Katie Tobin deputy assistant to the president shows how Kamal Harris cut migration from Guatemala with her action to stabilize Guatemala after the destabilizing of the region by Reagan and Bush through wars started in the region. The achievements to get Guatemalans and Central Americans to stay home compares favorably with the wars and weapons sent to the region under Reagan-Bush that led to gangs taking over San Salvador and young people leaving. Consider $300 million in humanitarian assistance during COVID years, $5 billion in foreign investment lined up to create 250,000 jobs, pulling US AID and IDFC agencies for loans, and arranging for anti-corruption candidate to take over government in Guatemala following elections. It is an exceptional record achieved in a few months trying to undo decades of destabilizing Central America by Republicans Reagan and Bush. Reagan-Bush also destabilized the US with wars in the Persian Gulf, Iraq and Afghanistan, because infrastructure in US was neglected, and manufacturing jobs were shipped overseas under failures of Reagan-Friedman economic theories destroying communities across the US over three decades.

The paltry benefits of surveillance compared to the great risks of something going wrong, as pointed out by the Cambridge Group. Why was it ignored in 2018. Who makes decisions for public health in the world. Can the US make decisions for India, the people in Africa, Latin America and Asia. Does even the US public know about it, much less the public in the world at large. What power is given by the US Constitution to US government agencies on matters of public health. How are a few individuals at HHS and NIH accountable to the public in the US and the world at large.

The report calls the disaster "a profoundly man-made event," and "a disaster 'Made in Japan,' " citing cultural factors that contributed to the accident. It is sharply critical of TEPCO and the Japanese government's response. Both the report and the testimony of the prime minister at the time of the accident, Naoto Kan, refer to the 'nuclear bloc' or 'nuclear village' in Japan that promotes nuclear energy. Some of its actions are dangerous to safety, such as locating the nuclear safety agency NISA inside the same ministry that promotes nuclear power, a critical flaw. Ironically Germany made the decision to make a gradual shift out of nuclear power after looking at the Fukushima nuclear plant disaster and near collapse in Japan, while Japan is reactivating its nuclear plants to meet energy needs without having obtained public confidence in the system of nuclear energy including the essential safety actions. The result is a profound credibility gap about the nuclear plant industry, and public opposition in Japan.

A Better Way. The question of who was more humane in their response is one for the public in a nation of immigrants. Bush and Reagan stood up for the state paying for illegal immigrant children getting schooling in the straightforward honest way to a difficult question in the primary debates years ago. There is no empty rhetoric when Bush says he does not want 6-8 year old children to live in fear and deprived of an education thinking they were living outside the law. And Reagan points out that rather than talk of putting up a fence lets work out our mutual problems with Mexico. The elder Bush goes further and stands up for immigrants in a way that the country has not seen for a long, long time. "They are good, strong people," he says, and "part of my family is Mexican."

The independent parliamentary panel in Japan concuded in its July 2012 Report that the nuclear accident at the Fukushima plant was "a profoundly man-made event." Here in its investigations after the accident the Wall Street Journal finds some of the safety flaws that could have been corrected but were not due to the compete lack of effectiveness of the safety agency and its failure to do its job. As a result licenses for forty year old nuclear reactor designs and installation designs were simply renewed without requiring changes or shutting down these reactors. It is these older designs that were also improperly installed that failed.

Its this agency society and not an ownership society that we have syas Bogle. Ownership society was 50 years ago. And what did these agents do, they did not ask the questions and exercize their civic obligations in the business sense, which means scrutiny for things like selection of board members, corporate governance, executive compensation and conflicts of interest, and dilution of responsibility where it has to be exercized. Here private equity firm Carlyle Group is shown to have given millions of dollars to get access to New York State pension fund investments in Carlyle Group. In the process pension fund managers made millions of dollars, and Bogle's agents have sold their obligations to fiduciary responsibility.

Fannie and Freddie takeover and the reporting of high level ties with lobbyists of both candidates shows the agents of change argument like the free markets argument "as only a thin veneer" as one expert puts it. In this case though the lobbyists who are in other roles as close advisors to the two candidates and the candidates themselves may not realize that politics as usual here had huge implications. Without the hard work of Secretary Paulson and Bernanke the collapse of Fannie and Freddie could have endangered the American economy, not an overstatement, and could also have serious ripple effects all over the world economy.

Pressure to push for GDP growth is intense for local officals and the environmental agency lacked powers for enforcement. The car population was doubling every few years in this period 2000-2012.

What this tells one is that GDP requires a new indicator which is Quality GDP which will mean that if you pollute rivers and air then real GDP as an economic concept is totally inadequate even useless, unless one subtracts from that economic GDP number the amount of investment it would take to clean up the rivers or the air. If regulatory agencies cannot control industries from polluting rivers, the case in China, then an additional number has to be subtracted from economic GDP called regulatory deficiency adjustment. The GDP numbers were gained through indiscriminately burning fossil fuels and this means climate change damage so that to be correctly stated China's GDP number would have to be offset by deducting the adjustment for trillions of dollars in climate change correction action. This would shrink the gap between India and China's GDP to where India may be in a position using advanced technology, renewable energy, regulation, and large foreign investment to close the gap with China in the next 10-15 years. China could also benefit because of the new approaches taken by India could be something to learn from as the two countries each have the population of the EU and the US+ Canada combined.
