Dionne cites comments by Bowles and Simpson saying the Paul Ryan U.S. budget proposal falls short of a serious bipartisan effort for deficit reduction for a number of reasons. The reasons cited by Bowles and Simpson are: The proposal exempts defense spending from reductions, does not apply savings from tax expenditures to deficit reduction, relies on much larger reductions in domestic discretionary spending than the Bowles-Simpson deficit reduction plan, and at the same time making reductions in safety-net programs that could in their words "place a disproportionately adverse effect on certain disadvantaged populations." This should give moderates in this debate time for pause and reflection says Dionne.

Samuelson says that not asking some sacrifice from seniors and leaving Social Security and Medicare untouched as even the Ryan proposal does, means shrinking other social programs, defense and investments in education and infrastructure. This will be damaging for the U.S. Both parties and expecially the Democrats who accuse the Republicans of running "grandma under the bus," are to blame for this fear of both sides to come to grips with the issues. See the Washington Post editorial on Vice president Biden's comment "I flat guarantee you, no changes to Social Security," as downright disheartening and irresponsible at best and political pandering at worst.

Paul Ryan, chairman of the House Budget Committee, has outlined a bold proposal to bring the U.S. budget deficits down from the $1 trillion level of the last 3 years. It would bring changes to Medicare and Medicaid, and reduce the individual and corporate income tax levels from 35% to 25%. Medicare would become a premium support system with the government paying the premium for an array of private insurance plans, and Medicaid would become a block grant system.
