It is storing up problems for the future as groundwater supplies are being depleted by wasteful use. The underfunded and corrupt state irrigation departments and their lack of maintenance of existing irrigation systems leads to loss of water to siltation. And dam building is not keeping up with the need to store water and vchannel it to plaes where its needed.
