Mark Carney, Governor of the Bank of England, in meetings with bankers and business leaders says Britain should remain in the single market 2 years after exit from the European Union, according to the Sunday Times. Theresa May plans for Britain to exit the EU in 2019. The reason is that this would protect business as it adjusts to leaving the single market, a kind of transition or Brexit buffer period. This period "really informs what businesses need to do because you transition and restructure during that window," Carney told a House of Commons Treasury Committee. About the changes in the politics in the U.S. and Europe Carney has said about basic fairness in bankers language- "market fundamentalism can devour the social capital needed for capitalism" to work, referring to the moral failures in operations of the banks by 2009 and how it hit the middle and working class incomes and wealth.

A confidential report made for the British government is leaked to Buzzfeed News. The report points out that under every plausible scenario the British economy would take a hit from Brexit even it it remains in the single market. In the best possible scenario that it remains in the single market after leaving the EU Britain's GDP would decline by 2% over a 15 year period. In the scenario where Britain made a comprehensive trade deal with the EU, yet remained outside the single market growth would be lower by 5% than current forecasts. Ever sector of the economy is negatively affected except agriculture, according to the report- "EU Exit Analysis- Cross Whitehall Briefing." The current situation is that of a transition period for Britain with the EU  giving Britain 21 months of membership benefits, without the power to form new EU laws. UK economic growth of 1.8% for 2017 is the lowest since 2012, with the decision for Brexit affecting the economy adversely. This even leaves open the possibility of a new referendum on Brexit in coming years. ...

This leader in The Economist magazine says a hard Brexit of the sort announced by Theresa May at a Conservative Party conference is clearly bad for Britain. It also point out that half of British people voted to remain. It is not clear that voters have voted for a hard Brexit, a soft Brexit, or voter alienation with elites and effects of years of austerity since the financial crisis have helped tilt the vote to Brexit. It points out that the rhetoric may be damaging Britain's chance of negotiating a Brexit that limits damage to GDP, which the Treasury estimates to be nearly twice the loss in GDP if a member of a single market as compared to leaving it. British government leaders may be overestimating the willingness of leaders of France, Germany and other countries to make concessions. By talking up to their party base politicians such as May may be putting German and French leaders to also toughen their positions on free movement as an integral principle of the European Union, and consequently of membership in a single market. ...

Theresa May, prime minister of Britain, faced a difficult situation by Jan. 2017- the European Union was not going to budge on the free movement of people and services within the EU. With no prospects for negotiations on the migration issue and a decision to retake control of migration, May announced on Jan. 17, 2017, that she would pull Britain out of the single market. By Jan 2017 Theresa May was perceived in the media facing tough challenges and having no clear path, and no clear plan, and little support from the civil service, business, and within a divided Conservative party, to implement Brexit. The parliamentary elections in Britain have changed the environment in which the first day of Brexit talks took place on June 19, 2017. There is a great deal of uncertainty as the government of Theresa May has only a thin majority in parliament. A debate is now taking place on how much support Brexit has after the parliamentary election, and what kind of Brexit should take place, what are the risks and uncertainties for Britain. As expected the European Union negotiator Michael Barnier emphasized that some issues have to be resolved first- that Britain owes the European Union between 40 to 60 billion euros over 5 years, the rights of EU citizens in Britain, for the beneficiaries of EU policies and for the impact on borders particularly in Ireland.  Only then would the EU discuss access to the EU market for Britain. Mr Barnier handed British negotiator David Davis a hiking stick, a way of saying this will be a long hike up the mountain. In Britain there is a growing sense that the talks cannot be completed by the current deadline in 2019, that it might take 5 years. Another hurdle- Britain cannot have access to the single market if it seeks to control immigration. For the European Union there is the additional problem of how to negotiate with a government that may not be there in a few months, say experts. For the European Union Brexit is now more of a distraction, as there are other issues that rank higher such as relations with the Trump administration, NATO and Russia, refugees and borders.       ...

The results from the EU elections show neither traditional centre right or centre left parties are able to form a majority. The euroskeptic parties in Italy led by Mr. Salvini and in France by Marie Le Pen have not won with the kind of support they expected. Also important is that these parties in Italy and France have changed their position on membership in the European Union. They now support remaining with the single currency the Euro, and staying in the EU, hoping to change it from the inside. In Spain the Vxx party on the right has from its inception supported the Euro and the European Union. Only Nigel Farage's Brexit party is for Britain leaving the EU. These parties such as the League in Italy and the National Party in France are in accord with globalism and global capitalism. The changes they call for are now on immigration, migration, and against a single market for labour with social services for new immigrants or migrants. They are for ending multiculturalism in favor of nativist national ideas, sweeping indictments of bureaucracy and elites, curbing migration and building national pride. In Spain their is also concern for separatist movements such as in Catalonia for the Vox party, and interest in stronger federal structures. There is no coherent strategy for these new parties to tackle problems such as lack of growth, widening regional divide within the countries. Yet now the discussions will be about what the  EU will do, not about whether there should be a single currency the Euro or whether to remain in the EU.  In this sense the European Union is set for the task of regenerating from within. The European Union was itself an experiment that started with the effort to set up the initial arrangements to bring together the economies and political structures of European countries after a disastrous war. It accepted nation states and individual country differences even as it sought an ideal of a united Europe. This means there is room for more ideas and for differences within Europe and the European Union than allowed for by existing structures, politics or ideas. ...

This editorial in The Economist magazine points out that the doggedness of prime minister Theresa May now looks like pig-headedness. The crisis is of poor leadership. It also exposes two deeper problems in the Leave campaigns distorted message that it is possible for Britain to leave the EU, "to take back control" without making it harder to for British business and the economy to trade with its partners in Europe. It also exposes concerns of democracy that see the referendum as the only message from the people- the general election of 2017 brought Conservatives to power without a majority in parliament changing the picture about the referendum's message. Particularly since the referendum Leave campaign presented a distorted  message leaving out what the cost would be for Britain.  Ejection from the single market, decline of industy from finance to carmaking, destablisation of Northen Ireland peace agreement, exit bill of 50 bill euros was not advertised in the Leave campaign. Buses with posters of immigrants streaming across borders in Europe presented an emotional message recklessly sold to voters. Representing the will of the people can be claimed now by all sides, says the Economist. Leaving Europe on March 29 deadline with no deal would be bad for Europe and economic upheaval for Britain. Discerning the will of the people should not be the work of squabbling MP's or backbenchers in parliament. The only practical and sensible way out of this mother of all messes is to go back to the people and get a new opinion with broad daylight thrown on the realities facing Britain.   ...

Christoph Hasselbach of DW.com says the idea of European Union brings so much good for Europe that it should not be diminished by use of pressure or punishment. He refers to the firm opinion in Brussels, of Mr. Juncker and Merkel, that there can be no cherry picking when it comes to remaining in the EU. This led in Jan. 2017 to British prime minister May saying Britain would not go begging to Brussels, and would simply opt out of the European Union and the single market. Hasselbach offers an interesting and plausible explanation for the Brexit vote shifting by a small margin to the exit side. He says rightly that uncontrolled immigration fears were used by the politicians supporting exit. Interestingly he says the worries in the UK were not just for current people but for future citizens from the hundreds of thousands of refugees who would become German citizens in a few years. Would they try to settle in the UK- prime minister Cameron failed to provide a convincing answer, says Hasselbach. He is right to point out as we have at Lyrarc that it is healthy to have questions and even some skeptical views about Brussels, that the appeal of the EU must depend on not being dogmatic about it, but being open and willing to accept questions.   ...

Pop and Troinanovski look at the tough negotiations ahead for Brexit and describe Theresa May as a experienced negotiator. Belgian Interior Minister Jambon says she has "a lot of policy knowledge" and moved in the direction of European cooperation. Germany Interior Minister Hans-Peter Friedrich says May has a very clear idea of her objective, uses clear language, and is consistent. Yet much depends on other factors including elections in Germany and France in 2017. For France and Hollande the issue becomes particularly filled with implications with the need not to give the far right and Marie Le Pen any advantage by making concessions in the negotiations. German chancellor Merkel is also very clear from her perspective on migration and free movement in the European Union, a point on which she was tested by other Eastern European countries during the refugee crisis. Merkel made this clear that it was Britain's choice of direction in future relations- "Whoever wants free access to the European single market must in return accept all of the basic freedoms, including the free movement of people." Because of domestic politics in Germany and France and in the rest of the European Union, these negotiations could drag on for a very long time. The only positive sign for both sides is that May is known as a responsible politician after 6 years as Britain's Home Secretary, holding one of the top positions in the cabinet. As Merkel's popularity has recovered with about 55% popular support and the decline in the support for the AfD in recent poll cited by DW.com, Merkel may be prepared for a long negotiation to keep the original idea and spirit of the founders of the European Union alive and strong. ...

Ivan Rogers, UK ambassador to the European Union for three years till 2017 was sharply critical of the British government and forecast some of the Brexit problems. He has a book "9 Lessons in Brexit," which appeared in Feb. 2019. Here he is interviewed by Der Spiegel. He says he expected some of the problems but is still surprised that 4 weeks before the deadline the political class in Britain has not yet figured out what kind of Brexit they want. Here he points out that Cameron and Blair represented the centre in British politics. But that centre has now collapsed after the financial crisis and the period of austerity led to widening gaps between the different parts of British society. The public is now deeply alienated from both major parties. In both parties the populists on the left and the right have gained a bigger influence, as a result there are no centre right or centre left figures who command public influence. Rogers is a civil servant of high rank who has worked with several prime ministers including Blair and Cameron. His comments are worth listening to.  Was Theresa May the right person to tackle Brexit? Her problem says ROgers is that she started with a hardline position of reducing the number of people entering the UK from inside or outside the EU. Once you do this you cannot have free movement of goods, services and capital, so you have to leave the single market. And if Britain wanted a fully autonomous trade policy then it cannot stay in the customs union. Rogers thinks Theresa May never really understood what this meant- that it was going much further out of the European Union than Norway or Switzerland, or even Turkey. Now as she is trying to go back her right wing cries betrayal. Do British prime ministers understand the single market, the customs union, or how the EU really works? Rogers worked on European issues for a long time and he says after working very closely with British prime ministers that none of them had a deep understanding of how the European Union works. Plus they lack any emotional attachment to the EU, because of the mercantile relationship Britain has had with its neighbors. About the relationships in Europe between the Germans, the French, the British, what is it and what will it be like? Rogers says he has not seen a thinner relationship in his lifetime. He thinks the European political elites are not talking to each other anything like what was done 20 or 30 years ago. He says the Brits have to take a lot of the responsibility because the British political class lost interest in Europe. What could the Europeans have done? Rogers says the chaos continues because the British don't really know where they want to go. It opaque about the relationship on purpose. Have the Europeans thought about what kind of a continent they want to see after all this is over? Most questions are answered here during the last minute negotiations on December 14, 2020, in a desperate effort by both sides knowing that no one is going to budge. The effort now is to say look this is going to hurt both sides during a pandemic, the public is going to be angry with the politicians one more time, which will hurt all sides. Britain joined the European Union in 1973 with Ireland and Denmark.

Britain has left the EU legally and politically. It is in a transition period till Jan 1, 2021 by which time the remaining questions on trade, on economic relations and security need to be resolved. This covers $800 billion in trade between Britain and the EU. If nothing happens to settle these issues Britain after Jan. 1 will no longer be part of the EU single market or its customs union.

The Basel 3 Rules and the extra capital cushions required by 2019, will double the amount of core equity a big bank holds as a proportion of assets. This is happening earlier because markets are making banks increase their capital cushions. But more needs to be done to make "too big to fail" banks in the U.S. and Europe safer, says the Economist in a May 2011 special report on international banking. An independent commission in Britain has suggested an additional equity buffer of 3%. The Economist says the Basel committee should consider similiar rules for the largest banks. Another proposal is being considered by Swiss regulators who want to see their banks holding the equivalent of 9% of their risk weighted assets in convertible capital. This kind of buffer is considered essential to prevent the kind of sudden collapse of the global financial system that was seen in late 2008.

In this Agenda column Simon Nixon takes on the U.S. Treasury's criticism of Germany for its current account surplus of 7% of GDP in 2012, and not doing enough for the economies of southern Europe. The German government called it "incomprehensible." Nixon says it is better for the German economy to remain strong and to boost competitiveness and consumer spending in Spain, Portugal, Italy and Greece. He says the low eurozone inflation of annualized 0.7% for September 2013, which prompted the ECB to cut rates by 0.25%, is healthy to the extent that consumer prices are declining to adjust to a decline in wages. The reduction in labor costs is a way to restore lost competitiveness, just as Germany did in the last decade. The criticism is considered by many economists to be misdirected, and seen as "incomprehensible" by Germans, as Germans ask what would the U.S. have them do- provide stimulus when the government debt to GDP ratio is currently 82%, increase wages and how would this help Southern Europeans. Focussing on Germany's current account surplus says Nixon, is obscuring the larger issues of increasing consumer and business confidence and spending in the eurozone, and increasing bank lending. The new ECB bank resolution arrangements and other changes including deposit insurance if done right should help the recapitalization and restructuring needed for restoring bank lending to support recovery. Spain is furthest along in regaining competitiveness, with changes in Portugal, Italy and Greece also supporting a gradual return to growth....

Moritz Kramer, a managing director at S&P, says Spain, Italy, France and Portugal cannot depend on austerity measures and cuts in spending alone to resolve the eurozone crisis. This is only one aspect of the problem facing the countries in southern Europe. The major reason for the problem is the lack of competitiveness in their economies. Nobel winner Stiglitz also points this out and adds that its important to note that the human and natural resources of Europe are the same and the potential just as good today as before the eurozone financial crisis. He says southern Europe has failed to utilize its human and capital resources and improve its technologies in ways that would make it more competitive with Asian countries. Experts point to the decade it took Germany to address problems created by inflexible labor markets, wage competitiveness, and investments in technology and human resources to get to where it is today.

An audit of Spain's banking system by the consulting firm Oliver Wyman, shows that Spanish banks would need 53.745 billion euros to be cleaned up if mergers and acquisitions underway are completed.The amount goes up to 59.3 billion euros if this does not happen. Bankia bank will need 24.7 billion euros to meet capital requirements. Three other nationalized banks need 21.5 billion euros, including 3.2 billion euros for Banco Popular. Of the 14 audited banks only 7 need capital infusions. The other banks considered healthy include BBVA, Santander and La Caixa. These findings are similiar to a preliminary finding by Oliver Wyman and estimates provided by Luis de Guindos, Spain's economy minister, that Spanish banks will need 51 billion to 62 billion euros of capital infusion. Spain's secretary of state for the economy, Fernando Jimenez Latorre, says Spain will soon request about 40 billion euros of the 100 billion euro bailout offer for banks negotiated by Spain in June with the EU. It is not clear whether the capital infusion will go directly to Spain's banks as Spain has argued, or go through the Spanish government. The audits were important to provide credibility through independent assessment of losses in Spain's banking system, and remove the fog of uncertainty that is pushing up Spain's borrowing rate in capital markets....

The IMF's changing views on the value of fiscal austerity. In the current debate about the value of fiscal austerity, there is the IMF view, a German view based on its own experience, and the views of other countries in Europe. The IMF's view has shifted over time. The IMF World Economic Outlook 2010, describes its view of the effects of austerity measures in the form of spending cuts and tax increases- "Fiscal consolidation typically has a contractionary effect on output. A fiscal consolidation equal to 1% of GDP typically reduces GDP by about 0.5% within 2 years and raises the unemployment rate by about 0.3% percentage points." Over the longer term there are benefits as the private sector is not crowded out in the search for captal funding by the excessive government borrowing. The IMF's economic models suggest that it would take 5 years before reaching the breakeven point when the benefits of austerity measures exceed the effects of austerity. The German view held by German central bankers is that the actions stimulate growth in the short term. Manfred Neumann, professor emeritus at the Institute for Economic Policy at the University of Bonn, says this is called the "German hypothesis" as it reflects the experience of Germany from austerity actions taken by Germany. Laurence Ball, professor of Economics at John Hopkins University, is critical of the "German hypothesis" and its application across Europe in different situations. Germany is a large exporting nation and exports helped counterbalance the effects of austerity measures. Within the eurozone with fixed exchange rates the exports of less competitive countries cannot be boosted through devaluing the currency to gain price competitiveness. The other problem is that with interest rates close to zero in the euro zone the central banks cannot cut rates aggressively to counteract the effects of spending cuts. The problem gets compounded when a number of countries are taking austerity measures at the same time accentuating the downturn....
