Martin Feldstein looks at Bowles-Simpson Deficit Commission proposals and says the deficit reduction does not come soon enough. He points out that the Bowles-Simpson proposals still leave the national debt in 2020 at the level it is today- at 60% of GDP, and not reach the level of 40% of GDP that we had 2 years ago till 2035. The mere prospect of persistently high deficits, he says, jeopardizes the recovery by creating the expectation that tax and interest rates will eventually rise substantially. He says the Bowles-Simpson spending reductions by reforming the tax code that subsidizes mortgage payments, local government spending, health insurance and other items at an annual cost of $1 trillion, are the best approach. He differs with Bowles-Simpson in how this money would be used. Whereas Bowles-Simpson would use it to lower tax rates, leaving only $80 billion a year for deficit reduction, Feldstein would finance major deficit reductions. Feldstein recommends additional universal savings accounts to supplement Social Security. And he supports the Bowles-Simpson proposal for limiting the growth of government health-care spending to 1% more than the growth of GDP. He says the President needs to scale back the tax and spending proposals in the budget presented in the early part of 2010....

So far the Italian government has already recovered $15 billion for 2011 in its fight against tax evasion. The fight includes an advertising campaign depicting tax evasion as anti-social activity and vigorous enforcement by tax officials and the financial police. Italy has already banned cash transactions to reduce possibilities for evading taxes. This problem is severe in Italy because the underground economy is about 17.5% of GDP. An estimated $150 billion is lost to the Italian treasury from tax evasion. As a result Italy has a chronic budget deficit problem and is not able to make necessary investments in improving competitiveness to keep up with other countries. This may be one of the lasting achievements of the new administration of Mario Monti, along with its efforts to change the way the public thinks about other issues including labor laws that place large burdens on small companies in hiring practices. Italians sense the need to change the way they think about taxes because this is one way to reduce the burden of austerity measures- higher tax revenues could enable lowering taxes. It would also enable investing in improving competitiveness that would the economy grow and provide the jobs to reduce the high unemployment rate among young workers. One of the lasting positive aspects of the eurozone crisis is the change in the way the people and society think about many issues....

In this interview with Varoufakis, the Greece finance minister in the negotiations with the European Union and the IMF in 2015, Suzy Hansen provides a detailed account of Varoufakis's view on the Greece bailouts and a sense of looming failure in the negotiations. Varoufakis says he was willing to make concessions by holding off on action on the minimum wage, but cannot make concessions on paying out pensions to the elderly. Varoufakis concedes he is not a good negotiator or a politician, and negotiating skills were critical for Greece to tap into the goodwill in the eurozone's southern region to win a package that would give the Greek economy a chance to grow. Additional handicaps may be his outlook which was shaped in his younger years by the "junta years" when Greece was ruled by a military dictatorship, and a family history relating to Greece's civil war between royalists and communists. In this interview he compares himself to Margaret Thatcher, who he says should not be held responsible for the state corporatism following the war, remarks that may show a finance minister out of touch with the present situation. There is no lack of criticism of the way some of the bailout actions took place to protect French and German banks in 2011 and 2012- in fact some of the strongest criticism, well formulated, was on the editorial pages of the Wall Street Journal. Yet Varoufakis had a special responsibility to build on the goodwill generated after years of austerity, and the efforts of the Samaras administration to work with the EU. On both counts he appears to have failed as he realizes that the 4 months of uncertainty ending in a total lack of communication between both sides, has cost Greece by worsening the economy. Posturing and personality, compounded by inexperience, may have distracted from the real work of serious negotiations. The IMF chief Christine Lagarde had emphasized at the outset the need for Greece to fix its tax system with high degree of tax evasion, an issue on which Syriza could have acted quickly. Some of the period before the elections was used to prepare the EU for negotiations with Syriza, and Syriza needed to be prepared on this issue. Yet no action was taken on a plan to tackle this issue- on the grounds, says Varoufakis, of lack of time. He only rationalizes this when he says it is only a short term cost for the long term future of young people. ...

Why Mark Rutte is unpopular and disliked in most European Union countries but popular at home. The Dutch contribute $2.4 billion to the EU budget but says this report the Dutch have setup tax havens taking about $6.7 billion from the revenue that would otherwise go to the governments of Germany, France, Italy and Spain. This shows that the idea of the thrifty Dutch is only one side of the story. The clever Dutch may be more like it. This time France, Germany, Italy, Spain, and most other EU countries including Poland are critical of the Dutch and countries such as Sweden and Denmark for not showing solidarity with Europe during the pandemic. The real reason for Mark Rutte holding out in not supporting the European Recovery Fund of $500 billion of nonrepayable aid to EU's pandemic hardest hit countries is that after the tough election against the far right in 2017 he faces another challenge from right wing parties in Netherlands opposed to any aid or solidarity.  ...

Walmart sold three of its overseas store operations in the last 2 months, some at a loss as it decides to focus on e-commerce. Walmart exited operations in Japan keeping a 15% stake and selling the rest of the operation to other companies. Walmart sold Asda Group Ltd. in UK at a non-cash after tax loss of $2 billion and operations in Argentina at a non-cash aftertax loss of $1 billion. In 2018 Walmart sold its operations in Brazil at a loss.

It has been hard for Walmart to use the same strategies that it used in the U.S. to achieve dominant position by squeezing out inefficiencies in supply chain and getting the best price from suppliers.  In Japan its subsidiary Seiyu required infusion of $2 billion in 2008 without generating any income in recent years.

Connection between inflation and spending (fiscal stuff) by the government is misunderstood or misstated, say Wharton Prof. Smetters. Doug Holtz-Eakin former CBO budget director agrees.  Does higher growth mean higher inflation? It depends. The climate change action renewable energy subsidies are expected to increase growth by 0.2%, yet this should reduce fossil fuel costs, mitigating effect on inflation of government spending. Will higher deficits increase inflation? Again it depends. In 2021 direct financial help for households during the pandemic led to a third of the higher inflation in 2021, 2022 and first half of 2023. Inflation peaked at 9.1%. In 2023 the deficit is up significantly but it is mostly of the accounting kind with lower tax revenues by $278 billion from capital gains taxes due to a stock market slump in 2022, and higher interest costs of $136 billion.

Details of the $825 billion stimulus plan. Renewable energy does well under the plan including production tax credit for renewables, with $32 billion for a "smart" electrical grid for which GE makes components and lobbied for. Renewable energy producers win an extension of production tax credits now convertible into cash for companies whose losses leave them unable to use the credits. Transportation infrastructure green projects did not do so well, with $32 billion for transportation projects and only $10 billion for mass transit projects.The Natural Resources Defense Council had compiled a list of more than 80 environmentally friendly infrastructure and transportation projects worth about $405 billion. Only a small number of these projects made it. What is in the stimulus to create jobs and stimulate capital investment? Businesses get bonus depreciation, which speeds up depreciation deductions for companies that invest in plant and equipment. The stimulus doubles the amount small businesses can immediately write off for capital investments and purchasing new eqipment, and gives incentives for businesses to invest in renewable energy. States get help with $90 billion going to increase the federal share of Medicaid payments, and an additional $79 billion to help states avoid cutbacks in education and other services. And there is a "Make Work Pay" tax credit for $500 per worer and $1000 per couple. Experts say the effects of the stimulus will be felt in the latter part of 2009 and into 2010. Which is one reason the view of economists that there would be a second half recovery does not reflect conditions on the ground. Goldman has revised its view to 2010 and even that may be optimistic. One example of what has happened in the stimulus in this respect is that the earlier optimistic view of largeinvestments in science and technology, broadband networks, and transportation projects for fast rail and transit have all been trimmed down. Part of the reason may be that the bill for the nation's banking system revival may be larger than realized as an additional amount of $15-20 billion is being negotiated for Bank of America and more money will go to Citigroup. $6 billion is shown for highspeed internet access for rural and underserved areas. Science facilities get $10 billion. Repair of public infrastructure (read roads and bridges) gets $31 billion. School modernization gets $21 billion. And modernization of health information technology systems gets $20 billion which its hoped will provide equivalent or higher returns to pay for some of the universal health care costs, and preventative care gets $4 billion. There is a tax credit for R&D work on energy innovations and renewable energy production of $20 billion, and $32 billion for a "smart electricity grid." These are the proactive parts of the stimulus that create something new and make improvements. They add up to $144 billion. So much money goes to shore up the existing services and supplement incomes, and to relieve stresses on the banking system, and other ways to shore up the system, that the proactive expenditures are only a small fraction or 17% of the $825 billion stimulus. And all the time the federal deficit and debt increases with these huge outlays just to shore up the system. The Heritage Foundation Data Analysis Director Mr. Beach told Congressmen at a discussion chaired by Congressman Cantor (R), on January 16, 2009, that the federal debt would reach 92% of the nation's GDP in 2009 from 58 billion or 70% in 2008, with the $825 billion for stimulus. The Romney campaign's campaign manager Matt Rhoades is from Saratoga Springs, New York and attended Syracuse University. He rose through the ranks doing opposition research at the Republican National Committee. He has a good sense for the media cycle, getting the candidate out in the best light, and a willingness to use a barrage of ads at critical points to turn the tide. Rhoades is competitive and eager to win. He has conserved resources throughout the campaign, maintained a loyal team and tightly run the campaign to avoid the dysfunction of the previous Romney campaign in 2008. Some of the key decisions Rhoades pesuaded Romney to make are releasing his tax returns before the must win Florida primary given Romney's reluctance to do so, and getting the candidate to give up his suit and wear informal clothing. The informal dress and manner has taken away some of the negative image of a Romney as a business type not comfortable with ordinary people.

India's economy has overcome the challenges posed by demonetization and the implementation of the GST tax that slowed growth to 5.7% for much of 2017. The growth rate increased to 7.2% in the last quarter of 2017. The GST tax change that created a single market is likely to increase growth. Growth of 8-10% matching China's growth rate in the last two decades is possible. Faster economic growth is needed to meet the need for more jobs, as 1 million new job entrants enter the job market each month. Indian Railways received 20 million applications for 100,000 new jobs showing the need for new jobs cannot be met at current growth rates. A major problem is the condition of the banking sector with bad loans affecting ability of banks to lend. A planned bailout of the banking sector and a new bankruptcy code are efforts to address this problem. Governance in the banking sector is also a problem that needs to be addressed. The price of oil is now up to $65 a barrel, increasing the cost to India which now faces a larger oil import cost.   ...

The Congressional Budget Office report in 2011 shows after tax resource flow that a family has to pay for consumption, a better approach to measuring the growth in incomes since 1970 including government help to lower income people and gains in the stock market for upper class Americans. This report shows after tax resource flow for the top 1% in the U.S. tripled from 1970 to 2011. For the middle fifth of the distribution families experienced real net income gains of 36 percent, and the bottom fifth of the distribution real net income gain of 50 percent.This suggests gains of about 10 percent a year if averaged over 30 years for the top 1 percent compared to 1% a year for the middle fifth and 1.5% for the bottom fifth. The report was done in 2011 and this could skew the results. Between 2011 and 2015 the stock market recovered and this would suggest a much higher gain for the top 1% of incomes and the top 10%, while also providing improvement in incomes for the middle fifth and the bottom fifth as unemployment decreased. Working class and minimum wage slowly recovered, and interest income on savings extremely low, with large student and other household debt, so that even at 10-12% gains per year for the top 1%, and 1-2% for the middle fifth of the distribution and 1.5-2% for the bottom fifth the last three decades have not been good for working class and middle income Americans compared to the the period 1950-1970 early postwar period recovery....

Koichi Hamada, a former professor of economcs at Yale University, is one of prime minister Abe's advisors for the policy called Abenomics. He says the increase in the consumption tax was never part of Abenomics. It was the legacy of the previous Democratic Party of Japan's policies and of prime minister Noda, who pushed for it in the last 2 years of his administration. Nikkei polls in 2011 showed 53% of the public opposed to the doubling of the consumption tax to 10% by 2015 proposed by Noda and passed in 2012. Ichiro Ozawa's group of legislators left the DPJ over this issue. The real force behind the push to double the tax was the Finance Ministry, which warned the Abe government that not increasing the tax would make Japan look fiscally irresponsible. The Finance Ministry appears to have lost sense of the timing and fiscal hawks in the LDP party had gone along with it. The deteriorating global economy in the third quarter has hurt Japanese exports, and the lack of wage increases coupled with the increase in the consumption tax to 8% from 5% made Japanese feel poorer, leading to conditions that exacerbated the situation. Recognizing this Yamamoto says Abe has called the snap election in Dec. 2014, after postponing the second increase in the consumption tax to 10% in 2015 which the Noda legislation set to the future date of 2017. He says Abe had to have the guts to take on the Finance Ministry for Abenomics to work....

Dionne cites comments by Bowles and Simpson saying the Paul Ryan U.S. budget proposal falls short of a serious bipartisan effort for deficit reduction for a number of reasons. The reasons cited by Bowles and Simpson are: The proposal exempts defense spending from reductions, does not apply savings from tax expenditures to deficit reduction, relies on much larger reductions in domestic discretionary spending than the Bowles-Simpson deficit reduction plan, and at the same time making reductions in safety-net programs that could in their words "place a disproportionately adverse effect on certain disadvantaged populations." We sit at the interconnection of very very complex forces.Trade absolutely is about economics. The decisions we make in trade policy impacts the domestic economy. We are part of foreign policy, we are equally a part of domestic economic policy team. These two are pulling you in opposite directions. This foreign aspect has to be connected to what we do at home." Four pillars the Biden administration has for trade all relate to the domestic economy- for infrastructure, climate change action, workers and manufacturing at home, democracy and resilience. It is worker centric for workers in the US economy and the economy of its partners, Tai points out that it is in the interest of the other countries that trade with US to give fair wages and benefits to their workers, not something that they do for the US.     ...

Diamond and Kashyap, professors in finance and economics at the University of Chicago, show how the tax on banks proposed by the Obama administration can be executed. It would raise $90 billon over 10 years and offset the $117 billion in losses expected from the TARP program. They say the tax should be made on the size of each bank before the fall of Lehman Brothers so that banks cannot shrink their way out of the tax by engaging in sham accounting transactions. They say the banks have responded to the crisis by engaging in behaviours that have exacerbated the crisis by becoming reluctant to lend, and not renewing loans. Its like having the banks pay for the insurance policy that keeps them from sinking.

This Washington Post editorial says vice president Biden's comments that "I guarantee you, flat guarantee you, there will be no changes to Social Security. I flat guarantee you," made to a voter in Southern Virginia, is downright disheartening. It points out that this is not the conclusion of the trustees of the Social Security Fund, which includes the secretaries of Treasury, labor and health and human services of the Obama administration. The April annual report of the trustees says that the disability portion of the trust fund "becomes exhausted in 2016," and the overall fund "becomes exhausted and unable to pay scheduled benefits in full on a timely basis in 2033." Actions suggested by the trustees include: raising the payroll tax, tweaking the inflation calculator, reducing benefits, or some combination of this. It is clear from polls that the U.S. voter does not want either party to touch Social Security, but the reality is something different. The idea of a flat guarantee in the light of facts that all can see is seen by the Post as going too far, trying to win votes at the cost of postponing necessary decisions which will become harder and costlier if not addressed early....

How much room is there to raise interest rates. Patrick Minford of the University of Cardiff says a lot more. At the rate of 9-10% inflation in Britain more interest rate increases are likely. Minford is advising Liz Truss who is candidate for prime minister. Minford's main ideas are- Get interest rates back up to what was considered normal in previous decades- 5-7% for mortgage rates is what it used to be. At that rate it protects people's savings something that did not happen in the last 2 decades of ultra low rates worsening the wealth gap for Britons in different classes. Cutting taxes is about providing the economy a boost as rates go up. It is not about huge cuts, just modest cuts like the 30 billion pound cuts proposed by Truss. Minford is not talking about low taxes. He is simply talking about having taxes at levels that will promote growth- "the key to growth is not having high taxes. We're not talking about cutting them, just talking about not having them at catastrophic levels." Here is what Liz Truss is proposing- Reverse the recent rise in national insurance. Scrap the increase in corporation tax. About this plan Minford says- "If we raise corporation tax we will kill off growth." Minford dismisses concerns about borrowing. " It's crazy to begin to try to drop the debt to GDP ratio 5 minutes after Covid." With higher rates Minford also think there will be fewer "zombie" companies eating up the nation's capital, while protecting the savings of hard working ordinary people in Britain which hasn't happened in the last two decades of ridiculously low rates, worsening wealth gaps in British society. Minford calls Sunak's policies "puerile" and too much beholden to Treasury thinking. Liz Truss says Sunak's policies are for Brexit in name only, not taking advantage of Brexit to rid Britain of cautious policy that does not capitalize fully on cutting the bureaucratic and regulatory burden to get growth, and trade that favors Britain. ...

Declan Walsh in another exceptional piece on the ground at customs offices in Torkham, Afghanistan, near the Khyber Pass bordering Pakistan in the southeast. He describes a network of corrupt officials that extends from border customs offices all the way to the central government in Kabul. It is so widespread that one minor customs official at the border paid $10,000 for a customs position where the salary is $150 a month, but money gained through unofficial payments and bribes is $4000 a month. At every step from the guard opening the gate for a truck to the border customs official, to the provincial department officials, to officials in the capital Kabul, there are payments involved for every truck entering Afghanistan. Upto two thirds of customs revenue is lost, and the $500 million of customs revenues collected amounts to 26% of the governments tax revenues.

In a forceful speech at George Washington University, on April 14, 2011, President Obama outlined his proposal for addressing the U.S. budget deficit. His plan includes a mix of tax increases and spending cuts. His plan is for a $4 trillion deficit reduction over 12 years, with $1 trillion coming from revenue increases, $2 trillion from spending cuts, and $1 trillion from savings in interest because the U.S. would borrow less. Obama's plan would end the Bush-era tax cuts for people earning more than $250,000 a year and eliminate a number of tax breaks. Spending cuts would include cuts in Medicare costs, discretionary spending, and defense. Obama's plan would commit to automatic, across the board spending cuts and tax increases if an initial target is not reached by 2014. Obama said the Republican plan proposed by Paul Ryan presented " a vision that was less about reducing the deficit than it is about changing the basic social compact in America....The's nothing courageous about asking for sacrifice from those who can least afford it and don't have any clout on Capitol Hill."...

Brooks looks at the Obama and Ryan deficit reduction plans and sees something to like in both plans. He agrees with Ryan that modern medical technologies are becoming too costly to afford- especially with aging populations here and in Europe- and the need for consumers of medical care to shoulder some of the burden to control these costs. He agrees also with Ryan on the need for seniors and the middle class to share some of the burden of rebalancing benefit systems. He agrees with Obama in the need for a balanced approach combining tax increases with spending cuts, and the contribution government can make through targeted investments. He is pessimistic about the chances of bringing the two approaches together taking their best points because of the political climate which is increasingly partisan.

Jan Corzine, Governor of New Jersey has talked to governors from the states of Ohio, Michigan, Wisconsin, New York, and Massachusetts about how best to execute an effective economic recovery stimulus program with the federal government. Here are the ideas they have come up with. The stimulus should cover five areas, infrastructure, countercyclical programs, housing, education, and middle class tax cuts. The principle to keep in mind is to take advantage of the strengths of the federal government and of the state and local governments. Infrastructure investment should be intelligent ones to modernize the capabilities of the country for the next phase of development and competition in the global economy and in making far reaching changes in transportation and energy for sustainable development in a global economy. A key point of Corzine's here is that safety net social programs will need to be shored up or the stimulus effects will be lost. Over the 2 years 2009 and 2010 he suugests the federal government boost its countercyclical spending by at least $250 billion. And it should do this by increasing the federal medical assistance percentages, federal share of Medicaid costs and other health care related programs such as reimbursement to hospitals for treating the uninsured, Temporary Asistance for Needy families, and child care grants. He proposes doubling the federal funding of unemployment trust funds under the Unemployment Insurance Modernization Act, with incentives to cover vulnerable low-wage and part-time workers who are often denied unemployment benefits. Corzine emphasizes this. That even if the Obama administration puts large sums into infrastructure spending, cutbacks in state and local safety net programs would cancel out much of the effect of the stimulus. The reason is simple while the federal government is adding to jobs on one hand, the states without the money would be cutting back jobs and services. This point will be critical in making the stimulus work. The other point Corzine appears to emphasize by quoting Roosevelt at Oglethorpe University in 1932, is that bold experimientation not clinging to rooftops in the flood, will be needed....

Lucie Castets, candidate for prime minister of the largest parliamentary group in the National Assembly of France, the NFP,  is interviewed in The Guardian. Kim Willsher interviews Lucie Castets at a cafe in the Marais district of Paris.  Castets says- “France is a rich country but people are getting increasingly poor, they don’t know if there’s going to be a teacher in front of their kids, they don’t know how long they’re going to wait in casualty if they break a leg, they don’t know how much their salary will be in a year. Who can accept that? Well apparently, Emmanuel Macron accepts that, but I think it’s unacceptable.” A government is needed in France for a budget to be passed by January 2025. A caretaker government of Macron's party cannot do this following its poor showing in the recent election. Macron refuses to let NFP form a government with outside support saying he was doing this for "institutional stability." Macron wants to see cuts of $25 billion. The NFP wants to spend $150 billion for the government to meet the needs of the people. It would like the US, recover most or all of this $150 billion from higher taxes for the ultra rich, and billionaires which would not affect 95% of the French people.  Castets says- Castets rejects the ideas this would be “impossible to apply or finance” and cost jobs. “We will finance each measure with new revenue, unlike the government. The accusation of economic irresponsibility irritates me because that’s not what we’re proposing at all. The NFP’s programme was heavily attacked on this aspect, so it’s important to say that these measures will only affect the ultra-rich. We want to correct flagrant tax injustices, with billionaires paying a lower percentage of tax than the middle classes.”   ...

This increases US military sales to India to over $20 billion. FOr India to get a good trade agreement with the US, the US government set two conditions - increase purchases of US products and stop funding Russian attacks on Ukraine by reverting to the situation in 2019 when India purchased about 4% of its oil from Russia. India's purchases of discounted oil from Russia are a recent development. Indian and Chinese refiners have cut purchases of Russian oil, according to recent reports in WSJ. The increasing arms purchases from the US is a development that has taken place throughout the Modi administration since 2014 cutting dependence on Russian supplies including India's building its own capacity for defense products.
