Higher tax revenues from upper incomes, spending cuts, and an improved economy are part of the plan for 2013 budget surplus of $851 million. Brown makes a rare achievement by continuing to invest in education and healthcare, cutting back in other areas, and winning the confidence of Californians on Proposition 30 which helped increase revenues.
