 India would be 27% richer if it rebalanced its workforce to include more women, according to the IMF. Women's participation in the workforce is the lowest of the G20 countries except Saudi Arabia. Contributing only one sixth of economic output, half the global average. The employment rate of women in India has dropped instead of rising from its low level, an alarm signal. It was 35% in 2005, now in 2018 it is 26%. In the last decade the economy has more than doubled in size and number of working age women, according to the IMF is 470 million. Part of the reason is that more girls are in school. Conservative social rules mean that women are discouraged by their families or in-laws from working outside the home. As families become richer more women stop working. The lack of manufacturing jobs is also a constraint. Men have taken 90% of the 36 million jobs in industry created since 2005. Census data show that more than one third of women would take jobs if they were available. Urbanization and the shift to cities means less work in farming, mechanization of farming makes for less agricultural work. Changes in attitudes and better policies for maternity leave and women friendly workplace could help. Because most of the jobs are still in the informal economy, this is not as effective today but could make a difference in the future as more formal jobs are generated. Attitudes where men do more housework can make a difference. If men spent about 2 hours doing dishes and putting kids to bed, there would be a 10% increase in women's participation rate in the workforce, according to a World Bank study. One study shows this would add 550 billion dollars to India's economy. True especially as more women are getting university degrees and high school education. and the census study shows women have the desire to work if cultural attitudes, more men doing housework, and the job market were to change.       ...

Claire Cain Miller provides this exceptional account of the ways lack of family friendly and maternity leave policies is hurting not just women in America, but America's economic and technological progress. Strangely one hears little about how the lack of paid leave for women for maternity and other reasons, even as it hurts economic growth with the lower participation of women in the labor force. This is being vigorously discussed in Germany and Japan with calls for more family friendly workplace policies and more child care facilities to encourage women to join the workplace or continue working and pursuing careers. This happens when the overall labor force participation rate for women and men in the U.S. is declining, making this an important issue. Equally significant is that this reduces the contribution women can make to technological and scientific progress, and productivity improvements, because 59% of higher education degress are now going to women. The case of a Toshiba research engineer who was able to tackle a problem critical to development of the next generation of television technologies after Toshiba let her continue in her research role with friendly maternity leave policy, is an example of the kind of technical progress lost to the economy without such policy in Japan or in the U.S. See the link for Toshiba. Miller provides the example of Google, where attrition for women employees dropped by 50% with family friendly maternity leave policies. For Google, Toshiba, and other companies with women having advanced degrees the cost of hiring a new employee or making up for the loss of losing valuable women employees is significant. The U.S. is the only developed country without paid maternity leave. Only 59% of workers say their employers offer them paid maternity leave. California is the first state in the U.S. to offer paid parental leave. ...

Janet Yellen Fed chairwoman, says many obstacles still exist for women in the workforce. Bringing more women into the workforce will increase the productive capacity of the American economy. The increasing participation of women in the workforce was factor in the growth and prosperity of America by the middle of the 20th century. In a speech sharing her personal narrative at Brown University, her alma mater, she described how other nations had passed the U.S. in women's participation in the workforce, and how it remains stalled at 75% for women either working or looking for work. Her speech was at a conference "125 Years of Women at Brown." The U.S. is now 17th among 22 developed nations in participation of women in workforce, mostly because of government and business policies that relate to paid maternity leave, affordable child care, and flexible work schedules.

The female labor participation rate for India is as low as 15%. Delayed entry into the labor force by further education, improving incomes leading to women not working, and a bias against hiring women, cultural and security factors, are some reasons for the low participation rate for women.

For women the labor participation rate dropped from 15.5% in 2016 to 11.9% in 2017 and 11% in 2018. 

This report shows average labor participation rate in India is low of 47% in 2016 (mainly because of dismal participation rate for women) compared to world average of 66%.

Shraddha Pandey, Indian civil servant offers these thoughts to young women and men joining the Indian Administrative Service, IAS, now that women form 34% of the candidates who have passed the UPSC exams. The top four candidates are also women. This includes thoughts on showing one's soft and intelligent side which is the real source of strength in life, maternity leave acceptance similar to how an educational or other activity requires a short absence,  participation in chores by all genders at home that make it easier for women, and shared child care that create a healthy home.

Irish prime minister Varadkar resigns after what critics call a "gimmicky" referendum to change language respecting women's role at home to coincide on International Women's Day. It was rejected by about 70% of the vote with about 44% of people voting and little understanding of what this was about as the wording was poorly done and it was not well thought out. If it was about respecting women and promoting participation outside the home the government could take steps as Japan and India at different economic stages are doing. Would changing the Indian or Japanese constitutional wording make a difference or the government making the efforts to broaden opportunities and remove obstacles and impediments to women's participation.

Anna Fifield of the Washington Post provides this exceptional piece on Yuka Ogata, a 42 year old municipal assembly member of the Kumamoto Municipal Assembly. Yuka sat in the assembly seat with her 7 month baby in the front row to the men looking on in amazement. Ogata has a Masters degree in conflict resolution from George Mason University. Ogata was earlier reported to have created a stir by sitting while pregnant while asking questions.  Yuka Ogata says she wants to draw attention to the struggles of women as they seek to work so that they can raise a child and work happily. Japan's government has announced the key goal of "womenomics" to increase participation of women in the economy as a way to increase growth. Earlier Yuka had asked the Assembly authorites to open a day care center or let mothers bring their children to work. Both requests were denied and Ogata's child was removed from the Municipal Assembly. Here Anna Fifield gives other examples. Bihar  state assembly elections win for NDA led by Modi has one astonishing fact- the average age in Bihar for 128 million people is 22 years with 58% of population under 25 years. The win of 203 seats of 243 is the path to stable government for the industrialization of India into one of the advanced economies of the world similar to Japan and China in Asia. It is also about the aspirations of youth in one of the world's ancient civilizations. Buddhist civilization of Asia (China, Japan, Vietnam, Indonesia) had its birthplace in Bihar region of northeastern India. Karishma Vaswani of the BBC provides this report showing sexual harassment in the workplace is increasing in Asian countries. A recent ILO report shows over 50% of women participation in the workforce. With more women in the workplace the threat is growing for women. As many offences are unreported-and more so with women who have never been in the workplace before- the 30 to 40% incidents reported to the International Trade Union Confederation (ITUC) for women workers in Asia-Pacific may be understated.

The culture in many Asian companies is also not friendly to women. A lot needs to be done to change this considering the slow progress to ensure a safe environment for women at work, and governments need to make this a priority.

Japanese Dads are taking on a bigger role and changing parenting. BBC Future shows this story about Japanese dads from a new generations that are taking on the joys, difficulties and responsibilities of parenting.  A new kind of superhero in Japanese manga comics is Ikumen, a Japanese term (from ikuji for childcare) for young dads actively spending time with their children compared to an earlier generation of fathers who spent most of their time at work, and rarely took on family responsibilities. During the sixties and seventies as Japan emerged from the wartime recovery and modernized Japanese culture defined men's role to spend most of the time at work, even getting allowance for spending from their wives who controlled the family budget.  In 2010 the Japanese Ministry of Health, Labor and Welfare started the Ikumen project to increase paternal involvement in child caring. This was a major cultural change and was part of the change in culture needed for the Third Arrow of Japan's Abenomics project to get women's participation up to western country levels. Today the women's participation rate in workplaces exceeds that of the U.S. Even in the 1980's men spent on average about 40 minutes with their children mostly during the family meal in the evening and even had to have their wives find their clothes. The common saying was - "jishin, kaminari, kaji, oyaji," earthquake, thunder, fire and father, remote and given respect. Women's reaction was not positive as they postponed marraige for later, then even not marrying at all for the next generation, leading to reduced childbirth rates. The Ikumen project projected fathers in a masculine role of heroes for taking on parenting, like the t-shirt logo "Strength for Society" portraying them as saving society, saving the  country. About 45% now support the idea of "men should work, women should stay at home" compared to 60% in 1992- drop of 15%. The statistics do not quite tell the story because during this period women participation in the workplace has jumped to western country levels as part of Abenomics Third Arrow to revive the economy. The problem that is still being tackled is that of bosses in the workplace who lack awareness and discourage taking paternal leave which has risen from 2% to 7% in five years 2012 to 2017. ...

This interview in DW.com by Stefan Dege with author Sebastian Sons ("Built on Sand: A Problematic Ally"), looks at the changes in Saudi Arabia as a new generation of younger leaders under Prince Salman take over the desert region. A big change is that benefitting women in Saudi Arabia. The driving ban lifted is only one change. The bigger change is in the way educated Saudi women will now be integrated into the labor market.  This means improvements in gender relations can also now take place.  One reason cited here that these top down changes from Prince Salman are more likely to happen affecting Saudi society at the grassroots is that 70% of the Saudi population is under 30 years of age. Many have studied overseas and are educated, seeking a freer and more open life. The younger generation is euphoric says Sons, and they put all their hopes on Prince Salman that he can find a way out of the entrenched societal ways  that limit young people, and women from economic participation.  The Wahhabi clerics are seen as a junior partner to the monarchy in Saudi Arabia, and they too see the economic participation of women as necessary in today's tight economic situation. There is even optimism that Merkel could push for better women's rights, and for a Goethe Insitute for better cultural understanding in Riyadh. The Irish prime minister Varadkar says it is time to move on. When he assumed office he was the first from an ethnic minority background to lead Ireland, the son of an Irish mother and an Indian immigrant father. He took Ireland through the crises of coronavirus pandemic, Brexit, and improved unemployment and budget shortfalls. Recently he accepted defeat on a referendum intended to remove language in the Irish Constitution on a clause about "a woman's life within the home." Disagreements over the language of the referendum led to its not getting approved on International Women's Day by about 70% of the vote with 44% of people voting. It suggest there was no enthusiasm and its relevance at this time was not understood. It is not clear why there was a need for this referendum in the first place to remove one text of the constitution that respects the role of family and mother's contributions in the home. During the pandemic for instance women played a major role, and sometimes took on a greater share of the burden. Efforts to have women's participation as shown in Japan and India does not require constitutional wording to be changed. Japan has done remarkably well and India is about to do this. And removing the wording about women's role at home, instead of encouraging or adding wording about women actively participating in the workforce and actions to make that possible, accomplishes little. Coupling this with a wording that includes gay families in the definition of family while removing the role of women in the family language seemed to be making changes that had little to do with each other. ...

The workforce participation rate reached a high of 84.5% in 2023. WSJ points to how the flexibility to work from home, remote work, is playing a role in bringing more women, and men into the workforce. More jobs are being created 275,000 in February, and the economy is resilient with inflation coming under control with a larger supply of labor productively used in the economy. Additional immigration, though the need for it to be organized is clear, has added to supply of labor.

The Economist magazine points out that even without the one-child policy birth rates would have declined in China because of rising participation of women in the work force, education, delayed marraige, and the high cost of education and housing for more children. As China pursues a two child policy starting in 2015, many of the same factors are at work and many women are seen as unlikely to have two children. The Economist says the right policy would have been to scrap this policy altogether. This may actually happen as China sees the social and economic factors behind the falling birthrate continuing to operate limiting the size of families, and creating problems of rapidly aging society as in Japan. Latin America provides strong evidence to support the Economist magazine's point because of the falling birthrates in Brazil and Mexico for social and economic reasons.

About 1.5 million mothers of school age children in March 2021 are missing from the US workforce as mothers are slow to return to the workforce. Both men and women had lower labor force participation, but as men's is rebounding the mothers are still slow to rebound. One mother in Brooklyn, New York, with 3 school age children is typical. She decided to hastily quit work to take care of children at home during 2020 at a stressful time, and has found it difficult to return to work in 2021. It has brought men and women closer to their children but also made it harder to pursue their careers.

The UNESCO report on Water scarcity and contaminated water. It creates awareness on World Water Day but comes across as a largely academic exercise, ask any rural woman in India and she knows the significance, question is what should have been done and the resources are there. For action it has to come from nations,, large nations such as India from it's Jal Jeevan Mission, China and Japan transferring the knowhow and technologies to Africa and Latin America and other parts of Asia. The period after a pandemic is also a time to focus efforts on  doing this. How it undermines girls and women and their participation in society is part of the understanding in India, and uppermost in the minds of Indian leaders and technologists, and in the mind of PM Modi. Unfortunately the UNESCO reports fails to even cover right up front in its summary how Jal Jeevan is being done for 1.4 billion people in India to have clean tap water so that people in Africa and Latin America can see that this is possible, if in the Himalayan regions possible in their region it is possible. Galston says Hillary Clinton is right to say as she did at Roosevelt Island in her opening campaign speech, that "growth and fairness go together, for lasting prosperity, you can't have one without the other." Economic growth was at 4% for 5 of 8 years of the Clinton presidency, but in the 15 years since the economy has managed 3% only twice in the George Bush presidency, and fallen below 2.5% in the last 5 years. The high growth rate following World War II was a result of the increase in the workforce and productivity. The workforce increased by 2% annually between 1950 and 2000. Since then as female participation peaked and the baby boomers reached retirement age the workforce has increased by 0.7%, and is slowing to 0.5% annual growth for the next decade. Growth in productivity of 1.9% between 1991 and 2007, slowed to 0.4% after 2010. Galston tells the next president to go all out to increase the labor force- adopt family friendly policies similiar to Europe so more women can work, get more immigrants into the labor force, more elderly should be encouraged to work given the better health, reduce the college dropout rate to reduce incarceration and bring more young people into the labor force, get more people who qualify for disability but could work part time into the labor force, and emphasize the importance of increasing the labor force participation rate a policy being followed by the Federal Reserve's Janet Yellen....

This Economist briefing on Spain concludes that Spain has achieved much since the 1978 constitution setup the basis for democracy and human rights, administrative decentralisation. Referendums can be polarizing and a better solution can be found by recognizing Catalan cultural diversity within Spain, says the Economist. Spain has shown that it can be democratic, be tolerant of immigration, respect human rights, and has increased participation of women in government. The hurdle of Catalan separatism can be overcome though embracing cultural diversity.

Sweden places in the top three countries in the Women in Work Index for 2019 of the 33 member OECD. The other two are New Zealand and Iceland. As a country emphasizing gender equality Sweden has taken this approach through policies and legislation.  Feminist government, feminist international policy, are terms frequently used. Focus is on policy that provides equal rights, participation in decision making, and equitable allocation of resources. Swedes get 480 days of parental leave to share, of which 390 are at 80%, till a child turns 8. In government funded schools when it comes to gender roles preschool teachers and principals are allowed to act as social engineers so girls are not restricted to traditional roles only. Swedish colleges and universities are free and women earn two thirds of the degrees. A gender neutral word "hen" was adopted in Swedish popular culture. Legislation makes violence against women by partners punishable for each offense, and explicit consent is required in sexual relations.  Women and men share equally in leadership of government agencies but women still fall behind in private industry positions. Salaries are 88% to 92% of men's salaries. Women have 161 of 349 seats in parliament after 2018 election.   ...

The founder of the modern Olympics is Pierre de Cobertin, a Frenchman. In 1894 he came up with the concept of reviving the ancient games in Greece held every 4 years. In 1896 the first Olympics were held in Athens, Greece. Coubertin is criticized for his colonialist views and for preventing women from participating. His name rarely comes up in the Paris Olympics. Englishmen Thomas Arnold of the Rugby School and William Brookes helped Coubertin develop his ideas on the value of athletics in forming character and the complementing role of sport with intellectual work. Early in his life Coubertin tried to bring the English use of sports in schools to France. He saw the value of athletics competitions in building a core group that could take part in France's defense following the war with Gemany in 1871. His participation in bringing he Olympics of 1936 to Germany is seen as giving credibility to the Nazi regime, which colors his record.

The head of Oxfam International shows how tackling problems such as clean water, health, daycare, can improve participation of women and generate additional employment. A major problem worldwide particularly in the developing world is the lack of enough good jobs. Investing 2% of GDP in healthcare in African, Asian and Latin American countries can generate additional 1-3%  employment. Higher levels of investment are needed in health and other services that improve the quality of life.

About $170 billion in taxes not paid to governments of developing countries because of tax dodging leaves governments short of the funds needed to invest in public services, schools and hospitals.

This NYT report on Mohamed Bin Zayed of the United Arab Emirates, who comes from Abu Dhabi one of the 7 emirates in the Gulf Coastal region, is rare and unusual. It provides stories the prince loves to tell that make a point about how he sees the world. Here he tells them to Robert F. Worth, in the only interview Mohamed bin Zayad has ever given to a journalist from US or Europe. It took a year just to get the interview. The title about a Dark Vision is inappropriate as Mohamed Zayad simply reflects what is a British way of looking at things- valuing the Constitution, keeping religion private even its deeply held beliefs and cultural traditions such as Bedouin's practice, and a general tolerance that characterizes British society and similar societies throughout the history of Europe and Asia that were sitting on shipping lanes and practiced trade for a livelihood. It is also important because the other Mohamed, Mohamed Bin Salman of Saudi Arabia is seen as someone influenced by the ideas of Mohamed Bin Zayad of Abu Dhabi. President Biden plans a trip to the region in coming months to continue on building a narrative of development for the region. This provide an insight into the coastal regions that include Gujarat across the Gulf in India, that for centuries traded with the Gulf kingdoms. They have a trading mentality and with it comes a tolerance that is also seen in trading nations such as England. This is what brought Britain to India (and China) says Mohandas Gandhi. Gandhi went so far as to say that if there was trade on the moon you would find a British shopkeeper was first to setup shop there. Zayed has as a minister in his cabinet, a woman who is minister of Tolerance, Sheikha Lubna al Quasimi.  Zayed is unique for three reasons. He has embedded in his views the spirit of tolerance. As Worth puts it in NYT, Zayed has grasped what is true to the spirit of the Gulf region. The country's location on an ancient shipping lane has bred a type of Islam in the Gulf region, that is open to the world and tolerant.  His father Zayed Nahyan's  tendencies to openness and frank demeanor combine with this tolerance to provide a different kind of leadership. His father had the pluralist instincts that combined traditional Bedouin attitudes with a rare liberal mindedness. He died at age 86 in 2004. Zayed bin Nahyan MBZ's father was selected for these very reasons by the British in 1966 to rule the small Gulf kingdom of Abu Dhabi. In 1966, says this NYT report, the country was mostly illiterate, half of all children died during childbirth and one third of the women during childbirth, there was a complete lack of western medicine. Zayed Nahyan's brother was averse to development making the British select Zayed Nahyan at the request of Abu Dhabhi families. These early years shaped Mohamed Bin Zayed's views of how to see the world. Zayed the son loves to tell stories, and this one in the NYT shows how Mohamed bin Zayed the son and Mohamed bin Nahyan the father share a sense of what it means to be human and support all people's aspirations for a better life. This is the narrative in India and the region of 1.8 billion people that extends from India to Indonesia and Vietnam. This was seen at the G7 when leaders of India and Indonesia were invited to meet with the G7 in Munich, Germany and taken as utterly serious participants in the discussions to shape the Free World. To see the difference- UAE has signed agreements to increase trade with India to $100 billion over 5 years and was thanked by prime minister Modi for treatment of 8 million Indian workers in the Gulf region during the pandemic. Saudis are now stabilizing the Turkish and Egyptian economies with aid and providing some of the funding assistance for Siemens to modernize the entire Egyptian rail system with the latest technology over the next 5 years. Projects of this size that have never been undertaken since 1945. Sometime in the 1980's when Zayed was a young military officer having completed training at the Royal British Military Academy at Sandhurst, England, and educated in Scotland, he went to the grasslands of Tanzania. During his visit to Tanzania he went to several villages to see the Masai tribes. When he returned he sat with his father crosslegged on the floor in traditional Bedouin and Asian style and told him about his travels. His father asked Zayed about all the details- the wildlife, the Masai people and their customs, the extent of poverty in the country. After hearing it all his father asked Zayed what he had done for the people he had encountered. In response Zayed shrugged and answered, the people he met were not Muslims. Zayed still recalls his father's reaction, sudden, forceful and indelible from memory. Zayad says his father took a sudden hold of his arm and spoke to him in a harsh tone and stern demeanor- " We are all God's children."     ...
