Bay Area Transit (BART) a San Francisco institution is at risk of big cuts in service closing 15 stations, closing at 9 pm,  as work from home pandemic period changes cut ridership from 389000 in Jan 2020 to 170000 in Jan 2024. It now has a $400 million structural deficit. BART management proposes a half percentage point additional sales tax on counties in the San Francisco area- Alameda, Contra Costa, Mateo, Santa Clara, 1 percentage point addition in San Francisco. This may not address the problem fully as the ridership is declining not only because of the keyboard post pandemic economy, the fact that downtown San Francisco has a 30% vacancy rate in buildings and the lifestyles have changed from before, but also because it is less safe, reported use of crack, and a less clean friendly ride on BART. This shows how life in the San Francisco area has changed decades after Silicon Valley took over the city, and how the state of California has changed. Silicon Valley and Wall Street though it had changed America and the World when right in its own backyard institutions such as BART are falling apart, and downtowns are less safe. New York City home of Wall Street has a subway system also in bad shape, and infrastructure badly in need of repair right in the backyard of Wall Street, decades behind in quality of experience from anything found in China or Japan- and now even India. ...

This report in the NYT focusses on the failure to invest in New York subways, including failures in maintenance. It follows other detailed reports in NYT that looked at years of neglect and mismanagement of the New York subway system with interviews of key officials. This is costing subway users dearly as they face delays, and the poor quality of rides on the system compared to other systems worldwide. This report describes a subway accident with a loose piece of rail on a track on June 27, 2017 that could have been prevented with proper maintenance. This was one of 82000 delays on the system in June 2017 alone, one of the worst months in many years. A NYT examination of MTA records and reports shows the neglect of maintenance was one of the main cause of delays, including problems with turnover, and lack of training for new employees. The system's age (113 years old) and its size complicates problems leaving less room for the errors it is experiencing today. The world's oldest subway system in the most advanced of industrialized countries in the worst possible shape, showing the nation's lack of investment in essential infrastructure. This NYT report follows other reports about the inefficiencies and mismanagement in the New York Subway System. As a result it cost $3.5 billion for laying one mile of subway track on the Long Island Rail Project- 7 times what it costs in other parts of the world. It cost $2.5 billion for the Second Avenue Subway just to lay one mile of subway track on the Upper East Side of New York. In this way cost for the Long Island Rail Project jumped to $12.5 billion. What this means is that there is less money for regular maintenance, a topic covered in another NYT report. With less required maintenance there are costly delays for people using the subways. Worse the NYT reports politicians have not hesitated to do what they should not have done- burden the MTA with debt and divert money away from things that are badly needed such as maintenance.

This report in NYT shows the movement of Mexicans who migrated to the US in the 1970's in an earlier migration and the problems they faced seeking a better life in America on the east and west coastal cities. In 1971 Ruperto and Eustacia Enriquez migrate from Puebla, Mexico to New York. They make two migrations within the US after a mugging incident in Brooklyn in 1980. First to Santa Ana, California where they find life difficult with gang crime in neighborhoods, and move to an affluent suburb in the east side of Seattle. Their son Daniel gets a Bachelors degree in philosophy from the University of Washington. In 1996 he returns to New York to study for a Masters degree in Latin American Studies at New York University.  After 25 years in New York and taking up a jobs two financial firms he reflects a strivers mentality, always looking for self-improvement. He helps his younger sister with an application to win a Fullbright scholarship in Germany. Another sister works in Washington as a business analyst. He helped a brother who became a school teacher in New York public schools. Daniel found an apartment in Park Slope, Brooklyn and by 2013 joined another financial firm in its global investment research group coordinating publications.  The story reflects some of the growing pains of Mexican Americans who migrated to America in the 1970's in the earlier migrations. In 2022 Daniel Enriquez 48 years was shot on the subway while going for Sunday Brunch, 25 years after returning to New York City. Crime was once again up in the city after the pandemic. 950 crime offenses happened in the subway system for the year till May the same as in 2019. Subway ridership was 40% lower in May this year.   ...

This is an high exceptional report in the NYT by Rosenthal, Fitzsimmons and Laforgia on the crumbling infrastructure in the U.S., taking the New York subway system as one of the most glaring examples of this failure of public administration since World War II. The woes of the system amount to a kind of defunding of the subway system for update, maintenance and technological improvement to meet the doubled ridership since 1950. Read this to understand why this is happening throughout the U.S. for clues to the possible causes, and what needs to be done. As this is now in the hands of ordinary citizens who suffer daily from the inefficiencies, delays, and rundown conditions on the subways compared to other subway systems in Europe, Japan and China. One report in the media in Nov. 2017 says Japan's Shinkansen railways apologized to customers for a train leaving 24 seconds early. Small details get accounted for in other countries, whereas they are ignored here in one of the largest cities in the world. A former New York transit system president from the 1970's calls it "heartbreaking" making him mad when he thinks about what is happening in the way New York subways are run. Financial deals have saddled the New York subway system with added $5 billion in interest on debt in return for  short term cash infusion. The result is that about 17% of the budget goes to paying interest on debt. In 1997 this was about 6%. So that needed maintenance and capital projects suffer. The New York subway system has only a 65% on time record,  the worst of any subway system in the world. And technology dates back to the 1930's with a signals system from that period,  says this New York Times report. Maintenance needs have suffered under the Cuomo administration says this report.  The system has suffered an enormous stagnation, leaving it in a shape that has not changed for decades. There are fewer miles of track than in 1950 after the war, while the ridership of 5.7 million today has doubled. The budget for maintenance has barely budged from 25 years ago. This report says the politicians who ran the city and the state of New York bear much of the responsibility for the crumbling infrastructure of the subways in New York.   ...

Clearly New Yorkers can as a community do better. As Paris gets ready for the Olympics the efforts of City Hall and the French local and federal governments can be something for New York to learn from. Clearly as home to Wall Street New Yorkers should get their priorities straight and invest in the subway system taking a page from Tokyo and other cities that are doing infinitely better in their subway systems with modernization and attractive subway facilities. Surely this takes investment in people and facilities on a scale with tens of billions of dollars in investment which can be diverted from wasteful spending in many startups, and tax dollars going into what comes first for New Yorkers using the subway system every day. Today New Yorkers are like the people of Mumbai who until the efforts of the Modi government to invest in the complete modernization of subway and trains had given up hope so entrenched were old systems and old ideas.

The New York Metropolitan Authority tht runs the city's subway system is in need of major capital spending to renovate a crumbling and old structure. The capital spending plan includes replacing 5500 rail cars, 6000 buses, all of its 493 elevators. 550 locations have been identified for flooding from the Hudson River. The assessment was released after last weeks storm flooding the subway system and shutdown of half the system. A first in the nation congestion pricing program will help fund the improvements and discourage drivers from Midtown Manhattan.

New York Governor Kathy Hochul halts a congestion pricing plan for New York City saying it would have unintended consequences and hinder New York's economic recovery. It would make it harder for cost of living for families after the effects of the pandemic. The plan was to charge $15 fee to enter New York Manhattan south of 60th Street. Building extensive subway systems in large cities is the next focus for China's infrastructure building effort. China's prime minister, Li Keqiang supports "new urbanization, with people at the center." Building convenient mass transit for cities with subways and light rail is seen as a way to improve living in urban environments. Other related priorities are water supply, garbage disposal and more sidewalks. Subway lines reaching further into the fringes of cities helps push population out further and lead to less overcrowding and pressures on limited space in core areas of cities This also takes pressure off increasing automobile use inside the centre of cities, reduces overall automobile use in urban areas, and frees up money for consumers to spend on products other than automobiles. This fits in with the plan to urbanize China, by taking pressure off property prices, reducing air pollution from automobile use, and improving quality of life. It is also seen as a way to stimulate economic activity in the fringe areas as subways extend further to outlying urban areas. An example is the $300 million three station line to Kunshan, an extension above ground to Shanghai's subway, which is expected to connect with a line to Suzhou. China's cities have spent about 22% of the total debt of $1.76 trillion in 2010 on transportation infrastructure, according to national audit. The subway and light rail effort is taking place in 26 cities with new or expanding lines, according to the Transportation Technology Development and Planning Research Center. Subways charge much less in China compared to New York- 2 yuan or 30 cents compared to $2.50 base fare in New York city, and will need local government and state subsidies. ...

Absurd is a word that would apply to many aspects of New York City- the subway system, the transport infrastructure, the dilapidated sidewalks, the garbage shown here without any proper system of storage and pickup that other cities in Europe and Asia have. It all goes back to indifference from New Yorkers, as this report says New Yorkers go about their business inured by all this. The root cause is lack of investment and the capital markets of the US and of New York crowding out  investment in ,the very things that are essential for the quality and ease of living, sanitation transport infrastructure, public services, education and health. And instead a massive diversion of capital into other areas. The so called Reagan revolution's domestic side, the so called "freedom to choose" domestic side, where a few people choose to make the decisions for capital allocation away from what is in the public's interest.

Some planners want to put a park in its place and build a tunnel for the heaviest traffic. There is interest in being transformative and doing something big. The other actions already taken are  are to keep reinforcing it, cut traffic to 2 lanes, not to salt it in winter. And yet one finds no reflection on the sad state of New York and other city infrastructure in the US, when capital is being invested with plans to spend to the tune of 1.5 to 3 trillion dollars by 2030 on AI data centers and other sites. This will simply result in crowding out investment in infrastructure, so that the US will trade places with China and even India as a Third World country. And yet wealthy New Yorkers who use the nation's and the city's subways present an attitude of indifference to the decrepit condition of the Nation's and their own city's infrastructure. ...

The Impossible City Paris in the 21st Century by Simon Kuper is reviewed in the Washington Post. It shows the incredible revival of the French capital and its suburbs as France has done an exceptional job of preparing the city for the Olympics. No other city has done so much for its population. Martin Gelin says after visiting the city now compared to 4 years back- parking spaces have become cafe patios, heavily trafficked boulevards bike lanes, new bookstores and galleries popping up everywhere, the city building sports and cultural facilities in neglected neighborhoods. Attention to social housing and huge expansion of public transit. Car traffic halved so air is cleaner than in 1990's. Paris is different from New York and London- it is avoiding "plutocratisation" of the city so that the best spaces do not go to banking and finance. In Paris the social housing units have tripled since 1990's including in 13th, 19th and 20th arrondisements. Paris does not want to become a city of millionaires,  tourists and poor people like San Francisco, says Kuper. Anne Hidalgo, Mayor of Paris wants 30 percent of all Parisian homes to be social housing by 2035, and another 10% as affordable housing (with rents  at least 20% below market rates). Grand Paris project will create 68 new subway stations so all of Metropolitan Paris is within 10 minute walk to a subway station. Diversity can be seen and it creates a healthy human experience in cities so that people are less likely to act with prejudice. ...

Then as happened too often in the past it became the victim of a change in government with the new government in December 2019 stalling the rapid work on the project. Only when it was voted out in June 2022 did the rapid work shown in this Jan 2019 WSJ report resume. It has accelerated under Ashwini Bhide's leadership of the METRO organization and work is back to round the clock 24 hours a day. "A 27 station, 21 mile subway is being built under one of Asia's most crowded cities- Mumbai. It is moving ahead at the pace of one mile a month, with 9 miles complete, started in 2016 the $3.3 billion Metro Line 3 is on track to be completed by 2021. The government of prime minister Modi is eager to show that it is able to tackle some of the toughest infrastructure projects like this one and get them done on  time. As the head of the Metro Rail Corporation, Ms. Ashwini Bhide puts it this should have been done yesterday, considering the appalling and difficult rides facing Mumbai's millions of residents every day on its old and creaky rail system. There is she says " a desperation" to get this done as is true for so many of the infrastructure projects that need to be done in India." "When complete it will take 1.6 million riders a day 80 feet underground to destinations across the city in air conditioned coaches." ...
