Defense Secretary Ashton Carter says the U.S. must be better prepared in coordination with its allies for the mix of propaganda, subversion and cyber programs used by Russian president Putin. It says this is not a return to the Cold War, but better preparation means it would be possible to tell when Russia was using these tactics, and when it was not.
