After all Pakistan had a democratically formed government before Musharraf. Skeptical about all the acclamation with which establishment circles greet Musharraf- Robert Rubin of Citibank for example, whose Citibank colleague is prime minister of Pakistan. Pollock affirms the idea of democracy as the best form of government across the developing world. Musharraf, he says is not the modernizer he claims to be. Especially prescient is Pollock's remark on the majority support for non-Islamist parties and the future pointing towards modernization under democratic governments in Pakistan.

The failure of Islam as astate ideology to give Pakistan peace with its neighbors, and to modernize Pakistan. Instead of working it has proved dysfunctional and led to failures in economic development, failure in building ademocratic state, and left the country in abackward state with many divisions along political and tibal lines. The new identity being sought would keep Islam out of politics and set new priorities.
