Italy has 1.5 trillion euros of debt outstanding and this is the third largest behind USA and Japan. About 241 billion euros worth of Italian government bonds are expected to be issued in 2010, with 171 billon euros of this in redemptions. Interest rates need to be low to not widen its deficit. Italian debt is expected to go up to 118% of GDp in 2011 from 103% in 2007 according to Moody's Investors Service.By contrast Spain's debt s expected to go up by 38% in the same period. Italy's households are less burdened with debt than Spain's. still Italian bonds are affected, as yields widened between Italian and German government bonds to 1.58% compared to before the euro-zone rescue plan of 750 billion euros.

Olivier Blanchard, chief economist of the IMF says that as government borrowing around the world surges, interest rates will go up. Governments borrow by selling bonds to investors, and to attract investors the government competes with stock and corporate bond markets for investor's money, leading to rising yields for investors. As the confidence has returned to corporate bond markets this is already happening. From the end of 2008. the yield on the benchmark 10 year Treasury note has increased by one and ahalf percentage points, rising to 3.54% from 2%, the sharpest upward movement in 15 years. In Germany the yield on German 10 year bonds has also risen, rising to 3.57% from 2.93%. Similiarly British bond yields have risen to 3.78% from 3.41%. Congressional Budget Office estimates are that net government debt for the USA will rise to 65% of GDP at the end of fiscal 2010, from 41% at the end of fiscal 2008. In 2009 and 2010 the US government will sell $5 trillion in new debt, according to Citigroup. A decade from now the government's outstanding debt could equal 82% of GDP, or about $17 trillion. Every one point rise in interest rates costs the Treasury $50 billion annually over a few years, and Kenneth Rogoff estimates that this could reach $170 billion annually if the average yield on 10 year Treasury note goes up to 4.7%, as the Congressional Budget Office estimates. This will dampen the effects of stimulus spending. It is a big issue says Rogoff. A year ago under old policy and assumptions before the financial crisis the Congressional Budget Office projected outstanding debt at $5.3 trillion in 10 years. Now the estimate is $17 trillion, which is triple the old number and an increase of $11 trillion. A recovering economy would make these numbers less relevant. But with struggling industries like autos and banks needing more help from the government, and with consumers having to reduce a mountain of debt, a weak economy for a long time and small growth for a decade would make this a story that won't go away. Rogoff says its like what happened to the subprime borrowers, people assuming that the funding is always going to be there. In 2009 and 2010 Citigroup says, the Euro zone countries will sell nearly 1.6 trillion euros or $2.6 trillion in new debt, and Britain will offer 490 billion pounds or $799 billion in new debt. Over the next decade this would slow Europe's recovery and prolong the downturn. Britain faces a bigger problem in the near term as Britain's governmetn debt equals 55% of GDP, and Standard and Poors estimates it could approach 100% by 2013. South America and Eastern Europe will also face the situation of rising rates. Asian countries like China with lower levels of debt are in a better situation, IMF's Blanchard says....

ECB president, Mario Draghi, is interviewed by Wall Street Journal reporters Blackstone, Karnitschnig, and Thomson, at his offices in Frankfurt. The reporters press questions such as- are austerity measures going to work in Greece, what happens with Portugal, what is "good" and "bad" austerity, why aren't eurobonds the answer. Draghi sidesteps the Greece question by saying it will depend on implementation of the commitments in fiscal policy and structural change. He takes the discussion to the general situation in southern Europe, in Italy and Spain, with the high youth unemployment and inflexible labor markets, making the point that there is no alternative to fiscal consolidation considering the excessive debt to GDP ratios of Italy, Spain and other countries. Good fiscal consolidation is where the taxes are reduced and government expenditure is on infrastructure and capital investments. Bad fiscal consolidation merely raises taxes, leaves current expenditures as is, and reduces capital investments. From his experience with the situation in Italy- and a similiar situation exists in Spain- Draghi points to the ways in which inflexible labor markets for the protected part of the population leads to temporary work contracts and few job opportunities for young people. The unemployment rate in Spain for young people exceeds 50%. Draghi's view is that fiscal consolidation is contractionary in the short term, but leads to growth in the longer term as structural changes are made and the confidence channel operates. It is also necessary to be put in place first, so that there is time to put the structural changes in place. He sees the program in Portugal on track. At the same time Draghi is aware of the drying up of credit in Spain, Italy and other countries even after the Long Term Financing Operation, and will respond as the situation changes. On the point of eurobonds, Draghi says it cannot be accepted that you spend and I pay, countries spend as they see fit and then they issue bonds jointly. For there to be trust its essential that each country stand on its own, and this is also a condition for setting up a durable fiscal union. This aspect of his views are consistent with the views of German chancellor Merkel and the northern European countries, Germany, Netherlands, Finland. Draghi is not new to this job after being president of the ECB for 4 months. He was on the Governing Council of the ECB for 6 years and has a good grasp of decisions made in the past. When asked if there is more that he could do for growth, Draghi's response is that the ECB will do the most it can do for price stability in the medium term and at the same time within the terms of the Treaty to promote financial stability. ...

The title is misplaced- does India have an edge with development in Uttar Pradesh after many administrations since Jawaharlal Nehru's time in his home city of Allahabad. Can water and electricity, Jal Jeevan and Swacch Bharat (Clean India) make a difference in India's largest state. Is development for all impartially given, funds impartially allocated indifference shown to caste and religious lines for delivery of services by the state and federal governments? India and China were at about the same place in 1990 as both countries opened up- can India close the gap. Can Indians stretch the imagination to set stretch goals like China has done. Most of the Indians who fail to stretch the imagination fail to remember that Beijing was mostly filled with bicycles for transport during 1990. China remained undaunted in 1990, she persevered against all the odds. So must India. In the US and European Union competition with China it looks to India for restructuring the supply chain. Is Uttar Pradesh a good place for domestic and foreign investment? Water and electricity goals are being achieved in Uttar Pradesh. Fundamental to development is the rule of law, as this sets the basis for development. Adequate infrastructure, a clean India, is what creates a good climate for investment from outside the state and from other countries such as Japan, the US and Germany. Jorg Asmussen, Germany's representative on the ECB'S Executive Board, will take the position of deputy secretary in the Labor Ministry in the new coalition government of Angela Merkel with the SDP. He moves to Berlin from Frankfurt to be close to his two small children and family, who continued to live in Berlin after Asmussen moved to Frankurt ECB headquarters. Germany is likely to nominate Sabine Lautenschlager, member of the executive board of the Bundesbank, to Asmussen's position on the executive board of the ECB. The ECB Governing Council, including the six member executive board and the heads of 17 central banks, will now have the first female member. Ms. Lautenschlager's expertise is in banking regulation, which is relevant today because of the ECB's new role as regulator of banks in the eurozone. Asmussen, who is from the SDP, assumes a position under Labor minister Andrea Nahles. He will be responsible for introduction of the national minimum wage, which was a key demand of the SDP for joining the coalition with Merkel....

The unemployment rate drops to 7.8% from 8.1% in September according to the Labor Dept. The decline partly comes from people taking part time jobs because they are unable to find full time work. The establishment survey shows 104,000 jobs added in the private sector in September, and revises the figures for July and August to show 86,000 additional jobs created. Of the 104,000 jobs added, jobs increased in health care and transportation. Government added 10,000 jobs. Manufacturing jobs declined by 16,000, a cause for concern. A more accurate measure of unemployment is the underutilization of labor called U-6 by experts, this includes part time workers who would prefer to work full time- this has remained at 14.7% for Sept. 2012. The overall picture is that the job market remains sluggish. Because Labor Department numbers are prone to revision this could change in coming months. The slowing economy in China with the new stimulus in China coming in at one eighth the size of the old stimulus (1 trillion yuan over 4 years compared to 4 trillion yuan over 2 years 2009-2010) because of inflation concerns and risks of aggravating a property bubble, and the declining growth in the eurozone- France with zero growth in 2013 and Germany at 0.9%, Italy and Spain declining growth- means the prospects for U.S. economic growth will be lower in 2013. U.S. GDP growth was 1.3% in the second quarter according to the Commerce Department, and Macroeconomic Advisors predicts GDP growth of 1.5% in the third quarter in downward revisions. ...

Spain's prime minister Mariano Rajoy repeats his request that the $125 billion from the European Financial Stability Facility (EFSF), the eurozone rescue fund, be sent directly to recapitalize Spanish banks, instead of being sent to the Spanish government. Capital markets did not respond positively to the aid announcement and Spain's 10 year bonds yields were close to 7%, one point higher than before the aid announcement. Rajoy told the other leaders at the G-20 summit in Los Cabos, Mexico, that it is necessary "to break the link between risk in the banking sector and the sovereign risk," according to a Spanish official. The European Commission and some EU governments support this, but Germany remains opposed to such a move. Spain paid higher rates on 3.04 billion euros in short term debt financed on June 19, 2012. Spain plans to sell 2 billion euros of two, three and five year bonds on June 21. Part of the problem for investors is the lack of clear accounting and transparency of the total debt of regional governments in Spain, and bad loans at banks, which it is feared could be much larger than the $125 billion in rescue funds from the EFSF. This is a result of the housing and asset bubble in Spain of the last two decades since joining the EU. The $125 billion would take Spanish debt to GDP ratios to 90%, which is lower than Italy's but comes at a time of unemployment at over 25% and a declining GDP, increasing investor uncertainty....

Germany's Economy minister Zypries warned that Germany would take legal action by taking the case to the World Trade Organization if president Trump imposes tariffs above that allowed by WTO rules. She said this before a meeting at the White House between president Trump and Chancellor Merkel. The U.S. is Germany's largest export market with 107 billion in imports and the U.S. exports 58 billion euros of products to the U.S. Zypries accepted that the large trade surplus of Germany was "a problem," but that America "needs our machines and industrial plants" for the time being. Germany has insisted that it does not provide unfair advantages to its companies, and that German companies were simply more competitive. Trump has focussed largely on China for anti-competitive practices, though he mentioned BMW by name during the campaign. In the last 2 years the euro has depreciated significantly against the dollar giving German companies competitive advantage, largely as a result of the ECB- in opposition to German economic policy- trying to stimulate the economy of other southern eurozone countries such as Spain, Italy and France. ...

This report in the Economist points to the improved situation for Mexico after the scare from Trump's plans to build the wall and deport large numbers of immigrants. The peso dropped by 15% between mid November 2016 and January 2017, but has since recovered, and non-oil exports were up 5.5% in February 2017 over prior year with the manufacturing growth in the U.S.  Growth forecasts are now up from about 1% GDP growth previously to 2% for 2017, close to the 2.3% in 2016. Much of the change in mood in Mexico is a result of the failure of the early travel bans being blocked in the courts, the failure to get health care legislation through Congress, and the effort by the trade advisers and economic advisers around Trump to move Trump's positions more to the centre and closer to traditional Republican party positions. Wilbur Ross, the Commerce Secretary, says " a sensible agreement" can be reached with Mexico. Peter Navarro, trade adviser, talks about making "a mutually beneficial regional powerhouse." Robert Lighthizer, a veteran from the Reagan days, is likely to be made the new U.S. Trade representative. Still as the Economist points out the "20% border adjustment tax" continues to be supported by Paul Ryan in Congress to pay for tax cuts. But certainly the mood has lifted in Mexico in the first 100 days. This is true for economic policy in relation to China and Germany, and the close circle of Ross, National Economic Council head Gary Cohn, and Secretary of State Tillerson is moving Trump to the centre in policy statements to get things done. Mexico is faced with internal challenges of reestablishing the rule of law, improving infrastructure, reducing red tape and corruption, addressing problems in the education system, to promote economic growth. These challenges may prove to be as large as the external challenges were once thought to be. ...

The CDU takes 32% of the vote in Saxony down from 39% in 2014, 5 points ahead of the AfD, and he SPD wins in Brandenburg with a 3 point lead over the AfD. The federal government in Berlin is run by a coalition of the CDU and the SPD. The east west divide in Germany clearly shows with the AfD doing well in the former Communist East Germany. People in the east feel that they are "second class citizens" and this plus the migration policy of chancellor Merkel that alienated many including its partner in Bavaria, has given an opening to the AfD that has exploited these divisions. The AfD now has an ultra right wing and both the mainstream parties the CDU of Merkel and the SPD of Willy Brandt campaigned against it. The AfD or Alternative for Germany Party is basically a creation of chancellor Merkel's open migration policy which has affected Europe and may have provided the small margin to the pro-Brexit parties in Britain in the first referendum. The CDU and the SPD now look set to seek new leadership to tackle the problems of infrastructure neglect, the impact of the migration policies in fragmenting politics, increasing inequality, and the policy towards Britain and other states in the EU. ...

Italy's prime minister, Mario Monti, a senior EU official before becoming prime minister, has the credibility and credentials to bring the French and German sides together on a new plan forward for the European Union, says Steven Pearlstein of the Washington Post. In this report from Rome, where leaders of Italy, Spain, France and Germany are meeting to discuss solutions Pearlstein describes the solutions Monti is putting forward. The European Investment Fund would be built up so that it has funding of about $175 billion or 1% of Europe's GDP to finance truly productivity and growth enhancing projects of innovative small and medium sized business in transportation, energy, education and environmental sectors. These companies have suffered shortages of capital as banks pulled bank from lending. It is the inadequate private investment that is causing the greatest damage in this crisis and $175 billion is at the low end of the amount needed in this crisis. Other steps Monti is pushing forward- for immediate steps to tackle the crisis deposit insurance to prevent a run on banks is essential for European banks. This would come with a eurozone regulatory authority that would have the powers to regulate European banks. The European Financial Stability Facility would be the "sovereign buyer of last resort," under Monti's proposal. Eurobonds come up as a key part of the solution. This is not because German and French taxpayers would be required to finance economies of Spain and Italy. As was shown by the U.S. Troubled Asset Relief Program (TARP) a well designed program could pay for itself. This would include the EU financial authority taking up stakes in the banks getting help and closing banks that are insolvent. The key point is that if properly executed and executed in a timely and appropriate way this does not have to cost French and German taxpayers- the important thing being to support the eurozone economies before the situation deteriorates. Borrowing at 6% for Spain and Italy will only put the situation out of control as deficits rise rapidly. The concessions for tighter regulation of European banking systems, reducing risk in banking, setting up adequate reserves, closing poorly run banks, and ceding powers to a European Financial Authority that can make the final decisions, are the steps that would have to go with these arrangements. Sound financial management requires that the kind of banking risks taken in the speculative bubbles in Spain, the lack of transparency and credibility in banking estimates of bad loans in the system, and the glossing over the problems at Bankia, would have to be addressed in solutions through regulation by a credible European Financial Authority to convince skeptical German public opinion that financial accounts are conducted in a proper manner....

Coordinated action by the governments of France, Britain and Germany each with its own package depending on its own circumstances but committing over a trillion dollars to rescue plans for financial institutions. In Britain the government moved to take majority stakes in 2 of its largest banks, the Royal Bank of Scotland, and the newly combied bank of Lloyds TSB and HBOS in exchange for a $64 billion capital infusion. In Berlin the German government setup a 480 billion euros package consisting mostly of loan guarantees, with 400 billon euros in guarantees for inter-bank loans and another $80 billion euros for direct injections of capital to help weak balance sheets and purchase toxic or illiquid assets of German banks that are at the brink of collapse. The French have setup their own 360 billion euros package. The French government will create a fund to raise money to guarantee debt for upto 5 years in a bid to make cash available to banks. The banks can access these funds in exchange for putting up their own collateral, including debt not currently accepted by the ECB. And a state sponsored company will provide upto 40 billion euros in direct capital injections to banks that request it in exchange for equity stakes. In addition Netherlands made $220 billion euros available for capital injection into banks and other efforts and Spain will insure upto 100 billion euros in bank debt. Britain's step are the boldest ones yet and Britain's crisis is also likely to be one of the worst because of years of leveraging and overborrowing. But the German financial system is also under heavy strain and strong swift action was necessary to keep its banking system functioning. While other countries have setup the funds for capital injection like other European countries and the USA, Britain has also take the lead in taking majority stakes in two of its largest banks by Monday, October 13, with the departure of the executives who got these banks into such a mess. Gordon Brown has shown cosiderable leadership in this crisis and has been at the forefront in proposing and acting on workable solutions and swift response while Germany and the USA lagged behind. France's Sarkozy's contribution has been in the area of global coordination which he has argued and worked for and successfully achieved during the last 2 weeks....

Brexit negotiation guidelines from the EU rule out parallel talks on both Britian's future relationship with the EU and the separation agreement negotiations, preferring a phased approach. Only when the first phase of separation is complete or at an advanced stage would the second phase of future relationship with the EU be negotiated. The EU Council president, Donald Tusk, says the process would be long, complex and at times confrontational. Der Spiegel online writing on the negotiation describes the approach in a meeting with the lead German negotiator Mr. Oettinger, on the team of Michael Barnier who leads the negotiations for the EU- Oettinger focussed on what Britain owes the EU, estimated at over 60 billion euros. So far apart are the British and EU positions that Michael Barnier has no idea on the pathway for these negotiations, only awareness of the priorities such as the rights of EU and British citizens in each others region, says Der Spiegel. Looking at Theresa May speaking in parliament about her decision to move forward with Brexit in a letter to the EU invoking Article 50, one senses a mixture of confidence and nationalist appeal, far different from reality on the ground. The Leader of the Opposition cited government figures for a sharp decline in GDP as a result of Brexit, and the Scottish leader in parliament went so far as to say the government attitude in negotiations made "Scottish independence inevitable"- all headwinds Theresa May appears to be ignoring or treating with disdain. At this time the EU and the British prime minister appear to be talking over rather than to each other.   ...

A large gap between the U.S. and Europe for longer term returns, 22 for the U.S. compared to 10 for southern European countries such as Spain, Italy and Ireland. This uses the cyclically adjusted returns based on the Shiller P/E which takes average ten year earnings adjusted for inflation. This WSJ editorial says the EU bailout deal for Cyprus of March 25, 2013, which shut down Cyprus Popular Bank, and aggressively downsizes Bank of Cyprus, is the right move. Under this bailout deal no money from the EU's $10 billion to the Cyprus government goes to bailout banks. Cyprus Popular Bank is allowed to go bust, with only insured deposits below $100,000 protected. Larger depositors are compensated with equity shares in a "bad bank," holding this bank's questionable assets. The good assets of this bank are transferred to the Bank of Cyprus. Bank of Cyprus, the largest bank, will have depositors and creditors take haircuts so that it can maintain a 9% capital ratio- estimated losses of depositors being 35%. All this leaves Cyprus with lower debt of 140% of GDP than under other plans. A large part of these losses will be borne by Russian depositors taking advantage of Cyprus as an offshore tax haven. Germay's Angela Merkel and finance minister Schauble face German voters in 2013 elections. Merkel and Schauble did not want to be seen burdening German taxpayers for bailouts in Cyprus to help affluent Russian depositors....

Sweden's new government elected in 2006 after years of Social Democratic governments, is not in favor of state involvement in industry. The enterprise minister Oloffson says, the Swedish government is not prepared to own car factories. Southwest Sweden where Saab in located, in the town of Trollhattan, will be hard hit if Saab closes. It has 54,000 people, with 4000 employed at Saab. Saab turnedout its first car here in 1947. But its not the same Saab that became known for its engineering. Under General Motors Saab lost its edge as a car with advanced engineering. And last year Saab sold 93,295 cars, 21,383 in the USA, and this year demand will drop steeply. Already losses for 2008 are $343 million. No matter what the label meant in the past, the hard facts are that here is a neglected car company, which may sell only sixty or seventy thousand cars in the years ahead and keep going down in numbers, with no money for investment in new technology in these credit markets for declining numbers, and offering huge losses that may approach half a billion dollars in 2009. Even a Social Democratic government might think to pause. Given Sweden's generous employee retraining, would the money for rescue be better spent in some new field with better prospects....

A music enthusiast who played in a rock band, before studying political science at the University of Hanover, and running for parliament, Lars Klingbeil comes from humble roots in Saxony. He led the campaign which brought the SPD Social Democrats to power in 2020 federal elections, and also into an election where the SPD secured only 16% of the vote a new low in 2025. Klingbeil comes as much of a surprise in the way his amiable manner and personality convinced the CDU leader Merz to give him the Finance Ministry as well as the support for major investments in the German economy. This was a goal the SPD failed to accomplish under Scholz with his Finance Minister from the FDP Christian Lindner blocking investment plans for 4 years. The frustration in the SPD is intense and Klingbeil and Merz coming together on borrowing and massive investments in infrastructure and defense is something of a miracle after the Merkel years and the constitutional brake she put in place on spending.  Right from the start the SPD and the CDU realized that this was their last chance as Merz put it to get things right before the far right or some other party took over. Problems that require investment- in crumbling infrastructure and obsolete transportation, lack of investment in IT, problems in childcare and in cost of living could not be postponed. Risks had to be taken, and the 28% of the vote CDU had needed the 17% of the vote of the SPD with the Greens 12%, total 57% of the 2025 vote, to act fast and decisively. ...

Koizumi who supported nuclear power for Japan has now come out in opposition to dependence on nuclear power. Kato presents the idea of a post-growth phase for Japan in which nuclear power is phased out, as is being done in Germany. Andy Street, Mayor of the West Midlands Combined Authority, says when you consider that London gets 7 times the infrastructure spending per person than West Midlands, "its not bloody surprising" that his region is not growing fast. West Midlands covers a large part of central England, including Wolverhampton, Birmingham and Coventry. Even life expectancy is lower by 8 years in Blackpool, and disposable income can be quarter in Camden compared to North London. Labor's Corbyn and Conservative's Thatcher in the British general election are both campaigning for reviving the regions outside London, that have seen investment in people and technology lag substantially behind London. Regional revival is the big issue in this election. Consider that London which accounted for about 15% of economic output in the 1980's now accounts for nearly 25% of economic output of Britain. Berlin is about 4% of Germany's economy, and Paris 10% of France's economy. A word of caution on Brexit is sounded by experts at the University of Birmingham, who say the whole process of Brexit is so complicated that it may detract from the task of reviving this region. Peter Altmaier is director of the chancellery in Berlin, and is the person closest to Angela Merkel. This report in the Economist points out that Altmaier has played a critical role in steps taken by Merkel- as chief whip in parliament for the CDU during the Greece financial crisis and bailouts, as environment minister implementing the program away from coal based electricity, and in negotiating deals such as the deal with Turkey on refugees, and now with Brexit negotiations. Merkel has asked Altmaier to write her manifesto for the September 2017 election. A member of the CDU's liberal wing, Altmaier is known for being a scholar on German history, especially Bismarck, and a workaholic. Here he is mentioned as a bridge maker for the CDU to the Greens Party and was part of a group of CDU and Green Party politicians who met at an Italian restaurant in Bonn. As the moderates are now dominant in the Greens Party, a CDU coalition with the Greens could be shaped by Altmaier if the election results move in that direction. ...

Angela Merkel's Christian Democratic Union party suffered a major defeat in North Rhine-Westphalia. Exit polls show the SPD Social Democrats party winning 38.9% of the vote, increasing its vote by 4.4%. The CDU won only 26.3% of the vote, dropping 8.3% from the last election. The SPD state premier, Hannelore Kraft, proved to be a popular campaigner. Her opponent Mr Rottgen made debt-financed spending an issue and told voters this was a referendum on Merkel's policies for Europe. Ms. Kraft said after the win: "We made people the central focus again." This has overtones of the victory of Francois Hollande in France, a few days ago, and shows a fundamental shift in Europe. German media described it as debacle for the conservatives considering the size of the margin between SPD and CDU. The Greens secured 11.6% of the votes and this will enable Ms. Kraft to govern easily compared to an earlier minority government she led. This state is the largest in Germany, with one of every five Germans living here, with the capital in Dusseldorf. The Pirates party secured 7.8% of the vote, and the Free Democrats staging a recovery with 8.3% of the vote under a popular young leader Christian Lindner. Upto this point the SPD lacked an effective leader to challenge Merkel. The sense now is that Ms. Kraft will emerge as the SPD's challenger to Merkel in elections in 2013, or earlier. French president Hollande goes to Berlin on May 16, 2012, and the SPD win is expected to strengthen his position in negotiations....
