Elections in Germany and France in 2016 mean that the negotiations will be tough as Germany and France will not want to appear to be making concessions in migration and free movement and basic ideas of the founders of the European Union. May's earlier experience as a tough negotiator may not count for much considering the dynamics on the other side. The only relief for all is that it is not Andrea Leadsom.
