mass production is the goal Honda is working on. Already the fuel cells are built on a production line resembling a semiconducor factory, and Honda aims to bring the cost of production down to $100,000 in 10 years or sooner. The nice thing about hydrogen fuel cell cars is that there are no byproducts generated except water and heat. It works by the fuel cell combining hydrogen with oxygen from ordinary air to make electricity....

Seniors helping seniors is the subject of this report by Clare Ansberry in the WSJ. This is a growing trend. Worker shortages increased in the home care industry during the pandemic. Now older workers such as Diane Richards, 81 years, a registered nurse, are filling some of these positions. Ms. Richards worked as a nurse for 59 years and after her husband's death decided to join Right at Home in Bend, Oregon. Some are retirees like Linda McCallum, 79 years, who are taking positions to supplement Social Security income at $20 per hour. Right at Home depends on her, as it lost half its workers during the pandemic. Over 20 years the broader workforce grew by 13%, yet the workers over 65 years working or seeking work increased by as much as 144% or 6.4 million in the US, according to the Labor Department. WSJ shows pictures of these older workers who are dependable and can relate to mobility issues, care of loved ones, need to take health medications in ways that younger workers cannot. ...

Kamala Harris laid out her economic plan for Cost of Living Action at a rally in Raleigh, North Carolina. This includes action to restrict price gouging, excessive prices of supermarkets for groceries. It includes restricting rent increases to 5%, a first time home buyer help with down payment of $25,000, and a child tax credit of $6000 per child.

Kamala Harris said:

"Your salary should be enough to provide you and your family with a good quality of life … such as, no child should have to grow up in poverty. Such as, after years of hard work, you should be able to retire with dignity, and you should be able to join a union if you choose.”

“Our supply chains have now improved, and prices are still too high,” Harris said. “Many of the big food companies are seeing their highest profits in two decades. And while many grocery chains pass along these savings, others still aren’t."
