The quota system takes into account population and economic resources, economic strength, in assigning numbers of refugees. It makes it possible to tackle a bigger problem by breaking it up into a large number of smaller problems based on resources available to tackle them. It has worked so far. Most Syrian refugees say they are glad to be in Germany and would be willing to move to whichever city they were assigned to.
