Britain's chancellor of the Exchequer, George Osborne, tells parliament it will be difficult for Britain to avoid a recession if Europe goes into a recession in 2012-2013. He also told parliament that British debt reduction will take longer than planned because of the economic slowdown. This means the British public will have to go through two more years of austerity than previously planned, now upto 2017. Britain will need to borrow an additional 111 billion British pounds through 2015. Britain's Office for Budget Responsibility forecasts economic growth at 0.9% in 2011, and 0.7% in 2012. Debt as a share of GDP will peak at 78% in 2015, instead of the 71% expected earlier. With strong opposition from the unions and a major strike planned by about 2 million workers on Nov. 30, 2011, the Cameron government plans to go ahead with its austerity measures. This includes eliminating 600,000 public sector jobs, and limiting pay increases for public sector workers to 1% for two years after the end of the current pay freeze....

Spain's deficit as a percentage of GDP is expected to be 6.0 percent for 2011. The target set by the Rajoy government is for the deficit to be lowered to 4.4% in 2012. Newly elected prime minister, Mariano Rajoy, told parliament that the "outlook could not be darker," with the economy expected to contract in the fourth quarter and in 2012. Rajoy, plans to introduce emergency budget measures on Dec. 30, 2011, labor market changes in the first quarter of 2012, and a banking sector cleanup in the first half of 2012. Savings of 16.5 billion euros will be needed to meet the 4.4% of GDP deficit target for 2012. Rajoy is studying the situation before announcing budget cuts. He affirmed that pensions which were frozen in 2011, will be raised in 2012 in line with inflation. He enjoys the support of France's president Sarkozy and German chancellor Merkel, as all three leaders are heads of conservative parties in Europe, and has excellent rapport with them going back to the period when Rajoy led the opposition party in Spain....

WSJ's Ben Worthen interviews Leo Apotheker of Hewlett-Packard. He talks about the resignation of four board members and the addition of five new board members, by citing a joke in the Swedish parliament in the sixties. In that joke one member of parliament says the best way to move driving on the left to driving on the right was to do it gradually. That is Apotheker's way of saying why it couldn't be done gradually. He says he doesn't let the propaganda about him by Oracle CEO Ellison bother him. What matters to employees is seeing him and talking to him, and he has gone on a round the world listening tour. He will focus on profitable growth, and he sees his industry in a technology transformation with the words "cloud" and "connectivity, that will change H-P. He sees the potential to do more in overseas markets, something his background from Europe helps him understand better. He would like to fill gaps in H-P's software capabilities and speed up bringing new products.

As Huawei's young engineers go through a learning curve, the company faces challenges of giving them additional business experience. Huawei is working to instill western practices and culture in its enginers by expanding overseas, and hiring seasoned engineers in Europe to mentor the younger Chinese engineers. Of the 23 Huawei R&D centers, 13 are located outside China. Huawei adds engineers right out of college- 50,000 employees were added in the last 5 years right out of college. Of the 149,000 employees, half work in R&D. Average age at Huawei is 29 years. In this sense Huawei is unusual for a high tech company compared to western companies. It is a plus for Huawei in the long run, but it means a lot of training is needed. Lars Bondelind, the Swedish head of wireless marketing at Huawei, describes these challenges at the 2012 Barcelona Mobile World Congress. Bondelind says the Chinese engineers he works with have higher knowledge and expertise than newly graduating Swedish engineers, the challenge is training them in western engineering and business practices....

Toyota's changes in its global architecture in 2011-2013. Reorganization to build amore tight knit management structure for better responsiveness and decisionmaking. The focus is on getting rid of bureaucracy after years of growth that led to excessive and sometimes indirect reporting layers. For instance, chief engineers now report directly to top product planning executives to speed decisionmaking and make new product introductions faster. Regional managers are now shrunk to three groups: North America and China; Japan and Europe; Australia, Russia and emerging markets. It is interesting to note that China and the U.S. are put together- the logic is based on the idea that the buyers in each group tend to have similiar buyer behaviour for vehicles, say Toyota managers. Another significant effort focusses on increasing the use of standardized parts to 50% for vehicles that are of similiar size. The Prius C, the redesigned Camry and the Etios subcompact in India, were cited recently by CEO Akio Toyoda as examples of products that have utilized these changes in methods and approach....

Air Canada is planning a campaign to persuade business travellers to try Air Canada hubs in Montreal, Toronto and Vancouver, for flights to Europe, Asia and other long distance destinations. This strategy is aimed at secondary markets in the U.S. that lack direct service to Asian countries. Toronto's Pearson airport has just completed a C$4.4 billion modernization. In Vancouver and Montreal passengers connecting to the U.S. will no longer have to claim their baggage and will go directly to U.S. customs. The same arrangement is being planned for Toronto this fall. Air Canada is counting on its fleet of younger planes and wide body aircraft and a pleasant experience through Canadian airports. Recent capacity additions for Aisa will also help. Air Canada's trans-Pacific traffic increased by 22% in 2010 from 2009. Air Canada made a profit in 2010, after suffering a serious loss of 1 billion Canadian dollars in 2008. Air Canada's CEO Calin Rovinescu's strategy is part of his effort to make Air Canada "an international powerhouse," making Toronto and other Canadian hubs some of the world's major gateways....

Tesla Motors delivers 10,350 vehicles in the 1st quarter 2015. This is a 55% increase over the same quarter in 2014. The target set by CEO Elon Musk of Tesla Motors is for deliveries of 55,000 in 2015, and reaching 500,000 by 2020. The new model Tesla Model X sport utility vehicle comes out in the second half of 2015. Tesla's expenses are going up rapidly with the higher sales, especially for a global supercharger network in North America, Europe and Asia, to meet new buyer concerns about the infrastructure. Capital expenditures budget for 2015 is $1.5 billion. Future expenditures include a $4-5 billion plant to make electric batteries. Tesla says it will not be profitable till 2020. Tesla is using attractive lease deals to overcome buyer resistance at a time of low gas prices. It is cutting back on plans for China. Tesla share price on April 2, 2015 was $191. This gives it a dizzy $24 billion capitalization, about half of the capitalization of GM at $58.8 billion in stock market capitalization, and Ford Motor at $63.4 billion. ...

This NYT editorial describes U.S. president Obama's West Point speech as lacking substance and overhyped. Issues of how to tackle relations with a more assertive China and Russia were left unaddressed, and the increase in tensions in Asia and in Europe were left out. Much of the speech used platitudes without spelling out what the U.S. would do, such as saying that there was no question that the U.S. would lead, it was about how it would lead. Questions raised about Obama's handling of foreign affairs will not be addressed by this speech, says NYT. The WSJ editorial on May 29, 2014, expressed a similiar opinion, suggesting that many are asking the same questions about whether there is a policy or whether it is being framed by Mr. Obama's personal preferences to stay out of most foreign issues and focus on domestic affairs, even though this means neglect of issues in which the lack of U.S. leadership will have serious implications for the future. Was the address an attempt to gloss over these obvious deficiencies with Mr. Obama's rhetorical skills?...

Peugeot's finances come as a shock to the French government as it cuts spending to reduce the deficit. A 3 billion euro loan was made to Peugeot in 2009. Another loan may be needed from the French government says Peaple because Peugeot is losing 200 million euros in cash each month. One key reason for Peugeot's problems is that it gets 58% of its sales in Europe, with particular emphasis in southern European countries, and demand in key markets France, Italy and the UK is expected to decline by about 7- 10%, according to Moody's forecasts. Peugeot's operating loss for the first half of 2012 was 700 million euros. The plan to close the Aulnay plant and other planned cost reductions may not be enough say experts. The closing of that plant could save 600-700 million euros, according to JP Morgan estimates. This would improve operating profit margins to 3.3% from 2.2% based on 2011 results, and this may not happen with the price competition in these markets. This leaves Peugeot in a precarious position....

Experts say experience can be a serious handicap if one does not have ahealthy skepticism about ones assumptions and habits that tend to reinforce what one is thinking and not question old ways and old habits. This leads to costly mistakes at the level of project management and costlier mistakes at senior management levels. Experience proved to be a serious handicap at General Motors because management did not question its old assumptions about what sales would look like in future years and old habits went so deep that no effrts were made to change with changing demands for fuel efificency that made their impact even earlier in Europe. This is true of what happened at the central bank with Greenspan and at Treasury with Rubin, and Summers, and at the highly leveraged investment banks like Lehman Brothers, Bear Stearns, and Morgan Stanley. In both cases their was an additional handicap of the culture, with Detroit having its own culture and ways, and New York banking havings its own culture and ways. ...

The way in which the subprime mortgage crisis is affecting Germany. How mid sized German banks formed conduits like the larger banks in Europe and expanded them to the point where their conduits were as large as those of the large banks. Lacking the resources of the larger banks these banks were the first to fall in this crisis. Conduits are off balance sheet affiliates that borrow using short term commercial paper to invest in longer term securities. Its critical that they have access to capital borrowing because the commerical paper has to be renewed. In a crisis like this one if the borrowing ability vanishes because of perceived risk by lenders then the whole operation can blow up. So the German central bank had to intervene to support 2 of these institutions IKB Deutsche Industrie Bank and Sachsen LB and organize a rescue operation. Under VW ownership and management, after 16 years of cooperation and $14 billion in investment, Skoda based in the Czech Republic has become a solid competitor. In 2007 Skoda plans to sell 630,000 cars worldwide and its aiming at sales of 1 million cars by 2010. In 2006 sales increased by about 10% in the European market which has been stagnant and beat Toyota as one of the fastest growing brands. Its a leader in quality surveys in Europe, and was tied with Honda for second place in quality in Britain, according to JD Power ansd Associates. Skoda has huge potential in developing country markets as a quality car at lower prices- prices lower than VW cars. VW bought 30% of Skoda in 1991 and by 2000 gained ownership of the whole company. Skoda has also done well in the design of its cars, the Roomster, the Octavia wagon, and the midsize sedan Superb have all received acclaim for their design. VW is considering making a low cost Skoda car to match Renault's Logan which sells for $7000 as a base model....

For decades the auto companies lobbied vigorously against stricter fuel efficiency standards. NYT editorial points to this failure in policy of the Detroit automakers, and the failure of Congress to do more for fuel efficiency standards with lobbying from automakers even in the recently passed legislation. That target of 35mpg fleetwide for 2020, a low target with no stretch or imagination built into it should be revised and a higher target set. If the companies build smaller cars like Europe does they could reach a target of 50mmpg fleetwide by 2020. That would be a serious target with stretch built into it. Tough conditions have to be atttached to any rescue money. This includes firing top management, no payment of dividends, limits on executive pay, tougher fuel efficiency target, reopening labor agreements on pay and benefits to reflect the new realities. If taxpayers are going to take the risks Congress must insist on these changes or the money will be wasted says the NYT editorial. Some of these steps would be painful for workers but they are necessary....

Andy Stern, head of the Service Employees International Union, in an interview with WSJ's Matthew Kaminski. Membership at the SEIU has doubled to 2 million while other unions have gone into steady decline. In 2005, Stern took the SEIU out of the AFL-CIO preferring grassroots organization over political emphasis and emphasizing the shift to a service and global economy. He sees a new situation from the one in 1993, as the issues facing the country have changed. He lists the income inequality and stagnation of wages. He prefers the European model. Better a little more unemployment as Western Europe has done, but a lot more equality, says Stern. And as the ranks of the uninsured swell with the half a million laid off workers in November in the USA reported by the Labor Department, the first priority for the union is universal health care. With donations of $85 million from the SEIU being the largest of the total union donations of $450 million for this years elecion campaigns, the SEIU hopes to hold the new administration accountable....

Anthony Faiola provides this exceptional look at the thinking of Chancellor Merkel and German experts, about the refugees creating more opportunities than risks for Germany. Germany is an aging society, with low birth rates. How to reverse this, so that there will be more young workers to meet future needs long term ten or twenty years from now, is a problem facing Japan and Germany. Germany is also fortunate with the timing, with Germany's unemployment rate at a low of 6.2%, and years of growth ahead from a eurozone recovery. A fortunate circumstance in the nature of refugees from Syria, is that many of them are young, well educated, skilled workers, doctors, engineers and architects, from a relatively moderate Arab country. This is a better immigrant pool than the one Germany took in from Turkey in early postwar years, in terms of education, youthfulness and skills, and one in which the lessons learned from that pool's inadequate integration could be applied here. This is why Germany is not only willing to take in 800,000, but German leaders are saying they could take in 500,000 a year for several years. Just as Germany has taken a long term view, and has the strength to execute it in its shift to renewable energy, Germany's centre right Christian Democrats and centre left Social Democrats in the coalition government see the issue long term around which they can bring a cohesive understanding and consensus in their country. Merkel addressing parliament said on September 9, 2015- "The refugees need help to learn German, and they should find a job quickly. Many of them will become new citizens of our country. If we do it well, this will bring more opportunities than risks." The decision to shift to renewable required a whole new mindset and leadership, in the same way German leaders are articulating the position based on a careful understanding of the situation and Germany's long term interests in reversing Germany's population decline and lower working age people. There are about 3 million Turkish people in the country, adding about 1.8 million Syrian and other refugees would still bring the percentage of people of foreign origin to less than 6% of the 81 million population, just a little bit less Christian and just a little bit less German in origin, which is in keeping with changes in a globalized world and no different than its neigbor France. What looked like a problem, if handled and managed well could be an opportunity knocking at Germany's door. Merkel's genuine convictions about universal civil rights make the "wilkommen refugees" very real in other ways....

Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. See the link to Lyrarc gist of Der Spiegel's "A Failed Deception: The Early Days of the Coronavirus in Wuhan."  2.  President Trump points out the standards of the WHO- in the concluding point of his letter to WHO- when a three time prime minister of Norway, Gro Brundtland was head of the WHO during the SARS crisis of 2003. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

The close alliance between the CDU and the CSU in Bavaria appears to be unraveling. The immigrants at German borders have dwindled down a trickle, about 11,000 immigrants today compared to the wave of immigrants entering Germany in 2015. The CSU's prime minister in Bavaria Mr. Soder and the Federal Interior minister from the CSU Mr. Seehofer, blame the conflict between the two parties on the 2015 decision by Merkel on immigration. The German ARD broadcaster shows 62% of Germans favor stronger action on immigration. The pressure on the CSU comes from the gains by the anti-immigration party AfD in recent national elections. The CSU hopes that by shifting its own position on immigration to a standoff with the CDU and Merkel's position it can hold off the Afd in the elections in Bavaria in October 2018. The pressure on Merkel comes from members in the CDU and from the SPD leadership, which have accomodated some of the criticism of open immigration to reduce the immigrants at German borders, yet now see the need to meet any challenges to Merkel's authority. This is why the head of the SPD, Ms. Nahles called Mr. Soder's push for a confrontation on the immigration issue as acting "like a bonzai Trump." The CDU party leaders in Bavaria call for a "axis of the willing" joining leaders of the governments in Austria and Hungary. and the newly elected government in Italy to impose immediate controls on immigration at the borders. Merkel says she is open to different points of view within the CDU-CSU alliance, but action should be based on keeping the European Union together, and be taken after EU meetings in Brussels. Will this result in a fall of the government? Angela Merkel has adapted to the changing situation on immigration leading to the small trickle in new immigrants at German borders today. Even if the AfD anti immigration party joins the CSU the percentage of the vote for the AfD is mainly in the eastern part of Germany, and CSU in Bavaria, with 12.6% voting AfD in 2017 elections, and about 7% voting CSU mainly in Bavaria. This compares with the Left at 8.9%, Greens at 9.2%, and SPD at 20.5% for a combined 38.6% of the vote that favor Merkel's new coalition policies. This combined with the 25% of the vote gained by Merkel's CSU party gives it about 64% of the vote and about 489 seats in the 709 seat German parliament. A test of Merkel's authority is not likely to be sustained. By making this a pro-European position Merkel has shifted the issue from one of immigration which is now minimal and one on which Merkel has adapted her policies to a stand on Germany as leader with France of the European Union. At this particularly sensitive time when Germany and France are negotiating with the U.S. on trade and Britain on Brexit, German public opinion is likely to consider the impact of new elections and more uncertainty as not good for Germany. With the SPD, Left, Greens and CSU having 64% of the vote, and the anti immigrant parties CSU, AFD about 20% concentrated in the less economically developed eastern part and in Bavaria, the chances that Merkel's position would be weakened or her authority challenged is very unlikely.   ...

This podcast in the WSJ takes up a Chinese startup Luckin Coffee that had major investors in the U.S. and China, including big banks in the U.S. and Europe.  The idea is simple- sell coffee in China to aspirational coffee drinkers following western lifestyles using mobile app. It is the story of huge investments and losses, and collapse of a NASDAQ listed company with what the WSJ investigation calls fabricated sales. Why are infrastructure and health, education products starved of capital left high and dry, while billions are poured into such investments with huge losses. All you need is this article in the WSJ of Sept 16, 2015, shown in today's articles. Showing forecasts of rapid growth of coffee consumption for an aspirational western lifestyle consumer in China, and a small mobile app investment to attract investors in a startup -if you refashion the coffee retail outlets as a tech company by selling coffee for delivery/takeout by mobile app. Luckin Coffee in China shown in the podcast in today's articles did this and attracted billions of dollars in investment from investors, including large banks and financial companies in Europe, U.S. and China, only to collapse in 2 years with losses and investigations in China and the U.S. Luckin Coffee soared after its NASDAQ stock exchange listing in 2018 only 1 year after its founding. WSJ calls it "brazen" the effort to add tech hype to a coffee company and have it listed on NASDAQ in just over a year, only to see its sales and value collapse just as quickly. $400 million in convertible bonds losing 90% of their value, the stock losing most of its value and NASDAQ delisting the stock after $311 million in fabricated sales were found as reported in the South China Morning Post. For U.S. investors the problem is that Chinese companies can list on the NASDAQ or other stock exchanges in the U.S., but U.S. investors cannot look at financial records of companies in China. Yet there are basic questions- why is it a tech company? Why are investors like big banks and other large financial investors pushing so much money into such places when there is so much that needs to be done in health and infrastructure investment, and real tech investment? 5G or 6G? Health systems? Ocean Grounds has a coffee store in Shanghai, Pacific Store has coffee retail outlets in China, and Starbucks is still in the business with retail outlets - remember none of these companies are tech companies. In 2017 Luckin Coffee started by making it look techy with a mobile app and refashioned itself as a tech company.  What is so big about a mobile app as there are hundreds of millions of apps. The rest came from making it look like Starbucks, right down to baristas, fancy coffee machines, and opening stores near Starbucks, according to the Podcast in the WSJ.The difference between Starbucks and Luckin Coffee - the price Luckin Coffee would sell for about $2 compared to about $4 for a Starbucks latte. Yet do this by pricing at closer to Starbucks and issuing promotions discounts constantly on the mobile app, that would bring the price to about $2. That is all it takes to make a tech company nowadays. No scientific research, no science and technology, no technical experience, nothing of the kind that led to the invention of the computer chip or the vaccines that are now being developed, or research activity of any sort. Banks, financial companies are willing to channel huge amounts of money into these places and lose it, as they did in We Work, and are doing at companies such as ride sharing app companies, as well as other app companies without any core technological component or value added such as infrastructure or health products. Only it is not the bank's money but the people's money and savings that are deposited at banks and channeled into investments. A detailed look at how Enel is trying to penetrate the Russian power market. It is investing $6 billion in Russia. Mr. Fulvio Conti, CEO of Eni, has a clear idea how he is going to operate in Russia. He has developed close ties with Gazprom, has Gazprom as a partner in ownership of former Yukos gas assets which supply power plants it is acquiring ownership of (OGK-5's constellation of power plants in western Russia.) Eni uses Gazproms pipeline network to get the gas to its plants. In this way Eni feels it has a winning model to convert gas into electricity with low risk. Eni can then wait for what it expects will be gradual progress towards liberalization of electricity markets in Russia, so that prices will be higher and give Eni good margins. It will also put Eni ahead of German and other European competitors. Russia's electricity market is expected to grow rapidly as its economy grows. It needs $120 billion in investment to build further its electricity infrastructure and foreign investment is needed in this area. Eni has also offered Gazprom reciprocal ownership of power plant assets in Italy in its negotiations, to build a win-win situation....

Xi Jinping's effort to shift the economy of China more towards serving the interests of Chinese who were left behind in the boom years includes a shift away from coal, away from real estate for speculation, and away from reliance on trade with the US and Europe as a driver for growth. This is proving to be difficult as the pandemic has increased demand for Chinese exports making trade a bigger driver for growth than before the pandemic. Introduction of a property tax to cut into real estate speculation has been scaled down to trials in 10 cities.  China did not put stimulus checks in the accounts of its people the way the US did which has led to Chinese domestic consumption not rebounding the way it has done in the US. Figures for consumer spending in China for September show an increase of 4.4% from the year earlier far below the pace of 8% set for 2019. The lack of social security and other safety nets in China makes people to save even more today. Chinese savings rate was 40% in 2019, today it is 45.2% for May 2021, according to one survey. Personal consumption makes up 38% of China's GDP in 2020, it was 39% in 2019. In the US it went up in 2021 June to 69% compared to 67% by the end of 2020. Infrastructure and construction deepened debt problems in China, and expanding exports created trade tensions. Both these problems have deepened with the pandemic. As this report says Chinese exports have gone gangbusters. Problems in production in Vietnam and Malaysia have added to export surge from China. China's trade surplus with the world is now at $535 billion in 2020, and surplus with US increased by 7% to $317 billion in 2020 from 2019.  Chinese government policy is now for "common prosperity" to reduce inequality and spread wealth and income more evenly for all the Chinese people. This is taking time and Chinese government policy is now set for the long run with these short run problems. ...
