Tokyo's subway has seen continuous investment over six decades, whereas the NY subway does not get federal spending investment and lacks continuous investment every year. The result is a creaky old system in the US compared to a modern highly efficient system in Japan. WSJ looks at the two subway systems in this video explaining why they are the way they are.
