What happens in North Africa, does not necessarily remain there, says this WSJ editorial, even if European governments and the Obama administration would prefer it to be that way. The withdrawal from the Middle East and North Africa under Hollande, Merkel and Obama, says the Journal, has led to the situation where the entire region is unravelling and being torn apart, leading to millions of refugees in first Turkey and Jordan, and now in Europe. True it says there are risks in intervening, but points to the Iraq where normalcy of life was returning to Baghdad by the end of the Bush administration, and the unraveling beginning only with Hollande (the departure of Sarkozy leaving Cameron alone), and the Obama administration's withdrawal from the Middle East (no action in Libya and Syria, and withdrawal in Iraq), Germany's traditional non-interventional role.

The quota system takes into account population and economic resources, economic strength, in assigning numbers of refugees. It makes it possible to tackle a bigger problem by breaking it up into a large number of smaller problems based on resources available to tackle them. It has worked so far. Most Syrian refugees say they are glad to be in Germany and would be willing to move to whichever city they were assigned to.

The Chengdu Iron and Steel factory was started in 1958 as China began its first efforts at industrialization under Mao's Communist China. It finally closed in 2015, as China moved to close older less efficient polluting facilities first, under an overall plan to cut overcapacity in steel and other sectors. Workers laid off get 2 years of payment of about 1500 yuan or $235 per month, and are required to take retraining classes. Older workers get buyouts.

WIth only 1% of U.S. GDP related to U.S. exports to China, and Chinese direct foreign investment in the U.S. being less than 1% of all foreign investment in the U.S., China's slowdown is not likely to affect the U.S., according to Easwar Prasad, former IMF expert on China. Positive factors are the slower growth in prices of manufactured products imported from China, the lower prices of commodities such as oil, copper and other metals for an extended period, and bigger markets in China for U.S. service industries, internet and entertainment as Chinese consumer spending plays a larger role in China's GDP.
