Governor Jerry Brown's call for fiscal restraint in his Jan 2013 annual address sets the tone for the U.S.

Simply stated : "We're not going back there." Brown told legislators and Californians "its cruel" to spend money on programs and cut back when the money isn't there. Swinging from surplus to deficit shows lack of fiscal prudence and poor management of finances, a situation the U.S. is waking up to.
