HP will separate printers and personal computers from the Enterprise infrastructure (servers, software) and enterprise tech services (cloud computing, data analystics, outsourcing software) in Nov. 2015. This will be done by consolidating the outsourcing part of the business in lower cost locations, cutting 30,000 jobs most of them in Enterprise services, in addition to the 16,000 cuts made in 2014. The purpose is to come up with a more focussed and nimble organization. HP Enterprise will look for opportunities in new business such as data analytics, cloud computing, where it faces competition from IBM and Amazon. HP Inc. will go into 3-D printing. Meg Whitman will be CEO of HP Enterprise and chairperson of HP Inc.

Energy, resources and telecom sectors will be taken up to create new entities that operate like private companies to maximize profits, hire managers at market rates, and take on private investors. The state will continue to maintain its ownership but require the companies to operate and compete similar to private firms. After intense discussion the Singapore model at Temasek is accepted upto a point, the senior management will still be appointed by the Chinese government. The current plan reflects the experience of Chinese president Xi Jinping in Zhejiang province and Shanghai where the private component in a state enterprise provided vigor to the enterprise. Movement is slow because of competing views within the Communist Party and Sasac, the State-Owned Assets Supervision and Administration Commission.

40,000 migrants were expected in the weekend of September 12-13 alone in Germany. Germany was getting close to its limits in handling the rapid influx of migrants from the Austrian border. On Sept. 13 Germany reintroduced border controls which were lifted for Syrian refugees on Sept. 3 as a humanitarian gesture. The border controls were also a message to Europe, said Germany's Interior Minister, Mr. Maiziere, that the Schengen Agreement allowing passport free travel in the 26 EU countries itself was at stake.

The sharply slowing economy in China in September 2015 acts to put the Fed on another of a series of pause situations as it plans to raise rates. The Fed'd interest rate policy has shifted to raise rates vey gradually making the rate increases small and over an extended period of time, so that this does not affect the recovery. Very low inflation with the steep decline in commodity prices, especially oil, is making it easier for the Fed to make this pause.
