BBC's fact check on the second presidential debate.

1. On 850,000 Bill Clinton paid to Paula Jones as a fine. It was not a fine, it was an out of court settlement for Jones to drop the case that he had exposed himself to her in a hotel room. Jones had sued Clinton for sexual harrassment. Half of this money came from Clinton family savings.

2. On Hillary Clinton being there when a red line in the sand was drawn about  use of chemical weapons by the forces of Assad regime in Syria. Mrs. Clinton was Secretary of State when Obama made the comment in August 2012, but not when the chemical attack occurred in August 2013 in Damascus with 1000 dead.

3. Russians have gone "wild" with their nuclear program. Russians have not gone wild but are working on modernizing their nuclear program. As China becomes more assertive and North Korea does nuclear tests,  the U.S. is now beginning to modernize its nuclear capabilities. 

4. Trump says he has support of 200 military leaders. This is overblown says BBC. 

5. Trump says he did not support the Iraq war. This says BBC has been refuted many times. Trump did not speak out against the Iraq war before it started. 

6. The quote from a Clinton speech about needing both a public and a private position to get things done citing Lincoln's own efforts is true. In the speech Clinton told the National Multifamily Council in April 2013 that a film on Lincoln showed how Lincoln had tried to advance a cause by working with different people to get the 13th Amendment passed. 

Fact checks by NBC News show the statement that insurance premiums are up by over 50% are true only for some specific states, on average they are up less than 10%.

The debate happens a day after the story about a tape from 2005 on Trump's lewd comments about women is shown on television. Clinton focusses attention on the comments by Trump on women, minorities and people with disabilities. Trump brings up Bill Clinton. What little discussion focussed on economic issues and taxes that has taken place happens in the latter part of the 90 minutes debate.
